The state is running a special program that offers a 90 percent break on penalties.
The Legislature is hoping to collect $9 million in previously uncollected revenue through a Tax Receivables Reduction Initiative, said Jerome Gerard, acting executive director of Maine Revenue Services.
The program, which runs Sept. 1 through Nov. 30, requires taxpayers who owe money to pay their taxes and interest, but waives 90 percent of the penalty." Read more>>

To The Citizens of the Lisbon Community
We are not here to belabor those facts. Our purpose has been, and will continue to be, to bring forth information that YOU the readers, the voters, the residents, need, to make better informed decisions. In the interest of that, sometimes it may seem unbelievable and other times humor has been interjected. We have worked diligently and decisively to bring forward factual information to our readers. That will continue.
With that said the following information pertains to information that we have gathered and corresponds to the immediate issue of just What Is Going On in Our Town.
By the time most of you local readers view this, Tues. night's Town Council meeting will have aired and some may still have questions. We are honored to present these facts and have all the documentation to back up what is said.
As most of you all ready know Lisbon's current Town Manager, Steve Eldridge, was the former Town Manager of Rumford. He was employed for a few years there (2005-2007). The Lisbon Town Council elected to oust Curtis Lunt as manager and appointed Chief of Police, David T. Brooks to ACT as interim Town Manager for a few months. The Town Council hired Mr. Eldridge into present position. Mr. Eldridge became Lisbon's current manager in January of 2008.
This week the Town Council and the Water Department got together for a work shop to discuss matters pertaining to "Electronic Data". Specifically software, Northern Data Systems and TRIO.
In our research we have learned that the Town of Rumford used TRIO software under the advisement of then Town Manager Steve Eldridge. But what no one has said, until now, is that for their application TRIO did not suffice in doing the job that needed to be done.
The following snipits are from Rumford's report on their accounting practices during fiscal years 2006 and 2007 ending June 30th of each year.
Fiscal Year Ending June 30, 2006
Findings-- Inter-fund transfers were not properly recorded and a proper audit trail was not maintained for these funds. The Transfer account was not used and the transfers were not clearly identified in either the "Appropriations Control Report" or in the "Revenue Control Report".
Findings-- The Town's trust funds are not properly maintained. The terms of the trust(s) and, therefore, principal balances are not adequately documented and, as a result, trust spending has exceeded the principal balance that is legally required to be maintained. This would be a legal breach of the trust agreement unless the spending represents internal borrowing. If such internal borrowing has occurred, there is no internal documentation to document it.
Fiscal Year Ending June 30, 2007
Finding:-- The Town of Rumford was not ready for its audit. The Town's financial statements and account balances were not completed at the close of its fiscal year. When the Town's personnel believed that the financial statements were ready for audit, in late August and early September of 2007, it was apparent that no one had read them. The balance sheet indicated that there had been a $13,000,000.00 loss during the year. The revenue and expenditure schedules had numerous instances of duplicate entries and there were numerous instances of entering revenues in expenditure accounts thus understating revenues and understating expenditure.
The final accounting entry adjustments were not made until May of 2008. The final taxes receivable balances were not provided until the end of November of 2007. The sewer tax commitment was not prepared and no sewer bills were issued. The bank statements were not organized. There was a lack of control of the inventory at the Town Garage. Finally, there was, or appeared to be, an attempt to conceal the existence of a contingent liability.
The following are recommendations for the Town of Rumford.
Recommend-- the Tax Collector's office computer(s) be disconnected from the Town's data base and/or computer. In this way the Town's financial statements will not be contaminated by work being carried out in the Tax Collector's office. This will, also, protect the Tax Collector's report and deposits from being contaminated by work carried out on the Finance Officer's, the Treasurer's, or any other office or departments' computer. The information delivered to the relevant municipal office from the Tax Collector's office should be done on paper and on digital media.
Recommend-- the Treasurer's office use stand alone computers, too. This will enable the Treasurer's office to perform its duties in a safe environment, free from contamination of other offices' work. Like the Tax Collector, the Treasurer's office will be able to make its reports to the Finance Officer on paper and digitally.
Recommend-- the Treasurer stop mixing or batching bank deposits. It would be better if the money delivered to the Treasurer by the Tax Collector or by any other office were deposited using a separate deposit slip without mixing it with money from other sources. In this way a clear audit trail can be maintained.
To explain it, TRIO is like using Windows 95- their is no safety net, transfers can be made without being traced. and NDS is like Windows Vista there are all kinds of safety nets. Everything is documented and traceable.
The Town of Rumford has incurred over $65,000.00 just this year to get things straightened out since using TRIO. And they do use it now because of all the money that was invested to get it to work. The Town was also forced to raise taxes to cover the minimum reserve account balance. As the Auditor and the State of Maine caught up to the errors made.
Now does any of this sound familiar?
Do you think Lisbon can afford to end up like Rumford?
We don't and you shouldn't either. It is time to make a Change. One for the betterment of Lisbon.
The November election for (3) known vacancies on the Town Council is coming right up. Petitions are available now for those interested in running in the elections. You may pick them up at the Town Clerks office. You only need to get 50 signatures to be placed on the ballot.
What are the Czars doing for their Money?
The fact is that depending on the particular Newspaper, we're at the mercy of the media, to get our feelings across.
The fact is, his Czars must be making millions of dollars that the people need. Has Obama read what is going on in Detroit and the food shortages their. While he's trying to be King, relentless in his pursuit of destroying our Health Care system, More and More people are wondering why they voted for him.
Anyway, what are the Czars doing for their Money? Please tell us Obama!

Dear Senator Bayh,
As a practicing physician I have major concerns with the healthcare bill
before Congress. I actually have read the bill and am shocked by the
brazenness of the government's proposed involvement in the
patient-physician relationship. The very idea that the government will
dictate and ration patient care is dangerous and certainly not helpful in
designing a healthcare system that works for all. Every physician I work
with agrees that we need to fix our healthcare system, but the proposed
bills currently making their way through congress will be a disaster if
passed.
I ask you respectfully and as a patriotic American to look at the following
troubling lines that I have read in the bill. You cannot possibly believe
that these proposals are in the best interests of the country and our
fellow citizens.
Page 22 of the HC Bill: Mandates that the Govt will audit books of all
employers that self insure!
Page 30 Sec 123 of HC bill - THERE WILL BE A GOVT COMMITTEE that decides
what treatments/benefits you get.
Page 29 lines 4-16 in the HC bill: YOUR HEALTH CARE IS RATIONED!
Page 42 of HC Bill:The Health Choices Commissioner will choose your HC
Benefits for you. You have no choice!
Page 50 Section 152 in HC bill: HC will be provided to ALL non US citizens,
illegal or otherwise
Page 58 HC Bill: Govt will have real-time access to individuals finances
and a National ID Health card will be issued!
Page 59 HC Bill lines 21-24: Govt will have direct access to your bank
accounts for elective funds transfer.

bills you and your colleagues are debating.

the country and destroys the doctor-patient relationship, I will do
everything in my power to make sure you lose your job in the next election.

so many more dangers that only qualified medical people "might" be able to
understand. What is the experience of your group to set standards for
medical care? The ones that could help you are the ones being crucified by Obama
and Pelosi, and The Insurance Company experts. With a panel including the
medical profession, they could help lead the blind, which all of you are.
It's amazing you, and your committee members would get involved in something that
could lead to deaths in the future. Don't retire if you want to retain your
immunity. Are there any Actuarys in your study group?
How can you possibily do this without knowing the statistical probabiliy of the ultimate costs.
Insurance companies won't insure people that are already cancer filled, since they have
not set aside funds for that contingency, they'll go Bankrupt.
Are you kidding?
That would be nice to be able to carry no Insurance until you get
terribly ill but have never contributed to the system, in any way.
Anyone that has paid would see their cost explode. We have all these Ivy League graduates ,
very brilliant but what they don't teach, is "Common Sense". They no
nothing about mortality rates, medical statistics; as one man stated at
Spector's Town Meeting "Leave us Alone".
Come up with a program for those $45,000,000 and insure them! You take care of the Illegals, those that don't
want to pay, and the unfortunate who have lost their coverage or just can't
afford it.
Why involve the rest of the "United States of America"

**Reminder** Town Council Workshop with Water Dept To Air Tonight
The meeting gets a little heated and more facts are brought forth for the citizens to digest.
Apparently the Water Department and the Town are at odds as to just What is the best interest for the citizens. Seems the reason that the sewer bills are late this year is that when the town switched Information software over from Northern Data Systems (NDS) to TRIO issues arose with being able to access history on accounts. Many meetings took place and our elected water commissioners agreed to stay with NDS, as they have been, and not go with the more costly less useful TRIO program.
The Town can't issue the sewer bills because the readings are needed from the Water Dept.
The Water Dept. presents a more realistic picture as to what really is going on.
Watch and listen to the dialogue. It is about 2 hours worth of more information as to Just What Goes On.
A cold drink and a large popcorn are in order.
Mrs. Hawks that speaks at the end of the workshop and complains about the Water Dept.'s Issue of not having any water in her toilet because of a service line change was personally handle by Bill Bauer. His finding yesterday was "her water valve under the toilet was turned off". And the water dept. never went into her house during the service line change in the street.

Greenpeace Leader Admits Arctic Ice Exaggeration
Gerd Leipold, the outgoing leader of Greenpeace, admitted that his organization's recent claim that the Arctic Ice will disappear by 2030 was "a mistake." Greenpeace said in a July 15 press release that there will be an ice-free Arctic by 2030 because of global warming. BBC reporter Stephen Sackur on the "Hardtalk" program pressed Leipold until he admitted the claim was wrong.

A judge ordered Google to release the identity of a blogger who trashed Vogue cover model Liskula Cohen on an anonymous blog called "Skanks in NYC," so Cohen can file a defamatory lawsuit against the author.

Lisbon You Can Remove The Partisan Effects Of Your Town Council Form Of Government

Here's how to get rid of the 'special interest' groups activities during the controversial budget season. And I won't get into the particulars of that topic as we are well aware of what happened. If not, for those that want to learn more. You may go to the town's website and read some of the minutes from past meetings.
So with all the talking and blogging that has been done, once you sort through all the 'hot air' the solution to the whole problem is you. YOU, the town's people. YOU have the power to make Lisbon a better place. We don't need blogs, newspapers, TV or even a dysfunctional Police Chief to do it. The easiest thing for anybody to do is point out all the bad that goes on. That is a part of making things better. If you don't realize what is wrong or you don't even suspect things could be better how can you offer ideas to correct them. SO here is an Idea that with a little effort on YOUR part has the potential to remove all issues with whom sits on the Town Council. Why let seven people decide the fate of rest of the taxpaying citizens? Bring the Annual Budget of the Town to the Vote of the People. This would also save the issue of going back to Town Meeting form of government. You are already voting on the school budget, thanks to the Consolidation Issue. The town's people have voted on that budget for the last two years. So why not continue the exercise for the town side. Let the voter's say yes, no, too high, or too low. Leave the Town Council to handle the other issues. Now How Do You Do It? The Town Charter will have to be changed. How does it get changed?
First (5) citizens have to come forward and be responsible enough to take out a petition and see it through to the end. Remember last year when the Lisbon Concerned Citizens formed and took out the petition to remove Norma Wells? The weather is very nice now to collect signatures making now a more formidable time than later on.
Once enough signatures are collected to satisfy the requirements, it is then presented to the Town Council for ratification, then on to the people to vote on. The Town's people will decide if it has merit by a secret ballot vote, i.e. voting booths. Then the charter can be changed to mandate that the Town's Annual Budget get voted on by the citizens.
This all can be done and included in this year's November ballot, but you have to move now. I helped with last year's petition but because of my health issues, I will not be able to be Lead Dog. But that Doesn't Mean I Won't Help.

Motorcycle Noise Has Been A Topic In Boston Recently. Anyone See The Trend?
Fuming over a new ordinance in Boston that cracks down on the ear-splitting noise of motorcycles, a group of riders is rallying against the measure, saying it unfairly targets those who are not creating a disturbance.
The ordinance, which went into effect June 21, levies a $300 fine on riders whose exhaust pipes lack the Environmental Protection Agency’s seal of approval. Supporters say the tickets will muffle the often deafening roar of two-wheelers, a staple of summer’s soundtrack.
But a group of opponents, the Massachusetts Riders for Justice Committee, says that the fines are excessive and that exhaust systems can be acceptably quiet without the EPA’s blessing."
Motorcycle Noise To Get Regulated In Maine's Largest City
"Motorcycle noise rule inches ahead
PORTLAND — A proposal that would require all motorcycles parked or operated on public streets in Portland to bear a label certifying compliance with federal noise emission standards is inching its way to a City Council vote.
At their meeting Monday night, Portland councilors received a proposal from the Public Safety Committee that would require all motorcycles to bear an exhaust system label. Currently, Portland's ordinance prohibits operation of a motorcycle in such a manner that the public's attention is drawn to the source of the noise, according to the city's Web site.
Councilors took no action on the committee's recommendation, saying only that it would be discussed at the council's next meeting on Sept. 9. The noise law was unanimously approved by the committee at its July 14 meeting."

"SUMMARY
By state regulation, motorcycles manufactured in or after 1979 cannot exceed a noise level of 84 decibels (dB) when traveling more than 35 mph on a paved street or highway. This is noisier than the maximum noise levels allowed for cars, but less noisy than the permissible noise levels for buses and other vehicles weighing more than 10,000 pounds. We could not determine from the Department of Motor Vehicles (DMV) or from the regulation’s history why DMV chose this particular standard. However, DMV may have used reasoning similar to that later used by the U. S. Environmental Protection Agency (EPA) when it set federal standards for motorcycle noise. EPA weighed the public benefit of less noise against the cost to motorcycle manufacturers of reducing motorcycle noise levels.
State and local law enforcement officers enforce state noise laws and municipal noise ordinances. Enforcement is difficult, however, because of demands on police personnel, the need to use sophisticated testing equipment, and the transitory nature of the offense. MILLINOCKET, Maine — A Town Council vote in May to cut health care benefits to 48 retired town employees has set off a class-action lawsuit against the town filed by some of the retirees and three town workers.
Police Chief Donald Bolduc, Public Works Director Dennis Cox and police Officer Jon Glidden are among the 33 plaintiffs. Maine's Public Safety To Get Better Coverage
Maine’s first responders will have mobile communications coverage throughout 95 percent of the state following an initiative spearheaded by Harris Corporation. The State of Maine Office of Information Technology (OIT) has selected the company’s Public Safety and Professional Communications business to deploy MSCommNet, a hybrid Project 25 (P25) VHF statewide digital radio system, based on the company’s VIDA (Voice, Interoperability, Data, Access) Network technology.
“We are pleased to announce that as a result of receiving our panel’s highest score, the Office of Information Technology has contracted with Harris,” Richard Thompson, State CIO of Maine, said in a statement. “Following a lengthy, open and comprehensive bid process, the hybrid system proposal was selected for a number of reasons, including a rapid, low-risk implementation plan, a proven, state-of-the art technology platform and a cost-effective approach that will utilize and consolidate our existing resources and systems. The Harris proposal provides the State with a clear roadmap to future technologies and growth, avoiding stranded costs.”

For those of you not yet familiar, the Volt is a plug-in hybrid car. The car runs primarily on electric power, with batteries charged overnight by simply plugging the car into an electrical outlet like a cell phone. Its gasoline engine is used only to charge the battery and supplement the power when the batteries run low. Due in late 2010 at the earliest, GM is pinning the company's hopes in large part on the new technology and the associated PR bump of having the most fuel-efficient car offered by a mainstream company." The nine digits that govern so much of Americans' identities are supposed to be ours for life — and only ours. But mine ended up linked to a Micronesian man who defaulted on a disaster loan from the U.S. Small Business Administration.
I didn't find out until March, in a letter from a debt collector threatening to garnish my wages if I didn't pay $7,306 in two days. The same could happen to an unknown number of others, because of a processing glitch that the U.S. Social Security Administration didn't even know existed and the federal government hasn't fixed." DON'T NEED NEW DRUGS
Two existing drugs used to treat osteoporosis may be effective in killing influenza viruses, including the new H1N1 swine flu and the H5N1 bird flu viruses, researchers in Hong Kong have found.
The two drugs are pamidronate and zoledronate, which are marketed by Novartis AG under the brand names Aredia and Reclast, respectively.
In their experiment, the researchers exposed human cells that had been infected with the influenza viruses to the two drugs.
They observed that the drugs triggered extra production of a type of white blood cell called yd-T cells, which went on to kill human cells that were infected with the flu viruses.
Flu viruses can only replicate in living human or animal cells and killing infected cells would stop the viruses from replicating, the researchers said.
Professor Lau Yu-lung at the University of Hong Kong's pediatrics and adolescent medicine department described the infected human cells as "factories that will produce viruses."
"These drugs attack the viruses specifically ... This approach kills the factories that are producing viruses."
Malik Peiris, also part of the research team, said the drugs could enhance immune responses of the human body.
That was especially important as flu viruses mutate constantly, which reduces the efficacy of vaccines, he added.
The researchers plan to move next into animal and then human clinical testing.
