Lisbon Lack Of Leadership: Tested and Proved to be a Mistake‏

TESTED AND PROVED TO BE A MISTAKE

At the last Town Council meeting, the School Department presented the 2014-2015 School Budget Warrant Articles.  This included 18 articles and the first 11 were consolidated and voted on.  Articles 12 through 18 were voted on one at a time.  The Finance Committee was required to provide a recommendation for each of these articles but failed to do so for the second year.  However, the Finance Committee did make a recommendation on just one article.

Miriam Morgan-Alexander

Vice Chair Dillon Pesce asked Finance Committee Chairwoman Miriam Morgan-Alexander why there was no recommendation from the Finance Committee.  Chairman Morgan-Alexander stated she could not get the Finance Committee to provide a recommendation.

According to Mrs. Morgan-Alexander, she was in the Navy as a Captain.  Having spent 40 years in the military, I can say that the military stresses leadership in its officers and that the mission comes first.  If Mrs. Morgan-Alexander was in the military, she should have been able to control and supervise the Finance Committee.  This lack of leadership brings into question exactly what Mrs. Morgan-Alexander’s experience really is.

We did not have this problem when we had the Budget Advisory Board elected by the people.  If you remember, Chairwoman Ward defended the appointing of former councilors to the Finance Committee because the former councilors were familiar with the budget process.  Michael Bowie, Lori Pomelow, Charlie Smith, Norma Wells and Fern LaRochelle are the former councilors and should have known that they were required to make a recommendation on each of the articles presented by the School Department.  This is the SECOND year they did not provide a recommendation.

Apparently, this Finance Committee is not working as planned and lacks leadership or motivation to accomplish their mission.  The former council that dreamed up this Finance Committee is now serving on this committee.  The former council was tired of the Budget Advisory Board not supporting the Municipal Budget as presented by the council.  If you do not get the answer you want, change the process so you will always get the answer you want to hear.

This Finance Committee is a failure and the council needs to rethink the situation and bring back the Budget Advisory Board elected by the people.

Lisbon Taxpayers Pay For Incompetency, But Why?

WHY ARE WE PAYING FOR INCOMPETENCY??

At the last Town Council meeting, there was an agenda item under Other Business called “Unitil Paving Proposal”.  This proposal was submitted by the Town Engineer, Ryan Leighton (See Attached). 






The proposal lacks several items such as a map of the route, distances and who was going to be doing the trenching.  During the discussion by the Council and the Interim Town Manager, it came out that Public Works would be doing all the trenching.  A minor detail left off the original request.  This agenda item was tabled until next week during the Special Town Council meeting.

On the agenda for May 27, 2014, there is no “Audience Participation” so the people will not have a chance to speak on this subject.  I do not believe that even if the people could speak would it be heard.  I believe this has already been decided and the council will approve this proposal.  The fact that Public Works will be doing the trenching, at no cost to either Unitil or the Brunswick Housing Authority, and the people are going to be forced to pay an additional amount for paving is crazy.  Why isn’t the trenching by Public Works not sufficient payment for this project by the taxpayers.

Most of you do not know this but a former council sold Brunswick Housing Authority 4 Campus Avenue for $1.00 and with it went over a MILLION dollar grant for the renovation of the building by Federal Grant.  The property at the time was valued at $265,050.00.  I understand that the Brunswick Housing Authority is a non-profit organization but the Town of Lisbon is not.  The Town should not be making concessions like this and now the Town is willing to do all the trenching and then pay for half of the paving even though there is no benefit to the town from the MTM center to 4 Campus Avenue.  Why should the taxpayers be forced to pay anything for this project?

Please review this proposal by Mr. Leighton and tell me if you believe that this inept performance is worth the $78,000.00 plus Mr. Leighton receives as a salary from the town.  This is exactly what you get from an individual that has absolutely no credentials for the position. 

So why does the Interim Town Manager and the Town Council accept a proposal that is incomplete and does not present ALL the facts in order for the Council to make a competent decision?

Recap Town Council Meeting - May 20th, 2014

  

RECAP TOWN COUNCIL MEETING – MAY 20TH

At last night’s Town Council meeting, the following issues were discussed.  Vice-Chair Dillon Pesce was in charge and did his usual outstanding job.  The actual meeting lasted just about a hour.  There was no hemming or hawing, it was straight business.

Under Good News & Recognition – The Lisbon Emergency Recognition of Sergeant Stewart and Officer McGee was moved to another meeting.  This is the second time this has been rescheduled.

Under Public Hearings – No one spoke for the changes to the Finance Committee Ordinance.

Under Council Orders, Resolutions & Ordinances – The following items passed 6-0 because Chairman Ward was not present:  Dispatch Agreement with Lisbon Emergency; Garden Request – Faye Brown Letter and Amendment to Finance Committee Ordinance.  The Nomination to MMA’s Legislative Policy Committee was Councilor Mark Lunt and this nomination was approved by the council by a 6-0 vote.  The 2014 Spirit of America Tribute was awarded to the Moxie Festival Committee by a vote of 6-0.  Finally, The 2014-2015 School Budget Warrant Articles, all 18 articles, were approved by the council by a vote of 6-0.

Under Other Business – The Unitil Paving Proposal was tabled because of a lack of necessary information.

Under Audience Participation New Items – Mrs. Fitzgerald brought up the fact that the Swift Demolition (Knight-Celetex) area is a bad way to welcome people to our town.  The project, which was to take a year to complete, is now going on four years and is still not completed.  The cleanup of this area needs to be accelerated by the town and Swift Demolition needs to be provided yet another deadline and made to keep it or be fined.

Thanks to all the Councilors for moving the meeting along and not waste a lot of time.

Is it only I, or do others feel that we have been extremely pandered and proliferated by the "Imposters In  The White House" and ALL those in association?

Here are two dozen, (24) twenty four scandals that directly relate to those in the White House, and yet nothing is being done to hold anyone accountable.  Oh yes, there is  plenty of rhetoric flapping around and committees being formed to investigate it but in all reality you must ask this simple question.  What Is Being Done?


1. IRS targets Obama’s enemies: The IRS targeted conservative and pro-Israel groups prior to the 2012 election. Questions are being raised about why this occurred, who ordered it, whether there was any White House involvement and whether there was an initial effort to hide who knew about the targeting and when.
2. Benghazi: This is actually three scandals in one:
  • The failure of administration to protect the Benghazi mission.
  • The changes made to the talking points in order to suggest the attack was motivated by an anti-Muslim video
  • The refusal of the White House to say what President Obama did the night of the attack
3. Watching the AP: The Justice Department performed a massive cull of Associated Press reporters’ phone records as part of a leak investigation.
4. Rosengate: The Justice Department suggested that Fox News reporter James Rosen is a criminal for reporting about classified information and subsequently monitored his phones and emails.
5. Potential Holder perjury I: Attorney General Eric Holder told Congress he had never been associated with “potential prosecution” of a journalist for perjury when in fact he signed the affidavit that termed Rosen a potential criminal.
6. The ATF “Fast and Furious” scheme: Allowed weapons from the U.S. to “walk” across the border into the hands of Mexican drug dealers. The ATF lost track of hundreds of firearms, many of which were used in crimes, including the December 2010 killing of Border Patrol Agent Brian Terry.
7. Potential Holder Perjury II: Holder told Congress in May 2011 that he had just recently heard about the Fast and Furious gun walking scheme when there is evidence he may have known much earlier.
8. Sebelius demands payment: HHS Secretary Kathleen Sebelius solicited donations from companies HHS might regulate. The money would be used to help her sign up uninsured Americans for ObamaCare.
9. The Pigford scandal: An Agriculture Department effort that started as an attempt to compensate black farmers who had been discriminated against by the agency but evolved into a gravy train delivering several billion dollars in cash to thousands of additional minority and female farmers who probably didn’t face discrimination.
10. GSA gone wild: The General Services Administration in 2010 held an $823,000 training conference in Las Vegas, featuring a clown and a mind readers. Resulted in the resignation of the GSA administrator.
11. Veterans Affairs in Disney World: The agency wasted more than $6 million on two conferences in Orlando. An assistant secretary was fired.
12. Sebelius violates the Hatch Act: A U.S. special counsel determined that Sebelius violated the Hatch Act when she made “extemporaneous partisan remarks” during a speech in her official capacity last year. During the remarks, Sebelius called for the election of the Democratic candidate for governor of North Carolina.
13. Solyndra: Republicans charged the Obama administration funded and promoted its poster boy for green energy despite warning signs the company was headed for bankruptcy. The administration also allegedly pressed Solyndra to delay layoff announcements until after the 2010 midterm elections.
14. AKA Lisa Jackson: Former EPA Administrator Lisa Jackson used the name “Richard Windsor” when corresponding by email with other government officials, drawing charges she was trying to evade scrutiny.
15. The New Black Panthers: The Justice Department was accused of using a racial double standard in failing to pursue a voter intimidation case against Black Panthers who appeared to be menacing voters at a polling place in 2008 in Philadelphia.
16. Waging war all by myself: Obama may have violated the Constitution and both the letter and the spirit of the War Powers Resolution by attacking Libya without Congressional approval.
17. Biden bullies the press: Vice President Biden’s office has repeatedly interfered with coverage, including forcing a reporter to wait in a closet, making a reporter delete photos, and editing pool reports.
18. AKPD not A-OK: The administration paid millions to the former firm of then-White House adviser David Axelrod, AKPD Message and Media, to promote passage of Obamacare. Some questioned whether the firm was hired to help pay Axelrod $2 million AKPD owed him.
19. Sestak, we’ll take care of you: Former White House Chief of Staff Rahm Emanuel used Bill Clinton as an intermediary to probe whether former Rep. Joe Sestak (D-Pa.) would accept a prominent, unpaid White House advisory position in exchange for dropping out of the 2010 primary against former Sen. Arlen Specter (D-Pa.).
20. I’ll pass my own laws: Obama has repeatedly been accused of making end runs around Congress by deciding which laws to enforce, including the decision not to deport illegal immigrants who may have been allowed to stay in the United States had Congress passed the “Dream Act.”
21. The hacking of Sharyl Attkisson’s computer: It’s not clear who hacked the CBS reporter’s computer as she investigated the Benghazi scandal, but the Obama administration and its allies had both the motive and the means to do it.
22. An American Political Prisoner: The sudden decision to arrest Nakoula Basseley Nakoula on unrelated charges after protests in the Arab world over his anti-Muslim video is an extraordinarily suspicious coincidence. “We’re going to go out and we’re going to prosecute the person that made that video,” Hillary Clinton allegedly told the father of one of the ex-SEALs killed in Banghazi.
23. Get rid of inconvenient IGs: Corporation for National and Community Service Inspector General Gerald Walpin was fired in 2009 as he fought wasteful spending and investigated a friend of Obama’s, Sacramento Mayor and former NBA player Kevin Johnson. The White House says Walpin was incompetent.
24. Influence peddling: An investigation is underway of Alejandro Mayorkas, director of the U.S. Citizenship and Immigration Services, who has been nominated by Obama for the number two post at the Department of Homeland Security. Mayorkas may have used his position to unfairly obtain U.S. visas for foreign investors in company run by Hillary Clinton’s brother, Anthony Rodman.

Since then we have the Debacle in Nevada with BLM, more Secret Service improprieties, and Now the Veterans Administration is letting people die so that employees may get bonuses by padding the statistics and certainly more not mentioned.

And in Lisbon we have been patiently waiting for an end to the missing $32,500.00 taken, stolen, or otherwise misappropriated from the Municipal coffers by several individuals.  It is now pushing Seven (7) years for that to be answered. WHY?

1. Does a police car have a  right to "perch" on a business driveway/parking lot to watch on coming  traffic? 
What is the standard of practice?

Rep. Frank Wolf (R., Va.) says the Department of Justice needs to start moving “up the food chain” and issue indictments to the head of the Peoples’ Liberation Army and members of the Chinese government to better combat the ongoing problem of cyber espionage.
“This is like a mafia operation coming out of China,” Wolf said in an interview with me on WMAL in Washington, D.C.
I asked the congressman if the problem is so widespread and so damaging to America’s interests, is it really enough to just issue indictments against individuals suspected of spying, or maybe should we rethink our relationship with China altogether?
Wolf said, “America made a mistake when we gave most favored nation’s status to China. You’ve got a lot of lawyers in this city who are working for the Chinese. No law firm in this city would work for the Russians during Ronald Reagan’s time.”
Wolf went on to say, “Fundamentally, the Chinese government is a corrupt government. Many of the high leaders have their kids over here going to school in Washington, Boston, Philadelphia; driving BMWs, Mercedes; and everything. It is fundamentally a mafia operation, this government is not as strong as they appear to be.”
“We don’t need more laws,” he said. “We need some guts and backbone.”
