“GOOD OLD BOYS” OR COUNCILORS

On October 6, 2015, the community got a real good look at what we have for (fake) Councilors. A review of the minutes provided a clear picture of the nature of Bickford, Metivier, Brunelle and Crafts and it is not pretty. This was the day, these individuals put a stop to the consolidation of the Lisbon Communication Center with the Androscoggin County Dispatch. This alliance would have saved the town over $190,000.00 per year.

The room was full and everyone had questions. Most of these questions were simple ones that could have been answered by Chief Brooks, Sergeant Moore, Mr. Frederick Stacy (Former Dispatcher) or I. During my tenue at the NAS Brunswick, I was tasked with connecting all the computers securely on both the Unclassified and Secure networks. My team and I had to develop and design the entire project and then made it worked. So, I have knowledge in this area and that makes me a subject matter expert (SME). The questions being asked were normal questions asked by individuals unfamiliar with the environment. However, no one was given the opportunity to answer any questions.

The only questions that needed to be asked were (1) How much are we going to be saving per year? (2) How long will the project take? (3) How is this going to impact my life? Because the residents have never worked in this area and have little to no experience in this field; they should have left it up to the professionals instead of asking minor questions like are you going to use “dark fiber”? The resident only need to know that the solution provided was going to be secure. However, many residents are the Town Council for a Public Hearing to get their questions answered.

I have no objections to a Public Hearing as long as it includes members of the Androscoggin County Dispatch to answer technical questions about their system. I have been in contact with them and they are willing to come and answer questions. Lisbon is the ONLY community that is not serviced by a Public Safety Answering Point (PSAP). What this means to you is that under the current system when you call 911 for help; that call first goes to Androscoggin County Dispatch and then they HAVE to call Lisbon Communication Center before any First Responders are dispatched to the scene. All the rest of the County and the state; First Responders are dispatched to the scene by Public Safety Answering Point (PSAP) operators immediately instead of trying to notify Lisbon Communication Center prior to the dispatch of First Responders. Lisbon Communication Center is an unnecessary middle step. Stop to think about the time lag when Androscoggin County Dispatcher cannot reach anyone of 353-2500 because the line is busy. This has happened several times. There should be NO middle step. Our First Responders should be immediately dispatched to the scene upon receipt of the 911 call.

The motion to stop this consolidation was made by Councilor Bickford and seconded by Councilor Metivier. These two Councilors heard the people ask for a Public Hearing. There are no questions that having Androscoggin County Dispatch provide dispatching service to the community will save a considerable amount of money. So why is it that these two individuals, who are the Chairman and Vice-Chairman of the Town Council NOT asked any questions of the Androscoggin County Dispatch or setting up a Public Hearing for the people. Why have they done nothing to move this along since October 2015? Here is a proven situation where the town can reduce our operating cost and they are not doing anything. They are protecting the Lisbon Communication Center because the “Good Old Boys” network does not want to close the Communication Center.

Councilors should be looking for ways to reduce our operating cost which will lower our taxes. Lowering our taxes should be the number one priority of each Councilor.

RECAP TOWN COUNCIL MEETING – SEPTEMBER 6TH

The first thing I must do is apologize for the delay in getting this information out to the people. This is an extremely hard and discouraging recap. I am going to present just the facts here and will follow this up with the disgusting and shameful actions of three fake Councilors.

Under Appointments – Effective this month, Mrs. Lydia Colston will be the Lisbon Finance Director. She is currently a Senior Accountant/Senior Auditor with Otis Atwell in South Portland. She is a graduate of the University of Maine as Magna Cum Laude with a B.S. in Accounting.

Under Public Hearings –

1.   CDBG Downtown Revitalization Grant Public Hearing – The ECD Director, Tracy Steuber briefed the Council on the benefits of applying for this grant. This grant is for $400,000.00 which the taxpayer will have to come up with $80,000.00 in matching funds.

2.   Loader Bond Issue, Road Bond Issue, and Charter Amendments – The Loader and Road Bond issues were briefed by Ryan Leighton, Public Works Director. The Charter Amendments were briefed by Diane Barnes, Town Manager.

Under Council Orders, Resolutions, & Ordinances –

1.   Dump Body Install – The Council voted 6-0 (with Dale Crafts excused) to approve $50,225.00 from Viking Cives of Maine.

2.   Huston Street Drainage – The Council voted 6-0 to award the bid of $85.00/LF to Longchamps & Sons, Inc.

3.   Request for Qualifications for Brownfields Qualified Environmental Professionals – The Council approved by a vote of 6-0 to solicit qualifications for Qualified Environmental Professionals (QEP).

4.   CDBG Downtown Revitalization Grant Submission – The Council approved by a vote of 6-0 to have the ECD Director to application for the grant.

5.   Authorize the issuance of up to $150,000.00 in bonds to finance a front end loader. The Council approved this by a vote of 6-0.

6.   Authorizing the issuance of up to $1,500,000.00 in bonds to finance road projects – The Council approved this by a vote of 6-0.

7.   Warrant for November 8, 2016 – The Council approved the warrant by a vote of 6-0.

8.   Set interest rate on overpayment & prepayment of taxes – The Council set the interest rate at 3% by a vote of 6-0.

9.   Write-off personal property tax – Muzak, LLC – The Council voted 6-0 to write-off the amount of $7.74.

10.         Sec 90-17 – Holiday leave Personnel Policy Amendment – The Council voted by a vote of 6-0 to approve the amendment.

11.         Route 9 Zoning – After a lengthy discussion and several motions and amendments the Council voted 5-1 with Councilor Kolbe voting against to add this to the Comprehensive Plan Review. However, Roger Bickford tasked the Planning Board to start work on the Comprehensive Plan now. I will be writing a separate article this weekend to explain what took place from by prospective.

Town Manager’s Report – Mrs. Barnes announced there will be a meet and greet our new Chief of Police Marc Hagan between 5:00-7:00 P.M. on September 13^th at the Lisbon Community School.

Clinton team is in lock-down over coverage “bleeding to the mainstream media.”
A report citing Clinton campaign aides and surrogates suggests that Hillary’s team is actively pressuring the mainstream media not to cover her ailing health, but to instead dismiss any questions over her coughing fits and stumbling as ‘a bunch of baloney’.
Following three major coughing spells in public over the last week, the mainstream media began to report on Hillary’s health, mostly spinning the situation in her favor, but still acknowledging the questions being raised about her physical fitness.
Speaking with The Hill, Clinton surrogate Jim Manley said that Hillary’s campaign is engaged in pressuring the media to back off reporting on the matter.

New York State Attorney General Eric Schneiderman, is letting the Clinton Family foundation break the law. According to NY State Law, Schneiderman is supposed to make the Clinton Foundation and Clinton Health Access Initiative (and all charities) publicly disclose the names of foreign governments and the millions they donate each year to the charities but he’s not doing it.
Law Newz reports that New York’s charity law clearly states: “Organizations that received a contribution or grant from a government agency during the reporting period shall include the name of each agency from which contributions were received and the amount of each contribution.”

The president nominated Abid Riaz Qureshi to become a federal judge for the U.S. District Court for Washington, D.C., on Tuesday.

“I am pleased to nominate Mr. Qureshi to serve on the United States District Court bench,” said President Obama. “I am confident he will serve the American people with integrity and a steadfast commitment to justice.”

THE BLAZE Hillary Clinton’s vice presidential running mate, Virginia Sen. Tim Kaine, attempted to explain Clinton’s use of a private email server on ABC News, but many of his responses seemed to contradict previous statements, especially FBI findings.

“She did make a mistake,” Kaine said. “She made it by deciding she wanted to use one device instead of multiple devices. She’s apologized for that. She said it was a mistake, and she’s learned from it.”

‘Crooked’ Hillary Clinton wore an ear piece in last night’s Commander in Chief Forum hosted by NBC and MSNBC. This was the first event where both Donald Trump and Hillary Clinton were invited to attend together. Each candidate received a short period with host Matt Lauer. It was expected that both candidates would provide unaided answers to the questions asked but it appears Hillary did not.

Donald Trump tweeted after the event his disdain for candidate Clinton using the ear piece which provided her a boost in answering questions. Trump tweeted “We can’t let Hillary get away with wearing an ear piece during tonight’s Veteran Forum”.

Hillary Clinton’s testimony to congress on Benghazi was rigged by her own staff.

The emails have previously outlined a campaign of collusion and corruption throughout the former first lady’s lackluster turn as Secretary of State. During that time, Clinton failed miserably to respond to an attack on the U.S. embassy in Benghazi, Libya, directly contributing to the deaths of several Americans. Now, leaked emails have revealed how Hillary was able to influence her own congressional hearing on the subject.

House Speaker Paul Ryan (R., Wis.) slammed the FBI on Tuesday for acting like “political operators” by releasing Hillary Clinton’s FBI report the Friday before Labor Day weekend.
“It’s like the most buried time you could put out stories. I’m surprised. I mean, I can’t believe they would do what is such a patently political move. It makes them look like political operators versus law enforcement officers,” Ryan told Wisconsin’s WRNJ radio station Tuesday morning, according to the Hill.
“The fact that they chose the Friday before Labor Day to put all this out there mystifies me as to why they thought that was a smart thing to do,” Ryan added.
The 58-page report released Friday by the FBI revolved around the bureau’s investigation of Hillary Clinton’s private email server and contained notes from its three-hour interview with the Democratic presidential nominee. The documents show Clinton used the phrase does not “recall” or “remember” at least 39 times during her FBI interview.

Right in the middle of her “Russia-Trump Conspiracy” lecture to reporters aboard her plan, she was forced to cut short her story by another “seasonal allergy” attack (odd aboard was is likely a heavily filtered air cabin), retreating to the safety of the front seats withe the reappearance of her African American ‘handler’ once again. Upon her return she explained that “we went back and checked and this happens to me every Labor day.” Which seems odd… one assumes that any ill-timed meeting of world-leaders will have to take place in a hermetically-sealed room from now on....

Hillary Clinton Starts Speech With Massive Coughing Fit: “Every Time I Think About Trump I Get Allergic”
Hillary Clinton had a massive coughing fit as she began a Labor Day campaign rally in Cleveland, Ohio. She had trouble speaking and thanking local elected officials and had to stop multiple times to cough and clear her throat.
Clinton’s voice did not return to normal for the rest of the speech.
“Every time I think about Trump I get allergic,” Clinton quipped.

“She had quite a coughing fit,” MSNBC anchor Ari Melber remarked. “That’s one of the worst coughing fits I have seen from her.”
