Notice is hereby given that the Town Council of Lisbon, Maine will meet at the Lisbon High School Gym, 2 Sugg Drive, Lisbon Falls, Maine at 6:00p.m. on Tuesday, February 2, 2010, to conduct a public hearing to consider the adoption of an order to authorize the issuance and delivery of $350,000 of General Obligation Bonds of the Town to provide funding for Lisbon High School Renovations, including Accessibility Improvements to the School Entrance and Renovations to the Gymnasium Roof and North Side Windows. The Bonds are to be sold to the Maine Municipal Bond Bank or such other purchaser and on such terms as the Town Council shall approve. After the public hearing on Tuesday, February 2, 2010, the Council will act to approve or disapprove the order authorizing sale of the Bonds before the question is submitted to public referendum pursuant to Town Charter. Signed written comments received by the Council before the public hearings will be considered.

It's official; DD-214s are NOW Online.
The National Personnel Records Center (NPRC) has provided the following website for veterans to gain access to their DD-214s
online: http://vetrecs.archives.gov/
This may be particularly helpful when a veteran needs a copy of his DD-214 for employment purposes. NPRC is working to make it easier for veterans with computers and Internet access to obtain copies of documents from their military files.
Military veterans and the next of kin of deceased former military members may now use a new online military personnel records system to request documents.
Other individuals with a need for documents must still complete the Standard Form 180, which can be downloaded from the online web site. Because the requester will be asked to supply all information essential for NPRC to process the request, delays that normally occur when NPRC has to ask veterans for additional information will be minimized. The new web-based application was designed to provide better service on these requests by eliminating the records centers mailroom and processing time.
Please pass this information on to former military personnel you may know and their dependents.

We, the editors and staff of HUMAN EVENTS, and the many Americans who have attached their signatures to this petition, hereby request your personal intervention to dismiss the charges against Navy SEAL operators SO2 Jonathan Keefe, SO1 Julio Huertas and SO2 Matthew McCabe.
These three men are charged with abusing a terrorist they captured in a daring nighttime raid on or about 1 September 2009. On that night, they -- as part of a platoon from SEAL Team 10 -- captured and detained Ahmed Hashim Abed, one of the most barbaric and dangerous terrorists in Iraq. The terrorist -- in a move that is literally right out of the al-Queda training manual -- complained of abuse, apparently alleging he was struck in the stomach.
We had hoped that the SEALs’ commanders would dispose of this matter at the lowest level -- with a scolding and perhaps a few hundred pushups -- for anyone actually guilty of inflicting an inconvenience on this bloody-handed barbarian. But on 29 September 2009, Gen. David H. Petraeus signed a letter authorizing MGen. Charles T. Cleveland to dispose of the allegations of misconduct. In that letter, Gen. Petraeus said that MGen. Cleveland could, "...dispose of these matters in any manner you deem appropriate. This includes the authority to convene courts-martial at any level up to and including General Courts-Martial and to refer charges concerning these individuals to any court-martial."
The three now face special courts-martial next month. We believe their commanders -- including General Petraeus -- have failed you, the SEALs and the American people by not preventing the matter from going this far.
You are the person next in line above General Petraeus in the chain of command. You can, legally under the Uniform Code of Military Justice, intervene to dismiss the charges against the three SEALs and direct that they be restored to duty.
We respectfully request that you do so forthwith. For this matter to continue -- and to place the honor and fighting future of these three men at stake -- is manifestly a gross injustice.

GUN RIGHTS LEADERS JOIN IN OPPOSITION TO SOTOMAYOR CONFIRMATION.
BELLEVUE, WA – Several of the nation’s leading gun rights activists, including the heads of the Citizens Committee for the Right to Keep and Bear Arms and Second Amendment Foundation, today joined to oppose the confirmation of Judge Sonia Sotomayor as an associate justice on the U.S. Supreme Court.
“ It is extremely important that a Supreme Court justice understand and appreciate the origin and meaning of the Second Amendment, a constitutional guarantee permanently enshrined in the Bill of Rights, ” said a letter from the group, which was hand-delivered to every member of the U.S. Senate. “Judge Sotomayor’s record on the Second Amendment causes us grave concern about her treatment of this enumerated Constitutional right.”
Included among the signators were Sandra S. Froman, former president of the National Rifle Association; Alan M. Gottlieb, CCRKBA chairman; Joseph Tartaro, SAF president; Gene Hoffman, chairman of the CalGUNS Foundation; several current or former NRA directors; Robert Corbin, former Arizona attorney general and past NRA president; former Congressman Bob Barr; Jim Wallace, executive director of the Gun Owners’ Action League in Massachusetts; John T. lee, president of the Pennsylvania Rifle and Pistol Association; Tom King, president of the New York State Rifle and Pistol Association; Robert E. Sanders, former assistant director of law enforcement for the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, and several others, 25 in all.
“The Supreme Court is almost certain to decide next year whether the Second Amendment applies to states and local governments, as it does to the federal government,” they wrote. “While on the Second Circuit, Judge Sotomayor revealed her views on the right to keep and bear arms in Maloney v. Cuomo, a case decided after Heller, yet holding that the Second Amendment is not a fundamental right, that it does not apply to the states, and that if an object is “designed primarily as a weapon” that is a sufficient basis for total prohibition even within the home. Earlier in a 2004 case, United States v. Sanchez-Villar, Sotomayor and two colleagues perfunctorily dismissed a Second Amendment claim holding that "the right to possess a gun is clearly not a fundamental right." Imagine if such a view were expressed about other fundamental rights guaranteed by the Bill of Rights, such as the First, Fourth and Fifth Amendments.”
“We joined in this effort,” Gottlieb said, “because our nation stands at point in history where we either defend all civil rights, or begin to surrender them one by one until none are left. It would be unconscionable to stand silently as the Senate deliberates confirmation of a new associate justice with such evident disregard for a key tenet, if not the critical element, of the Bill of Rights.”
“The Second Amendment survives today by a single vote in the Supreme Court,” the letter notes. “Judge Sotomayor has already revealed her views on the right to keep and bear arms and we believe they are contrary to the intent and purposes of the Second Amendment and Bill of Rights.”

Sec. 30-88.5. Special regulations.
(a) No motorized vehicles except emergency, motorized wheelchairs, town maintenance, and snowmobiles are allowed in Miller Park.
(b) Use of Gazebo Park for events requires a permit.
(c) Use of Pinewoods Road Ball Field Park shall be controlled by the recreation department. Rules approved by the recreation committee.
(d) The conservation commission may control Beaver Park by approving additional rules.
(e) Smoking is not allowed in any park.
(f) Alcohol possession or use is not allowed in any park.
(g) Dogs are allowed in parks but only on a leash as per section 6-31 and waste removal is required as per section 6-34.
(h) The trail commission may promulgate additional rules for Miller Park.
(i) Political or advertising signs are prohibited on all parks including the garden area at School Street/Route 196 intersection.
(j) Use of Bookworm Garden Park shall be controlled by the Lisbon Falls Library. Rules approved by the library governing board.

Here's What Maine Says About The Swine Flu
What do the WHO phases mean?
The WHO phases are based on the geographical spread of a novel influenza virus. As “pandemic” means worldwide epidemic, a WHO Phase 6 means that the virus is spreading across the globe. What the WHO phases do not do is predict the severity of the virus.
Using a hurricane analogy, the WHO phase system simply tells us that a hurricane is imminent, but it does not tell us how big or how strong the storm might be. It is the strength of a hurricane that dictates which pre-landfall actions are needed, such as just boarding up windows versus a full evacuation. While weather forecasters can fly an airplane into the eye of a hurricane to measure a storm’s strength and predict its ultimate severity, there is no such forecasting tool for flu viruses.
Does WHO’s change to Phase 6 mean the virus is more severe?
No. It is important to understand that this change is based on the geographic spread of the virus to other parts of the world and does not necessarily reflect any change in the severity of the virus or associated illness.
So why did WHO move to Phase 6 if the virus severity is unchanged?
The move to Phase 6 is really an alert that the spread of the H1N1 virus is now expected to traverse the globe and those nations where the virus has yet to arrive should expect to eventually see cases and be prepared to respond.
What does the phase change mean for

There are everyday common sense things that people must do to protect their health and lessen the spread of the novel H1N1 virus as well as seasonal flu viruses. Wash your hands and cover your mouth when you cough or sneeze with a tissue or your elbow. If you are sick, stay home, recover, and keep others well. Avoid going to work or school and delay travel plans. Limit your contact with others. And stay informed—be sure to visit www.mainepublichealth.gov and www.cdc.gov. to get the latest information as it becomes available. You can also call 211.
What does Phase 6 mean for vaccine development and production?
First, it is important to recognize that developing a vaccine for use, in case it is needed, is different from recommending individuals be immunized. There is a great deal still unknown, including the severity of illness caused by the virus, how the virus will evolve, how the outbreak plays out in the coming weeks to months, and what populations may be most (or least) at risk.
The process of vaccine preparation is already underway and decisions regarding production will be informed by what we learn about the need for such a vaccine and what we learn about the vaccine itself as it is developed and is used in clinical studies. The goal is to have vaccine(s) ready, if needed, but this is a multi-step process and the decisions to have a vaccine ready, if needed, including, potentially, to produce such vaccines on a large-scale level, is distinct from any decision to recommend its use.
Maine CDC/DHHS is maintaining close contact with U.S. CDC and working with others to implement plans for large scale vaccination if necessary.

"The World Health Organization told its member countries Thursday that it is raising its flu alert level to 6, meaning that it is declaring the first flu pandemic in 41 years.
So what does that mean?
Flu pandemics occur when a strain of the flu virus mutates into a new form that can spread from human to human and to which people have no natural immunity.

There were three pandemics in the 20th Century: in 1918 (Spanish influenza); 1957 (Asian influenza); and 1968 (Hong Kong influenza). According to the WHO, the 1918 pandemic killed between 40 million and 50 million people worldwide, making it one of the deadliest epidemics in human history.
