The Chair is responsible according to our Town Charter; paragraph Section 2-04 (2) states “develop, after consultation with the Town Manager, agenda for Council Meetings” for the Agenda.  Also, paragraph c (Agenda) Section 74-201 Council Working Rules states: 
"(1) Development. The development of agendas for meetings of the Lisbon Town Council shall be in accordance with Section 2.04(a)(2) of the Charter. 

(2) Deadline. For regular and special meetings of the council held at the designated time and place, all agenda items shall be provided to the manager's office by close of business on the Wednesday prior to the regular Tuesday meeting."

The agenda shall be provided online by the close of business on the Thursday prior to the regular Tuesday meeting. Changes to the agenda will not normally be made after this time and documentation for all agenda items will be included with the agenda. Any missing documents will be addressed via memorandum from the Town Manager (i.e. fuel bids).

Now, I have quoted the reference addressing the Agenda from both the Town Charter and the Town Council’s own working rules; it is crystal clear who is responsible for the Agenda.  These references are to outline the duties for Chairman Dillon Pesce.  On July 21, 2015, these duties were NOT followed in the creation of the Agenda on purpose.  

What good is it to have a Charter and for the Council to create a set of rules if the Chairman is going to ignore them and do whatever he wants to do?   This is not the first time Chairman Pesce has ignored these documents and done whatever he wants too.

The first violation was allowing an item to be added to the Consent Agenda that was not even on the published Agenda.  Next, Agenda Items 2015-210 and 2015-211 there was no documentation to explain to the people what is going on with these items and there was no memorandum from the Town Manager in its place as required by the Council Working Rules.

Next let’s talk about the TWO Executive Sessions that were conducted.  The Agenda listed a single Executive Session to consult with legal counsel.  There was no mention of the state statute that the DEP Consent Agreement or the Revaluation Decision that applied or that it was even going to be discussed in Executive Session.  This is a violation of state law.  At the beginning of the meeting, Chairman Pesce asked for a motion to go into Executive Session and then went into Executive Session for approximately 45 minutes.  

Upon return there was nothing said and we moved on to the meeting.  When it came to these two items they moved into Executive Session again.  When they returned a Councilor made a motion to accept the decisions made in Executive Session; it was seconded and they voted 6-0 to accept.  There was no mention or explanation provided to the people of what was going on.  This is plain wrong on so many levels including the state it is not funny. 

 Apparently, the Town does not want the people to know what just took place behind closed doors.  It appears that we are reverting back to the Eldridge era and that Mrs. Barnes is Eldridge with a skirt.  Well, I have put in a Freedom of Access Act for a copy of the signed documents and when I get them I will let you know what is going on.

Normally, presentations are placed under Other Business with the exception of when you are going to use the presentation for a Character Assassination to try and justify your position.  Chairman Pesce and Town Manager Barnes placed the attack on the Superintendent Green just before the Council voted on 2015-2016 School Budget Warrant Articles.  This strategy was meant to discredit the School Department and give creditability to the Council’s decision to cut the School Budget.   
How did it work for you? 

Now, let’s look at how well the Councilors listen to their constituents. The people voted in June on the original cut by the Town Council.  The results were the people voted it down and with a non-binding question stated it was too low.  So what did the Town Council do Tuesday night?  Why did they make it even lower this time?  The Councilors, with the exception of Councilor Gregg Garrison, must be brain dead.  When the people vote stating the budget was too low you do not turn around and make it lower.  

Two things are crystal clear to me and that is the Town Council has no intention of ever listening to the people, with the exception of Councilors Garrison and Lunt,  Chairman Pesce, Councilors Bickford and Metivier are on a vendetta to destroy the School Department.

Councilors are supposed to put aside their personal feelings and do what is best for the community.  This vendetta has to stop because it is only destroying this community.

A small patch of deformed daisies near the 2011 Fukushima disaster site have attracted global intrigue, after Japanese Twitter user @san_kaido posted a photo of the plant mutation in May.

The discovery of the freaky-looking flowers comes four years after the Fukushima Daichii Nuclear Power Plant meltdown in 2011. The plant went into a meltdown after a magnitude-9 earthquake shook northeastern Japan, unleashing a savage tsunami.

The daisies aren’t the first thing in Japan which people think may have been affected by the nuclear power plant’s failure. Mutant rabbits and twisted vegetables have all had their moment in the social media spotlight.

What has been confirmed, in July 2013, was that about 300 tons of radioactive water continues to leak from the plant every day into the Pacific Ocean. Read more about the serious biological effects on the ecosystem here.

Unfortunately, the Obama regime doesn’t like it when people act against their will, and the school district is going to be paying a hefty price for doing so. How hefty? A DELIBERATE AMBUSH OF SUPERINTENDENT GREEN

It is very difficult to choose which violation of the Council Working Rules to address first.  However, I chose the most blatant and obvious one to report first.  At last night’s meeting Mr. Edward Karass performed a character assassination of Superintendent Richard Green.  This type of behavior is a direct violation of paragraph 7b, Decorum, of the Council Working Rules.

Mr. Karass apparently had conducted a review of several years of the School Department’s financial situation.  All during Mr. Karass’s presentation, he blamed everything on Mr. Green and at one point made it very personal by referring to who likes who and he didn’t care.

The funny part of this entire attack is that Mr. Green was blamed for everything.  Not once did Mr. Karass address that the School Department had received guidance from the former Town Manager, Stephen G. Eldridge, former Finance Director, Jessica Malloy, former Councilors.  Keep in mind, the previous Councils approved the School Department budget every year except this year. 

 If this information that Mr. Karass brought out has gone on for years without being addressed, why is this restricted to Mr. Green?   

Last years’ budget was approved by the previous Interim Town Manager Dale Olmstead, Finance Director Jessica Malloy, Councilors Dillion Pesce, Eric Metivier, Roger Bickford, and Chris Brunelle.  Why weren’t any of these people mentioned?  No one was mentioned except Mr. Green.

You can tell this was a deliberate character assassination because Chairman Pesce would not put a stop to this even after I called for “Point of order” twice and was ignored.  A point of order stops all action until the point of order is resolved.  The Town Manager, Diane Barnes, Town Attorney, Dan Stafford, sat there like bumps on a log and did nothing to stop this or advise Chairman Pesce of what action needs to be taken on a point of order.   

All during this attack, Mr. Karass never mentioned anyone else’s name.  Mr. Karass made it sound like everything was Mr. Green’s fault.  It was easy to tell this was a setup by the Town Manager and Chairman Pesce.  This type of action is covered in their own Council Working Rules but unfortunately Chairman Pesce has ignored both their own Council Working Rules and the Town Charter on numerous occasions. 

I fail to understand why this type of conduct continues to go on.  Chairman Pesce has violated their own rules just to suit his purpose.

Councilors are supposed to put their personal feelings aside and try to do what is best for the community.  Chairman Pesce, Councilors Bickford and Metivier are on a vendetta against the School Department.

Mr. Green provided a presentation which showed that the School Department has met the Town Council’s directive for cutting $600,000.00.  According to the figures Mr. Green has cut over $618,000.00 plus. 

 Why are they still playing games?

Recap Town Council Meeting - July 21st, 2015

RECAP TOWN COUNCIL MEETING – JULY 21ST

The meeting last night was the most disgusting display of leadership and integrity I have ever had the misfortune to witness by Chairman Dillon Pesce. I will explain in many more articles to follow. However, this is the recap so I will provide only the recap.


Under Council Orders; Resolutions and Ordinances – The following agenda items were approved by a vote of 6-0 with Councilor Mark Lunt excused due to illness:


1. Authorization to sign Planning Contract – This is for Amanda Bunker who works with the Planning Board and the Economic Community Development Director. The Council approved $20,000.00 to renew her contract.

2. Dollar General Water Easement Release Deed – This was approved by a vote of 6-0.

3. Tax Acquired Property Bid – This was to go for bid on two parcels of property with no minimum bid. It has been advertised with a minimum bid before with no response.

4. Accept School Budget Validation Referendum Results – This was approved by a vote of 6-0.

5. Discussion on Bond Proceeds & Bond Compliance – Mr. Karass, the Finance Director spoke on this issue. (More to come)

6. Discussion Reserve Funds – Mr. Karass addressed this issue. (More to Come)

7. School Budget Validation Referendum Warrant – The Town Council rejected the first eleven articles with the exception of Councilor Garrison. The bottom line is the Town Council, minus Councilor Garrison, reduced the recommend School Budget from
$15,301,066.00 to $14,884,173.00. This is a difference of $416,893.00.

8. Set Registrar Hours and times to cast absentee ballots – This was approved 6-0.

9. Policy & Procedures for the Fiscal Administration of School Accounts Payable and Payroll. This was approved 6-0.

10. MMA Annual Election – Vice President was Laurie Smith, Town Manager, Town of Kennebunkport and the Executive Committee Members are William Bridgeo, City Manager, City of Augusta; Michael
Crooker, Town Manager, Town of Glenburn; and Marianne Moore, Mayor, City of Calais.

11. DEP Consent Agreement – After two (2) Executive Session one at the start of the meeting and one at the end the Council, approved this agreement; however, no one ever stated or produced any documentation on what really took place.

12. Revaluation Decision – After two (2) Executive Sessions the Council approved this decision but never produced and documentation or stated what the decision involved.

13. Award Real Estate Bid – The Council approved Cheryl Haggerty as the realtor to sell the 33 areas on Ridge Road.

14. Interlocal Agreementfor Code Enforcement and Stormwater Services – This item was tabled for another time.

15. Municipal Agent Designation – The Council approved Ruth Lyons to fill this position at this time.


Appointments –

1. Appoint Constables for Ace Security –Paul Carpentier, Harry Darling and Sean Scully were all approved.

2. Appoint to RLF Committee Members – Dan Stockford, Ed Karass and Diane Barnes were all approved.

3. Re-appoint Ethics Panel Member Ross Cunningham was approved.

4. Appoint Cemetery Committee Members – Bob Packard, Ella Mae Packard and Lucy A. Couture were all approved.

A nine-year veteran of the U.S. Marine Corps, Mike Shepard From Dcgazette issued a powerful call to Americans to lower their own flags, since the president of the United States refuses to do so.

White Family in N.C. With Confederate Flag Flying from SUV Shot At by Group of Angry Locals

Now whites who dare to have a Confederate flag flying from their vehicle are being shot at, at least in North Carolina, anyway. A white family was fired at perhaps as many as six times by a group of black men who attacked as the family drove by flying their banner in Charlotte, North Carolina.

 

The white family from Gaston County, NC, was badly frightened after their car took bullets last Saturday.

BETRAYAL of TRUST

The foundation of ANY relationship, be it friendships, marriage, mechanics, public servants, Priests, Police, or pets, is TRUST.  If for any reason that is broken a vast array of events occur that lead to nothing more easily verbalized as BETRAYAL.  Here are the words as defined by just about any dictionary standards.

BETRAYAL

History has proof of this occurring multiple times in Lisbon.  To zero in on target let us not forget the public display of insubordination by Lisbon's Chief of Police, David T. Brooks at the Town Council meeting of February 17, 2009.  A complete staged verbal display of inaccurate facts, LIES.  Now more recently the reassessment process that has turned into a complete display of non-performance of a contract which was orchestrated by Lisbon's previous Town Manager, Stephen G. Eldridge.  And the entourage that not only hired him but protected him from the tasks that he was entrusted to handle.  Yet we have learned of significant discrepancies in his ability to present complete budgets to the Town Councilors and Citizens to approve.

Now we Lisbon residents find ourselves in another type of quandary dealing with the School Budget and Municipal Budgets.  Betrayal of Trust has already occurred when the citizens were asked, via the voting process, if they wanted to vote on the Municipal Budget much like they do already on the School Budget.  Except the Town Councilors at that moment in time betrayed the trust of the people by not proceeding with the wishes of the voters.  It was unanimous that people did in fact want to vote on the Municipal Budget.  But Councilors have played "pin the tail on the voters" and have broken the trust with the rules of the game.

The importance of this second "go around" of School Budget discussions is very significant and needs not to be taken lightly by the voters.  The power is still in the voters hands when it comes time to vote.  In the mean time we ALL must be informed of the facts and voice our concerns.  It is the last bit of Democracy this town has.

For the discussion process at Lisbon Community School, people need to first attend then speak up  about concerns no matter what they are.  The future of Lisbon lies in the youth of the community and the adults that have to pay taxes to provide a proper educational environment.  We all know there can be significant cuts in an already grossly over-financed Police budget that could ease the burden on taxpayers and save a lot of cuts that will occur if the School is forced to cut their budget.  Mr. Green and staff have done a remarkable job preparing and informing the citizens already.  It is time to hold the Town Councilors accountable to their "sworn duties" and principles that they were voted into office on.

Why do we need to have our own Communications Center?

Why do we need such a lavishly funded Police Department?

Lisbon is "a great place to live and do business."  And it could be so much better if TRUST could be regained for the people by their Public Servants.  Until then the voter's only control is on the vote for the School Budget.  If you don't like it vote it down again.

At least attend this Round 2 Public Hearing and learn first hand about the facts.

Speaking on Saturday’s broadcast of the Fox News Channel’s “Justice with Judge Jeanine” regarding the shooting in Chattanooga, TN, Milwaukee County Sheriff David Clarke (D) said that the United States needs a national strategy to “deal with the home-grown terrorist threat.” He also brought up that President Obama actually “gutted” the Department of Defense 1033 Program, which would have given the local law enforcement the military supplies to aid during a terrorist attack.

Clarke used Obama’s mistake of “gutting of the 1033 Program as an example of his problems as a president, saying that everything Obama does “just comes up wrong,” and “everything he touches tends to turn to crap.”

Breaking: Congress Passes a Bill to Allow Conceal Carry on Military Bases

WASHINGTON, DC —

The US House passed the National Defense Authorization Act (NDAA) for 2016 on Friday, which includes an amendment that would allow military base commanders to authorize the concealed carry of firearms on military installations.

The amendment was written by U.S. Reps. Michael McCaul (R-Texas), John Carter (R-Texas) and Scott Rigell (R-Virginia).

AUSTIN, TX – Today, following passage of the National Defense Authorization Act (NDAA) for fiscal year 2016, which included an amendment offered by Congressman McCaul (R-TX), Congressman Carter (R-TX), and Congressman Rigell (R-VA) which grants authority to military base commanders to allow concealed carry of firearms on military installations, either for personal defense or as a force multiple, if they deem it necessary, Congressman Michael McCaul issued the following statement.

Now, the founder of the radical terrorist group Islam4UK is getting attention for a provocative tweet that lists the 13 things that he says Muslims want to ban:

The list: Alcohol, Pork, Gambling, Porn, Usury, Promiscuity, Freemixing, Gays, Cinemas, Idolatry, Insurance, Stocks/Shares, and Insulting Prophets. Many of these things are already banned in Muslim-majority countries, and some of them are offenses punishable by death.

After Chattanooga Shooting, Fired Up Rev. Franklin Graham Calls For Drastic Against 1.5 Billion Muslims

TRANSPARENCY OR LIP-SERVICE ?

It used to be hard to distinguish between transparency and lip-service but in Lisbon it is easy to tell the difference.  Since, Lori Pomelow and Michael Bowie rewrote the Council Working Rules it is not hard to see which is which.  The Council Working Rules limit the people to speak on agenda items ONLY during Audience Participating.  This means that the people must address agenda items without the benefit of knowing why the sponsor has placed the item on the agenda and how each Councilors feels about the change.  In other words, the Council Working Rules compel the people to talk about agenda items before knowing why it is on the agenda.  This is like shooting in the dark.

On Tuesday’s agenda there are five agenda items that have no supporting documentation.  That means the people have absolutely no idea what is going to be discussed except for the title.  If you have supporting documentation, the people can review these documents and have an idea of what is going to be discussed.

So I emailed the Town Manager, Diane Barnes, and asked for documentation on agenda item 2015-210, DEP Consent Agreement.  Mrs. Barnes’ response was and I quote “Not at this time.”  So, if the DEP Consent Agreement is not available, why is this on the agenda?  No item should be placed on the agenda without the supporting documentation.  Nothing that goes on in the Town of Lisbon is classified as National Security.  This is a clear cut attempt to keep the people from reviewing this documents before the Council rules on it.  In other words; censorship!

I also asked Mrs. Barnes for a copy of the Revaluation Decision and received the following response “Nothing to provide at this time”.  If these agenda items are on the agenda and going to be voted on by the Council then the people have a right to review documentation in order to be able to address these items during Audience Participation.  There is no way; anyone can classify this as transparency in local government.

According to the Mission Statement of the Town of Lisbon, the Town is seeking the input of the people prior to making any decisions.  I guess it is time to change the Mission Statement because our Town Council and Town Manager do not want the people to have any input on what goes on in this community.

If there is no transparency that means the people are getting ONLY lip-service.  This needs to change so the people’s wishes and desires are partnered with the Town Council and Town Manager in the decision-making process.

It turns out that at least one of the two military facilities attacked in Chattanooga, Tennessee — was a gun-free zone.

Obama’s Statement to Muslims After Chattanooga Shooting Will Make You Physically Ill

On the same day a terrorist attack was carried out by a man who appears to have been an extremist Muslim in Chattanooga, Tenn., President Barack Obama wished Muslims a happy end to the holy month of Ramadan.

The attack came on the day of Eid-ul-Fitr, when observant Muslims can break their fast for the holy month. Given that it occurred on the same day as a terrorist attack allegedly perpetrated by a religious extremist, you would think that the president would have chosen to lay low about it.

It’s Time To End ‘Gun Free Zones’ On Military Bases Implemented By Former President Bill Clinton

Washington Examiner Donald Trump was unfortunately proven right on another one of his top issues Thursday: “gun free zones” at military bases.

There are indications that Thursday’s shooting at two military bases in Chattanooga, Tenn., occurred at or near “gun free zones.”

In an interview with the website AmmoLand.com, Trump decried the zones on military bases, suggesting that they left highly-trained gun operators without a weapon to fire at attackers, with the exception of military police.
