The Maine Heritage Policy Center: Jinger Duryea named Chairman of MHPC Board of Directors‏

PORTLAND – The Maine Heritage Policy Center, Maine’s preeminent free-market think tank, announced today the election of Mrs. Jinger Duryea, president, C.N. Brown Company to Chair MHPC’s Board of Directors.

“Jinger will bring energy and enthusiasm to MHPC at a critical time for the state of Maine. Under her leadership, I am confident that MHPC will continue to grow and advocate fiercely for economic freedom,” said MHPC’s outgoing Chairman Peter Anania.

Anania served as Chairman of the Board of Directors from January of 2012 to October 14, 2014. Duryea joined MHPC’s Board of Directors in May 2007.

“MHPC could not have chosen a more capable Chair, in Jinger Duryea.  She is a successful businesswoman, a strong leader, and an eloquent champion of free markets. Duryea is the president of C.N. Brown Company, a South Paris, Maine-based family business that operates all Big Apple Food Stores and Red Shield Heating Oil locations throughout New England.  She has the distinction of having been the first female Chairman of the Maine Oil Dealers Association, and previously served on the Board of Directors of the National Association of Convenience Stores.

My name is Travis Blackmer. I am graduate student and researcher at the University of Maine. For the past four years I have been investigating the world of Municipal Solid Waste. I began as a Maine Waste Composition Study project leader in 2011. Hand sorting waste was not a dream of mine as a child, but it was an eye opening experience that led to a great dialogue with waste and recycling directors at the Maine Resource Recovery Association 2012 annual conference and the  2012 ecomaine annual Board Meeting. We presented a common theme: the effectiveness of Pay-As-You-Throw (PAYT) at limiting the waste stream.

The towns utilizing PAYT confirmed our views. Towns that did not have PAYT had a consistent question: where does the waste go? Looking at a handful of towns we saw that waste tonnages were cut in half on average, but only 1/4 of that waste reduction ended up in the recycling stream. For larger Maine municipalities, that is over 100 tons of waste that had (or would be expected to) evaporate.

That would be a major concern. If the idea behind PAYT is to reduce the waste stream, the public mistrust of the actual effectiveness would reduce town and citizens’ willingness to introduce PAYT. The negative behavior most associated with PAYT is illegal dumping. No widespread occurrences of illegal dumping were prevalent among PAYT communities. In multiple cases the offenders were identified by the waste contents and fined accordingly.  There are other behaviors possibly accounting for the waste stream lost tonnage. Finding commercial dumpsters, composting, purchasing products with less packaging, more reuse, and burning trash are among some of the behaviors households could take that may explain this phenomenon.

Our web survey looks to capture how households interact and perceive the waste stream, what behaviors households are making in response to PAYT, and their general attitudes towards how their waste stream impacts the outside world. I am looking to survey towns that both have PAYT as well as towns that do not have PAYT. The distribution of this link to places where people can notice it with a abstract explaining its purpose is vital. Your willingness to assist in my research would be greatly appreciated. “As Maine goes, so goes the nation?”  Then, why are we the last state to allow bear trapping and other cruel methods for ‘trophy’ killing (of) bears?  ‘Harvesting’, some call it.  We harvest pumpkins and wheat.  We kill bears.

 

Hunting is something, entirely, different.  It requires skill, knowledge and pursuit of prey.  There is no hunting in walking up to a restrained bear and executing it at point-blank range.

 

November’s ballot initiative is a no-brainer.  Please vote YES on Question 1 to protect our bears from these unfair ‘tools’ of baiting, trapping and hounding.  Maine does not allow these cruel methods for deer and moose hunting... why bears? 

 

Get it done; YES on 1 !  Let’s make Maine proud of us, not ashamed!

Have you ever wondered how to be responsible?  I mean as a citizen, neighbor or community leader.  I have some examples for you to evaluate.  First, we will look at being a community leader. 

Chief Brooks is the Chief of Police and as such is a figure to look up too.  Just after hearing the news that the Undesignated Fund for the town is at 7%, Chief Brooks asked the Town Council to borrow $53,292.00 tax dollars to Lease to Purchase two police vehicles.  Chief Brooks knows that according to our town Charter, the recommended level for the Undesignated Fund is 12.5%.

Last year, the town Leased to Purchase two 2014 police vehicles.  This makes nine vehicles in the police department inventory including two police vehicles that sit at the schools daily.  Of course, if we did not borrow money to Lease to Purchase these two vehicles this year and one of your cruisers does break down then Chief Brooks could pull one of these school vehicles to use until the town could repair or replace the downed cruiser.  Or Chief Brooks could have borrowed money for only one new cruiser and saved the taxpayers some tax dollars.

Remember back in October 2013, Chief Brooks announced that the town had received approximately $71,000.00 in Forfeiture Funds to be used strictly by the police department to enhance its performance.   At that time, Chief Brooks had several items on the Capital Improvement Plan to include police vehicles.  All of the items on the Capital Improvement Plan qualified for use of the Forfeiture Funds.  Chief Brooks elected NOT to use the Forfeiture Funds for any items on the Capital Improvement Plan.  Instead, Chief Brooks used the Forfeiture Funds for such items as three (3) assault rifles; a GPS; balls and a ball launcher for the K-9; a Glock Auto Model 23; 40 Cal Gen4 with 3-13 round magazines; new Tasers and Officer training just to name a few items.  If the items on the Capital Improvement Plan are necessary, why didn’t Chief Brooks purchase any of those items first and then fill in with some of the items he did purchase.  Could the reason be that Chief Brooks acted irresponsibly and wants the taxpayers to have to pay for these items on the Capital Improvement Plan, like the police vehicles?

So now let’s look at what followed.  During the budget process the Town Council never made any cuts in the police department budget even though they knew Chief Brooks had Forfeiture Funds that he could use in lieu of tax dollars.  Last Tuesday, the Town Council approved $53,292.00 for the Lease to Purchase two police vehicles. 

How is the town going to get back on its feet or stop raising our taxes if Chief Brooks and the Town Council continue to spend money the town does not have?  The Town Council needs to immediately stop borrowing and restrict all purchases to items the town has money for and an absolute need to immediately operate. The taxpayers cannot continue to be forced to pay increases in taxes every year for irresponsible spending.

I personally do not call any of this being responsible or a good citizen, neighbor or community leader.

Middle School Boys Soccer Results, 10/9/14, PWS vs Hall-Dale

The PWS Greyhounds demonstrated undying determination in a rigorous away bout with the Hale-Dale Bulldogs ending at 4-4. 

Bulldog offense struck early with the first goal by Alec Byron in the first minute of play. Greyhound Scott Smith #4 responded four minutes later feeding the ball to Striker Noah Austin #11 who fired in Lisbon first goal of the game. The half ended with two more Hale-Dale goals, Matt Albert and Avery Stewart each scoring. 

Lisbon returned after the break fired up, with strong plays from Jack Tibbets #8 and DJ Douglass #3 assisting two more goals by Austin three minutes after the whistle and then another with only seven minutes left of play to take the lead. 

Then with just under three minutes in the game Hall-Dale's Jared Roberts slipped a final goal in to end the well fought game in a tie. The [0-2-6] Greyhounds next game will be at home versus Cony, Thursday, October 16.

Recap Town Council Workshop and Meeting - October 7th, 2014

RECAP TOWN COUNCIL WORKSHOP & MEETING – OCTOBER 7^TH

Last night started off with a workshop in which Runyon Kersteen Ouellette (RKO) provided an excellent briefing on the results of the town’s annual financial audit.  It was extremely interesting and provided great insight to how the town stands as far as financially goes.

Next, the Town Council moved into the actual meeting.  The following is the recap.  The following agenda items under Council Orders, Resolutions & Ordinances were approved by a vote of 7-0:

Ch. 30 Recreation & Parks Article III, Park Regulations Sec. 30-81 thru 30-90 Chapter 2 Administrative IV. Div. 19 Parks Department Sec. 2-465 thru 2-500 (Second Reading).

Ch. 46 Streets, Sidewalks and Other Public Places Article I. In General Sec. 46.3 (Second Reading).

Amendment to Ch. 70-1 Definitions & Division 2 Groundwater and Wellhead Protection (First Reading).

Repeal Ch. 62 Site Plans Sec. 62-169 Signs (First Reading).

Amend Ch. 70 Zoning Ordinance Division 5 Signs (First Reading).

Repeal Ch. 91 and add reference to Zoning Ordinance Division 5 – Sign.

Authorization to apply for Friend of Maine Libraries Grant.

Cruisers Bid – Chief Brooks receive approval for two vehicles at $53,292.00.

Fraud Policy – Was approved.

Personal Property Tax Write-Off.  The Town wrote off $249.90 of Personal Property tax.

Authorization to enter support agreement for Cisco devices.  The approval was for $788.00.

Set date proposed for first Council meeting in November on 11/5/2014.

Schedule the proposed Meet the Candidates Night on 10/21/2014.

Also, the Council awarded $4,000.00 to Eaton Peabody to look into the Utility Operations Proposal by a vote of 6-0-1.  The one was Councilor Brunelle did not vote because he works for the Water Department.

As far as the Fuel Bid, the bids were rejected and the Council authorized the Town Manager to negotiate it because the prices change day to day.

Under Other Business – There was a lengthy discussion on hiring personnel for the Public Works Department.  The Public Works Director was going back and work with the Town Manager to resolve the number needed and how to pay for it. 

Upcoming Events – The ribbon cutting ceremony for the Track is 10:00 AM, October 18^th at the track.  The informational night for the public to learn more about the Energy Contract will be October 27, 2014 at 06:00-07:00 PM at the Lisbon Community School.

Self-Funding Energy Reduction Project

Purpose:

The Town of Lisbon and the Lisbon School Department have come together, to find a creative way to fund much needed infrastructure improvements to our facilities.  Through research, it has been found that many municipalities and school departments have utilized performance contracting with great success.  

Background: 

                        

In January, 2014, the Town of Lisbon and the Lisbon School Department selected SIEMENS Industries to complete a comprehensive energy audit. In May, SIEMENS provided recommendations and detailed calculations for Facility Improvement Measures for consideration. 

Performance Contracting:

Performance Contracting is an agreement between a building owner (Lisbon) and an Energy Services Company (SIEMENS) that identifies, designs, and installs energy related improvements that pays for the new equipment over time and guarantees their performance.

Benefits of Project:

There are benefits for the both the municipality and school department:

·         The project has 100% no risk to the Town or the school department, whereas, the risk of the project goes to SIEMENS,

·          

The performance of installed equipment is guaranteed. 

 Meaning, the energy savings from the new boilers, insulation, controls, gas conversions and ventilation improvements pay for the project,

·         Eliminates the need to go to  tax payers to pay for the improvements,

·         It is funded through a federally subsidized, Energy Conservation Lease Purchase, that saves the Town and the school department money over the term of the project; and,

 

·         If the Town or the school department were to have a shortfall in savings on the project, then SIEMENS is responsible for making up the difference in savings.
