The picture has that backwards. In history, when a large government sees an opportunity of wealth acquisition, natural resources, and an easy mark, they move to take it all.
Now if that starts with a token $1 given, to snatch $100, they sometimes play that one out.
More than likely, they vanquish and then assimilate. Now if we are lucky, they may just stumble across a planet with an advance being population who look at government as a rampant virus and do us all a favor of showing us how to eradicate it, or if we are real lucky, do it for us in a blink of our and their eye.
