President Barrack Obama bypassed congress and, by executive order, established the Council of Governors. It is made up of 10 hand picked Governor's that would be in charge of 10 sections of the country in times of national emergency. Governor-Elect Paul LePage tells Maine Web News that he does not plan to delegate his authority to the Council of Governors during times of emergency.
