RECAP TOWN COUNCIL MEETING/WORKSHOP – NOVEMBER 17TH

At last night’s Town Council meeting the following took place. This is a summary.

Under Council Orders, Resolutions & Ordinances:

1. Resolution – Downtown Omnibus Municipal (TIF) District Development Program. The Council voted 6-0 with Councilor Crafts being excused to continue forward with the program.

2. Wellness Grand Award Acceptance – The Council approved the acceptance of $410.00 for the quarterly Wellness Grant. Each quarter the town must apply for this grant.

3. Surplus Property Bid Award – The Council voted 6-0 to accept the bid for $850.00 from Bruce Morris for the 2000 GMC Sierra. The other two vehicles did not receive a minimum bid so the council approved advertising these vehicles with no minimum bid. Also, Council Bickford suggested Ryan Leighton look into selling the Boom Truck for parts.

4. School Budget Validation Referendum Schedule – The Council approved the schedule by a vote of 6-0. The next Referendum vote will be on January 12, 2016.

Under Other Business – The Town Manager’s Reported that the position of Mechanic had been filled from within and the town was advertising for a 50/50 position. Dennis Douglas, Code Enforcement Officer, and Chief Brooks, Chief of Police both gave the monthly Department Head Report.

That ended the meeting side of it and then the Council went into a Workshop on Solid Waste Disposal. Liza Ward and Ryan Leighton provided some statistics on Curbside Service and Pay-as-You-Throw. No decision was reach and more information was needed on other options.

BDN: How LePage’s public reaction to the Paris terrorist attacks evolved

Good morning from Augusta, where we’re on the heels of another whiplash day brought to us by Gov. Paul LePage on two fronts.

First, as reported by the BDN’s Michael Shepherd, there was the issue of Syrian refugees (here’s your soundtrack), which was ignited with a statement by President Barack Obama that the U.S. should prepare to accept some 10,000 Syrian refugees over the next year. LePage and his staff released this week’s radio address at about 1:40 p.m., which called that plan “irresponsible.”

Meanwhile, several Republican governors started to say that their states would not accept the refuges. At 4:30 p.m., LePage announced in a press release that he would join with those governors in condemning Syrians coming to Maine because “at least one of the attackers [in Paris] was a Syrian refugee.”

In a clear display of his disdain for the office of the President and the united States as a whole, Barack Hussein Obama, in detailing his lack of strategy for dealing with the Islamic State, said that he was not interested in "pursuing some notion of American leadership or America winning."

SALARIES IN LISBON

Around the country, there is a debate about raising the minimum wage to $15.00 per hour. Lakecha Jackson is a fast food worker in Detroit who believes that she should receive the same wages as a paramedic. Can you image the cost of a Big Mac or Whopper if the minimum wage is raised to $15.00 an hour?

Everywhere else in the country, with the exception of Lisbon, Maine, an employee is compensated for the work they do. In Lisbon, it is not necessary to honor “condition of employment” or to have credentials necessary for the position held.

In September 9, 2002, Chief Galipeau was offer a position of Lisbon Fire Chief and one of the conditions of employment reads and I quote “Continue progress towards an Associate Degree”. It is now November 16, 2015 and Chief Galipeau has not completed his Associates Degree. I am going out on a limb here and say from my prospective; Chief Galipeau has failed to meet this condition. In thirteen years, Chief Galipeau has failed to obtain an Associate’s degree in Fire Science.

Chief Galipeau has additional qualifications to maintain his firefighter status and it is my understanding that he has not kept up on these qualifications also. It makes no difference in Lisbon if you have the credentials necessary for the position because the taxpayer are still paying Chief Galipeau $67,413.00 according to the 2015-2016 budget.

Talk about fraud, waste and abuse of taxpayers money, this is one of two prime examples. The other is Ryan Leighton, Superintendent of the Sewer Department, who has a Grade 2 level qualification and the Waste Treatment Plant requires a Grade 4 to operate the plant. Ryan Leighton needs to be a Grade 4 in order to operate the Waste Treatment Plant. It is a fact there are qualified personnel doing the job but Ryan Leighton is the Superintendent and should be knowledgeable in order to supervise these individuals. Ryan Leighton is receiving a salary over $80,000.00 plus for being the Superintendent and the Public Works Director.

The residents and taxpayers of this community deserve to have the best qualified individuals in the top positions such as department heads for their money. These two individuals are both department heads and do not have the credentials to supervise and operate these departments.

The Town Manager can put these two on notice that they need to obtain necessary credentials; provide them a years to obtain them and if they do not obtain the credentials; then their salaries will be reduced accordingly.

It is about time these salaries in this community are more in line with the jobs being performed. Individuals should only be paid for the duties they perform. Receiving pay for work not performed is fraud, waste, and abuse.

The salary Ryan Leighton was receiving as Town Engineer was moved to Public Works instead of being reduced since the State of Maine told the town he was not a Licensed Professional Engineer. The town eliminated the position but did not reduce his salary.

The town is facing a financial crisis and these outrageous salaries need to be adjusted according to only the work being performed.

Following Friday evenings attacks in Paris, Barack Hussein Obama stepped in front of the mic to once again cover for Islam. "I don't want to speculate at this point in terms of who was responsible for this."

Well, why not Hussein? Several witnesses said they heard some of the men shouting "Allahu Akbar!" There is only one ideology that utters such blasphemy before engaging in the murder of the infidels, just one… Islam.

"I'm sure that in the days ahead we'll learn more about exactly what happened, and my teams will make sure that we are in communication with the press to provide you accurate information," Obama said. "I don't want to speculate at this point in terms of who was responsible for this. It appears that there may still be live activity and dangers that are taking place as we speak. And so until we know from French officials that the situation is under control, and we have for more information about it, I don't want to speculate."

GOPDD: Explosions everywhere! Paris attacker arrested says, ‘I AM FROM ISIS’ as Paris closes borders

There has been a horrific terrorist attack in Paris. I have friends and clients there and am trying to stay on top of this. 60 are dead and 100 hostages have been taken. France has closed her borders and the military has been deployed. France and the UK are on high alert for more attacks. The hostages are being held at a stadium where an American heavy metal band had been playing. I believe it was Eagles of Death Metal from Palm Desert. Hollande has directed all Parisians to stay home and off the streets. There is a curfew in effect. ISIS was quick to applaud the attacks on Twitter. There were at least three explosions at the Stade de France in Saint-Denis. Attackers were executing people with AK-47s. There were three separate attacks. Our prayers are with the French this evening. The world is on fire and I am sure this is a coordinated attack by ISIS.

Paris (CNN)Dozens of people are reported dead after a series of what appear to be coordinated attacks across Paris late Friday. A hostage situation is continuing at a concert hall. CNN will update this story as information comes in:

• French President Francois Hollande, in an address to the nation, said he had declared a state of emergency, meaning borders will be closed. “We have to show compassion and solidarity and we also have to show unity and keep our cool. France must be strong and great,” he said.

• The Paris prefecture of police is instructing residents to stay home. The prefecture said via Twitter that people should stay inside “unless there’s an absolute necessity.”
• French authorities have launched a terrorism investigation, Eric Pelletier, a reporter with Le Pariesien, tells CNN Paul Cruickshank. There has been no official claim of responsibility, though ISIS has applauded the attacks on Twitter, Cruickshank reports.
• “This is an attack not just on Paris, not just on the people on France, but an attack on all humanity and the universal values we share,” U.S. President Barack Obama said at the White House. He called the attacks an “outrageous attempt to terrorize innocent civilians.”

• At least 60 people have died in the attacks, CNN affiliate BFMTV reported.

• At least six shootings took place in Paris and three explosions took place at the Stade de France in Saint-Denis late Friday, CNN affiliate BFMTV said. Two or three gunmen entered the Bataclan concert hall while opening fire on law enforcement, BFMTV reported. A source earlier told CNN there were six to eight hostage takers, citing a person they were talking to inside the venue.
• Paris police tell CNN there were three attacks. Attackers reportedly used AK-47 automatic weapons.

GOPDD: Keep an Eye on Your Mail – If You Receive a Check from Walmart, Here’s What It Means

Tis the season to rip people off. This is a mystery shopper scam that has been around at least a couple of years now. You receive a letter supposedly from Walmart giving you directions and a check. Once you deposit the check, they drain your bank account. It’s evil and I’m not sure how they are able to drain your account once you put the check in the bank, but evidently they can. I wonder how many people have fallen for this? Most people don’t have much and having what little they have stolen from their account is utterly devastating to them and their loved ones. Especially during the holidays. Crime is bad enough, but preying on those who have the least is just despicable. Whatever you do, don’t deposit one of these checks if you get them in the mail. If you do, pick up the phone, call the authorities and report it.

GOPDD: IOWA: Knoxville City Council voted to remove a Veterans Memorial because the cross on it offended some people

So, on Election Day, Knoxville residents voted to remove something of theirs – the City Council members who voted to take it down.

Breitbart On November 2, the city council in a small Iowa town voted to remove a temporary memorial to fallen soldiers from a city park. The memorial was removed because an outside group complained to the city that the memorial featured a Christian cross. Only a day after the council voted to remove the memorial, the town voted to remove the council members.

Based on the complaint of a single citizen of Knoxville, Iowa, the anti-Christian group Americans United for Separation of Church and State swooped down on the city with a threatening letter, demanding that the town council remove a temporary display to veterans that had been placed in the city’s Young Park.

RECAP TOWN COUNCIL MEETING – NOVEMBER 10TH

Last night’s Town Council meeting was uneventful. This is a summary of what took place. Under Council Orders, Resolutions, & Ordinances:

1. School Capital Reserve Request – This was for a sidewalk between Route 196 and the Middle School. There is a batch area included in the request. The Council approved the request by a vote of 7-0 not to exceed $18,000.

2. Steco Trash Trailer Repairs – The Council approved this for $3,600 by a vote of 7-0.

3. Winter Sand Bids – The Council approved the Copp Excaving bid of $5.24 per yard by a vote of 7-0.

4. Natural Gas Fuel Bid – This was approved by the Council by a vote of 7-0.

5. Pierce Apparatus E-1 Refurbish Bid Award – The Council approved the bid from Pierce for $55,370 by a vote of 7-0.

6. Pierce Apparatus E-6 – The Council approved the bid from Pierce for $79,645 by a vote of 7-0.

7. Emergency Operation Plan – The EMA Director presented the initial plan and it was adopted by the Council by a vote of 7-0.

8. FY15 Homeland Security Grant Acceptance & Memorandum of Understanding (MOU) – The Council approved the acceptance of the following funds by a vote of 7-0:

Public Works - $1,077.00 Police - $4,388.00 Fire - $1,120.00

9. 2015 Bullet Proof Vest Grant & Use of Forfeiture Funds – The Council approved the grant award of $4,269.36; use of Forfeiture funds not to exceed $4,418.64 and to purchase the vest from Atlantic Tactical in the amount of $8,688.00.

10. Request to Apply for K9 Vest Grant – The Council approved to have Chief Brooks apply for this grant by a vote of 7-0.

11. Request to apply for 2016 OUI Grant – The Council approved to have Chief Brooks apply for this grant by a vote of 7-0.

Under Other Business – Town Managers Report – The Opening Ceremony for the new Dollar General is scheduled for Saturday. Also, Chief Galipeau and Mark Stevens gave presentations for their departments.

Under Appointments – The Council appointed Mrs. Hillary Kuhl to the Library Governing Board by a vote of 7-0. Also, the Council appointed approximately 8 individuals to the Firing Range Ad-Hoc Committee. I did not get all the names.

GOPDD: OUTRAGE: Mother of murdered Chicago boy, 9, buys new car with go-fund-me money

The mother of a murdered 9-year-old Chicago boy is fighting back against accusations that she used online donations meant for her son’s burial to purchase a new car.

Karla Lee, 26, admitted using the money donated through GoFundMe to buy the car, but said her son would have wanted her to be safe and a car helps, Fox32 reported Saturday.
