"Toll Booth" Bullying In Lisbon, A Personal Experience with Lisbon's "Toll Boot"!

The following article has been shared from LisbonMaine.net.

Dear Lisbon Maine Net:

This afternoon I was accosted by a hulking young man that came up to my car at the stop sign on route 9 and 196.  He didn’t grab me or threaten me with his voice but never the less the intimidation was there in his body language and overall manner. Give me money or I will not be happy with you was the obvious message being  given. What made the bullying even more frightening was that it seemed to be sanctioned by the Lisbon Officials.  I noticed that one of the turning lanes was blocked off and the traffic was funneled  single file  to make it impossible to escape the scrutiny of the  young men.

I am a firm supporter of the Lisbon Fire Department and have given them money every year for more years than I care to remember but I want to give them money on my own terms not out of fright.  Does Lisbon have the legal authority to restrict traffic flow and create a potentially hazardous condition to collect money?  Even if the money is for a good cause?  I don’t know.  Something tells me this thing wasn’t thought out very well by the town Manager.

I would sign my name but to be honest I am afraid.  I am afraid of repercussions from the Town.
I never thought I would say that but it is true.

A Local Citizen Raises Questions About "Toll Booth" or "Toll Boot" In Lisbon

As I drove thru Lisbon today, I saw signs about a TOLL BOOTH. Questions raised:
1.Is it legal to stop traffic and solicit money? Like the panhandlers in Portland?
Is this obstruction of traffic? Placing an object like a boot in your car window?
2.Who gives permission for this type of activity?
   Does one need permission ?
3. If permission is necessary what is process?
What groups can e.g. churches ,boy/girl scouts, school activities , social service agencies or other non profit group?
Are there "Sacred Cows" groups that people may feel intimated if to say no or even ask
the above questions??!!

Recently I drove thru  Poland and just had this experience!!  After 9-11 (2001)
there were firemen in the middle of the road in front of McDonald's stopping all cars even on a green light sticking a BIG BOOT in all car windows. How could someone refuse this intrusive projection in their space or say know if known in town...

I am not trying to be a STINKER about this but I feel imposed on without town representation and powerless. No one asked but thought I would ..Maybe it is me and others feel it is a non issue... FEEDBACK PLEASE
                                                                                DEEP THROAT

Editor's note: If anyone else has these same concerns or other questions to Call the Town Manager, Stephen G. Eldridge @(207) 353-3000 or the Public Safety Command Post Director, Police Chief David T. Brooks @ (207) 353-2500 and seek your answers.  Thank you.

Happy Centennial Anniversary To The Kennebec Fruit Company Better Known As The Moxie Store and Frank

CONGRATULATIONS
KENNEBEC’S FRUIT COMPANY
BETTER KNOWN AS “THE MOXIE STORE”
(1913-2013)

In 1913, the doors opened on the Kennebec’s Fruit Company located at the corner of US Routes 125 and 196 in Lisbon Falls, Maine.  These doors have remained open for 100 years.   This company has survived two World Wars, the Stock Market crash, the Great Depression, Korean War, Vietnam, Iraq, Afghanistan and our sluggish economy today.  How many other businesses can you name that are still open after 100 years?

This business was founded by the Anicetti family.  Three generations of Anicetti’s have owned and operated this business.  The current owner is Frank Anicetti.  Frank’s sister, Cathy Bienkowski, comes every year to help her brother during the Moxie Festival.  This family has devoted their lives to the service and support of the Lisbon community.

There's nothing better than "Moxie Ice Cream"

Over the years, the store became the headquarters for Moxie.  For the past 31 years during the second weekend of July, the community holds a Moxie Festival honoring Moxie.  In 2005, Moxie became the official soft drink of Maine. The Moxie store has put the Lisbon community on the map and is known throughout the country.  People come every year to help celebrate Moxie Day.

Congratulations on reaching this epic milestone.  The Anicetti family has devoted and dedicated their lives to this community.  Frank, please keep up the great work.

A Grateful Neighbor.

2013 Moxie Festival Chairman's Message‏

When summer finally arrives, Mainers get their Moxie on to enjoy every warm, sunny day.  We gather family from near and far and go to quintessential Maine events like The Moxie Festival in Lisbon.  There we meet those from away who equate Moxie with Maine vacations and help us celebrate summer in a small, Maine town.

The theme of the 31st Annual Moxie Festival is Moxie, A Maine Tradition.  And I bet your family has a Moxie tradition.  Did your grandparents introduce you to Moxie and milk?  How many of you recall Frank telling you how to savor your first Moxie at Kennebec’s (the Moxie Store)?  This year, Kennebec’s (not Frank) celebrates 100 years of anchoring the corner of Main Street in Lisbon Falls.

So what’s your Moxie Festival tradition?   Never been.  No worries.  The Festival’s traditional events and new attractions will delight young and old in a weekend of Moxie events.  So what’s happening this year?

The Moxie Recipe Contest moves to Friday Night at Chummy’s Midtown Diner where celebrity judges will decide the winner.  We’re even giving contestants Moxie Swag bags.

Friday night’s free concerts in Midtown will include The Bath Municipal Band (small town Maine meets Boston Pops) as well as the JLD Project.  Walk across the street to Lisbon High School for family activities, listen to the Native drummers at the Spirit of the Wolf Pow Wow, and settle in for the most Moxie fireworks display.

On Saturday, over 500 runners will be in Lisbon at the crack of dawn for the Moxie Day 5K Race.  Like to sleep a little later?  Set the snooze button once and then get to Lisbon well before 10 am for a front row seat for the Moxie Day parade led by Grand Marshall Senator Olympia Snowe.  After Maine’s longest summer parade, enjoy Moxie ice cream, Maine Made products, Moxie Congress historic vehicles, and for the brave, a Moxie Chugging contest.

There will be awesome family events and free concerts after you walk up Main Street to the MTM Center.  Kids can pet an alpaca or a tortoise at a free petting zoo, ride a pony, or take a photo with a snake.  Then get in line for a free huge, inflatable slide or donation-only games of chance that will benefit the Maine Children’s Cancer Program.  Plan to stay for hours and enjoy music from alternative super group Paranoid Social Club at 3 pm followed by 80s rock band Twice Shy at 6 pm.

Get some rest and then join us again on Sunday for the 15th Annual Chief Worumbo Androscoggin River Race.  Watch the winners come in around 11:30 am at the Miller Boat Launch in Lisbon and get a Moxie pulled pork sandwich.   Or check out over 100 vintage cars at the Moxie Car Show behind the Spirit of the Wolf Pow Wow at Lisbon High School.

On Sunday evening as you all gather back home, open another can of Moxie, and share a Moxie Festival memory.  That’s what Maine summers are all about—family and tradition.

2013 Moxie Festival Theme Winner‏

31st Annual Moxie Festival July 12-14, 2013

(from left)  Jan. 26, 2013 at Lisbon Town Hall.  Frank Anicetti, owner of Kennebec’s; John Hardesty of Dallas, the 2013 Moxie Festival theme winner; and Scott Benson, Lisbon’s Director of Economic and Community Development.

Dallas resident who calls Maine “home” wins the 2013 Moxie Festival theme contest

Jan. 26, 2013.  The Moxie Festival Committee is pleased to announce that the 2013 Moxie Festival theme is Moxie:  A Maine Tradition.  The winner, John Hardesty, resides in Dallas, TX, but calls Maine “home.”

The Committee chose John’s entry from a selected list from previous nation-wide Moxie Festival theme contests.
A native New Englander, John Hardesty was born in Lawrence, MA,  but has deep roots in the Lisbon area.  While growing up he spent many days at his grandmother/step grandfather’s farm on Ferry Rd. in Lisbon.  His parents, the former Margaret Ashton and Nap Hardesty, were married in the Ferry Rd. farmhouse.

His uncle, Charles Earle, and his parents and siblings, lived for many years on Frost Hill and owned  much of the land down to the river.  Earle, a member of the Lisbon Falls Masonic Lodge,  worked at both the Farwell and Worumbo mills.  Hardesty’s aunt, the former Martina Ashton, met Earle while both worked at the Farwell Mill.  They were later married in Lewiston, ME.

In addition, Hardesty remembers attending many ceramic classes with his mother, aunt and grandmother at a farmhouse on Webster Rd. in Lisbon.  He fondly recalls riding on the American Legion train on summer nights around downtown Lisbon.  Hardesty attended many Moxie Festivals and enjoyed the parade with family and friends.

He developed his strong preference for  Moxie at an early age while growing up in the farmhouse and spending many holidays and summer vacations in Maine.    Moxie became and remains his soft drink of choice.  To this day, after spending time in Maine, Hardesty always returns to Texas with a suitcase full of canned Moxie that he carefully rations until he returns “home.”  He has passed on his passion for Moxie to his grandson in Texas who now requests a can whenever the two get together.
Hardesty and his wife, Deborah, currently live in the Dallas-Fort Worth, TX area.

Hardesty received a basket filled with Moxie items from The Kennebec Fruit Company store in Lisbon Falls.  He will also return home to Maine to be one of the judges for the Moxie Festival Parade on Saturday, July 13th

The parade which attracts over 100 participants follows the two mile plus route that begins on Capital Avenue and Route 196 and ends at the MTM Center on School Street in Lisbon Falls.

According to Lisbon Public Safety Officials, over 50,000 people attend the three-day Moxie Festival.  The Town of Lisbon has approximately 9,300 residents.

RECAP TOWN COUNCIL MEETING – OCTOBER 2ND

RECAP TOWN COUNCIL MEETING – OCTOBER 2ND

Last night’s town council meeting was business as usual. Several people spoke about numerous subjects to include a communications tower being place on Route 9 without the town notifying the residents in the area. A lady talked about being harassed by her neighbors with fireworks. She also mentioned that she and several other individuals had completed the fireworks survey; you remember the town fireworks survey the council decided to ignore because it did not fit into their agenda.

I asked several questions without receiving any answers. The questions were:

  • Why do the people have to beg the council for a financial report on the Moxie Festival?

  • How is the town earmarking accounts that are inflated to the tune of $107,000?

  • What account did they transfer $96,258.00 into?

  • Why doesn’t the town fireworks ordinance not include an age restriction or include the use of “Novelty” fireworks such as “Snappers” for our kids?

  • Has the town determined how many LLC’s have been receiving the Homestead Exemption illegally and how much money is owed to the town plus how are they going to collect the past due taxes?
  •
  • Why does the Audience Participation Response come after the Audience Participation when the responses are for the previous meeting?

Under Council, Orders, Resolutions & Ordinances the council voted 6-0 to approve the 1st reading of the Fireworks Ordinance.

Under Other Business there were discussions on the Library, Moxie Festival, Banners and Boards & Committee Discussions. The town is going to turn the Moxie Festival over to the community, with the exception of the liability insurance, which will remain with the town. The Positive Change Lisbon (PCL) will be working with the town on banners. Finally, the council wants the town manager to look into combining boards and committees, their mission statements and by-laws.

The council voted 6-0 to accept all the appointments.

Under Councilor Communications there was a discussion about the Fisher Bridge project running late, Public Works doing an excellent job cleaning up the town and more discussion on the Moxie Festival.

There were no answers provided to the questions previously asked under Audience Participation Response. Apparently, the Chairman and the council do not want to respond to the people.

It Only Took The Town Of Lisbon Two Years To Screw Up The Moxie Festival, Way To Go, Not!!!!!!

MOXIE FESTIVAL DISCUSSION

The discussion last Tuesday during the town council workshop was informative and very educational.  I have reported the facts as they took place in my Recap Town Council Workshop – September 25th.  Now I am going to provide you with my personal evaluation of what is really going on with the Moxie Festival.

First and foremost, I believe we have to thank former Economic and Community Development Director Rosie Bradley and Councilor Gina Mason for this situation.  The Moxie Festival had plenty of volunteers and was extremely successful prior to the town taking over the responsibility of this event.  I believe the town took it over because the town believed it could be a money maker.

Prior to the town taking over the responsibility, businesses donated their time and manpower such as electrical support.  However, once the town took it over the donating stopped and these businesses began charging the town for their services.

Next, the town started competing against the business downtown who has always been the sole distributor of the Moxie T-Shirts.  Instead of going through Frank Anicetti (the original “Moxie man”) to purchase these T-Shirts, the town designed, purchased and sold town Moxie T-Shirts.  Competing against local businesses was never the intent of the Moxie Festival.

Also, the direction the town wanted to take the Moxie Festival was NOT the direction the volunteers felt they could support.  This has caused the down slide in volunteers.  Lisbon’s volunteers have always been the backbone of Lisbon’s success and without these volunteers the town is in a world of hurt.

Once we lost our volunteers, town staffers like Twila Lycette (Town Clerk) and Jody Durisko (Town Manager’s Administrative Assistant) were forced to pick up the slack.  I am sure there are more members of the town staff who have worked as hard on the Moxie Festival but these two were identified during Tuesday’s workshop.  This additional responsibility is not in their job descriptions and every minute they are performing Moxie tasks pulls them away from the services  taxpayers are paying them to provide.  Of course, the town manager’s solution is to hire a part-time professional coordinator for the Moxie Festival at $30,000 tax dollars.  This individual would work 20 hours a week year round on the Moxie Festival.  The town of Lisbon has many retired personnel whom have the military background and skill-set to perform this task as a volunteer.  How did the Moxie Festival ever survive for 30 years without hiring a professional?

Moxie Festival is a community function and should, in my opinion, be turned over to the community and get the town out of it.  I believe if the town was out of the mix, volunteers would return and we would be able to, once again, have a successful and profitable event.

Just my opinion!
