Saturday around noon time, I called the Lisbon Police
Department and spoke to the Dispatcher.
I asked “What was the procedure for applying for a Carry Concealed
permit?” The Dispatcher informed me that
I had to come to the Police Department and pick up the application. I informed him that I had several friends who
also wanted to apply for the Carry Concealed permits and asked if I could pick
up the applications for them. His answer
was YES.
I then drove to the Police Department and asked the
Dispatcher for six applications for Carry Concealed permits. The Dispatcher asked me if the other five
were residents of Lisbon and I answered YES.
The Dispatcher went to the filing cabinet, pulled out one application
and handed it to me. He informed me that
I would have to come back on Monday for the others because there were no more
applications in the filing cabinet.
After I left, I contacted one of my friends and informed him
as to what had taken place at the Police Department with the Dispatcher. Later that night, the same friend called me
and informed me that he had gone to the Police Department and a different
Dispatcher gave him a Carry Concealed permit application and asked how many
more he needed. By the way, he called my
friend by name.
This situation confirms two very disturbing facts. The first is there are two types of citizens
in Lisbon. One is a member of the Good
Old Boys club and the other is not. I am
not a member of the Good Old Boys Club.
Second, the Dispatcher I dealt with has adopted the persona of his boss,
the Chief of Police.
