Nevada rancher Cliven Bundy and the BLM. We all know how we feel about
the all-too-frequent bullying of individual citizens by various Feds
with their usurped, unconstitutional powers. It's an epidemic that must

in going to Bunkerville, NV to support the movement for freedom there
with the Cliven Bundy family. State Senators Al Melvin, Chester
Crandall, and Kelly Ward along with State Reps Brenda Barton, Bob
Thorpe, Kelly Townsend and Warren Peterson are all planning to be at the
Bundy ranch by Sunday morning. Furthermore, they all plan to attend the Press Conference Monday
afternoon with the CSPOA and Oath Keepers along with the Bundys and
other sheriffs and public officials from across the country.

Constitutional Sheriffs and Peace Officers Association (CSPOA.org),
led by retired Arizona Sheriff Richard Mack, and the Oath Keepers
organization (oathkeepers.org)
are assisting Washington State Representative Matt Shea in organizing a
delegation of current serving Western state legislators and Sheriffs
to travel to the site of a tense stand-off between Bunkerville, Nevada
rancher Cliven Bundy and the Bureau of Land Management (BLM). The
delegation is traveling to Nevada to support a coalition of current
serving Nevada legislators being organized by Nevada State Assemblywoman
Michele Fiore, of Las Vegas, to stand vigil at the Bundy ranch to
prevent Federal Government provocation of violence resulting in another
Ruby Ridge or Waco type incident. They also hope that their example of
oath-sworn public servants defending the rights of the people will
prompt Clark County, Nevada Sheriff Douglas Gillespie and Nevada
Governor Brian Sandoval to honor their oaths of office by taking real
action to defend the rights of the Bundy family, the rights of all
Nevadans, and the sovereignty of the State of Nevada.
Yesterday,
April 9, 2014, Nevada State Assemblywoman Michele Fiore served the
first watch in this vigil shortly after Cliven Bundy's son, Ammon
Bundy, was tazered by BLM "Rangers" during a heated confrontation.

The
courage and resolve displayed by Ammon Bundy and his relatives is
inspiring, and may well go down in history as a watershed moment - a
turning of the tide.

But the above video also amply demonstrates the
heavy-handed behavior of the BLM that risks escalating an already
volatile situation into open bloodshed, that, once begun, may spiral out
of anyone's control.
It
is necessary that current serving public servants step in-between the
protesters and the BLM, to protect the rights of the people and to
prevent violence against them by the militarized federal law
enforcement that are massing near the ranch to continue the forced
confiscation (theft) of Bundy's cattle, while they also restrict all
access to huge tracts of public land, and attempt to restrict the free
speech of protesters with their absurd "First Amendment Area" (which
the protesters are ignoring, to their honor).
The
Oath Keepers organization, comprised of 40,000 current serving and
former military, police, and first responders, is also calling on its
members and all other patriotic Americans to join the vigil at the
Bundy ranch under the leadership of the current serving legislators and
sheriffs. The goal is to have at least one current serving state
legislator and at least one sheriff on the ground at all times until
this is over. And they will be backed by a large number of military and
police veterans, as well as dedicated patriotic Americans from all
walks of life, to interpose and defend the rights of the protesters and
to keep an eye on the actions of the BLM and any other federal law
enforcement present, to prevent a recurrence of the horrid abuses seen
at Ruby Ridge and Waco, and to hopefully pressure the Clark County
Sheriff and the Nevada Governor to step up and do their constitutional
duty.
Regardless,
please tell everyone you know to be praying for a peaceful resolution
to this situation and for the safety of the brave patriots headed
there and on the ground there right now.
A former employee of the Town of Lisbon filed a complaint with the Maine Human Rights Commission and on April 1, 2014 and this complaint was settled out of court. The Maine Human Rights Commission filed a complaint against E. Ryan Leighton, Town Engineer and the Town of Lisbon.
The complaint alleged that Respondents Town of Lisbon and Ryan Leighton subjected the former employee to unlawful discrimination in the terms and conditions of employment due to his disability when it classified his vacation as medical leave, threatened termination of his employment and ordered him to submit to a medical examination. The Commission found reasonable grounds to believe that the Complaint ant was subjected to disability discrimination when the Town of Lisbon and Ryan Leighton required him to undergo an independent medical examination.
Our Interim Town Manager, Dale Olmstead, negotiated an out of court settlement. The terms of the agreement are that neither the Town of Lisbon nor Ryan Leighton is admitting to doing any wrong doing. However, the town agreed to provide the Commission Compliance Manager with a copy of the current policies relating to disability discrimination, medical inquiries and medical examinations, and any proposed changes to those policies.
Within 120 days of the effective date of the agreement, the town will provide mandatory training for all of its employees, managers and supervisors regarding the requirements of the revised policies related to disability discrimination, medical inquires and medical requests. The dates when the training was performed, an overview of the training provided and the name and credentials of the trainers will be provided to the Commission Compliance Manager.
Not part of the agreement, the Town Insurance Company agreed to pay and indeed did pay our former employee $16,500.00 to drop the Maine Human Rights Complaint and any further legal action. This does not include legal fees for the town.
Once again, monies are being paid to settle yet another suit on behalf of Ryan Leighton. This time the taxpayers did not have to suffer directly but will when our insurance premiums go up because of Mr. Leighton’s total lack of managerial skills and his inability to deal with people. This is the second time Mr. Leighton’s incompetency has been identified. The first was when the Department of Environmental Protection agency fined the town $22,307.00 for violations. Mr. Leighton is neither a qualified Licensed Professional Engineer, qualified as the Superintendent of Sewer (only Grade 2 and should be Grade 4) nor qualified to manage people.Keep in mind that Mr. Leighton cannot sign documents/reports required by the Maine Department of Environmental Protection agency and yet he receives a salary close to $80,000.00 of our tax dollars. After five hours of debate, the House Oversight Committee has
voted along party lines 21-12 to hold former IRS Director of Tax Exempt
Organizations Lois Lerner in contempt of Congress.The charges come after
Lerner failed to answer questions about the IRS targeting of
conservative groups and after failure to cooperate with the Committee
investigation into the targeting.
Before the vote, Democrats repeatedly defended the rights of
Lois Lerner, arguing she did not waive her Fifth Amendment rights even
though she made a statement before declaring she would not answer
questions last year and again in early 2014. Republicans argued Lerner
did in fact waive her Fifth Amendment rights due to making a statement
and defended the rights of taxpayers who were targeted by her
organization.
The contempt charge will now go to the full House for a vote. A
date for when that vote will happen has not been set. If the House votes
to hold her in contempt, the charge will then go to the court system.
Yesterday the House Ways and Means Committee referred Lerner to the
Department of Justice for criminal charges.

and practice in critical thinking about social and political issues and
worked on recommendations and resources for improving the ways we teach
about each other’s country, and on A Source-Book for New Ways of
Thinking in Education: A U.S.-Soviet Guide for use by teachers and
students in both countries.” “Critical thinking” is the latest fad to hit our children’s
classrooms. N. Landa’s Lenin: On Educating Youth, published by the
Soviet state-controlled Novosti Press, quotes Lenin on “thinking” as
follows: To pose a real question means to define a problem which demands a new
approach and new research…. Sometimes accepted truth no longer answers
as a solution for a serious and pressing problem.
The school should
cultivate in pupils the ability to perceive scientifically evolved
truths as stages along the endless road of cognition—not as something
stationary and set. More recently, an article in Education Week (4–9–86) entitled “Are
Teachers Ready to Teach Pupils to Think?” laments the fact that
graduating college seniors show little evolution of alternative views on
any issue, tending to treat all opinions as equally good, tending to
hold opinions based largely on whims or unsubstantiated beliefs, and
hesitating to take stands based on evidence and reason.
Summing up a
decade of research in the 1960’s, O.J. Harvey laments that very high
percentages… [of educators] “operated in cognitive styles grounded in
absolute assumptions—viewing reality in terms of good/bad, right/wrong,
and either/or, while attributing goodness and truth to wise and
all-knowing authorities.” One doesn’t have to have a Ph.D. to accurately predict what
U.S.-Soviet jointly developed critical thinking curricula will look
like. Do American parents want their children exposed to this type of
education, especially when it will also be on computer where they can’t
get their hands on it? 2. The Carnegie Corporation’s exchange agreement with the Soviet
Academy of Sciences has resulted in “joint research on the application
of computers in early elementary education, focusing especially on the
teaching of higher level skills and complex subjects to younger
children.” (“Higher level skills” is often a euphemism for “critical
thinking skills,” or values, attitudes, etc.) Carnegie’s 1988 one-year,
$250,000 grant is funding implementation of this program, coordinated on
the American side by Michael Cole, Director of the Laboratory of
Comparative Human Cognition at the University of California, San Diego. 3. The American-Soviet Textbook Study Project began in 1977, was
suspended in 1979 when Soviet troops invaded Afghanistan, and resumed in
1985 under the Geneva Agreement. At a conference held in Racine,
Wisconsin in November 1987, the U.S. representatives acquiesced to the
Soviet insistence that American textbooks should present a more
“balanced” (i.e., friendly) discussion of Lenin and should give the
Russians more “credit” for their role in World War II. A.M. Rosenthal of
the New York Times said in a December 8, 1987 editorial that American
educators solemnly discuss with Soviet educators the mutual need
for textbook revision, just as if the state did not censor every single
book published in the Soviet Union and the Russians could write as they
pleased. That is comedy, if you like it real black. 4. Scholars from the American Council of Learned Societies and the
Ministry of Education of the Soviet Union met in the United States in
1986 and agreed to establish a Commission on Education that will be
responsible for joint scholarly relations in pedagogy and related fields
between the United States and the Soviet Union. Some major joint

shall, without the consent of Congress,… enter into any agreement or
compact with another State, or with a foreign power.

RECAP SPECIAL TOWN COUNCIL MEETING/WORKSHOP – APRIL 8TH At last night’s special Town Council meeting, the council deliberated for approximately an hour. When they came out of Executive Session, Councilor Bickford made a motion to remove Steve Warren from the Trails Commission. The motion was seconded and the vote was 6-1 with Councilor Pesce voting NO.
Then the Council moved into a workshop and we listened to three departmental presentations. The first was the Library which the Finance Director covered for the Library Director in her absence.
Next was a performance by Chief Brooks on the needs of the Police Department. Chief Brooks wants the taxpayers to pay for two cruisers and one Animal Control vehicle. Chief Brooks also wants a Document Imaging Unit; Voter Radio System and Mobile Radios. These items qualify for the use of Federal Forfeiture Funds but Chief Brooks wants the taxpayers to pay for these items.
The town is currently committed to $28,700.00 in previous Leased to Purchase police vehicles. These are the same vehicles the Council approved and allotted tax dollars for the outright purchase of the same vehicles.
There was a lengthy discussion pertaining to Shelter Fees. These fees are based on population. The Council had numerous questions Chief Brooks could not answer so they asked Chief Brooks to find out the answers before a decision would be made on which shelter to use.
Chief Brooks also wants the taxpayers to set aside $20,000.00 for future costs in the Communication Center.
Finally, Chief Galipeau provided a briefing on the Fire Department which included an increase $9,469.00.

Lisbon - On Wednesday, April 9 the Lisbon School Department will be holding a Community InformationalNight
to provide an update on the proposed June Bond Referendum and updated
costs associated with building a new gymnasium and renovations to the
track. The meeting is scheduled to be held at the Lisbon High School
Gymnasium, 2 Sugg Drive, Lisbon Falls, from 5:30 p.m. to 7:00 p.m.

2014...ISSUED BY THE NATIONAL WEATHER SERVICE IN CARIBOU, MAINE.
THE WINTER/SPRING FLOOD POTENTIAL IS FOR NORTHERN, CENTRAL AND
DOWNEAST MAINE FOR THE TWO WEEK PERIOD FROM APRIL 3 TO APRIL 17,
2014.
THE WINTER/SPRING FLOOD POTENTIAL FOR ALL OF NORTHERN, CENTRAL,
AND DOWNEAST MAINE IS ABOVE NORMAL. THIS INCLUDES THE POTENTIAL
FOR FLOODING DUE TO ICE JAMS.
...CLIMATOLOGICAL GUIDANCE...
WHILE THE LATTER HALF OF MARCH DID SEE A FEW BRIEF WARM UPS, THE
OVERALL TREND OVER THE PAST COUPLE OF WEEKS HAS CONTINUED TO BE
COLDER THAN NORMAL. MANY LOCATIONS FINISHED MARCH WITH AVERAGE
MONTHLY TEMPERATURES SOME 6 TO 10 DEGREES COLDER THAN NORMAL. THE
ACTIVE WEATHER TREND HAS ALSO CONTINUED. A VERY STRONG DEVELOPING
LOW PRESSURE BROUGHT HEAVY SNOW TO MUCH OF THE FORECAST AREA,
ESPECIALLY PORTIONS OF DOWNEAST, AT THE END OF LAST MONTH. THIS NOT
ONLY ADDED TO THE SNOWPACK, IT ALSO ADDED LIQUID TO THE ALREADY
WATER-LADEN SNOW.
THIS ACTIVE PATTERN WILL CONTINUE INTO MID APRIL WITH SEVERAL
SYSTEMS TO AFFECT THE AREA. A LOW PRESSURE SYSTEM WILL BRING A
SLUG OF PRECIPITATION TO THE PINE TREE STATE THIS WEEKEND,
STARTING OUT AS A WINTRY MIX BUT CHANGING TO RAIN OVER ALL BUT
THE FAR NORTHWEST. STORM TOTAL QPF FROM THIS SYSTEM WILL BE ONE-
HALF TO THREE-QUARTERS OF AN INCH. A STRONGER LOW WILL THEN MOVE
ACROSS WESTERN AND NORTHERN MAINE EARLY NEXT WEEK. THE MODELS HAVE
BEEN TRENDING WARMER WITH THIS SYSTEM, SO MUCH OF ITS PRECIPITATION
WILL FALL AS RAIN. THESE SYSTEMS WILL ONLY SERVE TO ADD EVEN MORE
WATER TO THE SNOWPACK. IN ADDITION, ALTHOUGH COLDER THAN NORMAL
CONDITIONS ARE ALSO EXPECTED TO LINGER OVER THE NEXT SEVERAL DAYS,
DAYTIME TEMPERATURES WILL BE WARM ENOUGH TO ALLOW FOR SNOWMELT.

CONDITIONS.
Planet Earth is under an all out weather warfare assault. In this

The Town Attorney, Roger Therriault’s office is in Bath, Maine which is in Sagadahoc County. Lisbon is located in Androscoggin County and the majority of our legal business is conducted in Lewiston/Auburn. This means that Mr. Therriault has to travel from Bath to Lewiston /Auburn through Cumberland County to perform his duties for Lisbon. This is approximately 26 miles which takes about 40 minutes one way.
I understand that Mr. Therriault is paid at least $150.00 per hour. The clock starts ticking the minute Mr. Therriault gets into his car. So before he conducts any legal work, he has cost the taxpayers of Lisbon approximately $150.00 each way which means $300.00 tax dollars are spent on travel alone for every action taken.
It is no wonder that the town is over in legal fees every year. The majority of our legal fees are pure travel.
Why is it that the town of Lisbon does not hire an attorney who has offices in Lewiston /Auburn and eliminate this travel time?
Mr. Therriault has been the town for years; so when you do the math it tells us all how many tax dollars have been wasted on travel. Is it so difficult to figure out how to save tax dollars? I think this one is pretty obvious!
Come on Councilors and do what is right here and replace Mr. Therriault with someone local instead of two counties away. This will save the taxpayers of Lisbon a great deal of tax dollars. Currently, year to date the town has spent $39,841.50. The town only approved $40,000.00 last year and that was an increase of $6,000.00 from the previous years. These figures are off the current proposed budget as of March 14, 2014 and I am sure it does not include the legal fees for the Human Rights Complaint or the additional fees concerning the civil legal case on the $32,500.00 which the trial is scheduled for May 12, 2014.
Stop wasting our tax dollars on travel and hire a town attorney from Lewiston /Auburn.

Charlotte Iserbyt Weighs In – “As bad as Common Core is, according to
Charlotte Iserbyt, Common Core is a distraction and its ultimate
purpose is to destroy public education. Iserbyt, a former Senior Policy
Educational Analyst under President Reagan, states that School Choice is
the real enemy. Iserbyt feels that Common Core is so egregious it will
lead to a mass exodus to charter schools in order to escape its
pitfalls. She is leery of charter schools because of the fact that they
do not have elected school boards. And therefore, charter schools are
free to input any curriculum without any parental opposition because
charter schools do not have elected school boards. Ultimately, School
Choice initiatives will prove to be the death of parental control over
education and the schools will become bastions of a Hitler Youth
Movement. In which free-flowing government propaganda will inundate our
children with Agenda 21, globalist views. Remember, Professor Pesta
stated that 50% of a literature class will be filled with students
reading things like Presidential Executive Orders.
Iserbyt’s views seem to be justified because, Huppenthal is making
robocalls to Arizona citizens and encouraging them to spend their
“school choice vouchers” on private education. This should be an
impeachable offense in that the State Superintendent of Education would
be, in any way, lobbying for public schools to go to anything but a
public school. Why would head of Arizona’s education system advocate for
the erosion of Arizona’s public education system? My answer would be
the same reason as to why the banksters installed Obama as the
President.
It seems the prudent course of action would consist of removing
Common Core from the public schools and restoring the oversight of
education to where it belongs, with local school boards. Once local
schools are removed from Common Core, then it is time to truly reform
our schools with local oversight, not federally mandated controls. This
is a doable task because citizens can exact pressure on local
legislators to abandon Common Core.
Meanwhile, the globalist
brainwashing of your children continues full speed ahead.”

Parents around the nation are upset at Common Core practices in schools.
They claim the system does not allow schools, or students, to properly
test students. Proponents of Common Core teaching say the system
provides schools with a consistent learning path. Supporters claim
teachers and students have a clear idea of what is to be taught, and
learned, in different subjects. Many critics of this style of teaching
say the curriculum discourages diversity.
So far, 45 states and
the District of Columbia have adopted the standards. When the curriculum
was first developed, many conservatives felt it represented a federal
takeover of education. The Obama Administration strongly supports the
ideals of Common Core. Now, opposition is brewing to the standards from
liberal groups.

as well as some of the problems with Common Core education. We will

Last night’s town council meeting was very different to say the least. There were approximately 40-50 residents there. Approximately 15-20 individuals spoke out in Audience Participation on numerous issues but the majority talked about the school bond issues.
Under Council Order, Resolutions and Ordinances – The town has a new street called Tranquil Lane and it is located the Huston Park subdivision. This was necessary because of an oversight in the E911 plan. Also, the Council set the voting hours and locations which are the same as always.
Next the Council approved $80,000.00 of the 2015 budget to be used with the insurance check of $48,000.00 for the purchase of a new plow truck to replace the plow truck that burned.
This was followed by three bond issues the Council approved to go to a Public Hearing on April 15, 2015 at the Lisbon Community School (LCS) at 07:00 PM. The bonds were for:
New Public Works Garage $1,100,000.00 New Gymnasium 5,700,000.00 New Track 500,000.00
Under Other Business - There was a briefing on the progress of the Finance Committee. The town attorney discussed the roles and responsibilities of the Town Manger and the Council. It was very interesting and ensured the Interim Town Manager that he has all the power as outlined in our Charter. Finally the Council had a short discussion on the Council Working Rules. At the end there were no changes recommended.
It was a great meeting for everyone. The Chair allowed comments all during the meeting and let everyone speak. This was very refreshing. Even with all the comments throughout the meeting it was over before 09:00 PM. The reporter for the Sun Journal left at approximately 08:20 PM.
