Tyler Bard is the son of Stephen and Tammy Bard of Lisbon Falls and has achieved Cum Laude status.  He will be attending Central Maine Community College majoring in General Studies to work toward an Associate Arts degree.  He has been active in track and field where he was the
2011 Freshman Track and Field Race Walk Champion, the 2012 and 2013 MVC Track and Field Race Walk Champion, the 2012 and 2013 Maine State Track and Field Race Walk Champion,
The 2013 New Balance Nationals Outdoor Race Walk Champion, the 2012 & 2013 MVC first
team All-Star, the 2013 & 2014 Academic All-Star, and was the Mr. Track 2012 & 2013 award
winner.  In wrestling, he placed fourth at Class C State Wrestling in 2012, placed fourth at Class C State wresting in 2013, placed second at Class C State Wrestling in 2014, and received the
Golden L award for playing three seasons of sports all four years of high school.  Tyler was
co-captain of the wrestling team in grades 10, 11, and 12, and was track and field team captain in grade 12.    In his spare time he enjoys snowboarding, disc golf, fishing, and spending time with
family and friends. 

Jacob Bremmer is the son of Corrie Bremmer of Lisbon Falls and has achieved Cum Laude status.  He will be attending Central Maine Community College to major in Electromechanical Technology.  He has been active in basketball, tennis and band.  He also belongs to the Army
National Guard.  Jacob is a member of the National Honor Society, the National Technical Honor Society, Student of the Quarter and has received an Award for Excellence from the Army and recruitment ribbon from the Army.  He enjoys sports in his leisure time.

Dylan Busler is the son of Joel and Anita Busler of Lisbon Falls and has achieved Cum Laude status.  He will be attending college to major in computer technology.  He has been active in Young Adult Volunteers and has received Excellence in Spanish.  In his spare time he enjoys watching football, video games, and hanging out with friends. 

Jennifer-Lynn Clifford is the daughter of Christie Clifford of Lisbon Falls and Dennis Clifford
of Sabattus and has achieved Magna Cum Laude status.  She will be attending Georgetown University in Washington, D.C. to major in Foreign Service.  She has been involved with the Ghana Education Initiative and Students Against Destructive Decisions.  She is a member of the National Honor Society and has received the Presidential Service Silver & Gold, the Harvard Book Award winner, and has been a Student of the Quarter. 

Dillon Clifford is the son of Christie Clifford of Lisbon Falls and Dennis Clifford of Sabattus and has achieved Cum Laude status.  He will be attending the University of Maine at Orono majoring in Civil Engineering.  He is a member of Students Against Destructive Decisions, Young Adult Volunteers, the National Honor Society, and has received the Presidential Junior Volunteer Award, and Honor Roll awards.  Dillon has been active in soccer and baseball and received the first team MVC Soccer Award. 

Nicholas Corey is the son of Muriel Michaud of Lisbon and Anthony Corey of Minot and has achieved Cum Laude status.  He will be attending the University of Maine at Orono majoring in Electrical Engineering Technology.  He has been active in baseball, Young Adult Volunteers, the Tech Club, Special Olympics and Science Olympiad.  Nicholas is a member of the National Honor Society and Boy Scouts of America earning his Eagle Scout status.  He has been a Student of the Quarter, a Boys State Delegate and received the St. Michael’s Book Award.  In his spare time he enjoys all of the Boy Scout activities.

Sierra Crosby is the daughter of Theresa and Esau Crosby of Lisbon Falls and has achieved Magna Cum Laude status.  She will be attending the University of Maine at Orono majoring in Psychology.  She is a member of the Art Club, Drama, Young Adult Volunteers, and was a Girls State delegate.  Sierra is a member of the National Honor Society, has received the Presidential Volunteer Award, took first place in Poetry Out Loud, and the Excellence in English Award.  She enjoys reading, writing fiction, going to bookstores and libraries, listening to music and collecting snow globes. 

Bailey Cutler is the daughter of Kelley and Michael Cutler of Lisbon Falls and has achieved Cum Laude status.  She will be attending St. Joseph’s College majoring in Health and Wellness Promotion.  She has been active in field hockey, Students Against Destructive Decisions, Student Government, and Big Brothers/Big Sisters.  She has received the Presidential Award for volunteering over 100 hours, MVC Second Team Field Hockey All Stars, and Honor Roll recognition.  In her spare time she enjoys field hockey.

Robert Dall is the son of Andrew and Karen Dall of Lisbon Falls and has achieved Magna Cum Laude status.  He will be attending the University of Southern Maine majoring in Theatre.
He has been involved in Drama, the Anime Club, the Book Club, and chorus.  Robert has received the All-Cast Award in the Theatre Festival, the Harvard Prize Book, a Maine Scholar Leader, and Excellence in English.  In his spare time he enjoys playing the ukulele, singing, dancing, poetry, and song writing. 



Paige Galligan is the daughter of Kelly Galligan-Tebbets of Lisbon Falls and has achieved
Cum Laude status.  She will be attending Thomas College majoring in Business.  She has been active in soccer, baseball, and track and has been the Class of 2014 Secretary.  Paige has also participated in Interact Club, Civil Rights, and Students Against Destructive Decisions and has received the Presidential Service Award. 

Nichole Jones is the daughter of Brian and Lhu Jones of Lisbon Falls and has achieved Magna Cum Laude status.  She will be attending Lyndon State College in Vermont majoring in Psychology and participating in the Women’s Tennis Team there.  Nichole has been active in the Yearbook Committee, the Prom Committee, the Outing Club, field hockey, basketball and tennis.  She has been a Student of the Quarter, in the National Honor Society, Young Adult Volunteers, Special Olympic Volunteers, Project Unify, and has received the Daughters of the American Revolution Good Citizenship Award.  She has received Honorable Mention in Tennis, First Team All-Star in Tennis, Academic All-Star Athlete in field hockey and basketball, the Creative Writing Award, Excellence in French, and won the Maine Principal’s Award.  In her spare time she enjoys hiking, camping, swimming, and tennis.

Shantal MacWhinnie is the daughter of Maureen King of Lisbon Falls and has achieved Cum Laude status.  She will be attending the University of Southern Maine to major in Biology.  She has been active in soccer, track, Prom Committee, and the Class of 2014 Treasurer.  Shantal is a member of the National Honor Society, Young Adult Volunteers, and LACO (Lisbon Area Christian Outreach).  She has received the Volunteer Award, the 2013 Soccer Honorable Mention, Academic All-Stars award, and team captain in Track.  In her spare time she enjoys field hockey, volunteering at the food bank, fashion designing and the Moxie Canoe participation.

Colby Perron is the son of John and Jennifer Perron of Lisbon Falls and has achieved Cum Laude status.  He will be attending Belmont Abbey College to major in Philosophy and Latin.
He has been active in band and chorus, is a member of the National Technical Honor Society, and the Life Teen Ministries.  In his spare time he enjoys swimming, soccer, music, farming, contemplative prayer, altar service and church in general. 

Tabitha Porter is the daughter of Timothy and Julie Porter of Lisbon and has achieved Cum Laude status.  Her future plans are undecided.   She has been active in tennis (captain), field hockey, Art Club and Drama Club.  Tabitha has participated in Big Brothers/Big Sisters,
Students Against Destructive Decisions, the Civil Rights Team, Prom Committee, Yearbook, Project Unify and Young Adult Volunteers.  She is a member of the National Honor Society,
has been chosen as a Student of the Quarter, an Academic All-Star, and an Honorable Mention
in Tennis.  In her spare time she enjoys tennis, art and theatre. 

Jennifer Smith is the daughter of Lee-Ann Smith of Lisbon Falls and Bradley Smith of Lisbon and has achieved Cum Laude status.  She will be attending Kennebec Valley Community College majoring in Radiology Technology.  She is the Class President, a member of the National Honor Society, played field hockey, and was the manager of the basketball team and received the Math and Science Award.  In her spare time she enjoys painting and showing cattle. 

Bryanna Sult is the daughter of Kevin and Heather Sult of Lisbon Falls and has achieved Magna Cum Laude status.  She will be attending St. Lawrence University to major in Pre-Veterinary studies.  She has been active in tennis, the Art Club, Drama, Yearbook, Student Government, and the Prom Committee.  Bryanna is a member of SKILLS USA, the National Honor Society, National Society of High School Scholars, and National Technical Honor Society.  She has received her varsity letter in tennis, the Bausch and Lomb Honorary Science Award, the President’s Volunteer Service Award and Phi Beta Kappa Award.  In her spare time she enjoys
reading, writing, working around animals, movies, and spending time with close friends.

Jeremy Wilson is the son of Larry and Pauline Wilson of Lisbon Falls and has achieved Cum Laude status.  He will be attending Vocational Rehabilitation Job Placement.  He has been involved in Special Olympics and received Special Olympic Ribbons and the LHS Spirit Award.
In his spare time he enjoys playing computer games.

On Monday the U.S. Capitol police said it was looking into "threatening statements made toward Senator Reid."
Congressional sources say the threats began last week after Reid called Bundy's backers "domestic terrorists" for refusing to vacate federal land in Nevada that Bundy used to graze his cattle.
The Bureau of Land Management has been in a dispute with Bundy for 20 years over not paying fines and environmental issues. That came to a head three weeks ago when armed militia members came to Bundy's defense, joining in an old west style showdown with the authorities.
Reid's comments about Bundy riled conservatives, who had already hailed Bundy as a hero for fighting what they called government overreach. But most of those conservatives abandoned the rancher late last week after he made racist remarks about blacks, asking whether they were "better off as slaves."
As for the threats to Reid, he would not elaborate on their nature or the degree to which law enforcement is concerned.
Instead he said "what also bothers me is virtually every one of these horrible things they send has, they cite scripture," he said, holding up his hands. "They cite something out of the Bible. I mean, you try that one on. "

Lisbon High School Senior Wins 2014 Moxie Festival Logo Contest‏

Lisbon, Maine.  The Moxie Festival Committee is pleased to announce that Lisbon High School Senior Claudia Lemieux has won the 4th Annual Moxie Festival Logo Contest based on the 2014 theme, “It’s Always Moxie Season in Maine.” 

“Claudia’s impressive logo boldly proclaims that Mainers love their Moxie any time of year.  We are proud to showcase Lisbon High School talent at the Moxie Festival,” said Tracey Steuber, Town of Lisbon Director of Economic and Community Development.




Claudia received a $100 check and the first 2014 Moxie Festival t-shirt featuring her design at a High School Assembly held April 28.  The 2014 Moxie Festival t-shirts are available at the Festival’s website or at the Lisbon Town Hall.

“It’s Always Moxie Season in Maine” is the theme of the 2014 Moxie Festival parade which will be held on Saturday, July 13.  The parade, which starts at 10 am, attracts over 100 participants and follows a two mile plus route that begins on Capital Avenue and Route 196 and ends at the MTM Center on School Street in Lisbon Falls.

According to Lisbon Public Safety Officials, an estimated 50,000 people attend the three-day Moxie Festival.  The Town of Lisbon has approximately 9,300 residents.
 
Since 1982, The Moxie Festival in Lisbon, Maine has been held on the second weekend in July.  The Festival now includes a Friday night Recipe Contest, fireworks; a Saturday parade, Moxie Day 5K Race, Moxie Bike Rally, Chug-n-Challenge, Moxie Vintage Base Ball Game, and Family Fun Fair; and on Sunday, the Chief Worumbo Androscoggin River Race, Moxie Car Show and much more!  Moxie was designated Maine’s official soft drink on May 20, 2005.

Lisbon Finance Committee's Culture of Corruption Explained!!!

It is critical that someone take the time to look into how our tax dollars are being spent and why our taxes go up every year.  It is a sure bet that the Finance Committee will never find any of these abnormalities within the town because they are the ones that created them when they were councilors.



According to the 2012-2013 Annual Report, there are 227 residents who owe past taxes on Real Estate (Pages 30 – 33) and 60 businesses that owe past Personal Property (Page 34).  The total for Real Estate taxes is $398,125.83 and the total for Personal Property tax is $96,921.19.   This is a considerable amount of money and a clear indication of the economy, or is it?



I am struggling with the fact that on the Personal Property tax side the majority of unpaid taxes are possible members of the “Good Old Boy” network and have not paid their taxes for years without any repercussions.  I say this because there are some prominent businesses on this list.



I understand that the yearly raising of taxes has put a burden on many residents who are on a fixed income.  However, it is only fair that everyone pay their fair share of taxes.  Under the new management of the town and with the cooperation of the current Town Council, I am sure that arrangements can be made to collect these back taxes in smaller amounts.



Remember, former Chairman LaRochelle whose company owed back taxes due to a mistake supposedly made by the town but never recognized by LaRochelle Properties, Inc for over twelve (12) years.  Chairman LaRochelle only paid the back taxes and none of the Interest and Penalties owed to the town.  Rest assured, if you owe back taxes, the town will force you and I to pay both Interest and Penalties.



Our Undesignated Fund has been robbed by excessive and frivolous spending by members of our former Town Council, Chief Brooks and Stephen Eldridge to the tune of over $2,000,000.00 of our tax dollars.   These funds the people will never be able to recover, however, it is imperative that the current Town Council and the Interim Town Manager put an immediate stop to it and I believe they are doing just that.



People have said in the past that my reporting of discrepancies and abnormalities has hurt the town.  My only concern is to identify the problems and bring them to the attention of both the people and management.  It is the responsibility of the Town Council and the Interim Town Manager to correct these situations.

What Good Is The Finance Committee Other Than To Support The Police Budget?

THE ROOT OF OUR PROBLEM AS I SEE IT!!!!

Several years ago, Mike Bowie recommended that the town do away with the elected Budget Advisory Committee.  This was presented as a Charter change to the people and the people bought into it.  This was done because the Elected Budget Advisory Committee had recommended NOT to accept the proposed Municipal budget.

Instead, the Town Council formed an appointed Finance Committee with the majority of the Committee members being former Councilors.  Chairwoman Ward said at a council meeting that the reason the council did this was because these former councilors understood the municipal budget.  This is a very accurate statement because for the past six years they have been doing nothing more than protecting the Police budget at any cost.  These former councilors raided our Undesignated Fund until it is below the Charter recommended level.

These former councilors are the real reason that the town is in the financial disaster it is in. These councilors Mike Bowie, Lori Pomelow, Charlie Smith, Fern LaRochelle and Norma Wells are responsible for depleting the Undesignated Fund from three (3) million dollars to just barely over one (1) million dollars.  These funds did not go into our roads or infrastructure; they went into the Police Department for “Toys for the Boys”; assault rifles to be used on Lisbon residents; and a communication center that costs the taxpayers approximately $500,000.00 a year.

I have clearly shown how this occurred on several occasions.  The Town Council did not want to be challenged by the Budget Advisory Committee so they dissolved this committee and installed a committee that will always support the Police Department instead of doing what is in the best interest of the community.  The Budget Advisory Committee was elected by the people and always had the best interest of the people at heart.

The real question is why I can find all these discrepancies in the system and the Finance Committee cannot.  Why is Chief Brooks allowed to request Police vehicles be “purchased” from the council and then “Lease to Purchase” the vehicles?  Once the funds have been appropriated they cannot be used for any other purpose without the council approval.  This approval has NEVER been obtained from the council.

What good is the Finance Committee other than to support the Police Budget?

BDN reports “A former Maine Center for Disease Control division director who has filed a federal whistleblower lawsuit against the Maine Department of Health and Human Services must hand over more than three years worth of her diaries, medical records and mental health records, as well as the names of any doctor or mental health professional she’s seen since 2011.
The department’s lawyers had sought medical information for Sharon Leahy-Lind from as far back as 2008, but a judge ruled that they were entitled to only the information gathered since 2011, the year before she started as division director with the CDC.
Leahy-Lind’s lawyer, Cynthia Dill, argued “From my perspective, it’s a fishing expedition to look for ways to undermine either my client’s credibility. I can’t recall another case where communication with a life insurance provider was requested or an itemization of every health-related expense.”
Leahy-Lind has alleged that her bosses at the Maine CDC ordered her to shred public documents and then harassed and discriminated against her when she refused. Her allegations came to light last year when she filed a complaint with the Maine Human Rights Commission. In October, she filed a federal whistle-blower suit against CDC Director Sheila Pinette and DHHS, which oversees the CDC.” Read more HERE.
The state’s investigation found a host of problems with the way the Maine Centers for Disease Control distributed millions of dollars to Healthy Maine Partnerships programs last year. Now they turn the table and shine the spotlight on one of their own. Easy task when you’re in bed with the media!

We are trading one form of slavery for another.
What I am saying is that all we Americans are trading one form  of slavery for another.  All of us are in some measure slaves of the federal government.  Through their oppressive tactics of telling the ranchers how many cows  they can have on their land, and making that  number too low to support a ranch, the BLM has  driven every rancher in Clark County off the land, except me.  The IRS keeps the people of America in fear, and makes us all work about a third or a half of the year before we have earned enough to pay their taxes.  This is nothing but slavery from January through May.  The NSA spies on us and collects our private phone calls and emails.  And  the government dole which many people in America are on, and have been for much of their lives, is dehumanizing and degrading.  It takes away incentive to work and self respect.  Eventually a person on the dole becomes a ward of the government, because his only source of income is a dole from the government.  Once the government has you in that position, you are its slave.
I am  trying to keep Martin Luther King Jr.'s dream alive. He was praying for the day when he and his people would be free, and he could say I’m free, free at last, thank God I’m free at last! But all of us here America, no matter our race, are having our freedom eroded and destroyed by the federal government because of its heavy handed tactics.  
The BLM, the IRS, the NSA--all of the federal agencies are destroying our freedom.  I am standing up against their bad  and unconstitutional laws, just like Rosa Parks did when she refused to sit in the back of the bus.  She started a revolution  in America, the civil rights movement, which freed the black people from much of the oppression they were suffering. I'm saying Martin Luther King's dream was not that Rosa could take her rightful seat in the front of the bus, but his dream was that she could take any seat on the bus and I would be honored to sit beside her.   I am doing the same thing Rosa Parks did--I am standing up against bad laws which dehumanize us and destroy our freedom.  Just like the Minutemen at Lexington and Concord, we are saying no to an oppressive government which considers us  to be slaves rather  than free men.  (TLR emphasis)
 I invite all people in America to join in our peaceful revolution to regain our freedom.  That is how America was started, and we need to keep that tradition alive.

How Much Do You Make And What Credentials Are Required For Your Job?

It is truly amazing what information the town provides to the people in the 2012-2013 Annual Report.  I fully understand that it is too late to do anything about the information provided and there is no way to change it.  However, it goes to show just how free they are with our tax dollars and the lengths they go to cover it up until it is too late to stop this excessive spending.  Below, I have listed the salaries of our Department Heads so we can see if we are getting our monies worth.          DEPARTMENT HEADS SALARIES

The first one that comes to mind for me is that Mr. William Van Tuenin is not listed anywhere in the salaries section.  Why is that?  We all know that he has been doing a reevaluation of the town for the past four years as well as being the Town Assessor.  You and I both know he is not doing this for free; so what is his salary?

Next, let’s look at the Fire Chief.  In 2002, Chief Galipeau was hired with several conditions.  One of these conditions was that he “Continue progress towards an Associate’s Degree”It is now, 2014 and Chief Galipeau has not completed his Associate’s Degree.   Are you kidding me, 12 years and he does not have his Associate’s Degree.  Doesn’t this constitute a breach of contract? 





 Lisbon Engineer E. Ryan Leighton

When Stephen Eldridge was Town Manager, he added Public Works, Sewer and Solid Waste to the duties of the Town Engineer.  The Operational Managers of both Public Works and the Sewer Department continued to be paid at the rate they were being paid.  This consolidation was to save the taxpayers some money, however, the only thing it did was added 8% to Ryan Leighton’s pocket.

So let’s take a look at Mr. Ryan Leighton, our Town Engineer.  First, and most important is that Mr. Leighton is not recognized as a License Professional Engineer by the state.  What does this mean to Lisbon; well every project over $100,000.00 the town has to pay a real engineer to come in and supervise the project.  This means we are paying for two (2) engineers at the same time.

Next, he is listed as the Superintendent of Sewers but he is not qualified to operate the Treatment Plant.  He is a Grade Level 2 and the Treatment Plant requires a Grade Level 4.  So what does this mean?  Ryan Leighton cannot sign required documents by the Department of Environmental Protection Agency.  These documents are signed by the Operational Manager. 

Our Town Engineer is not qualified as a License Professional Engineer and not qualified to operate the Treatment Plant and he receives a salary of $78,298.33 with absolutely no credentials.  How much do you make and what credentials are required for your job?

Lisbon Police Department Bends The Taxpayers Over!

Well, the 2012-2013 Annual Report is available at the Town Office for those interested in seeing where our tax dollars are being spent.  A quick review will bring to light some very unsettling and disturbing facts. 

Councilor Cote and our blog sites have been telling the people about the Police Department sucking up the majority of our tax dollars.  Chief Brooks has made every effort to conceal the exorbitant cost of operating the Police Department.  The 2012-2013 Annual Report shows how much the Police Department is spending on  SALARIES ALONE.  The figures on the left below will show what the Town Council approved for the entire Police budget and the figures on the right will show you just how much was spent on salaries alone.  Keep in mind, when you are reviewing these figures that the numbers on the right are JUST SALARIES and cover no other operating cost while the number on the left was approved to cover everything.

This brings up something that Councilor Cote and we have been telling the taxpayers and that is Chief Brooks, Jessica Maloy and Stephen Eldridge had been shifting tax dollars into the Police Department for years and this is the proof.  Take a look on Page 36 of the 2012-2013 Annual Report and review the salaries of just our Police Officers.  Four officers make more than $70,000.00 each.  One Sergeant ($75,130.58) makes more than Chief Brooks ($72,159.70).  Six officers make more than our Lieutenant ($62,546.63) does.  

These figures are just salaries and do not cover any other operating cost.  Is there any doubt, what caused our “unfavorable expenditure budget variance”?  The taxpayers had to use Undesignated Funds in order to cover these salary increases that were never approved by the Town Council.

The current Police Department under Chief Brooks is the taxpayer’s biggest nightmare.  Instead of our tax dollars being used to improve the community, these funds are being diverted to the Police Department to fatten their pockets.  This will not stop until the Interim Town Manager and the Town Council gets rid of the cause of this corrupt spending.  Chief Brooks has served this community long enough and the town can no longer afford to pay the high price for his service.  These “Good Old Boys” need to go because we can no longer afford them.
