In 1979 Carters National Security Advisor, Zbigniew Brzezinski went into Pakistans border regions with Afghanistan to give a little pep talk to some prospective majehadeen (Holy Warriors).
In a 1997 interview for CNN's Cold War Series, Brzezinski hinted about the Carter Administration's proactive Afghanistan policy before the Soviet invasion in 1979, that he had conceived.
QUESTION: When the Soviets justified their intervention by asserting that they intended to fight against a secret involvement of the United States in Afghanistan, people didn't believe them. However, there was a basis of truth. You don't regret anything today?
Brzezinski: Regret what? That secret operation was an excellent idea. It had the effect of drawing the Russians into the Afghan trap and you want me to regret it? The day that the Soviets officially crossed the border, I wrote to President Carter: We now have the opportunity of giving to the USSR its Vietnam war. Indeed, for almost 10 years, Moscow had to carry on a war unsupportable by the government, a conflict that brought about the demoralization and finally the breakup of the Soviet empire.

In 1998, in an interview in Le Nouvel Observateur, Brzezinski dismissed the risks of blow back and defended his support of the mujahideen in the following terms: What is most important to the history of the world? The Taliban or the collapse of the Soviet Empire? Some stirred-up Moslems or the liberation of Central Europe and the end of the cold war?

These days, Brzezinski might take stirred-up Moslems more seriously.
If he ever republishes his The Grand Chessboard: American Primacy and its Geostrategic Imperatives, he and other American geostrategists may wish to reconsider the role of Muslims as something other than dispensable pawns.

As broke people often do, towns and cities are scaling back: turning off streetlights, laying off fire police, auctioning off city property, turning paved roads into gravel roads and firing teachers.

The scary thing is that the bad times and the municipal bankruptcies have only just gotten warmed up.

By the way, this Republican/Democrat debate is baloney. Theft, inefficiency and cronyism amount to 50% of every government budget. Both parties are in it up to their elbows.

Former CIA operative Bob Baer told CNN's Jake Tapper last night that ISIS is in the United States and capable of carrying out an attack. 
"What are your sources telling you about ISIS and any cells in the United States?" Tapper asked.
"The people who collect tactical intelligence on the ground, day-to-day, and this isn't Washington, but people collecting this stuff say they're here, ISIS is here, they're capable of striking. They don't know what their plans and intentions are. But it's a definite concern," Baer said. "The people who do this for a living are very alarmed." 
Baer also said ISIS terrorists may have entered through the U.S. southern border with Mexico or through airports on American passports.

After finally choosing to view the barbaric, on-camera beheading by ISIS of freelance war correspondent James Foley, I have been left with a level of rage known only to those of us who have sacrificed unspeakable offerings on the altar of world peace.

My offering was my only son — Aaron Carson Vaughn. Aaron was a member of SEAL Team VI. He was killed in action when a CH47D Chinook, carrying thirty Americans and eight Afghans was shot down in the Tangi River Valley of Afghanistan on Aug. 6, 2011.

Many times over the past three years, I have been asked what drove my son to choose his particular career. What made him want to be a Navy SEAL? My answer is simple.
Aaron Vaughn was a man who possessed the courage to acknowledge evil. And evil, once truly acknowledged, demands response. Perhaps this is why so few are willing to look it in the eye. It is much simpler — much safer — to look the other way.
That is, unless you are the leader of the Free World.

As Commander-in-Chief, your actions — or lack thereof — Mr. President, cost lives. As you bumble about in your golf cart, slapping on a happy face and fist-pounding your buddies, your cowardly lack of leadership has left a gaping hole — not only in America’s security — but the security of the entire globe. Your message has come across loud and clear, sir: You are not up to this job. You know it. We know it. The world knows it.


Please vacate the people’s house and allow a man or woman of courage and substance to seize the reigns of this out-of-control thug-fest and regain the balance we, America, have provided throughout our great history.

Thanks to your “leadership” from whatever multi-million dollar vacation you happen to be on at any given moment, the world is in chaos. What’s been gained, you’ve lost. What’s been lost, you’ve decimated. You’ve demolished our ability to hold the trust of allies. You’ve made a mockery of the title “President.” And you’ve betrayed the nation for which my son and over 1.3 million others have sacrificed their very lives.

But this should come as no surprise, since your wife uttered a vile statement on Feb. 18, 2008, during the primary campaign — one that speaks volumes of your true convictions. “For the first time in my adult life, I am really proud of my country,” she said.

I am sure my deceased son thanks you for that, Mrs. Obama. Oh, and you’re welcome.

Never in my lifetime have I witnessed such despair and such growing fear that the world’s last best hope, America, has finally been dismantled. Perhaps the better word is transformed — fundamentally transformed. Come to think of it, it’s become difficult — if not impossible — to believe things haven’t gone exactly as you planned, Mr. President.

Amazingly, in five short years, your administration has lurched from one disaster to another. You spearheaded the ambitious rush to end the wars in both Iraq and Afghanistan — with no plan on how to do so effectively. Also, the release of “the Taliban five” in exchange for one American — without consulting Congress — is also on your shoulders.

You have been at the helm during unprecedented national security leaks — including, but not limited to the outing of SEAL Team VI on the Bin Laden raid, the outing of the Pakistani doctor who provided the intelligence for that raid, the outing of Afghanistan’s CIA station chief, and the outing of your personal “kill list” to make you look tough. In addition, 75 percent of American deaths in Afghanistan and 83 percent of Americans-wounded-in-action have occurred on your watch, according to icasualties.org.

And now, we have this recent, heinous event: the beheading of an American citizen by a barbaric organization you foolishly referred to as “the JV team” in your statements to the New Yorker magazine in January.

You, sir, are the JV team. It’s time for you to step down and allow a true leader to restore our honor and protect our sons and daughters.

America has always been exceptional. And she will be again. You, Mr. President, are a bump in our road.

Recap Town Council Meeting - September 2nd, ‏2014



RECAP TOWN COUNCIL MEETING – SEPTEMBER 2ND

I wish to commend the Town Council and the Town Manager for the strides they both are making to put Lisbon back on track.  As you will see in this recap, there were a lot decisions made last night and everything was positive for the town.



Under Council Order, Resolutions & Ordinances –



Grant Acceptance for Recreation Department passed 6-0 to accept $250.00.
 

Paving Bid Award passed 6-0 awarding the contract to Pike Industries.


Dump Body Installation was approved 6-0 to Viking Cives, USA for $44,710.00.


Server Upgrade & Copier Replacement Bid was tabled until September 9th.


Mill Street Culvert Lining Bid Award was approved 6-0 to Ted Berry Company for $18,900.00


East Coast Greenway Designation was approved 6-0 to submit an application.


Easement Randy Crafts was approved 6-0 to begin paving in the Spring 2015.


State Surplus Property – Equipment Purchase was tabled until September 9th.


Legal Bid Award was approved 6-0 to Brann & Isaacson of Lewiston for Legal Services.


Solicit Bids for General Engineering Services, Hot Box, and Heavy Duty Truck was approved 6-0 to go out to bids for these services.


Set Public Hearing Date for Energy Conversation Contracts was set for September 16th


Treasurer’s Stipend was approved 6-0 for $3,000.00 to Finance Director.


Conditional Victualer’s License – Burger Shack was approved 6-0.



Under Other Business – Amanda Bunker provided an update on what is going on with the Route 196 Master Plan and the work going on to improve the appearance of the town.  The Planning Board is working with the Community Economic Development Director to secure grants such as the Façade program.  They are also looking into receiving Community Development Block Grant money and they are trying to establish a Tax Increment Financing (TIF) for downtown Lisbon Falls.



Councilor Bickford provided an update on the Utilities Committee which includes an upcoming meeting between Eaton Peabody, the Town Council and the Utilities Committee on September 16th.



The Town Manager updated everyone on the civil case between Kurt Kimball and the town regarding the $32,500.00.  The court sided with the town.



Under New Items – Dot Fitzgerald showed the council a brochure that she received listing local businesses and asked why Lisbon could not do the same.  It was given to the Economic Community Development Director to look into.  Also, Dot asked for an update on Luiggi’s and Council Pesce stated at the next meeting he will provide an update.



Debbie Barry asked the cost of all the studies being done and this was budgeted under Professional Services.  Debbie also asked about using or advertising the Trails at Beaver Park.  This was also taken for action by the Economic Community Development Director.



Don Fellows spoke about the Route 196 Master Plan and the work being done to improve the community.

Finance Committee of the Lack there of‏



FINANCE COMMITTEE LEADERSHIP OR THE LACK OF!!!

During the last Town Council Workshop, there were several members of the Finance Committee on hand.  During the discussion about the direction for the Finance Committee was to take, it came out that the minutes for the Finance Committee meetings were not being posted on the town web site with the exception of April 29, 2013 and February 10, 2014.  It also came out that there was a lot of chaos at these meetings.



The town website has been setup for the Finance Committee to post both their agendas and minutes.  In fact, under the agendas there are five (5) agendas posted.  They are March 10, 2014; March 31, 2014; April 14, 2014; April 28, 2014 and finally May 12, 2014.



Since Mrs. Norma Wells is responsible for recording the minutes and Mrs. Miriam Morgan-Alexander is the Chairman, one of these two individuals should be charged with posting both the agendas and the minutes to the meetings on the town web site.  However, it is the Chairman’s responsibility to ensure these items are posted to the town web site in a timely manner.  It is called leadership.  



The Chairman of the Finance Committee is Miriam Morgan-Alexander who claims to be an ex-Navy Captain.   The Navy does not promote their officers unless they possess great leadership skills.  After listening to the members of the Finance Committee and others who have attended these meetings, it is very apparent Mrs. Morgan-Alexander does not have any leadership skills.  Also, if you every notice her saluting the flag during the Pledge of Allegiance, she does not know how to render a military hand salute.  These two military traits bring into question Mrs. Morgan-Alexander’s credentials as an ex-Navy Captain?



In my opinion, there is only one member of the Finance Committee who truly belongs on this critical committee and that is Chris Rugullies.  The other members have no business on the Finance Committee because these former councilors created the financial situation the town is in and they are there to protect themselves and the Police Department Budget.

Lisbon HS Alumni Contribute International Community Service!‏

Brian and Meghan Craig are 2009 and 2011 graduates of Lisbon High School. Brian received his bachelor’s degree in Christian Ministries and Biblical Studies from Gordon College and is now pursuing his Masters of Divinity at Gordon-Conwell Theological Seminary in Hamilton, MA. Meghan is now pursuing her Bachelor’s degree in Dental Hygiene and a minor in Sociology at the University of New England in Portland. While in high school both were very involved in journalism and community service. 

Early on August 13th Meghan and I left to travel to Haiti. The organization we were working with in Haiti was called Partner’s In Development (PID). PID strives to help impoverished communities attain independence and whole life improvement. PID’s work in Haiti started in 1990. PID has various programs in Haiti that include a medical clinic, small business training for Haitians, micro-finance loans so that families can afford a new home, and they have a child sponsorship program. PID provides material, financial and educational resources, which enable the poor to construct and implement their own programs for development.

Our stay in Haiti was spent in the village of Blanchard; which is situated right next to the capital city of Port-au-Prince.  The majority of our time was spent serving and building relationships with the Haitian people. During our trip our team stayed on the PID compound. Meghan and I helped serve PID by being on the construction crew. While in Haiti we painted, mixed cement and sifted sand from rock, and worked hard to complete the new administration building on PID’s compound. When this administration building is completed by the end of September PID will have more room to expand their medical clinic and be able to serve more people in the community. We worked extremely hard and accomplished so much during our time in Haiti. The highlight of being on the construction crew was that we had the opportunity to work directly alongside Haitians and we all were able to learn so much from them. 

In addition to these service projects, we were able to build relationships with the children in Blanchard. According to Meghan, “My favorite part of the trip was interacting with the children of Haiti. I had the chance to volunteer with the yoga program that PID offers for the children of Blanchard, and it was such a powerful experience to interact with the children. I learned so much from the children.” PID is a truly wonderful place that gives these children safety and real opportunities for their future through the child sponsorship program. On our breaks at the worksite the children would run over and play with us and to see the smiles on their faces as we played games with them was one of the most rewarding parts of the trip. PID has over 400 children enrolled in their sponsorship program and these donations are helping struggling families all over Haiti. Another powerful part of the trip was touring Port-au-Prince and seeing the devastation that still remains from the earthquake four years ago. There are still thousands of people living in tents. Even though there is so much despair from this tragic event, God is doing powerful things in this country. We encountered so much hope in Haiti. Haitians are some of the hardest workers and they are determined to rebuild and bring growth to this country. 

Meghan and I are so thankful to the community of Lisbon and our friends and family for financially supporting this trip. We ask that you please keep Haiti in your prayers because we saw so much hope but there is still a lot to be done in Haiti. God taught us so much through this experience. It was such a great blessing to work with a great organization like PID and this fall when I am back at school I hope to continue to volunteer with them in their local Ipswich, MA warehouse. This service learning trip was truly a life changing experience!

The Rational Behind the Finance Committee‏



THE RATIONALE BEHIND THE FINANCE COMMITTEE

At the last Town Council workshop, Mr. Fern LaRochelle shared with the group the rationale behind the formation of the Finance Committee.  According to Mr. LaRochelle it was on the recommendation of the Auditors.  However, this is not exactly what the Auditors recommended.  The Auditors noted the lack of any checks and balances; the lack of accountability and finally everyone was doing whatever they pleased.  The Auditors never gave instructions to form the Finance Committee.



In order to correct these deficiencies, the Town Council (Chairman Michael Bowie; Lori Pomelow and Fern LaRochelle) decided to disband the Budget Advisory Board and form the Finance Committee.  This required a Charter change and approval by the people during the November election.  By the way, each of these former councilors is now current members of the Finance Committee.   Each member of the Finance Committee was appointed by the Town Council and not elected by the people as was the case with the Budget Advisory Board.



The Budget Advisory Board was replaced by the Finance Committee instead of updating the mission of the Budget Advisory Board to include establishing checks and balances in order to provide more accountability.  The Budget Advisory Board had for the last two years of its existence voted NOT to support the proposed municipal budget.  These were honest citizens whose only purpose was to look out for the best interest of the community. 



This, the Town Council could not stand because it meant losing control of them doing whatever they pleased.  In order to prevent losing control, the Town Council dissolved the Budget Advisory Board and formed the Finance Committee and loaded it with former councilors.  This way they can continue their questionable behavior without anyone interfering with them.  This is the very reason this town is in the financial situation it is and clearly explains how these same councilors spent over two (2) million ($2,000,000.00) dollars of our Undesignated Fund without anyone knowing.  The former Town Councilors did not want anyone looking into their past procedures.



This explains why the Budget Advisory Board was eliminated instead of updating their mission to include establishing checks and balances in order to provide more accountability.  It also explains why the Finance Committee is loaded with former councilors.

Recap Town Council Workshop - August 26th, ‏ 2014



RECAP TOWN COUNCIL WORKSHOP – AUGUST 26TH

Tuesday night’s Town Council workshop was more entertaining than usual.  There were six councilors, five members of the School Department and the Superintendent of School and five members of the Finance Committee. 



The first item on the agenda was the Treasurer’s Salary discussion.  The Town Manager recommended at the last Town Council meeting the salary should be $7,800.00.  There were a few members of the council that night that did not understand why this salary was so high so they moved it to a workshop.  During the discussion, there was no more information provided because the Town Manager repeated what she had said at the meeting.  At the end of the discussion the salary remained the same.  However, no vote can be taken in a workshop so at the next council meeting, the council will vote on the Treasurer’s Salary of $7,800.00.



The next item was what the direction should be for the Finance Committee.  There were several comments about splitting the Finance Committee into a sub-committee of three members with one sub-committee taking the School Budget and the other taking the Municipal Budget.  There was a small discussion as to why the minutes of the Finance Committee are not posted to the town website.  At the end of this discussion, all past and future minutes of the Finance Committee will be posted to the town website.  After about one hour the Chairwoman came up with some goals for the Finance Committee.  They are as follows:



1.      Review policies for the Town Manager for both the School and Municipal.

2.     Review monthly Financial Statements for both the School and Municipal.

3.     Establish both a schedule and deadlines for the School and Municipal.

4.     Present finding on both the School and Municipal to the Town Council.

Come one Come all to the Lisbon Comedy Show‏



COME ONE, COME ALL TO THE LISBON COMEDY SHOW




Come one, come all and marvel as the Town Council goes through the motions of a workshop for the purpose of establishing the direction for the Finance Committee.  This waste of time will be held Tuesday August 26, 2014 at the town office at 07:00 PM



The history of the Finance Committee speaks for itself.  This committee is chaired by Miriam Morgan-Alexander; who does not pay real estate taxes in Lisbon.  The remaining committee members are ex-councilors with the exception of Christopher Rugullies.  The ex-councilors are Norma Wells, Charlie Smith, Lori Pomelow, Fern LaRochelle and Michael Bowie.  These five former councilors are the very reason this community is in the financial situation it is today.  Who better to create more problems for the town than the very people who created the situation in the first place!  It is like having the fox guard the hen house.



Last year during budget season, the town council asked the Chair for a recommendation on the proposed budget and the Chair stated that the committee was unprepared to provide a recommendation.  What exactly had they been doing all this time?  Finally, the Finance Committee supported the proposed budget.  The proposed budget increased the Police Department by over $78,000.00.  This increased the cost of the Police Department to over $1,300,000.00 for the coming year.  This community has over a million dollar police force.  This was after several citizens showed numerous areas where cuts to the Police Department could be made.  All of the Finance Committee members were appointed by Town Council and not elected by the people.  This was done, in my opinion to protect the police budget.  These former councilors have been protecting the police budget for years and are very comfortable covering up excessive spending by Chief Brooks.  This was very apparent during the vote on this years proposed budget.  There were no cuts made to the Police Department even when Councilor Lunt and Councilor Pesce made suggestions which were ignored by Chairwoman Ward.  Councilor Pesce was the only Councilor to vote against the budget.



There is no need for three secretaries, two detectives and nine vehicles in the Police Department.  Two secretaries are part-time and one is a full time Administrative Assistant who receives $10,000.00 more than any other Administrative Assistant.  A community of this size does not need two detectives. Also, two vehicles sit at the schools all day long.  The rationale behind these vehicles sitting idle all day is in case of an emergency.  Can anyone remember when Lisbon suffered an emergency that required calling these officers out of the schools?



Now let’s look at a Communication Center that cost the taxpayers close to $300,000.00 tax dollars a year plus the cost of the equipment.  This Communication Center is not even a Public Safety Answering Point (PSAP) which means absolutely no 911 calls come directly to the Communication Center.  All 911 calls come into the Androscoggin County Dispatch and are then relayed to our Communication Center.  This means that Chief Brooks is putting each and every one of us at risk because it takes time to relay information before first responders can be dispatched.  This precious time may mean the difference between life and death.  Are you willing to take that chance?



The Finance Committee and the Town Council are making it very difficult for our new Town Manager to make necessary changes to get Lisbon back on the right track.

Recap Town Council Meeting - August 19, ‏ 2014

RECAP TOWN COUNCIL MEETING – AUGUST 19TH

On Tuesday night, the Town Council held its regular meeting.  There were numerous items on the agenda.

Under Council Orders, Resolutions & Ordinances – The following items were voted 7-0 to approve:

Carries and Transfers
Charter Amendments
Adopt Personnel Policy Revisions
MDOT Construction Overlimit Permit
Request to go to RFP for CDBG Downtown Engineering/Design Services
Solicit Bids for Cruiser Lease Purchase
Accept Donations & State Reimbursements
Homeland Security Grant
Amend Fee Schedule for Firework Violations (First Reading)
Amend Ch. 30 Sec. 30-51 Municipal Recreation Committee (First Reading)

The Set Treasurer’s Salary was tabled until a workshop could be held to work through this.  The Workshop is scheduled for August 26, 2014.  Also, The Water Operations Study was set aside until more information could be obtained.

Under Other Business – The General Assistance Director provided a short report on how the maximum amounts were set.  The Planning Updates was moved until Mrs. Bunker could be available.  The Finance Director provided her monthly report.  There was a small discussion on the direction the council wanted the Finance Committee to concentrate on.  However, this was moved to a workshop on August 26, 2014.  There was a small discussion on the results of the FOAA Copy Survey. And finally the Town Manager provided an update on a couple of items.  Mrs. Barnes is hoping to have the Cable Franchise Contract completed by the end of September and the DEP Consent Agreement has been completed.

Under Councilor Communications – Council Bickford stated that Chief Brooks had approached him to form a sub-committee of councilors Chief Brooks selected to look into the Police Department for possible changes.  Councilors Bickford, Metivier and Lunt were the Chief’s selection.
