On Tuesday night, you have an opportunity to voice your opinion on two critical Charter Change Amendments. I have outlined these Charter Changes below and hope you will take the time to read them very carefully. These changes are vital to the way this council conduct its business.
FINANCE COMMITTEE
The Charter Commission was clear on the fact that there had to be a Budget Advisory Board duly elected by the people separate from the influence of the council in order to maintain integrity. This has worked for many years but because the Budget Advisory Board unanimously voted against last years proposed budget they are now being disbanded. They are being replaced by a Finance Committee handpicked by the council. Where is the integrity? Where is the separation? This Finance Committee is nothing more than retaliation and a means to provide the council with sole power over our finances. This is NOT what our Charter Commission had in mind.

CHARTER CHANGES
In November 2011, the people were asked if they wanted to vote on the Municipal Budget and 2025 voters replied YES. This clearly demonstrated the people were tired of the excessive spending and the inflated salaries. This “No Confident” vote was sending a message to the council. So let’s look at how the council received this message. First, they raised taxes this year and second they granted the people their wish. The people can now vote not once but twice on the municipal budget but then the people have to accept the proposed budget by the council. This is a mockery of the system and clear retaliation for the “No Confident” vote by the people.
This council is elected by the people, who entrust our councilors to do what is best for the town of Lisbon and respect the wishes of people. In my opinion, the council has turned their backs on the people and their trust. This council should be ashamed of their actions by proposing these Charter Amendments and for wasting the people’s time and money. These Charter changes do nothing more than to cost this town additional money with a second vote. If the council does not stop the excessive spending and inflated salaries the people are always going to reject any budget put before them.
These Charters Changes are nothing more than an empty gesture and an insult to the people. There is absolutely no incentive to curb spending and inflated salaries. In November, if the people vote these changes down; it is going to mean this council is safe for another budget year. The correct solution was to allow the people to vote twice and then utilize last year’s budget. It is not too late to do this if the council has any integrity or desire to grant the wishes of the people.
