Lisbon Town Office
FIM- 1 Lighting
The majority of the lighting scope is replacing linear T8 fluorescent fixtures with newer generation more efficient lamps, while also replacing the ballasts with new low powered ballasts.  LED lighting is also being installed in certain locations (mostly exterior and recessed can lighting fixtures). There will be wall mounted occupancy sensors also installed and where applicable vending misers to be installed on the current snack machines.
FIM-2 Building Envelope
                       
Scope of Work:
6          Single Commercial Doors to be weather-stripped
2          Double Commercial Doors to be weather-stripped
2          Roll-Up Garage Doors to be weather-stripped, 68 linear feet
Note:  Building currently has an incomplete air-barrier, poly sheathing with fiberglass batt and blown fiberglass above to a thickness of 3’ in most locations

Scope of Work:
Bathroom fixtures offer good water saving opportunities because many of these fixtures can be retrofit to reduce the amount of water consumed per flush (toilets and urinals) or per minute of use (sinks and showers). Reducing sink and shower water usage also saves the thermal energy used to make hot water

FIM 3- Automation Enhancements
The Scope of this measure is that a new direct digital control system be installed to provide automatic control to the 4 existing AHU’s and HW system pump.  The new system will improve the building engineer's ability to maintain comfort for the occupants and staff.  The following summarizes the building automation system controls:
·         The heating hot water pumps and the boilers will be enabled and disabled based on the demand for heating.  The operation of the pumps will be proofed and alarmed when failure occurs.  In the heating plant, the boilers will be sequenced to maintain a hot water supply temperature reset by outside air temperature.
·         Implement HW reset programming
·         The optimal start/stop and scheduling programming will be incorporated into all the systems.  These schedules will be software adjustable, via a web based portal so that the engineer can adjust the schedule to the changing needs of the building through the central operator station.
·         This new controller would require an IP address and network Jack, by owner.
·         Includes installation of Boiler isolation valves to separate the boiler circuits.
·         This measure also includes on-site training for the Building Engineers

FIM-4 Roof Replacement
            The scope of this measure is to replacement of the valleys using the following specification:

·         All work will be completed in accordance with applicable OSHA safety standards.
·          Mobilize for project in area shown on enclosed roof drawing (see exclusions).
·          Remove the existing shingles 6’ wide in all highlighted valleys.
·          Install a fiberglass-reinforced underlayment over the exposed deck.
·          Install new 3’ wide metal in the valleys.
·          Strip in new valley metal with 6” ice and water shield.
·          Install new shingles to achieve open valleys as required (shingle color to match existing shingles as closely as possible).

3          Windows to be caulked at perimeters, 58 linear, remaining original windows
12”      Diameter gravity vent in skylight should be sealed if not currently sealed, roof was not accessible
Note:  Northwest corner of the roof requires drip edge and fascia replacement, to avoid further water damage to structure.

FIM- 4 Programmable Thermostats
The Scope of this measure is to replace the existing thermostats with programmable thermostats with day/night scheduling. This will set back the building during unoccupied heating and only heat based on occupancy.

FIM-5 Roof Replacements    
The scope of this measure is to completely replace the existing roofing materials with a fully-warranted, insulated membrane roof system using the following specification:

·         All work will be completed in accordance with applicable OSHA safety standards.
·          Mobilize for project in area shown on enclosed roof drawing (see exclusions).
·          Remove the existing roofing materials down to the deck.
·          Remove existing skylight and install new wooden deck in area (interior work by others).
·          Install new wooden nailers at perimeters as required.
·          Install one layer of 2” polyisocyanurate insulation, mechanically fastened into the deck with roof system manufacturer approved screws and plates.
·          Fully adhere a .060” EPDM membrane, manufactured by Carlisle SynTec or Firestone Building Products, to the new insulation.
·         Install new 24 gauge steel edge detail at all perimeters (color by owner).
·          Install new flashings along all walls and at all roof penetrations per manufacturer's specifications.
·          Remove and replace siding, as required, to install new flashings along walls.
·          Install new vent stack boot at each existing vent stack.
·          Install new scupper and open faced downspout.
·          This work includes a 15-year limited membrane system warranty from the manufacturer.

MTM Center

2          Double Commercial Interior Doors to be weather-stripped
20        Beam pockets to be sealed in gymnasium (10 per side)
Note:  Building currently receives grants yearly for window replacement.  With the current grant estimate all windows should be replaced in the building within the next 7 years.  Gymnasium windows and doors are scheduled for replacement in the Spring of 2014.

FIM-4 Piping Insulation (distribution improvements)
The scope of this measure is to add insulation to the piping system at the MTM center. Some of the energy in a building’s heating distribution system is wasted through radiant thermal energy loss from a wide range of sources, including steam or hot water piping. Escaping heat can lead to uncomfortable temperatures in machine rooms and hallways or unnecessary heating of crawl space.  Installing insulation to bare piping in these areas conserves energy and reduces costs.

FIM-5 Burner Replacement/ Natural Gas Conversion
The scope for this measure will be to replacing the existing burner on the Buderus boiler with a Riello G900 Gas On-Off burner to convert the system to natural gas. To complete this conversion there will be some necessary code enhancements listed below:
o        Add combustion air- there is currently none
o        Upgrade the backflow preventer
o        Update the double acting barometric damper for natural gas

FIM-6 Automation Enhancements

FIM 7- Windows and Siding
The scope of this measure is to install new windows and siding at the Lisbon MTM center. It will include the following:
Main Building:
·         Remove 1,650 square feet of glass block walls and disposal
·         Infill openings with framing, R-25 insulation, exterior sheating and drywall on interior
·         Provide and install double hung window units to match existing
·         Install new vinyl siding and vinyl soffit to match existing
·         Install new aluminum coil trip to match existing
Vestibule area:
·         Remove wood panels and glass block walls in four areas
·         Remove old steel framed windows; repair mortar as necessary; infill openings with similar framing, siding and trim as above
·         Provide Harvey vinyl windows to match existing
·         Insulate wall sections; install 5/8 drywall; tape, sand and prime dry wall.

858      Square feet of 1” polyiso to be installed to the underside of the ceiling joists above the drop tile ceiling, to complete the air barrier in the gathering room portion of the building

FIM-5 Boiler Replacement/ Oil to LP conversion
The scope for this measure is to replace the old inefficient boilers at the office/lab building and the dewatering building to a higher efficiency Buderus LP fired boiler. With these boiler replacements the fuel source will be converted from Oil to LP gas.
