LISBON PRINCIPAL HEALEY ANNOUNCES STUDENTS OF THE 4th QUARTER


Lisbon High School administrators and staff pride themselves on recognizing student excellence.  Family members of the most recent student of the quarter awards were invited to attend the recognition.

Lisbon – Lisbon High School, Principal Kenneth Healey, recently announced the Students of the 4th Quarter during a school-wide assembly.   Parents and siblings of the recipients were invited to the stage during the award presentations to congratulate students.  Students are nominated by staff members for their community service, academics, co-curricular activities, sports participation, good citizenship and overall positive reflection of the student body.  Awards this quarter were presented to senior, Cameron Ramich.  Ramich is the son of Sandra and Jeff Ramich of Lisbon.  He has been a member of the student volunteer program in Lisbon since 2007.  He is very involved in all aspects of the culture at LHS.  He is also a member of National Honor Society, SADD (Students Against Destructive Decisions)and Student Government.  He plays soccer, runs track and is a member of the Drama Club.   Kailyn Hill, daughter of Bobbi and Glenn Hill of Lisbon, was the junior student of the quarter.  Hill is an excellent student, outstanding athlete and a good role model to her peers.  She plays soccer and softball for LHS and has been a member of the student volunteer program in Lisbon since 2008.   Breeann Sautter, a member of the sophomore class has been a Lisbon student volunteer since 2008.  She is the daughter of Nicole and Doug Sautter of Lisbon Falls.  Sautter is an active member of her class  involved with the SADD Program and runs cross-country, track and plays basketball.  Freshman of the quarter was awarded to Joshua Huston, son of Michelle and Tim Huston Lisbon.  Huston is an active participate in fundraising for his class and provides good input during advocacy. Three new entertainment venues join the Moxie Festival this year: a 4-day Carnival, a Vintage Base Ball double-header on Saturday evening; and a 30 or 50 mile Bike Rally on Saturday morning.

The Kavanaugh Amusement Carnival will open Thursday, July 10th at Don’s Automotive, Capital Avenue just off of Rt. 196. It will continue through Sunday, with rides, games, food and other activities for all ages.

·         Thursday, 5:30 – 10:00 p.m. (close) = Moxie Festival Special Pricing: $16 bracelet unlimited rides as well as individual tickets sold
·         Friday, 5:30 – 11:00 p.m. (close) = No Bracelet (tickets only)
·         Saturday, 12:00 – 11:00 p.m. (close) = No Bracelet (tickets only)

There will be 10-12 rides along with various games and food vendors.  Family-owned and operated for 35 years, Kavanaugh Amusements offers games are family-friendly and geared towards the entire family.

On Saturday, July 12, the Moxie Day 30 and 50-mile Bike Rally begins at 8:30 am rain or shine at Crafts Car on Route 196 and ends at the Railroad Diner in Lisbon Falls.  The first 50 registrations will receive commemorative mugs ($25 preregistration and $30 day of race). 

Bring a lawn chair on Saturday, July 12, to watch Maine’s Vintage Base Ball teams play a free double-header at Goddard Field at Lisbon High School.  Vintage Base Ball is about reliving America’s favorite past time as it was played during its formative years in the nineteenth century and other historic eras.  

Vintage Base Ball teams across the country play in accordance with the rules, equipment, uniforms, field specifications, customs, practices, language, and behavioral norms of the period.

A DEBT OF GRATITUDE AND AN "AWESOME" THANK YOU MR. DALE OLMSTEAD

                       A DEBT OF GRATITUDE

Today is Mr. Dale Olmstead’s last official working day as Lisbon’s Interim Town Manager.  On Monday Mrs. Diane Barnes will take over as the Town Manager of Lisbon.

Mr. Olmstead took over as the Interim Town Manager in our darkest hours and has made a significant difference.  He has generated additional revenue and reduced excessive spending.  Mr. Olmstead accepted this difficult challenge with true professionalism as the same dedication he did in Freeport.  Mr. Olmstead will remain on board for only three days next week to assist Mrs. Barnes with her transition. 

Mr. Olmstead also provided guidance to the entire Town Council.  In some cases, he educated Councilors and was a driving force in our movement to recover from the financial crisis left behind by our previous Town Manager.  Mr. Olmstead has worked with Mrs. Barnes in the past and believes she will be a perfect fit for the town. 

This community owes a debt of gratitude for all he has done in the short time he was here.  I wish Mr. Dale Olmstead only the best in all of his endeavors in the future.

CONGRATULATIONS!!!!



At last night’s Special Town Council meeting, there emerged four councilors who put the community first and voted down the 2014-2015 Municipal Budget.  These Councilors are Chris Brunelle, Mark Lunt, Eric Metivier and Dillon Pesce.  This community now has individuals on this council who actually care about the community and its residents.



Each of these true Councilors need to be commended for their efforts to control spending and our taxes.  These four are trying to help this town in getting back on it's financial feet after previous phony councilors and the previous town manager destroyed it.  These Councilors should be proud of their actions and I hope the people of Lisbon appreciate what they are trying to do.  Please phone or email each of these Councilors and tell them how much the community appreciates all of their hard work.



I want the whole world to know how much I personally appreciate what these Councilors did for the community last night.  It takes courage to stand up to the establishment but these four Councilors put the community first and I want each of them to know that I really support their efforts.  It has been a long time since we had true Councilors on the Town Council and it is very refreshing. 

Councilors Ward and Bickford were in favor of the excessive spending and raising our taxes even higher.  Please remember this when they come up for reelection.

RECAP SPECIAL TOWN COUNCIL MEETING – JUNE 24TH

This is a recap of the Special Town Council meeting; which was a first for this community. 

Under Council Orders, Resolutions, & Ordinances –


a.      The new snowplow truck passed by a vote of 6-0.

b.      Adopting the amended fee schedule (1st Reading) passed by a vote of 6-0 with a need to have a workshop to thoroughly go throw all 13 pages of the changes prior to the 2nd Reading.

c.      The MDOT agreement for Trail Amendment passed by a vote of 6-0.

d.     The 2014-2015 Municipal Budget failed by a vote of 2-Yes and 4-No.  This was an epic event because this means we have four councilors who care about the taxpayers in this community.  More to follow!

Former United Nations Ambassador John Bolton, a proponent of America’s 2003 invasion of Iraq, argued in a radio interview on Sunday the U.S. should stay out of the current conflict and instead let Sunnis and Shiites fight it out.
Asked how would advise the White House to respond to the jihadist gains in Iraq, Bolton stated, “At this point I would follow Henry Kissinger’s advice from the Iran-Iraq War of the 1980′s: Let them fight it out and hope that both sides lose.”
Bolton was speaking on “Aaron Klein Investigative Radio” on New York’s AM 970 The Answer.
The diplomat said the biggest threat in the region is actually somewhere else.
“I think what we really need is to redirect our policy to look at what to do about the principle threat to international peace and security in the region and beyond, and that’s Iran,” said Bolton.
He recommended a campaign of internal destabilization against the Shiite regime in Iran.
Bolton stated: “I think the only long-term answer there is to take advantage of the unpopularity of the Ayatollahs to work with dissidents inside of Iran and dissidents outside and overthrow that regime.
“Then we can look at how far ISIS has gotten, whether it’s succeeding in setting up a territory that it controls and deal with it at that point,” he added.

Last Chance‏ To Speak As Citizens Before The Budget IS PASSED!!!!!!!!



LAST CHANCE!!!!!


Tuesday night at 7:00 PM will be the last chance for the people of Lisbon to speak out before their taxes sky-rocket next year.  The Town Council will vote in, yet another, inflated budget without making an attempt to curtail the excessive spending by Chief Brooks.

This will be the last time before you receive your tax bills for you to tell this council just how you feel about them raising your taxes.  So we all know that when you voted for the gym and the track you were going to see a tax increase.  Just how much was never truly known because no one was sure of the Municipal budget.  Well, it’s here and the council has not made any attempt to reduce Chief Brooks' three Administrative Assistant/Secretaries; making due with his vehicles for one year, two detectives instead of one and the most outrageous is over 5% wage increase for the Communication Center.  Reducing the Police Department budget by anything was never considered seriously.

It would appear that all of these obvious unnecessary expenses are going to be disregarded by the Council.  This Council will approve the Police Department budget without even batting an eye.  Watch and see which Councilors really care about our community and who are interested in protecting Chief Brooks’ budget.

Tuesday is the right time to voice your concerns about your taxes; not once you get your tax bill.

WND EXCLUSIVE: FAITH UNDER FIRE Judge has 'epiphany' in ruling against Christians


Suggests law include 'conscience clause' for business owners to live faith



Peter and Hazelmary Bull run a bed and breakfast in the United Kingdom and were sued by two homosexuals when the Christian couple refused to rent them a bedroom in their business, which also is their home.

The fight brought on by the homosexuals went all the way to the nation’s highest court, resulting in an order that the Christian couple pay the “gay” duo a couple thousand dollars in damages.
All based on the idea of “nondiscrimination” laws where homosexuals are protected, but Christians are not. That Christians’ beliefs and practices must cede to the trendy notion of homosexuality.
It was one of the earliest cases – which now have spread across the globe and are being repeated in several locations in the United States – in which judicial authorities are ordering Christians to violate their faith in order to accommodate the desires of “gays.”
Now a key judge in that British court case is having second thoughts.
Serious second thoughts.
In fact, according to a report in the Daily Mail, Baroness Hale, the deputy president of the Supreme Court, said in a speech that her decision may have been wrong.
She is warning that the law, according to the report, “has done too little to protect the beliefs of Christians.”
Hale and four other judges ruled against the Bulls in the case that started in 2008 by determining that the rights of homosexuals outweighed the conscience requirements of the Christians couple who said they could not allow that behavior in their home, which also is their business.
At the time, Hale said society should be “slow to accept” the rights of Christians.
Now, however, the Daily Mail said she has acknowledged that laws that ignore Christian beliefs might not be “sustainable.”
She put her words into action, too, ruling in a very unusual move with other judges that the Bulls are not obligated to pay the legal costs of the case against them.
While the court ordered them to pay the 3,600 pounds to the homosexual duo, Steven Preddy and Martin Hall, the legal fees could have run many times that.
The courts had determined the Bulls violated the 2007 Equalities Act by declining to bend their religious beliefs for the homosexual duo. The case was supported by the legal defense fund of the Christian Institute.
For a time, the Bulls feared they would have to sell their guest house because of the cost of the case backlash to their income.
The Mail originally reported that the court’s results “effectively sealed the supremacy of gay rights over Christian belief under the Sexual Orientation Regulations.”
Hazelmary Bull said the court’s conclusion was that “Some people are more equal than others.”
Mike Judge, spokesman for the Christian Institute, said, “It’s a chilling view of equality which ends up treating a pair of honest Christians like this.”
The Mail said in a report this week that Hale, in a speech to lawyers, said the courts need to take a “more nuanced approach.”
Perhaps a “conscience clause” that would recognize the beliefs of people, should be developed, she said.
The Mail said she told lawyers, “I am not sure our law has found a reasonable accommodation of all these different strands.”
And she said, “An example of treatment which Christians may feel to be unfair is the recent case of Bull v Hall. Should we be developing an explicit requirement upon providers of employment, goods and services to make reasonable accommodation for the manifestation of religious beliefs?”
Colin Hart, a spokesman for the Institute, told the Mail, “The penny is beginning to drop among judges that the law is unfair. I hope the Supreme Court will find more room to protect Christian consciences.”
The Bulls have run their Chymorvah Private Hotel in Cornwall under Christian rules since they opened it in 1986.
“Such rules are so strictly adhered to that Mrs. Bull has admitted that even her own brother, when he comes to stay, is required to stay in a separate room to his female partner,” the Mail said.
The issue might not be as settled, however, as some may have been suggesting.
WND reported recently that an appellate court ruled in a different UK dispute over homosexuals’ access to bed-and-breakfast facilities that religious rights are as valid as “gay” rights.
The opinion came in a case against the Swiss Bed and Breakfast in Cookham, Berkshire. The owner, Susanne Wilkinson, was ordered earlier to pay a homosexual duo, Michael Black and John Morgan, about $6,000 in damages for denying them permission to use a bedroom.
Nevertheless, the determination that religious rights are as valid as “gay” rights was significant, according to the Christian Institute.
“There is hope for Christian-owned bed and breakfasts that restrict double rooms to married couples only,” the organization reported.
The same fight is being seen across America, with different players. Just recently, a bakery owner in Colorado was ordered by a state board to violate his faith and provide “wedding” cakes to homosexuals, even though the state doesn’t recognize homosexual “marriage.”
The Colorado Civil Rights Division also ordered employees of Jack Phillips, a Christian baker who runs Masterpiece bakery, to attend a sensitivity training.
“The government … seek[s] to impose a new belief system upon Jack [Phillips], one that is fundamentally at odds with his conscience and his liberty,” explained a legal filing from attorneys with the Alliance Defending Freedom representing Phillips and his Masterpiece Cakes in Lakewood.
Two homosexuals filed the complaint after Phillips declined to provide them with a “wedding” cake. Phillips offered to provide other products but, citing his own Christian beliefs, declined to produce a message on a wedding cake that conflicted with his faith.
Administrative Law Judge Robert Spencer, however, earlier ordered Phillips, on pain of fines or even jail time, to violate his faith and provide the wedding cake to homosexuals Charlie Craig and David Mullins.
ADF appealed the “erroneous” ruling, filing a petition for review to the commission.
But the commission upheld the administrative judge’s opinion, rejecting ADF contentions that Spencer, under the state’s court rules of procedure, should have dismissed the complaint.
“America was founded on the fundamental freedom of all citizens to live and work without fear of government punishment,” said Nicole Martin, lead ADF counsel in the case. An appeal in the case remains an option.
A similar fight also has developed in the Pacific Northwest over a baker’s actions, and a photographer in New Mexico was fined thousands of dollars for refusing to lend her artistic talent to a homosexual ceremony there, in another state that did not recognize same-sex “weddings.”

WASHINGTON, D.C. – Arizona’s controversial Maricopa County Sheriff Joe Arpaio has raised nearly $4.5 million to finance a planned 2016 election campaign – but it’s not for the governorship, as some have speculated.
In an exclusive interview with WND, Arpaio explained being re-elected as sheriff is just too important, especially with the illegal immigration crisis and certain, “sensitive investigations” still in play.
“I would have had to resign the day I announced I was going to run for governor,” he said. “But I’m not about to abandon my troops. We have a number of highly sensitive investigations ongoing and we have a brand new headquarters building. I still have the Justice Department after me. So, I’m not giving this job up to someone else. I’m sticking around.”
Arpaio also told Rusty Humphries of the Washington Times recently one of those “sensitive” projects was his continued investigation into Barack Obama’s allegedly forged birth certificate.
“If I was the governor, which I turned down a couple of weeks ago because I would have to resign, I’m not going to leave this office to somebody coming in when I have sensitive investigations going, including the president’s birth certificate,” Arpaio said. “I haven’t finished that yet.
“I don’t care where [Obama] was born. That has nothing to do with it,” he continued. “I’m concerned about a forged, fraudulent government document. From Day 1 I’ve been investigating that, now we have to find out who’s behind that. I’m getting close.”
Arpaio also talked to WND about the increased problem of illegal immigration, laying blame for the recent flood of unaccompanied minors crossing the border squarely on the doorstep of the Obama administration.
“The White House does some stupid things, but I don’t think they’re so stupid as to not realize when they flood this area with children there’s going to be controversy,” Arpaio told WND.
“But I think President Obama wanted the controversy in order to justify a presidential executive order or to force Congress to do something about passing immigration reform legislation,” he continued. “President Obama establishes DREAM Act provisions by executive order and puts out word to the media that DHS is getting lax about law enforcement on the border. So all these people from Central America want to send their kids across the border to surrender to Border Patrol because they know they will get a pass.”
But Arpaio told WND he thinks the ploy of the Obama administration to open the border with Mexico to a flood of unaccompanied minors has backfired now because the media is finally picking up on this, especially with the federal government starting to ship these children and teenagers to destinations around the country.
He explained his concerns about communicable diseases and criminal gang members.
“The Central American countries from which these unaccompanied minors are coming do not have good record-keeping on the unaccompanied minors coming across the border,” Arpaio said. “So how would the federal government know if these children or teenagers have histories of medical problems or if the teenagers are members of criminal gangs? But instead of catching drug cartel dope dealers, the Department of Homeland Security has Border Patrol changing diapers.
Arpaio explained that research conducted by his office has documented that some 35 percent of the illegal immigrants under Maricopa County Sheriff’s Office detention are recidivists.
“What’s the federal government doing with the illegal immigrants we apprehend who are criminals?” he asked. “If the federal government is supposed to be deporting illegal immigrants with criminal records, how come they keep coming back over and over again to end up in my jails? Why would DHS just release these criminals when the federal government’s own criteria is that illegal immigrants with criminal records must be deported?”
Arpaio expressed concern that DHS has placed hundreds of these illegal immigrant unaccompanied minors in a warehouse in Nogales, Arizona.
“The federal government constantly investigates me and my jails for civil rights abuses,” Arpaio said. “My jails are country clubs compared to the warehouse where DHS is keeping these kids in Nogales. But where is the ACLU? Where’s Amnesty International?”

PRINCIPLES OF BUDGETING

Once someone has determined how much Revenue they are going to receive during the year, the next step is to determine your Expenses.  If the Revenue is larger than the Expenses, you make a list of what you want to accomplish during the next year.  Once you have created your list, it is time to see if the items on the list are practical.   The following is a formula to see if these items on your list are feasible:



1.      Do I have enough money to pay for this now or do I have to save up during the year to pay for this?


2.     Do I have to do this this year or can it wait and do this next year?


3.     It is imperative I do it this year?



The councilors were faced with a list of items that were presented by Department Head for enclosure in this year’s budget.  One of the items on the list was set aside $50,000.00 for Route 196 Matching Grant.  I believe that $50,000.00 is too much for the town because it is going to add to raising our taxes even more.  I recommended $25,000.00 for the first year but Fern LaRochelle spoke up and said that in order to move the town forward the town needed to keep it at $50,000.00 knowing fully well it was going to raise taxes that much more.  Fern LaRochelle has plenty of money to pay these tax increases but the majorities of citizens do not because they are on a fixed income and are struggling now.  Obviously, Mr. LaRochelle could care less about the majority of residents in Lisbon.



Another suggestion was not to replace any cruisers this year.  This has absolutely nothing to do with Forfeiture Fund and it's usage.  Last year, the town replaced two cruisers and an engine in another.  The cruiser we replace the engine is one of the vehicles Chief Brooks wants to replace this year.  Now, there are two vehicles that sit at the schools daily and there is no usage on these engines while they are sitting.  So why do we need to replace any vehicles this year?  If there is a problem during the year we can replace the engine and move on.  Why waste money replacing vehicles that do not need to be replaced?



Chairwoman Ward tried to add confusion to the question about if they town wants to replace police vehicles this year.  The ONLY question that the council should address is if replacing these vehicles is imperative this year and the answer from any stand point is NO.  Again, we are wasting tax dollars to please Chief Brooks.  But as we all know Chairwoman Ward’s ONLY mission is to protect Chief Brooks’ budget.



This council needs to do what is right for the community.  I have personally identified certain items that can be reduced or eliminated to help reduce the tax increase we residents are going to be facing this yearCouncilors should be making every effort within their power to reduce the tax burden taxpayer are facing with.



Councilors need to put personal feelings aside and do what is best for the community.
