Some of you on the facebook page clearly do NOT have accurate information regarding Mr. Bundy and why this standoff has occurred so here is the best summary of the facts, to date. First of all, the Bundy’s owned their Ranch since 1870. They have lived their with their family for several generations. Back then and through the 1930′s the Bundy family, along with some 52 other cattle ranchers, used the expansive land surrounding them, for the grazing of their cattle herds. This they did for FREE as they were all tax payers and were entitled to the use of Public land. Then came the Bureau of land Management in the early 1940′s. That’s when the Fed’s took over control of the land. Once that happened, they established “grazing fees” to compensate for the use of the land. Bundy’s family actually paid those grazing fees for quite sometime until Mr. Bundy figured out their scheme. Then in 1993 he stopped paying the gazing fees and offerred to pay them to his own County. They refused to accept the fees. The reason he did this is that the BLM began increasing the grazing fees along with coming up with EPA issues like protecting the dessert tortoise. Thus they began restricting the grazing land and forcing the Cattlemen out. They used the Cattlemens own grazing fees to buy them out for a pittance of what the Ranches were worth. They were very successful at this in that they eliminated 52 or the 53 Cattle Ranchers that were originally there. Mr. Bundy is the last man standing. The reason 1993 is significant is that Agenda 21 was signed onto by George H W Bush in Rio in 1992 and soon later, bill Clinton began an agressive campaign to adhere to this UN plan to eliminate human beings from the majority of the open land in the West. Barak Obama has now put Agenda 21 in warp speed. The we find out that Harry Reid and his son have a sweetheart deal with a Chinese Company to come in and build a solar panel faciltiy on that very land. That’s why the strong armed effort was made to eliminate Mr. Bundy and his family. So, don’t believe the MSM BS. This is, and has been, an insideous effort to steal a man property and force him off his land. If you haven’t figured this out by now then you really have to begin paying attention. The fight for our Nations Liberty has began at the Bundy Ranch. Brave NH Patriots are there to defend Mr. Bundy and his family. Nevada family in dispute with feds posts disturbing images

The Nevada rancher in a fight with the federal government over grazing land his family has been using since the late 1800s is revealing some of the damage he blames on the U.S. government: cattle shot and killed and then dumped into trenches and buried.

The Bureau of Land Management contends Cliven Bundy owes more than $1.2 million in grazing fees, but Bundy insists the federal government is overstepping its authority, charging him to use the same land on which his ancestors grazed cattle a century ago.
The conflict reached a flashpoint when the government moved in armed officers April 5 and started rounding up the family’s cattle with the apparent intention of selling them off and keeping the money.

However, hundreds of individuals the family has described as “patriots” also moved in. Rather than spark a pitched battle, the federal officers retreated after a weeklong standoff, with Sen. Harry Reid, D-Nev., promising that the battle was not over.

The standoff  has resulted in damaged fences, damaged water troughs and dead cattle, the family charged.

Family members have created a website and a Facebook page where images have been posted.

One of the images was accompanied by a note that said: “Digging up 1 of the HUGE holes where they threw the cows that they had ran to death or shot. I feel that this NEEDS to be put out for the public to see.”

Clueless or Cunning In Lisbon? The Rest of the Story

AND NOW, THE REST OF THE STORY!

When the wise men, who were the Charter Commission wrote our town Charter they needed some protection to ensure the Charter was not abused.  The idea was to make sure the integrity and Charter remained intact at all costs.  In order to do this, the Charter Commission included safeguards with provisions that allowed the people to keep from making changes.

Part 2, Initiative and Referendum, Part 3, Recall and Part 4, Special Town Meeting are the provisions of the Charter that outline the procedures for the people to change our Charter; recall a councilor and decisions by our Town Council on the budget.   For Part 2 and Part 3, the Charter Commission included a special safeguard to ensure that it would be impossible for the people to change anything.  This provision states under Section 8.26 Results of Election in paragraph a, “… is at least equal to 30% of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election…” for Part 2.  

For Part 3 it reads in Section 8.31d “…An official shall be recalled when a majority of those voting thereon shall have voted in the affirmative so long as the total number of votes cast for and against recall is at least equal to 30% of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election. “

In order to meet this requirement, there has to be at least 1,177 voters who come out to vote.  In the most recent gubernatorial election, 3,922 voters turned out and cast their votes; so 30% of that number is 1,177. On June 11, 2013 there were 467 voters out of 6596 registered voters turned out to cast their vote.  As you can see 467 is a far cry from the 1,177 which would mean that any change for Part 2 & 3 would NOT have been passed regardless of the majority of voters’ decision because it would not be a valid election. 

Now for Part 4, Special Town meeting the requirement is just as high but the stipulation changed slightly.  Section 8.46 a, states “…so long as the total number of votes cast for or against the budget article at the special Town meeting is at least 250…”.  As you can see, this number is smaller but the reason the town did away with Town Meeting was because no one was showing up.

These stipulations are added to the end of the petitions process.  This means the people can go through the entire process only to fail in the end because they do not have enough votes to meet these requirements.  This is just another way to protect change to our Charter or our Town Council.

Two Priests, a Nun, a Rabbi and the Pope could not get enough voters to turn out to meet these ridiculous requirements.

But on Sunday, April 20, Martha Williamson, executive producer of the family favorite “Touched by an Angel,” returns to television after a 10-year absence with the debut of a new program called “Signed, Sealed, Delivered.”

WND obtained a preview copy of the first two episodes of “Signed, Sealed, Delivered,” which reveals the show is heartwarming, funny, inspiring and, perhaps most significantly, a program adults and children alike can enjoy sitting down and watching together.

“That was the goal,” Williamson told WND, “to create a show that we could all watch together and still be entertained.

“‘Touched by an Angel’ was on the air at a time when the networks still considered families a target audience,” Williamson continued, “but as you’ve seen over the last 20 years since ‘Touched by an Angel’ first premiered, the landscape of television has changed significantly. But the audience hasn’t gone away. People are still having children; families are still looking for things to do together.

“I actually stopped working after ‘Touched by an Angel’ wrapped to raise my own children,” Williamson explained. “And I found myself standing at the back of Wal-Mart against that wall where all the DVDs were, looking for things we could all watch together, and it was either little kid stuff that certainly entertained our children but after a while my eyes started to glaze over, or there were more sophisticated and adult things to watch that were not appropriate or just not interesting to our children. I realized I was standing next to all kinds of parents looking for the same thing, and we would all bemoan the fact that we couldn’t find something to watch.

“I kept expecting somebody to recognize the success of ‘Touched by an Angel,’ thinking it should be mirrored by someone else, and it never quite seemed to happen,” she said. “So, I finally said once our children are up and running, let me see if I can go back to work and put something on television again that I feel strongly about and encourages and elevates our families.”

The result is “Signed, Sealed, Delivered,” an original series combining romance, comedy and drama following the lives of four postal workers who transform themselves into an untraditional team of detectives to track down intended recipients of undeliverable mail. Their missions take them out of the office into an unpredictable world where letters from the past can change lives when they arrive late, but somehow just on time.

“Signed, Sealed, Delivered” stars Eric Mabius (“Ugly Betty”), Kristin Booth (“The Kennedys”), Crystal Lowe (“Smallville”) and Geoff Gustafson (“Primeval: New World”). Special guest stars announced to-date include Valerie Harper, Della Reese, Valerie Bertinelli and Marilu Henner, who will portray supervisors in a revolving role featuring television icons.

At last Tuesday night’s Town Council meeting, one of the agenda items read “2014-47 ORDER – Consideration of an order for Public Hearing on a proposed Charter Amendment to reduce the number of signatures necessary to call a Special Town Meeting to consider budget issues from 15 percent of the qualified voters voting in the last gubernatorial election to 10 percent of the qualified voters voting in the last gubernatorial election.”

This is the latest attempt to keep the people from voting on the Municipal Budget by departments.  You can tell this because there are two other sections in our Charters that have the same requirement but they are NOT part of this Charter Amendment.  

The Charter Commission put this into the Charter because they thought that was a fair number to ensure misuse of the Charter.  However, if it is fair in one section it should be fair in all sections that currently have the same requirements.  If you change it in one area it should be changed for all the others because one is no more important than another.

Article VIII, Initiative, Referendum, Recall and Special Town Meetings of our Charter deal with petition requirements.  In Section 8.22(a); Section 8.31(b) 1 and Section 8.42(a) all read the same and that is:

    Section 8.22(a) – Number of Signatures.  Initiative and referendum petitions must be signed by qualified voters of the Town at least equal in number to 15 percent of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election.

    Section 8.31(b) 1 – Petitions - Number of Signatures.  Recall petitions must be signed by qualified voters of the Town at least equal in number to 15 percent of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election or, in the case of a recall of a Councilor elected from a district, signed by qualified voters of the district equal in number to at least 15 percent of the total number of qualified voters from that district who cast votes for Governor in the most recent gubernatorial election.

    Section 8.42(a) – Number of Signatures.  Petitions calling for a Special Town Meeting must be signed by qualified voters of the Town equal in number to at least 15 percent of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election.

As you can see that when dealing with petitions the requirement for the number of signatures is exactly the same so why are we ONLY amending one and not the others?  

Changes to our Charter should always be uniform because if they apply to one; they should apply to all.  When you have numerous sections with the same requirements, changing one should change them all because the rational for the initial requirement is the same for all.

This Charter Amendment should be immediately changed to include the other two sections of our Charter in order to keep it uniform.

This Charter Amendment has absolutely nothing to do with the people voting on the Municipal Budget by departments and for Councilor Ward and Bickford to indicate it does is totally ludicrous.  Having to gather X numbers of signatures and going through a time consuming process is not the same as voting on the Municipal Budget by departments.  This is nothing more than yet another delaying tactic by our Town Council to keep the people from voting on the Municipal Budget.

After six years of delays, surveys and referendum questions, it is time to stop the stalling and give the people what they have asked for.

RECAP TOWN COUNCIL MEETING – APRIL 15TH, 2014

Last night, the Town Council held a Public Hearing on the 2014-2015 Municipal and School Budgets and consideration on three bond issues – Public Works garage, Gym and the Track. \

I guesstimate that between 75 and 100 residents attended with the majority speaking on one or more of these issues.  These Public Hearings lasted a long time.  The input was received by the School Department and the Town Council very well.

Prior to the Public Hearings, Mr. Richard Green, Superintendent of Schools and Mr. Dale Olmstead, Interim Town Manager, briefed the Public on their portions of the budget.  Both of these gentlemen did an excellent job and were able to answer the questions asked by the audience.  They also gave presentations defending the bond issues that were before the people.  Again, a great job by both of these professionals!

Under Council Orders, Resolutions & Ordinances - The Council voted 7-0 for a Proclamation declaring May 4th through the 10th as Municipal Clerks Week.  

The Council also approved the 1st Reading of the Route 196 Design Standards and Guidelines by a vote of 7-0.  Next, the Council voted on the three bonds to be placed on the June ballot.  As far as the Public Works Garage the vote was 7-0.  As far as the Gym the vote was 5-2 with Councilors Bickford and Metivier voting NO.  The vote on the Track was the same as the Gym.  So all three bond issues will be place on the June ballot.

Next, the Council voted 7-0 to include two Charter changes.  The first to reduce the requirement of 15 to 10 percent of qualified vote voting in the last gubernatorial election to meet the requirement for a Special Town Meeting and second to adjust our Charter to match the states requirement for reference title 21-A for Election procedures.

The meeting adjourned at approximately 10:50 PM.

Recap Town Council Workshop - April 14th‏

RECAP TOWN COUNCIL WORKSHOP – APRIL 14TH

The Interim Town Manager, Mr. Dale Olmstead, updated the Council on what he has learned pertaining to the Public Works garage.  Right now the insurance company is offering $300,000.00 dollars as a settlement.  Along with this cash money, the insurance company is going to pay for a few months rental fees.

This leaves the Council with several options:
1.  Repair existing building.
2   Build a new building.
3.  Move into as existing building.
 

According to Mr. Olmstead it would not be cost effective to repair the building because it was not an adequate facility for Public Works in the first place.  

Second, it would cost the town too much to build a new facility for Public Works. 

 Third, there are two buildings available in town to take care of our immediate needs but would have additional costs if the town wanted to expand for one and the other is readily made and would provide for a lot of town consolidation.

The two buildings are:
 

ETTI:  (64,000 square feet)
Longchamps (10,000 square feet – expandable)

Both of these building would need an appraisal before they could discuss price.  The appraisals have been ordered.
The Councilors discussed each option for almost an hour.  Chairwoman Ward allowed the Public to provide input and then adjourned the meeting without any vote by the Council.

LISBON HIGH SCHOOL ART SHOW SLATED FOR MAY 6

Students at Lisbon High School are preparing their projects to exhibit in the annual student art show.  Exhibits will be on display at the high school on May 6.  Pictured (l-r) Charlotte Mooney, Max Poulin, Andrea Danforth and Claudia Lemieux .

Lisbon - Lisbon High School is proud to announce their 26th Annual Student Art Show to be held on the school campus, 2 Sugg Drive in Lisbon Falls on Tuesday, May 6^th.

Over two hundred art students will exhibit work in a wide range of media including clay, photography, collage, watercolor, pastel, pencil, and mixed media. Senior and advanced artists will be highlighted as well as artwork created by LHS alumni who have continued their studies in art. Some of the award winning costumes created by students in independent study will also be on display. 

The art show will be held in the Lisbon High School library from 2:00 p.m. to 3:30 p.m. and 6:00 p.m. until 8:00 p.m.  

Refreshments will be provided by SAAFE (Students Achieving A Functional Education), LHS Cafeteria Staff, and Art students. The art students really look forward to this opportunity to show the results of their creative efforts.  The art show is FREE and open to the public.  Over 300 people attended the opening last year and we’re excited as we prepare for this year’s show.

SCGNEWS: BRAZEN - Harry Reid Vows to Escalate Crisis at Bundy Ranch in Spite of FBI Corruption Probe

The showdown at Bundy Ranch isn't over. Harry Reid is going for broke. 

Yesterday Senator Harry Reid made it very clear that he is going for broke in the showdown over the Bundy Ranch in Clark county, Nevada:

"Well, it's not over. We can't have an American people that violate the law and then just walk away from it. So it's not over,"

 
The irony here is certainly not lost on the FBI, which was in the process of investigating Harry Reid for corruption, only to have that probe blocked by the Department of "Justice". The corruption probe, doesn't seem to be directly related to Senator Reid's dealings in Clark county, but the accusations were regarding the same type of behavior: profiting from his position through political favors.

This vow to escalate the showdown in Clark county once again also comes as evidence exposing the connections between Harry Reid, ENN, and the Bureau of Land Management have gone viral.

PLD: Ranchers And Empire In The American West

The militarized siege of a cattle ranch near Bunkerville, Nev., drew national attention as dozens of federal agents, armed with machine guns, sniper rifles, helicopters and more descended on the ranch to seize cattle and people and generally to show everyone who’s boss.

The conservative press has framed the story in a variety of ways, casting the story both as matter of outright federal seizure of private land and as an absurd environmental crusade to save a tortoise from extinction.

The reality looks to be a little murkier, however, as is often the case when dealing with land ownership in the American West. Back in September, the Las Vegas Sun reported on the Bundy family and noted that troubles began 20 years ago when the family’s patriarch unilaterally determined that he would no longer pay the Bureau of Land Management use fees that have long been required to graze on federal lands. The exact legal and historical details of the Bundy family’s case will emerge slowly over time, but even if the family is completely in the wrong legally (which it probably is), it’s safe to say that taxpayer dollars might be better spent on things other than a shock and awe campaign waged against a tiny ranch in the middle of a Nevada desert. Nonetheless, this is just the latest dispute in a long history of ranchers jockeying with the Federal government over land use permits and land use regulations.

BDN: Attorney general: Watch out for Bureau of Motor Vehicles phone scam

AUGUSTA, Maine — The state’s attorney general is urging the public to be wary of a phone scammer claiming to be from the Bureau of Motor Vehicles.

The caller demands a fee be paid immediately or the driver will have a warrant for their arrest issued, according to Attorney General Janet Mills.

“If you receive one of these calls, hang up,” Mills said.

Over the last couple weeks, Mainers have been receiving calls claiming to be from the Bureau of Motor Vehicles, Mills said. The scam artists have been using technology that mimics their real phone number, showing the call to be from the Bureau of Motor Vehicles.

Personal information should never be given out over the phone on calls that the caller did not initiate, Mills said.

BUDGET CHALLENGE‏

In this morning's Sun Journal, Tuesday April 15, the Auburn City Council is calling for $million$ in cuts to the city budget.

I challenge the town of Lisbon's Town Council and Finance Committee to do the same.

Ways to cut:

Town Engineer:

MDOT is asking for  a $5,500 Trail Match

plus a $20,000 Trail Match.

Those $$$$'s should have been built into the $1,200,000,

One Million Two Hundred Thousand, dollars,plus Lisbon's

matching funds of $320,000, for a grand total of $1,520,000.

ONE MILLION FIVE HUNDRED TWENTY THOUSAND DOLLARS.

                         Savings $$25,500.

Savings could be realized if we had a Town Engineer that was actually a licensed Engineer.

Savings $$$ ?????.

Town Attorney:

Hire an attorney from Lisbon, Lewiston or Auburn instead of one who travels from Bath, some twenty plus miles each way @$150.00 per hour.

                       

Police/Public Safety:

The Police Department receives Forfeiture money that could be used to pay for assault rifles, document imaging, mobile radios.

The list goes on, But asks the taxpayers to pay for these items.

In a budget of $1.000,000, One Million $$$$$, the Town Council and Finance Committee should be able to find significant savings.

Redevelopment Department:

About 2 years ago former Town Manager hired a Town Planner to the tune of $20,000 per year, to develop a Route 196 Master Plan and Sign Standards, and to assist the Planning Board.

The Route 196 Master Plan and Sign Standards is almost

completed, just needs to be accepted by the Town Council.

Why continue to pay $20,000 for a Town Planner when we

have a highly qualified Codes Officer in Dennis Douglass?

The Planning Board has new direction, thanks to Town Planner, Amanda Bunker, and  we are paying over $55,000 a year for a Redevelopment Director, who also heads up the Moxie Festival.

This is a Duplication of Services. 

A savings of $20,000 or $55,000.

The town Council has asked the School Department to cut their budget.

The Library Department is already bare bones but is willing to cut hours of service, a savings of only pennies compared to the police department! ! ! !

Other savings ?? Readers, taxpayers?
