RECAP TOWN COUNCIL MEETING – SEPTEMBER 1ST


The following is a recap of the Town Council meeting dated September 1, 2015.  This is a summary of the Council Orders, Resolutions & Ordinances:

1.    Library Brick Work Schedule – Knowles Industrial Service Corporation request that the schedule be move from this year to the spring of next year.  In return, they agreed to a 10% reduction of $4,265.00.  The Council approved this by a vote of 6-0 with Councilor Metivier being excused.

The Public Works Director updated the Council on the Town Office Roof.  Siemens was still gathering information on this project.  No decision was made.

2.    Award Bid for Tax Acquired Property/Write Off – The Council accepted a bid of $250.00 from Louis Wood and wrote off the remaining taxes of $988.95.

3.   FY 15 Homeland Security Grant Application – The Council decided to have the following department apply for their portion of the FY15 Homeland Security Grant for the amount indicated.  For Public Works -$971.82; Police -$4,390.23 and finally Fire - $972.82.

4.   Set Registrar Hours and time to cast absentee Ballots – Registrar Hours are normal hours on September 15, 16, 17, 18, and 21.  For Absentee Hours are 9:00 AM, 10:00 AM, 2:00 PM, 3:00 PM, 4:00 PM, 7:00 PM and 8:00 PM on September 22, 2015.

5.   Thermal Imaging Bid Award – The Council approved the bid to Harrison and Schrader Fire Safety Equipment in the amount of $10,495.00.

6.   Set meeting dates for Charter Amendments – The following dates were approved September 8, 10, 17, October 2 & 26th and November 3 Election day.

7.   Interlocal Agreement for Code Enforcement – The Council approved the new agreement for Code Enforcement with Sabattus at $22,500.00.

8.   Set Date for School Budget Validation Referendum Election and Order Ballots Printer – The Council voted 4-2 with Councilors Lunt and Garrison voting NO.

9.   Set a Public Hearing for the School Budget Validation Referendum – The Council voted 4-2 with Councilors Lunt and Garrison voting NO.

10.          Appoint Wardens for Election Day September 22, 2015 – The Council voted 4-2 with Councilors Lunt and Garrison voting NO.

11.         Warrant for School Budget Validation Referendum September 22, 2015 -  The Council voted 4-2 with Councilors Lunt and Garrison voting NO.

Under Other Business - The Town Manager discussed Verle Brooks’ sign.  Also, Mr. Karass, Finance Director, provided a presentation about the use of bond proceeds.  It was a lot of double talk so I have no idea of the final decision.  You will need to review the video and make your own decision.  Also, Tracey Steuber provided the Moxie Festival Financial Report. 

Under appointments Shelia Gray was appointed Warden for Ward 1 and Anita Fournier was appointed Warden for Ward 2.

The Chairman announced the Chair of the School Board had requested a meeting of the two groups and it is tentatively scheduled for September 8th.
