Want to rock the world and every corner of New Jersey with a "basic" disclosure that has been intentionally held back from the constituents of New Jersey and every other local government constituent due to the money and wealth involved?

The disclosure starts off with a hypothetical question that has a definitive answer.

The question is: If New Jersey government was a public corporation and every resident, man, woman, and child was an equal shareholder, what would be the value of their shares strictly based on liquid investment assets held by "all" local governments and their operations in the state of New Jersey? 

The answer to that question would floor anyone and everyone.

No liquid investment assets in the equation would be excluded. Every local government and local government enterprise operation each has their own holdings separate from each other. So, here we would be looking at all cities, counties, school districts, and enterprise operations. Examples of local; government enterprise operations in NJ would be: NJ Turnpike, Parkway, State Universities, Community Colleges, ports (sea and air), recycling, dumps, water treatment, etc. Pension funds either system or local government individually operated. NJ on the State level has about 11 massive system funds and on the local government level individually operated funds totaling several hundred separate funds.

Being that there are several thousand individual local government operations in NJ, the best method is to first start on the county level with one county say like Middlesex County, NJ. Identify all county operations in the county, then the cities, township, school districts, enterprise, pension fund participation with system funds from each and separately managed funds from local governments in the county.

Being that local governments like to promote debt and rarely if ever discus total income and investment assets held, the task can be daunting. I note in this exercise debt should be excluded being that most local governments over the decades have promoted debt at the front door while at the same time they have utilized their own investment assets to fund that same debt through the back door. (gives them a parking zone for their wealth held and a return on the same paid for by the taxpayer) You may have the city funding the county's debt and the county funding the city's debt or a plethora of inter-exchange between the enterprise operations and their parent local government. If a true connect the dots comparison was done of all local government debt, I would be very confident that over 65% of that debt was self funded in one way or another with cross-matched local government investment assets.

One thing that can be done to make this task much easier to accomplish is using the accepted method of "factoring" to get totals. An example of factoring as used by cattle ranchers who have say 40,000 acres and an unknown number of cattle, what they do is take a sample count of set acreage blocks. Some level grasslands, some hilly, some rocky. They then take the count per sample area as noted, then account for the total acreage that is hilly, flat, and rocky to determine a factored total of cattle on their complete ranch.

For local governments in NJ, the parameters per blocks can be population, medium income, residential, or industrial etc. to establish the sampling data to compile totals. This would work out well in general per ledger totals per small, average, and large local governments in NJ inclusive with the enterprise operations held by each. If doing a single county as mentioned like Middlesex, the look and compiling of all can be more precise. When doing for all local governments in the state, factoring needs to be applied or the effort would be too massive.

I did this for LA County in California a few years back. The county had collectively from all county investments held about 325 billion dollars and when all local governments and their enterprise operations from "within" the county were included, the total came out to be about 1.8 trillion dollars.

Back in 1990, I did a review of New Jersey utilizing factoring based on a selected demographic model applied for the entire state, and the per resident total came out to be about $575,000 per man, woman, and child in the state, or a family of five, the value of the family's shares "if" all local governments in New Jersey totals were considered, would have been $2,875,000

I note for each, the enterprise operations will have their own separate report.

Google searches can be refined using quotes on key phrases in the search line to find most local government annual financial reports or audits in Middlesex County.

Two things are accomplished by doing this exercise. The scope and size is qualified in which 99.9% of the population are oblivious too (intentionally as such due to the massive money, insider power, and deceptive nature of it all involved). Secondly, it rocks the world of every individual who gets the cognitive thought as to what has been taking place every single day right under their own noses for their entire lifetime. It becomes very obvious to them also that it would not have been possible for this massive deception to take place right under their noses without the full and intentional cooperation, oversight, and intervention of and by the syndicated media, controlled education, and the large political parties to maintain the void of cognitive thinking in and from the population. Again, scope and size is qualified as to the participation of the inside players to masterfully control the whole show DUE TO THE MASSIVE WEALTH AND EASY MONEY INVOLVED.

So let us all rock the world with "the basics" intentionally held back from us our entire lifetimes due to the money involved. The real shaking of the mind is when we all realize that taxation is not necessary to run all local government budget requirements. Those budget requirements can be clearly met without taxation by and through restructuring government to utilize the investment wealth through the fiduciary trust principle to meet and match every single local government budget without taxation. In doing so it also creates an environment that is very productive for a prospering and thriving economy in every one of those local venues. It is time for us all to decide if we are slaves or partners to and with our local governments.

At this end, I have, will, and shall continue to make us all, one and all partners for all time to come with our local governments utilizing the fiduciary trust principle to meet all local government budgetary needs. The TRFA (Tax Retirement Fund Association) is what I am launching to accomplish that beginning. Work on the National headquarters of the TRFA is underway. Operation of the same is forthcoming. Middle School Boys Soccer Results, 9/23/14, PWS vs Hale-Dale‏

The PWS Greyhounds' record slipped to [0-3] after a grueling match with the Hale-Dale Bulldogs. The Spirited Lisbon offense took control of the ball first working it past Hale-Dale's defense and #3 DJ Douglass making the first goal 5 minutes into the game. The Bulldogs responded with 2 goals of their own followed by Greyhound Douglass feeding #11 Noah Austin who even up the score. Again Hale-Dale responded with 2 goals and retook the lead. The half wouldn't end until another 'Hound #6 Nico Soucy put the score at half 3-4. After the break the Bulldogs continued to find holes in the Greyhound defense netting 6 more points while Lisbon's unrelenting offense scored 3 more of their own with Soucy making 1 and Austin  2 for his first hat-trick and the final point tally at 6-10. Lisbon – The Lisbon Police All-Stars Football Team is set to play former New England Patriot players at 1 p.m. on Sunday, September 28 at Lisbon High School Campus, 2 Sugg Drive in Lisbon Falls.   This year’s event features Lisbon Police Officers, and Lisbon teachers and coaches from various Lisbon High School teams. The New England Patriots Team is made up of three time Super Bowl Champ running back/full back, Patrick Pass; Super Bowl Champ and “Snow Bowl Hero” tight-end Jermaine Wiggins; Super Bowl Champ defensive back Shawn Mayer; ’86 AFC Champ and Super Bowl player defensive end Garin Veris; line-back Vernon Crawford (who we brought back because he is really fun with the fans and players); and full-back Harold Shaw.  “We are awaiting confirmation of the ’96 AFC Champ and Super Bowl player, Max Lane”, shares Officer Renee Bernard.  Shaw and Pass will be conducting a clinic prior to the game.


The event will begin at 12 PM with a NFL Punt-Pass-Kick Program for Lisbon 3rd and 5th grade football players, run by the Lisbon Recreation Department.  Lisbon fifth and sixth Grade football players will attend a clinic run by some of the Patriot Alumni. The flag football game will begin at 1PM on Thompson Field. At half time the activities will include autographs by your Lisbon Police All-Stars and the Patriots Alumni.  A great half time show will be put on by a combination of Lisbon High School Cheerleaders.   Some  seventh and eighth grade Philip W. Sugg Middle School students will join the two teams in the second half of the game.

All proceeds from the game support the Lisbon D.A.R.E. Programs and its many offerings throughout the year for children and adults to take advantage of drug free activities. Come and cheer on the local team and have a picture taken with some of New England’s greatest football players. The PWS Camp Kieve group will be offering refreshments and the Lisbon S.A. D. D. will be offering 50/50 tickets.  Ticket can still be purchased at the gate. Wear your favorite NFL Jersey, you don’t have to be a Patriots’ fan to cheer on the Lisbon Police All-Stars vs the Patriots’  Alumni.

Just Larry's Opinion!



JUST MY OPINION!


On the November ballot, residents will be asked to change our Charter once again.  I have no issues with Question 1 because I believe the Town Council should be responsible for hiring our Town Attorney after going out to bid.  However, Question 2 is restricting any bonds over a million dollars to a November ballot.  This means that no bond over a million dollars can be placed on the June ballot except as an emergency because there is fewer votes cast on the June ballot than November.



I understand the rationale behind this action.  It is because more voters turnout in November than June.   However, according to the Town website, in June 2014 a total of 1,922 ballots were cast compared to 1,709 in November 2013.  That kind of disproves the theory.   This was certainly not the norm because in June 2013 only 467 votes were cast.



I am not in favor of changing the Town Charter every time things do not go the way the council wants.  The Charter Commission and our Town fathers worked really hard to provide guidelines for us to follow and changing it without considering all other options is crazy.  There are other options that should be considered before approving this Charter change in Question 2.  Here are a few options, I came up with:



1.      Work with the three party leaders to promote voter turnout in June.

2.     Work on a campaign to promote more voter turnout in June.

3.     Move the local elections; Councilors, School Board and Water Commissioners to the June ballot.

4.      A combination of all three of the above options is the best solution.



Right not we have the following on the November ballot:



1.      Federal Election.

2.     Possible Federal issues.

3.     State Election.

4.     Possible State issues.

5.     Local Election.

6.     Possible Local issues.

7.     Charter Changes.

8.     Bond issues.

9.     Referendum Questions



The November ballot will take approximately two to three hours to complete properly.  Most voters do not have the time to read every item on the ballot so they will vote irresponsible just to finish the ballot.  There are no voters who have the retention span longer enough to dedicate and reading every word so they just check a block to finish.  This is just as wrong as not voting at all.



The ballots in June and November need to be balanced so that a voter does not need to bring a sleeping bag to complete the ballot.  Moving the local elections and Charter changes to June will help bring in a higher voter turnout in June and will reduce the November ballot.



Changing the Charter without trying other options first is an injustice to the people and the town.  Trying to find solutions using alternative means is a much better process.



I am voting “NO” on Question 2 of the Charter Changes until all other options have been tried.

The PWS Greyhounds suffered their second loss after a brutal 2-8 match on a windy Maranacook Black Bear field. The home team took an early lead putting 7 in goals before Lisbon's offense could respond with a goal of their own off the foot of Striker #6 Nico Soucy. The post half-time action was much closer with the Lisbon's defense led by Center Fullback #16 Jacob George holding the Black Bears to only one more goal while 'Hound Right Wing #3 DJ Douglass connected with Center Forward #11 Noah Austin for the final goal of the game. The [0-2]
 
Greyhounds will next face the Hale-Dale Bulldogs for their first home game on Tuesday,

Lewiston - A legislative candidates’ forum focused on K-12 education is being held Thursday, September. 25, in Lewiston, bringing together those running for the Maine House and Senate in Western Maine and the school boards and superintendents from the districts they serve.

The forum is scheduled to run from 6:30 to 7:30 p.m. at the Green Ladle, Lewiston Regional Technical Center. It is being co-sponsored by the Maine School Boards Association and Maine School Superintendents Association and is one of nine such forums being held across the state in September.

Maine School Management Association, the umbrella organization for MSBA and MSSA, is coordinating the forums and has prepared position papers reflecting the two organizations’ stand on key issues affecting public schools.

Candidates will be briefed on those issues and asked to give their views on public education.
The forum will cover the need for adequate school funding, including help for economically disadvantaged students; expanding pre-kindergarten programs; implementing teacher evaluations; protecting the school board’s legal right to adopt educational policy; and the future of charter schools.

Recap Town Council Meeting -September 16th, 2014



RECAP TOWN COUNCIL MEETING – SEPTEMBER 16TH

The Town Council meeting lasted until after 10:00 PM last night.  This was because they covered a lot and there were several Public Hearings which lasted more than an hour. 



Under Public Hearings – There was a small discussion on the Charter Amendments that the people are going to vote on in November.  The first question changed the hiring of the Town Attorney from the Town Manager to the Town Council.  The second question was to restrict all bond issues over a million dollars to a November ballot except in the case of an emergency.  There will be no more bonds allowed on the June ballot that are for a million dollars or more.



The Energy Performance Contract was discussed in length.  There will be an informational night at LCS on October 27, 2014 at 07:00 PM.



Appendix C Fee Schedule was discussed.



Ch. 30 Recreation & Parks Article II Administration Div. 2 Municipal Recreation Committee Sec 30-51 was also discussed.



There was a Public Hearing on Special Entertainment License for the Left Hand Club but no one spoke.

The following agenda items were discussed:

The Warrant for November 4, 2014 ballot was approved 6-0.

There was a discussion on benches on the trail system.  It was decided that the Town would not accept any donations for the trail system until a comprehensive plan could be approved first.  They expect this to be completed by Spring.

There was a discussion on plowing the new trail and it was decided this would not be the right approach.  It was decided that the two snowmobile club would groom the trail instead of plowing.

Voting Credentials for MMA Annual Business Meeting.  Councilor Pease is the primary and Council Lunt is the alternate.

Amanda Bunker provided an update on the Lisbon Downtown Revitalization Plan.



Under Other Business – The Finance Director provided her report on the monthly finances.  The Town Manager provided an update on the Cable Franchise which was not what the people were initially told.  The Council asked the Town Manager to contact Dale Olmstead for clarification.



In Executive Session, the Council discussed adding the Treasurer’s job to the Town Manager’s responsibility and came out of Executive Session and voted to add three thousand dollars to the Town Managers salary to cover the Treasurer’s job.

President’s decision not to attend is among first in recent history

President Barack Obama has declined to attend a dedication ceremony in October for a new memorial honoring American veterans who have been disabled fighting for their country in wars, according to sources close to the event.
The American Veterans Disabled for Life Memorial (AVDLM), the first such memorial of its kind, is set to be dedicated during a ceremony on Oct. 5 near the National Mall in downtown Washington, D.C.
However, Obama, who was first invited to attend the event in January, will not be among those in attendance, according to a source who is familiar with the situation. This would be among the first national memorials in recent history not to be formally accepted in person by a sitting U.S. president.
Organizers of the event were caught off guard when informed by the White House of the president’s decision this week and are hoping to receive an explanation from the White House as to why Obama will not be attending the ceremony, according to the source, who is involved with the memorial and was informed of the decision this week.
U.S. presidents have historically been on hand during dedication ceremonies for major memorials in D.C., including the Air Force memorial, the World War II memorial, the Vietnam War memorial, the Korean War memorial, and the Martin Luther King Jr. Memorial, which Obama attended and spoke at.
The White House declined to comment when asked by the Washington Free Beacon to confirm if Obama would be unavailable to attend the ceremony.
“It’s disappointing that the president is unable to celebrate the dedication of this historic memorial with the heroes that it honors—our nation’s disabled veterans,” said the source.
Secretary of the Interior Sally Jewell is currently scheduled to attend the ceremony, as is Secretary of Veterans Affairs Robert McDonald.
The AVDLM memorial, construction of which recently finished, will honor the millions of disabled U.S. veterans who have fought in wars over the decades, including those with physical and mental injuries.
“The memorial will serve as a constant reminder of the cost of human conflict,” the memorial’s organizers wrote in a recent press release sent to reporters.
The idea for the memorial originated in 1998 and led to the formation of the Disabled Veterans’ Life Memorial Foundation, which first approached Congress to initiate the lengthy authorization process before beginning to raise funds for the memorial.
It now stands completed on a 2.4-acre sight near the National Mall, just south of the U.S. Botanic Garden.

Over the years, we seem to have gone through a kind of metamorphosis in media – first they said that their “personal” biases didn’t effect their reporting. Then some of the media began to admit that sure, most of us are biased, but we try real hard to be fair.
