Vehicles Ransacked Near MTM Center

Apparently Friday night several vehicles were broken into causing damage and items were taken in the vicinity of School and Vining Streets.


Nothing has been released to the media yet.  So we are taking action and informing you the reader.  Do Not Leave Your Vehicle UNLOCKED.   Check your vehicles to make sure nothing has happened to them.

LPD was quite busy yesterday investigating this.

If you have problems call the Lisbon Police Department, 353-2500.

As more information becomes available we will present it.

"Lisbon Falls man charged with burglaries

LISBON FALLS — A Lisbon Falls man remained behind bars Sunday night after being charged earlier that same day with breaking into vehicles and at least one home over the last several weeks.

Justin Hug, 26, of 20 Maple St., Lisbon, was charged with one count of burglary and six counts of burglary of a motor vehicle. He was arrested early Sunday morning at a residence on School Street by the Lisbon Police Department and remained in the Androscoggin County Jail Sunday night." read more->>

Lisbon - The  Lisbon Town Council public hearing is scheduled for Tuesday, February 2  at 6 p.m. for a $350,000 school renovation.  The meeting is scheduled at Lisbon High School.

Notice is hereby given that the Town Council of Lisbon, Maine will meet at the Lisbon High School Gym, 2 Sugg Drive, Lisbon Falls, Maine at 6:00p.m. on Tuesday, February 2, 2010, to conduct a public hearing to consider the adoption of an order to authorize the issuance and delivery of $350,000 of General Obligation Bonds of the Town to provide funding for Lisbon High School Renovations, including Accessibility Improvements to the School Entrance and Renovations to the Gymnasium Roof and North Side Windows. The Bonds are to be sold to the Maine Municipal Bond Bank or such other purchaser and on such terms as the Town Council shall approve. After the public hearing on Tuesday, February 2, 2010, the Council will act to approve or disapprove the order authorizing sale of the Bonds before the question is submitted to public referendum pursuant to Town Charter. Signed written comments received by the Council before the public hearings will be considered.

A MUST READ! Family Watch Maine Newsletter January 22, 2010 Anti-bullying Week Can Disguise Homosexual Indoctrination

Dear Supporter of the Family, 

All parents of school children in Maine, especially those with children in middle school and high school, need to be aware of what their local schools might be doing to observe �No Name Calling Week� next week, January 25-29. This observance week was created by and is sponsored by the Gay Lesbian Straight Educational Network (GLSEN). No parent should be surprised, then, that the recommended reading material, suggested teacher lesson plans, recommended activities, topics for classroom discussion, and every other aspect of the material provided to help �observe� this week is heavily biased in favor of treating homosexuality as an acceptable lifestyle. 

This observance week and the material associated with it is simply another example of homosexual activists trying to co-opt a legitimate concern that we all have, trying to prevent bullying in schools, to advance their social policy objectives. Certainly, everyone can agree that we must do whatever might be necessary to make schools a safe and positive place for all students. But we can also certainly agree that we can accomplish this without indoctrinating students with misinformation about homosexuality at the same time. 

There are many problems with this suggested material, especially what is provided for the upper grades, and I encourage you to check it out yourself at the Web site, No Name-Calling Week There you will note, for example, that one of the recommended readings for children as young as fifth grade introduces them to the concept that they or classmates might be homosexual. (No child in fifth grade has any idea what their sexual orientation might be!) Material for high schools suggests educating students as young as ninth graders on �LGBT� terms so they are familiar with them and even provides a handout. 

It is especially important to note that GLSEN provides suggested material for a whole range of subjects including art, literature, social studies and reading that is more or less homosexuality-oriented. So your children could be exposed to it in a number of different ways. Some of the problems with this material are more subtle, but they make it fundamentally flawed in a way that can be dangerous for students. Implicit in all of it is the idea that adolescents �know� what their true sexual orientation is and that homosexuality is innate and immutable, or in other words, that homosexuals are �born that way.� 

This is not accurate, of course, but homosexual activists promote this misconception because it supports their demands to put �sexual orientation� and �gender identity and expression� on the same level with characteristics such as race and true gender that truly are innate and immutable. The fact is that some confusion about sexual orientation is common among adolescents. The vast majority of those who might think they experience same-sex attraction in fact develop heterosexual attractions as they mature. But if the schools, society, peers, the media or homosexual activists convince these adolescents who are questioning their sexual orientation that they are, in fact, same-sex attracted, they can actually become just that. That can be dangerous for a number of health reasons because research shows that, as a group, homosexuals, have significantly higher levels of physical and mental health problems. 

Research shows, for example, that for every year an adolescent postpones self-identifying as homosexual the risk of suicide deceases by 20 percent. It appears that some school districts in Maine are formally observing �No Name Calling Week� while others are not. We suggest that you contact your own schools and see if they are observing it and how. If they are, you may want to take whatever action you might feel is appropriate. 

These actions could range from expressing concern about using this biased material, opting your children out of participating in any related activities or having discussions with them about what they might be exposed to. Since what is happening in our schools on sex education-related issues is one of the projects that Family Watch Maine will be focusing on, we would also appreciate it if you would email us and let us know if your school is participating. Military Records Now Available, Form DD-214

This might be good information for some of the guys!

 It's official; DD-214s are NOW Online. 
 The National Personnel Records Center (NPRC) has provided the following website for veterans to gain access to their DD-214s

 online:

This may be particularly helpful when a veteran needs a copy of his DD-214 for employment purposes. NPRC is working to make it easier for veterans with computers and Internet access to obtain copies of documents from their military files.
 Military veterans and the next of kin of deceased former military members may now use a new online military personnel records system to request documents.

 Other individuals with a need for documents must still complete the Standard Form 180, which can be downloaded from the online web site. Because the requester will be asked to supply all information essential for NPRC to process the request, delays that normally occur when NPRC has to ask veterans for additional information will be minimized. The new web-based application was designed to provide better service on these requests by eliminating the records centers mailroom and processing time.

 Please pass this information on to former military personnel you may know and their dependents.

Dear Secretary Gates:

We, the editors and staff of HUMAN EVENTS, and the many Americans who have attached their signatures to this petition, hereby request your personal intervention to dismiss the charges against Navy SEAL operators SO2 Jonathan Keefe, SO1 Julio Huertas and SO2 Matthew McCabe.

These three men are charged with abusing a terrorist they captured in a daring nighttime raid on or about 1 September 2009. On that night, they -- as part of a platoon from SEAL Team 10 -- captured and detained Ahmed Hashim Abed, one of the most barbaric and dangerous terrorists in Iraq. The terrorist -- in a move that is literally right out of the al-Queda training manual -- complained of abuse, apparently alleging he was struck in the stomach.

We had hoped that the SEALs’ commanders would dispose of this matter at the lowest level -- with a scolding and perhaps a few hundred pushups -- for anyone actually guilty of inflicting an inconvenience on this bloody-handed barbarian. But on 29 September 2009, Gen. David H. Petraeus signed a letter authorizing MGen. Charles T. Cleveland to dispose of the allegations of misconduct. In that letter, Gen. Petraeus said that MGen. Cleveland could, "...dispose of these matters in any manner you deem appropriate. This includes the authority to convene courts-martial at any level up to and including General Courts-Martial and to refer charges concerning these individuals to any court-martial."

The three now face special courts-martial next month. We believe their commanders -- including General Petraeus -- have failed you, the SEALs and the American people by not preventing the matter from going this far.

You are the person next in line above General Petraeus in the chain of command. You can, legally under the Uniform Code of Military Justice, intervene to dismiss the charges against the three SEALs and direct that they be restored to duty.

We respectfully request that you do so forthwith. For this matter to continue -- and to place the honor and fighting future of these three men at stake -- is manifestly a gross injustice.

GUN RIGHTS LEADERS JOIN IN OPPOSITION TO SOTOMAYOR CONFIRMATION.



BELLEVUE, WA – Several of the nation’s leading gun rights activists, including the heads of the Citizens Committee for the Right to Keep and Bear Arms and Second Amendment Foundation, today joined to oppose the confirmation of Judge Sonia Sotomayor as an associate justice on the U.S. Supreme Court.

“ It is extremely important that a Supreme Court justice understand and appreciate the origin and meaning of the Second Amendment, a constitutional guarantee permanently enshrined in the Bill of Rights, ” said a letter from the group, which was hand-delivered to every member of the U.S. Senate. “Judge Sotomayor’s record on the Second Amendment causes us grave concern about her treatment of this enumerated Constitutional right.”

Included among the signators were Sandra S. Froman, former president of the National Rifle Association; Alan M. Gottlieb, CCRKBA chairman; Joseph Tartaro, SAF president; Gene Hoffman, chairman of the CalGUNS Foundation; several current or former NRA directors; Robert Corbin, former Arizona attorney general and past NRA president; former Congressman Bob Barr; Jim Wallace, executive director of the Gun Owners’ Action League in Massachusetts; John T. lee, president of the Pennsylvania Rifle and Pistol Association; Tom King, president of the New York State Rifle and Pistol Association; Robert E. Sanders, former assistant director of law enforcement for the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, and several others, 25 in all.

“The Supreme Court is almost certain to decide next year whether the Second Amendment applies to states and local governments, as it does to the federal government,” they wrote. “While on the Second Circuit, Judge Sotomayor revealed her views on the right to keep and bear arms in Maloney v. Cuomo, a case decided after Heller, yet holding that the Second Amendment is not a fundamental right, that it does not apply to the states, and that if an object is “designed primarily as a weapon” that is a sufficient basis for total prohibition even within the home. Earlier in a 2004 case, United States v. Sanchez-Villar, Sotomayor and two colleagues perfunctorily dismissed a Second Amendment claim holding that "the right to possess a gun is clearly not a fundamental right." Imagine if such a view were expressed about other fundamental rights guaranteed by the Bill of Rights, such as the First, Fourth and Fifth Amendments.”

“We joined in this effort,” Gottlieb said, “because our nation stands at point in history where we either defend all civil rights, or begin to surrender them one by one until none are left. It would be unconscionable to stand silently as the Senate deliberates confirmation of a new associate justice with such evident disregard for a key tenet, if not the critical element, of the Bill of Rights.”

“The Second Amendment survives today by a single vote in the Supreme Court,” the letter notes. “Judge Sotomayor has already revealed her views on the right to keep and bear arms and we believe they are contrary to the intent and purposes of the Second Amendment and Bill of Rights.”

For the benefit of all Lisbon Citizens the following Rules are provided as a reminder of just what the expected behavior is for people using Town Parks.


Sec. 30-88.5. Special regulations.
(a) No motorized vehicles except emergency, motorized wheelchairs, town maintenance, and snowmobiles are allowed in Miller Park.
(b) Use of Gazebo Park for events requires a permit.
(c) Use of Pinewoods Road Ball Field Park shall be controlled by the recreation department. Rules approved by the recreation committee.
(d) The conservation commission may control Beaver Park by approving additional rules.
(e) Smoking is not allowed in any park.
(f) Alcohol possession or use is not allowed in any park.
(g) Dogs are allowed in parks but only on a leash as per section 6-31 and waste removal is required as per section 6-34.
(h) The trail commission may promulgate additional rules for Miller Park.
(i) Political or advertising signs are prohibited on all parks including the garden area at School Street/Route 196 intersection.
(j) Use of Bookworm Garden Park shall be controlled by the Lisbon Falls Library. Rules approved by the library governing board.

Here's What Maine Says About The Swine Flu


World Health Organization (WHO) Declaration of Pandemic Phase 6 for Novel H1N1 Influenza

What do the WHO phases mean?

The WHO phases are based on the geographical spread of a novel influenza virus. As “pandemic” means worldwide epidemic, a WHO Phase 6 means that the virus is spreading across the globe. What the WHO phases do not do is predict the severity of the virus.

Using a hurricane analogy, the WHO phase system simply tells us that a hurricane is imminent, but it does not tell us how big or how strong the storm might be. It is the strength of a hurricane that dictates which pre-landfall actions are needed, such as just boarding up windows versus a full evacuation. While weather forecasters can fly an airplane into the eye of a hurricane to measure a storm’s strength and predict its ultimate severity, there is no such forecasting tool for flu viruses.

Does WHO’s change to Phase 6 mean the virus is more severe?

No. It is important to understand that this change is based on the geographic spread of the virus to other parts of the world and does not necessarily reflect any change in the severity of the virus or associated illness.

So why did WHO move to Phase 6 if the virus severity is unchanged?

The move to Phase 6 is really an alert that the spread of the H1N1 virus is now expected to traverse the globe and those nations where the virus has yet to arrive should expect to eventually see cases and be prepared to respond.

What does the phase change mean for Maine? What will the Maine do differently?

Here in the United States, the virus has been spreading steadily from person-to-person since April, and we have seen H1N1 spread in Maine since late April, so today’s announcement by WHO does not really change what we are already doing here at home to respond.

In response to an influenza pandemic, governments, communities, workplaces and individuals will base the intensity of their efforts to reduce spread of the virus on the severity of the disease, as reflected by the number of deaths and hospitalizations from the virus.

The United States and Maine have been responding to the H1N1 flu in a way that balances the health of our residents while minimizing disruption to society. We will continue to provide guidance using the most current scientific data available about the H1N1 influenza.

Regardless of what WHO calls or labels this, we are taking necessary and aggressive measures to protect the health of our residents out of an abundance of caution.

What actions has Maine taken already?

Since the first reports of the appearance of novel H1N1 flu in the U.S., Maine CDC/DHHS, other state agencies, health care, emergency management, public health, and many other sectors have been actively and aggressively implementing pandemic response plans. Maine CDC/DHHS has been working with many partners to track the virus’ spread in Maine, implemented mitigation strategies to slow the transmission down until a vaccine is available, assured those who are ill are appropriately treated and isolated, provided information to the public and our many partners, stockpiled antiviral medications, and activated plans in case the virus spreads and worsens in severity.

Is the outbreak over in the U.S.?

The only thing certain about flu viruses is uncertainty. As we have been saying for some time, we do expect that we will see more cases, more hospitalizations and more deaths from this virus. Avoid going to work or school and delay travel plans. Limit your contact with others. What does Phase 6 mean for vaccine development and production?

First, it is important to recognize that developing a vaccine for use, in case it is needed, is different from recommending individuals be immunized. There is a great deal still unknown, including the severity of illness caused by the virus, how the virus will evolve, how the outbreak plays out in the coming weeks to months, and what populations may be most (or least) at risk.

The process of vaccine preparation is already underway and decisions regarding production will be informed by what we learn about the need for such a vaccine and what we learn about the vaccine itself as it is developed and is used in clinical studies. The goal is to have vaccine(s) ready, if needed, but this is a multi-step process and the decisions to have a vaccine ready, if needed, including, potentially, to produce such vaccines on a large-scale level, is distinct from any decision to recommend its use.

***Level 6 Swine Flu Pandemic****

"The World Health Organization told its member countries Thursday that it is raising its flu alert level to 6, meaning that it is declaring the first flu pandemic in 41 years.

So what does that mean?

Flu pandemics occur when a strain of the flu virus mutates into a new form that can spread from human to human and to which people have no natural immunity.

Because there is no widespread immunity to the new strain of H1N1, its effects are worse than the normal flu. It is also difficult to predict which age groups will be worst hit by a pandemic strain.

Why is swine flu a bigger concern than seasonal flu, which sickens hundreds of thousands and kills between 30,000 and 40,000 people in the U.S. each year?

Scientists say it’s because swine flu is killing not only those in “high risk” groups, i.e. the elderly, the very young and those with compromised immune systems, it’s also killing healthy people.

There were three pandemics in the 20th Century: in 1918 (Spanish influenza); 1957 (Asian influenza); and 1968 (Hong Kong influenza). According to the WHO, the 1918 pandemic killed between 40 million and 50 million people worldwide, making it one of the deadliest epidemics in human history.


What Does Level 6 Mean?

Raising the alert to level 6 means that swine flu has reach widespread human infection.

This means governments should ready their pandemic preparedness plans and increase detection systems for potential cases, which most are already doing."

Swine Flu World Pandemic To Be Announced

For the first time in 41 years A World Pandemic of Swine Flu to be announced later today.

"GENEVA — The World Health Organization is "very, very close" to declaring swine flu a global pandemic as its flu experts hold an emergency meeting in Geneva.

The experts will recommend whether to raise the alert level from phase five, which means that a pandemic is imminent, to phase six, the highest level.

The trigger would be if the experts confirmed that the A(H1N1) virus was being freely transmitted among the population on more than one continent."

Councilors Email Still Works Crappy, Just Like Town Administrators

At least 5 or 6 times now Councilor Cote has requested his Town Email Address get working. And more times than that Town Manager Steve Eldridge has assured and promised that he will look into it. Still it doesn't work and Important Emails of Town Business have been purposely scrubbed or Deleted from existence. (ie. Recent Lisbon Water Departments important emails Unable to get to intended parties.)

We have listed the emails previously here as obtained from the town's website but that has been to no avail. Only specific chosen parties have been getting them.

So Take a Look at these email addresses and feel free to Write & Blast councilors about Happenings in Lisbon. These are Unable to be blocked by the Town Office.
