THE PEOPLE OF SABATTUS WOKE UP!!!

Last week in the Sun Journal, there was an article letting us know that the town of Sabattus has decided to utilize Androscoggin County Dispatch for their public safety answering point and emergency dispatch? This eliminates the delay of emergency services going through Lisbon Communication Center.  It also enables the County to directly dispatch First Responders thus saving time in emergencies.

 Androscoggin County Dispatch has experienced 911 operators whom are also qualified as Emergency Medial Dispatchers (EMD).  The EMDs gather critical medical information called Emergency Medical Code (EMC) for Emergency Medical Technicians (EMT) that allows EMTs to provide better service faster.  This provides patients with a much higher chance of survival.

 The towns of Lisbon and Durham still utilize the Lisbon Communication Center to dispatch first responder after they receive notification from Androscoggin County Dispatch receiving a 911 call.  This is cumbersome and causes delays at time especially when 353-2500 (Lisbon Communication Center phone number) is busy.  Any delay puts people at risk and is totally unnecessary.  By going with the Androscoggin County Dispatch ensures that qualified personnel are always on duty and that first responders are dispatched immediately upon receipt of the 911 call.  This eliminates all delays of any type.

 The Lisbon Communication Center has no one assigned to the communication center that is qualified as a 911 operator or an Emergency Medial Dispatcher.  This coupled with the fact the current system required the County to relay information to the Lisbon Communication Center causes a time delay.  Towns need to provide their residents with the fastest and best service available.

 The towns of Lisbon and Durham need to move their emergency services and public safety answering point to the Androscoggin County Dispatcher enabling quicker and better service to its citizens.

AUBURN — Sheriff Eric Samson raised the possibility Wednesday of three towns shifting their emergency dispatch services to Androscoggin County.

 

Samson advised county commissioners that he is cautiously optimistic about the new revenue stream and sought their guidance moving forward.

The county, however, would have to spend money upfront to upgrade its system, which could reach into the tens of thousands of dollars.
The availability of $21,000 from an Emergency Operations Center grant would help offset some of the initial costs, said Emergency Management Agency Director Joanne Potvin.
The three towns are Sabattus, Wales and Durham.
The Sheriff's Department has tried for the past few years to consolidate dispatching service in the county, with little success.

 In yet another bizarre twist in the fight to defend the 2^nd Amendment, something that could only come from the mind of a demented liberal has occurred in New Jersey.
Raymond Hughes is a corrections officer in the state of Pennsylvania, where he legally owns a firearm and even carries one for his government job. Earlier this February he was returning home with his wife from a concert in Atlantic City, New Jersey when they were in a car accident. When the police arrived Hughes told the officers that he had a handgun under his seat, and the police secured the gun as Hughes went off to the hospital. Now the state of New Jersey wants to charge Hughes with a weapons crime, meaning that the corrections officer now faces a minimum of 3 ½ years in a New Jersey prison!

The FBI was alerted after a large quantity of cell phones was purchased at several mid-Missouri Walmarts in the last week.

Early Saturday morning two “foreign speaking” men set off alarms after they entered the local Walmart store in Lebanon, Missouri and purchased 60 cellphones. The purchase was made around 4 AM in the morning. Police were called but released the men saying they didn’t have a legal reason to detain them.

WHAT IS A PSAP SYSTEM?

What is a Public Safety Answering Point (PSAP) system?  The PSAP receives emergency service request via land and cell phones.  PSAP immediately dispatch Fire, Police and Medical First Responders accordingly.  The PSAP system’s primary mission is to get First Responders to the scene as quickly as possible in order to save lives and property.

This system is utilized all over the United States and Europe.  The PSAP concept is proven to be the most effective method to get First Responders on site as quickly as possible.  In Maine there are 26 PSAP in 4 Regions.  In Vermont there are 4 PSAP’s; New Hampshire has 1 active and 1 non-active PSAP’s; Connecticut has 10 PSAP’s and New York has 11 PSAP’s.   As you can see the PSAP system is tried and proven to be the most effective to save lives.

If you had taken the time to read the first two references in the article “Why Are We Paying To Put Our Lives At Risk?” dated December 2, 2015, you should have a clear understand of the Public Safety Answering Point (PSAP) concept and how deviating from this system puts your life at risk.  Lisbon Communication Center is a deviation from the PSAP concept.  What it does is add an additional layer to the process creating additional response time to First Responders.  Instead of the First Responders being dispatched from the PSAP, the information is transferred to the Lisbon Communication Center first and then they are dispatched.  This additional layers cost the taxpayers roughly $350,000.00 tax dollars.  These funds would be greatly reduced if the PSAP dispatched First Responders.  Depending on whom you talk to the savings vary.  According to former Chairman Dillon Pesce it was approximately $190,000.00; according to the Town Manager Diane Barnes it is roughly $166,000.00 and I have it estimated at $366,000.00 of our tax dollars.  My estimate is $69,000.00 shy of one mil rate ($435,000.00).  Think about how saving close to a mil would do to your taxes?

The County was willing to work with the town to consolidate the Lisbon Communication Center with the PSAP to eliminate this problem.  Sheriff Samson had included $225,000.00 in his County budget for this consolidation.  This would have meant the County would have paid for everything; but Chief Brooks and his friends talked the Town Council into putting a stop to this project.  It is imperative this consolidation take place as soon as possible in order to save lives; our lives. 

Please call the members of the new Council and the Town Manager and let’s try and salvage this project.

This particular scam has been going on since at least last year. Someone leaves a $100 bill under your windshield wiper. It is typically fake. You walk to your car, open the door and start your car. If you are paying attention, you look up and see the money. Most people will get out and take the money from the windshield. They won’t want to look a gift horse in the mouth. However, this is what the criminals want. That split second when you get out of your car, leave the door open and the keys in the ignition is all they need to hop in and jack your wheels. ‘Tis the season to steal and thugs get more and more creative each year, so just be aware.

CAN YOU PUT YOUR FINGER ON THE PROBLEM IN LISBON???

I have tried for years to find out where the problem lies in Lisbon.  At first, I thought it was because our Councilors were brain-dead but I was wrong.  After performing an analysis of voting by the Councilors, I have determined that the Councilors are not being provided all the information necessary to make a solid decision on numerous issues.  I have narrowed it down to two Departments – Police and Public Works.

The Department Heads in these two departments do not provide the Council with complete information.  These department heads only provide the Council with information to arrive at ONLY the decision the department head wants.  These Councilors cannot come to any other conclusion based on the information provided. 

The Town Manager and the Town Council must insist these department heads present ALL the facts on the issue so that the Councilors can make an educated decision instead of getting only half of the truth.   A prime example of this is the Solid Waste Committee, Ryan Leighton, briefing the Council on the Pay-As-You-Throw (PAYT) option for the Transfer Station.  As you can see, by the postings on lisbonmaine.net and the Lisbon Reporter; there were many many issues left out of the briefing.  The lack of information can cause a good decision to turn bad.

Another example is the Town Council voting down the consolidation of the Lisbon Communication Center with the Public Safety Answering Point (PSAP) located at the Androscoggin County Dispatch.  There was no mention that this program is part of a 6100 primary and secondary PSAPs located in the United States.  The PSAP is part of the emergency services where the PSAP Dispatches First Responders in order to expedite response time.  However, this information has never been released to the Council or the people of this community.  The Lisbon Communication Center is an unnecessary additional procedure that delays response time.  This delay puts the lives of every person in Lisbon, Durham, Sabattus and Greene at risk.  This is another factor that is not known by the Council or the people of these communities.

The LisbonMaine.net and the Lisbon Reporter are dedicated to educating the community on issues.  These issues are normally brought to the Councils attention without providing ALL the information to the Councilors and the people.  In some cases, the people are asked to vote on issues without having all the information.   Councilor Garrison made a comment about only one option was presented and I agree but both Joe Hill and I have seen subjects being voted on without having all the facts.  Since our blog sites are dedicated solely to bringing ALL the information to the people, we will continue to provide facts to the community so when it comes before the Council for a vote, they and the people will have more information in which to make the right decision for the community.

It does not hurt for the people and the Town Council to be educated with ALL the facts available.
