RECAP TOWN COUNCIL WORKSHOP &
MEETING – OCTOBER 7TH
Last night started off with a
workshop in which Runyon Kersteen Ouellette (RKO) provided an excellent
briefing on the results of the town’s annual financial audit. It was extremely interesting and provided
great insight to how the town stands as far as financially goes.
Next, the Town Council moved
into the actual meeting. The following
is the recap. The following agenda items
under Council Orders, Resolutions & Ordinances were approved by a vote of
7-0:
Ch. 30 Recreation & Parks
Article III, Park Regulations Sec. 30-81 thru 30-90 Chapter 2 Administrative
IV. Div. 19 Parks Department Sec. 2-465 thru 2-500 (Second Reading).
Ch. 46 Streets, Sidewalks and
Other Public Places Article I. In General Sec. 46.3 (Second Reading).
Amendment to Ch. 70-1
Definitions & Division 2 Groundwater and Wellhead Protection (First Reading).
Repeal Ch. 62 Site Plans Sec.
62-169 Signs (First Reading).
Amend Ch. 70 Zoning Ordinance
Division 5 Signs (First Reading).
Repeal Ch. 91 and add
reference to Zoning Ordinance Division 5 – Sign.
Authorization to apply for
Friend of Maine Libraries Grant.
Cruisers Bid – Chief Brooks
receive approval for two vehicles at $53,292.00.
Fraud Policy – Was approved.
Personal Property Tax
Write-Off. The Town wrote off $249.90 of
Personal Property tax.
Authorization to enter
support agreement for Cisco devices. The
approval was for $788.00.
Set date proposed for first
Council meeting in November on 11/5/2014.
Schedule the proposed Meet
the Candidates Night on 10/21/2014.
Also, the Council awarded
$4,000.00 to Eaton Peabody to look into the Utility Operations Proposal by a
vote of 6-0-1. The one was Councilor
Brunelle did not vote because he works for the Water Department.
As far as the Fuel Bid, the
bids were rejected and the Council authorized the Town Manager to negotiate it
because the prices change day to day.
Under Other Business – There
was a lengthy discussion on hiring personnel for the Public Works
Department. The Public Works Director
was going back and work with the Town Manager to resolve the number needed and
how to pay for it.
Upcoming Events – The ribbon
cutting ceremony for the Track is 10:00 AM, October 18th at the
track. The informational night for the
public to learn more about the Energy Contract will be October 27, 2014 at
06:00-07:00 PM at the Lisbon Community School.
