The Obama administration has been shipping historical artifacts to Iran since last year as part of a secret détente that also included a taxpayer-funded payment of nearly $2 billion, according to a letter written by the State Department and exclusively obtained by the Washington Free Beacon.
Obama administration officials engaged in secret talks with Iran between June 2014 through at least January 2015 over a series of legal claims leveled against the United States by the Islamic Republic, the State Department disclosed in its letter.
“These discussions led to the settlement of claims for architectural drawings, which are now in the Tehran Museum of Contemporary Art, and for fossils, which are now in the possession of Iran’s Ministry of the Environment, and the parties also discussed the possibility of broader settlements,” the State Department wrote, in response to an inquiry launched in January by Rep. Mike Pompeo (R., Kan.).

GOPDD: Is The US Doomed to Making The Same Mistakes As Europe?

Security officials have told the Associated Press that the Islamic State has trained at least 400 attackers and sent them into Europe as sleeper cells ready to carry out terror attacks.
“The network of interlocking, agile and semi-autonomous cells shows the reach of the extremist group in Europe even as it loses ground in Syria,” the AP reports.

THIS IS NOT ANDROSCOGGIN COUNTY DISPATCH!

Several years ago, someone, who shall remain anonymous, sold the Town Council and the people with the idea that the Lisbon Communication Center functions the same as Androscoggin County Dispatch. As a result, the taxpayers have been paying for our Communication Center with tax dollars thinking this was true. When in fact, it is a myth created to satisfy one man’s ego.

There are incredible differences in these two units. The first difference is that the Androscoggin County Dispatch is a Public Safety Answering Point (PSAP) which receives all emergency 911 calls whether by cell phone or land line. In order to track and support these calls, the Maine Public Safety Department issued the Androscoggin County Dispatch a NEXGEN 911 system. The Lisbon Communication Center does not receive emergency 911 calls DIRECTLY and are NOT a PSAP so they do not have this system.

The second and more important difference is that Androscoggin Country Dispatch has state trained 911 operators to better support the residents of Androscoggin County. These 911 operators are also trained as Emergency Medical Dispatchers. The Lisbon Communication Center personnel are neither trained as 911 operators by the state nor are currently qualified as Emergency Medical Dispatchers. This is a critical distinction in an emergency situation. Androscoggin County Dispatchers are highly qualified to provide the best support in an emergency situation to the people of Androscoggin County not Lisbon Communication Center.

The Lisbon Communication Center functions in an emergency situation by dispatching OUR First Responders after the Androscoggin County Dispatch has notified them of an emergency situation by relaying the information. This is an unnecessary step in the process of saving lives and property but is required because the Town Council mandates it. Previous Town Council’s determined that letting Androscoggin County Dispatch notify OUR First Responders directly would speed up the process and save the taxpayers significant tax dollars (well over $100,000 annually). However, Chief Brooks put on a dog and pony show and the Town Council voted to stop the effort of working with the Sheriff’s Department to have the Androscoggin County Dispatch provide ALL Lisbon’s emergency services directly.

This year the taxpayer’s are going to be forced to pay approximately $363,102.00 to operate the Lisbon Communication Center with personnel that are not qualified as state approved 911 Operators or currently qualified as Emergency Medical Dispatchers so what are we paying these individuals for? Simply put “Communications Specialist”! Once they are notified of an emergency situation by the Androscoggin County Dispatch, they notify OUR First Responders.

This process could be streamlined and would be much more cost effective by simply having the Androscoggin County Dispatch notify OUR First Responders directly.

2017 Budget Idea # 3

A few weeks ago I attended a Council Workshop that discussed giving Lisbon's two top Law enforcement officials a special severance package.

This package included paying for their retirement health insurance until they reached Medicare age (65). At this workshop Chief Brooks gave a presentation that sold this package as a cost savings to the taxpayers of Lisbon. He said that they wouldn't be filling the Lt.s slot thus saving taxpayers well over a hundred thousand dollars over the following three years.

Today a few weeks after his cost saving presentation the Chief submitted his 2017 budget request that includes over $61,000 dollars in increased spending.

Did the Chief misspeak at his presentation or did he ever have any intention of cutting the Police Department Budget? Or is this the Chiefs way of punishing the town for not giving him the second retirement that he wanted.

I do not know the answer to these questions but the one thing I do know is that a $61,000 thousand dollar Police Budget increase is not a savings to the taxpayers of Lisbon.

How can any Police Force justify this massive increase when

The national inflation rate is basically flat.
The crime rate has been going down for over 20 years (FBI) we need less police due to less threat.
The Chief just told us they would be eliminating a high level police slot in Lisbon's Police roster.

We need to cut police spending not increase spending.

Call your Councilors and let them know your thoughts.

RECAP TOWN COUNCIL BUDGET WORKSHOP – MARCH 22ND

Tonight was the first round of budget talks for the 2016-2017 Municipal budget. Three Department Heads presented their budgets to Town Council for consideration. Keep in mind, these figures I am about to present to you represent the budget as of tonight and hopefully will change before the final budget is approved. The following are the figures for the three departments presented tonight:

Library – The Library is asking for an increase of $19,838.00.

Police Department – The Police Department is asking for an increase of $61,023.00.

Animal Control – The Animal Control is asking for an increase of $2,992.00.

Communication Center – The Communication Center is asking for an increase of $22,026.00.

Fire Department – The Fire Department if asking for an increase of $9,173.00.

If you add all these increases up and my calculator is correct; the total is $115,052.00. This is just the first three departments so you can see the Councilors have a lot of work to do.

These meetings are open to the Public so now is an excellent time to voice your concerns before the budget is approved and it is too late. Think about what these figures mean to you in relation to your next year’s tax bill.
