AN AMENDMENT TO PURCHASING POLICY!


As we all know, money does not grow on trees.  We also know it cost the town a lot of money to operate.  What I am recommending is that we spend the taxpayer’s money a little smarter.  I believe that no equipment/vehicles should be purchased before April 1st of each year.  The reason for this is to ensure the cost of winter is paid before purchasing additional equipment/vehicles.  Last year the town purchased the following:

As you can see, the Town Council approved the acquisition of numerous equipment/vehicles.  I cannot provide a total amount of money but it is substantial.  This was all done prior to understand what the cost of winter was going to be.  Two years ago, we needed additional sand and this year we had to use additional overtime for all the plowing that was done.  Public Works does an excellent job ensuring our roads are clear and safe for the residents.  However, this comes at a cost to the taxpayers. 

Waiting until April 1st (which is 90 days prior to the end of the fiscal year) will provide the Council with a much better picture of how much tax dollars are available to spend without borrowing to pay for these items.  This current fiscal year taxpayers paid $63,950.00 in Interest on the Principal of $237, 050.00.  We cannot continue to lease to purchase or use a Promissory Note to acquire equipment/vehicles except in emergency cases.

I believe the amendment should read:  There will be no acquisitions of equipment/vehicles prior to April 1st with the exception of:

1.      Any acquisition necessary to protect the citizens during the winter months (November through March).

2.     Any acquisition of emergency equipment/vehicles.  The emergency status will be determined by the Town Manager and the Town Council.

The first priority must be the safety of our citizens during the winter months.  Once, we have passed the danger point of April 1st then whatever is important as far as equipment/vehicles can be purchased (paid in full).  This will reduce paying large amounts of interest and will eliminate paying for “Toys for the Boys”.  It is always nice to have the latest of everything but not at the expense of the taxpayers.

If I was still a member of the Finance Committee, this would have been my first recommendation to the Town Council.

Communication/Dispatch Center - Part 1 (The Problem)

COMMUNICATION/DISPATCH CENTER –PART 1 (THE PROBLEM) 


The Town Council is looking for ways to reduce the operational cost of the town. This effort is designed to eliminate wasteful spending which in turn will reduce our taxes. One way is to have Androscoggin County Dispatch assume the dispatching responsibility for Lisbon thus eliminating our Communication/Dispatch Center. 


The Town Council tasked Mrs. Barnes, our Town Manager, to send our requirements to the current Public Safety Answering Points (PSAP) Lewiston-Auburn 911 and the Androscoggin County Dispatch to see if either one of these two PSAPs is capable of taking over the dispatching responsibility for Lisbon. Apparently, this task was further delegated to Chief Brooks. Chief Brooks sent out letters to the two PSAP’s with our requirements. 


Androscoggin County Sheriff Eric Samson responded with a letter dated April 8, 2015 stating that Androscoggin County Dispatch does have the capabilities to provide and maintain your current level of dispatching service. Sheriff Samson included a fees schedule in his letter. Based on his fee schedule, Chairman Pesce announced that there would be a cost savings of roughly $191,000.00 to the town. This is a significant savings to the taxpayers. The letter is attached. 



However, Chief Brooks sent a letter dated April 10, 2015 to Sheriff Samson outlining all the reasons why the two Communication/Dispatch Centers CANNOT be consolidated. This letter is unprofessional and a slap in the face of Sheriff Samson. It is like telling him that he has no clue what he is doing. Under no circumstances do you send out a letter requesting information and then send another letter telling someone that they cannot provide the service as stated. The only person who knows what his Dispatch Center can and cannot do is the supervisor and to have an outsider tell him he does not know what he is talking about is wrong. This letter is also attached. 




I am sure that Sheriff Samson consulted with the County Commissioners and his people before stating that Androscoggin County Dispatch can provide dispatching service to our town. Chief Brooks is not privileged to what Sheriff Samson and the County has planned and therefore should never have sent his response. It appears this was a deliberate attempt to sabotage any chance of eliminating our Communication/Dispatch Center which would reduce the tax burden by $191,000.00 tax dollars. 


Chief Brooks’ action was not only irresponsible and insulting but has jeopardized this project. I do not believe anyone authorized Chief Brooks to send the letter dated April 10, 2015 to Sheriff Samson. Chief Brooks has never wanted to consolidate Communications/Dispatch Centers from the very start. I attended a few of the meetings the County Commissioners had years ago and discussed the consolidation with them. I personally believe this would have been completed years ago if Chief Brooks was not so adamant about being in charge. 


Chief Brooks’ letter dated April 10, 2015 is not only irresponsible and unprofessional but also insulting to our County Sheriff. This behavior cannot go without consequences and Chief Brooks should be disciplined for his action.

Communication/Dispatch Center - Part 2 (The Solution)


In Communication/Dispatch Center – Part 1 (The Problem), I outlined what I believe to be the problem.  Chief Brooks’ over stepped his authority by sending a very insulting letter to Sheriff Samson.  Chief Brooks’ action has jeopardized the consolidation of Lisbon’s Communication/Dispatch Center with the Androscoggin County Dispatch.   I believe Chief Brooks sent this letter without the approval of the Town Manager, Mrs. Barnes or the Town Council.

A review of the fees schedule, Chairman Pesce estimated a cost saving of $191,000.00 which Chief Brooks has now put into jeopardy.  So how do we correct this problem?

1.      Chief Brooks should be disciplined.

2.     Chief Brooks and either Mrs. Barnes or the Town Council should send a letter of apology to Sheriff Samson.

3.     The Town Council has to decide if they want to go ahead with the consolidation with Androscoggin County Dispatch.

4.     If the answer is yes, then direct Mrs. Barnes to work with Sheriff Samson to repair any damage done and seek a timeline.

5.      Move the Communication Center under Mrs. Barnes and not allow Chief Brooks any participation on this project to prevent any further damage being done.

6.     Before the town commits to Androscoggin County Dispatch, there should be a written contract detailing the fees and responsibilities of both parties.

The cost savings of $191,000.00 tax dollars is a sufficient amount to warrant pursuing the consolidation of dispatching.  Once completed, I believe that the cost savings will be even more.

Consolidating Communication/Dispatch Center with the Androscoggin County Dispatch which receives 911 calls DIRECTLY will enable a faster response time and possibly save more lives.  Having the County do dispatching, eliminates having to relay all information to a middleman causing a delay.  I believe our Communication/Dispatch center has done an outstanding job but it is a redundant service.  The consolidation in dispatching will improve the efficiency when it comes to response time.

This is a good move for the town and will result in a significant savings for our taxpayers.

HISTORY WAS MADE IN LISBON

At the last Town Council meeting/workshop, history was made by the Town Council.  This was an epic evening for residents. 

The Town Council put all differences aside and did what is best for the community.  This was accomplished by instructing Mrs. Barnes to reduce the Police Department and the Public Works budgets by $100,000.00 each.  This is a great move because the Police budget is close to two million dollars and the Public Works budget is over two million tax dollars. 

This action by the Town Council is epic because for as long as I have been in local politics; the Police Department has never been cut.  Instead the Police Department’s budget grows every year.  I only hope that the Town Council will follow through and ensure it is completed or just a theatrical joke to impress the people but it will never happen.  This has happen in the past with other Councils.

This Council, up to this point, has been straight forward with the people. Other than the elimination for the Finance Committee, the $600,000.00 cut in the School budget and what I consider illegal Executive Sessions, I strongly believe that this is the best Council this town has had in a very long time.

Maine Constitutional Carry Bill

The fight is far from over.

L.D. 652, the Constitutional Carry bill, had a public hearing last week, but now it has to survive a crucial work session and vote in the Joint Committee on Criminal Justice and Public Safety.

If passed, Constitutional Carry would simply affirm that if you can legally possess a weapon, you have the right to carry it concealed for self-defense - without having to beg the government for permission first.

LISBON STUDENTS ACCEPT FUSE CHALLENGE

Lisbon – The new gymnasium at Lisbon High School (LHS)  is well under construction while the current gymnasium serves as the location for specialized events.  On Tuesday, April 14 the current space was transformed into a working laboratory for future researchers and developers.  Thanks to an invitation to participate in a green project known as, FUSE, freshmen students at Lisbon High School, and invited guests from Wiscasset High School, embarked on a day-long event.  The hands-on learning with online challenges engaged students in the construction of solar cars and wind turbines.  Students worked in teams accepting challenges inspired by real-world practices involving science, technology, engineering and mathematics.  The event was sponsored by Siemens in conjunction with Northwestern University.  Educators and researchers in the School of Education and Social Policy at Northwestern developed the FUSE program and is offered to students in grades kindergarten through 12. LHS Science teachers Rita Newell and Ann Wallace facilitate the event with students with assistance from representatives from Siemens and Northwestern University.   “Students had a great time battling through the challenges and learning,” shared Wallace.  Acting Commission of Education, Tom Desjardin, attended the event and was pleased to hear the program will be extended to our middle and elementary students in the fall.  Lisbon Superintendent Richard Green thanked the team of collaborators for providing the program to students in Lisbon.  FMI on events and other programs in Lisbon Schools call 754.0021 or email mmillhime@lisbonschoolsme.org.  The latest updates are posted on FaceBook at Community Resource News in Lisbon Schools.

LISBON PTO SUPPORTS VISIT FROM ILLUSTRATOR DAVID CATROW

Lisbon – Thanks to the support from Lisbon Community School’s Parent Teacher Organization, award winning illustrator, David Catrow, was invited to visit with students and staff on Monday, March 16.  Catrow spent the day presenting his work to over 600 students and teachers at the campus located at 33 Mill Street in Lisbon.  Catrow shared how he creates his illustrations, his work with various artists, and his social experiences as a child.  “Students were given the opportunity to meet with the artist during a book signing at the end of the day,” shared Katherine Dodge, Lisbon’s District Librarian.  “David inspired students to be creative and comfortable in their own work as artists.”  Catrow generously donated the artwork he created during his visit to the school.  He has published over 70 books including, Stand Tall, Molly Lou Melon, I Ain’t Gonna Paint No More, and I Like Myself.  Catrow has also worked on numerous television and movie productions.  FMI on other programs and projects, partnerships in education and/or volunteer opportunities in Lisbon Schools call 754.0021 or email mmillhime@lisbonschoolsme.org.  Like us on FaceBook at Community Resource News in Lisbon Schools.

RECAP TOWN COUNCIL MEETING/WORKSHOP –APRIL 14TH


Last night the Town Council started off with a meeting followed by a budget workshop.  The purpose of the meeting was too approved the minutes of the last meeting so it could be included with the CDBG Application which has to be submitted by Friday.  Also, the Town Manager updated the budget schedule which moved the Public Hearing from April 21st to May 5th.  This was also approved by the Council.

Next they moved into a budget workshop.  During this session, the Council reviewed the following department’s budgets:  Finance, Tax/Town Clerk, Town Manager, Codes, Assessing, Economic Development, Town Building, Technology, Sewer Department and all other Miscellaneous Departments.  The Council made several adjustments during these discussions.

After the Council had finish going through all the departments they returned to the Police Department and Public Works Department.  The Council directed the Town Manager to cut both of these budgets by $100,000.00. 

The Council reviewed the letters they had received from L/A 911 and Androscoggin County Dispatch pertaining to taking over the Lisbon Communication Center.  L/A 911 had to check with their upper management and Androscoggin County Dispatch said they could take over our Communication Center.  However, Chief Brooks stated that this is not possible.  Chairman Pesce and the Council questions Chief Brooks for a short time because Chairman Pesce said that the potential saving for the town would be approximately $191,000.00 which is a significant savings.  Chairman Pesce said the Town Manager to get clarification on the miscommunications between the two PSAP’s (L/A 911 and Androscoggin County Dispatch).

The workshop was then adjourned.

LISBON STUDENTS ATTEND LUNCHEON WITH SENATOR ANGUS KING

 
Lisbon - Lisbon High School siblings Jeffrey and Anna Willey, along with student peers Connor Craig, Ryley Austin, Alex Couillard, Jonah Sautter and Hayley Wheeler were invited to attend a weekly Rotary meeting on Thursday, April 2nd.  Students and Civics teacher, Paul Giggey, were guests of Lisbon’s Community Resource Coordinator and Rotarian, Monica Millhime.  “The students’ attendance at the luncheon was supported by The MELMAC Education Foundation grant awarded to the high school connecting student aspirations to a plan after graduation,” shares Millhime.  “Throughout the school year students are invited to attend Rotary meetings to provide them with an opportunity to meet members of civic-organizations and gain insight in specific areas of interest provided by guest speakers.”   Students were welcomed by Rotary President, Christine Wilson, who thanked them for their attendance and their prepared questions for Senator King. “I very much enjoyed my trip to listen to Senator King's speech,” commented Jeffrey Willey. “It was very educational and delightful.  Putting aside the lovely occasion, dining hall, and gourmet dining, King's speech was certainly the most interesting of them all.  He had insightful opinions on the inner workings of the Senate.  He was also very informational and provided elaborate detail on how and why certain things were, and were not, accomplished in the Capitol.”  Lewiston-Auburn meets at the Ramanda Inn in Lewiston on Thursdays at noon.  Guests are always welcomed.  FMI on events, programs, partnerships in education and volunteer opportunities in Lisbon Schools call 754.0021 or email mmillhime@lisbonschoolsme.org.  Find the latest news and updates on FaceBook at Community Resource News in Lisbon Schools.  Photo courtesy of Monica Millhime.
