A CITIZENS LETTER

Lisbon School Committee Willfully and Knowingly broke the Laws that Govern their Conduct

Last night Lisbon Town Council held an Emergency Council Meeting to discuss the School Budget vote scheduled in January.

At this meeting a voting majority of Lisbon's School Committee held a number of impromptu and illegal private discussions about School financial matters. This behavior is clearly a violation of the laws that govern the School Committee.

At least one of the School Committee members was heard acknowledging the illegality of these meetings before she turned around and engaged in another illegal meeting.

This is the same committee that tried to use a false charter interpretation to justify a "Special Meeting". I guess they use the Charter when it suits their needs but disregards it when the Charter is inconvenient.

This isn't left for interpretation The School Committee clearly, willingly and knowingly disregarded the laws of Lisbon.

How can we trust them to enforce other regulations if they can't even follow the laws themselves.

These School Committee members should resign immediately to save Lisbon from further embarrassment.

RECAP SPECIAL TOWN COUNCIL MEETING – DECEMBER 22TH

Last night, the Town Council held a special meeting to discuss the current School Budget Referendum. As everyone is well aware, there have been four previous ballots and none approved the School Budget for Fiscal Year 2015-2016.

Chairman Bickford and the Town Council had a proposal that involved the School Reserve Officers (SRO) Budget. In attendance were Chair Traci Austin and members of the Lisbon School Board to work with the Town Council to resolve this ugly situation prior to the next referendum vote on January 12, 2016.

It was not pretty and was not in accordance with Robert’s Rules but both side worked extremely hard and came to a solution that both sides could live with. However, the agreement is only good if the Referendum passes in January. Both sides have agreed to live by the agreement. I commend both sides for their effort to resolve this situation.

Some are probably going to say it is blackmail and some are going to say one side or the other won but as far as I am concerned both the Town Council and the School Committee did what was needed to be done for the best interest of this community.

I commend both sides for their hard work resolving a bad situation and I for one will be voting YES in January.

The stupid… it burns. Unbelievable. The way to fix the racist culture is censorship. MRCTV.org passed around a petition on an unnamed college campus asking the budding leaders of tomorrow if they would sign it to ban the song White Christmas because it is racist and a microagression. I’m sure these same students will line up to ban the movie White Christmas next not only for the song, but because it isn’t racially diverse enough. The petition was a farce, thank goodness. But that didn’t stop students from signing it.

The conservative, usually business-oriented host, played a montage of video clips from various Obama administration officials each discussing the ongoing and very real threat of terrorism in the homeland. Then Bolling played a clip of President Obama telling America that there was no imminent threat of terrorism, and that we should all go about our business as usual.

WILL THE TOWN COUNCIL DO WHAT IS BEST FOR THE COMMUNITY??????

Which is more important to our Town Council: (1) saving people’s lives or (2) remaining loyal to Lisbon Communication Center/Dispatch. This is the question facing the Town Council when it comes to the Lisbon Communication Center. The previous Council voted NOT to support Sheriff Samson in having the Public Safety Answering Point (PSAP) located at the Androscoggin County Dispatch performs our dispatching of First Responders.

Common sense and the fact that to relay information takes addition time before First Responders can be dispatched. The most efficient method to save time is to have the Androscoggin County Dispatch notify First Responders as they receive the emergency service/911 calls. Having First Responder get to the scene will reduce the chances of a fatality.

I have nothing against the Lisbon Communication Center and the job they do. I believe that they do excellent work for the community. However, relaying information prior to dispatching First Responders delays in the First Responder in getting to the scene and doing their thing. This delay increases the chances of a fatality. Councilors were elected to protect and serve this community by providing the best possible solution for the community. In this case, reducing response time First Responders are taking to get to the scene is critical to saving lives.

Currently, the Lisbon Communication Center/Dispatch is costing the taxpayers over $300,000.00 dollars. Every year the cost to operate this center is going up and there is no need for it. The Town Council publically stated that having the PSAP/ Androscoggin County Dispatch perform these duties will save the taxpayers approximately $190,000.00; the Town Manager believes the saving is closer to $165,784.00; and I believe that it is closer to $365,784.00. Regardless of whom, you believe these are significant cost savings to the taxpayers.

Sheriff Samson has been willing to work with the town to make this happen. He put $225,000.00 of County funds into his budget to accomplish this task. This is important to note because it meant the County would pay for everything. This important was available to our previous Councilors at the time they voted to stop the project. Can anyone explain why the Councilors would do this and do not tell me it was because there was too many questions unanswered because every project has that. They would all have been answered prior to the Town of Lisbon committing to the PSAP/Androscoggin County Dispatch.

It is my opinion; the primary mission of the Town Council is to put the safety of the people of Lisbon, Durham and Sabattus first and foremost. Call your Councilors and get them started on reopening the dialogue with Sheriff Samson having the PSAP/Androscoggin County Dispatch notify OUR First Responders when they receive a call for emergency service/911.

Our friend Brian Kolfage is a true American hero. He was a Senior Airman serving his second deployment in Iraq during Operation Iraqi Freedom in 2004 when a rocket burst near him seriously injuring him. He miraculously survived the blast and is now considered the most severely wounded Airman in American history, so when he speaks of military issues, we should all listen.

Refugee centers in Sweden are being burned to the ground in what appears to be a statement against the significant number of refugees the country has allowed in. The multiple arsons have all been at facilities which house or are slated to house immigrants.

One could say that someone in Sweden is mad as hell and bringing fire and brimstone to the facilities that are to be used for refugees. Seven arson fires have occurred, all of which seem to be connected with immigrant centers.
