"2nd failure to pass police budget has Monmouth officials miffed

MONMOUTH -- Steve Kolenda stood up, a page of notes clenched in his left hand, and delivered a stern message to selectmen Wednesday night.
"It was a waste of taxpayer money," he said. "You decided to bring the same budget back and you got the same result. The voters are always right."
A day after voters rejected a $282,000 request to fund the Police Department and an animal control officer, the contentious issue was fresh on the minds of the small gathering who attended the meeting.
It was the second time the budget failed -- both times by just two votes."
