Last night's council meeting agenda contained several noteworthy items, such as the long awaited first steps toward forming an ethics panel and departmental reports. The core issue, however, was the council's proposed changes to the town charter. The council and town attorney insist that the changes are necessary to clarify certain issues and keep the town out of court.
The Lisbon Concerned Citizens and others spoke out about the changes. David Bowie, a former selectman and participant in the drafting of the present charter weighed in against almost all of the changes proposed. His feeling was that they were unnecessary and that most of the issues were covered by present law or could be handled by ordinance. No one who spoke during the public hearing on the proposed changes favored them in any way whatsover.
