Please see the attached Maine Human Rights Commission Meeting Agenda for this Monday morning, January 23, 2012.
 
The complaints I submitted early last year against the Christian Civic League of Maine (E11-0122) and the Christian Education League (E11-0123) are scheduled to be heard that morning. 
 
While I am uncertain as to the exact time that morning when they will be discussed or voted upon, I anticipate being available for comment when the complaints are adjudicated or after the Commission concludes its meeting.

LET IT SNOW, LET IT SNOW‏

I was pleased to be included in the tour of our town owned facilities on Saturday January 8, 2012.  Along on the tour was Town Manager Steve Eldridge, Councilors Steve Bickford, Gina Mason, Lisa Ward, Fern Larochelle, and Mark Lunt. Also on the tour was Don Fellows, along with me, as members of the Advisory Board.
 
When at the Public Works Department, I noticed the "new" piece of equipment recently purchased to clear the town sidewalks. This was voted on during the 2011/2012 budget meetings, to "save money". The sidewalks would be cleared by Public Works.
 
I asked Mr. Eldridge how that was working out. Working out great! he said. The town purchased it for the sum of $50,000, and it will pay for itself in just a few years. 
 
To recap: Town sidewalks had been cleared by Mr. Morgan for many years. He used and maintained his own equipment. The sidewalks were always cleared in time for the students who walked to school to walk safely, using the sidewalks.
 
Overnight we had a snowfall of at least 6 inches. As I write this it is 11:30 a.m. and the sidewalks in
my area, School Street, Lisbon Road, still have not been cleared. I don't know how many others.
 
Students walking to school had to walk in the streets. The mailcarrier has to walk in the streets. There is a lady who works at the Lisbon Falls Library, I often see walking to work. ALL had to walk in the streets!
 
I called and spoke with Darla at Public works. She said they were hoping school would be canceled, but Superintendent Green decided to not cancel. 
They had a plow go off the road this morning, thankfully no damage, but time was lost. And they are
shorthanded  due to a valued worker being laid off due to budget cuts.
We have miles and miles of roads in town to be plowed. There is equipment to be maintained. Miles and miles
of sidewalks to be cleared. All to be done with less. Less money. Less workers. 
Maybe Public Works should be combined with the Police Department ! ! !
There would be no lack of money or employees. Just a thought.
 
Now, I'm all for saving money. But there is such a thing as being "penny wise and pound foolish".
I wondered at the time, how this was going to work out? Laying off people at Public Works and 
giving them more work. At the same time giving 4 employees, department heads, $10,000 pay increases.
 
COMMON SENSE GOES A LONG WAY, BUT WHERE IS THE COMMON SENSE IN THE TOWN OF LISBON????

MILLINOCKET, Maine — Edwin Waite suffered a leg wound, had several terrifying experiences and gained an enormous sense of pride from his service as a B-17 bomber pilot during World War II.
What he’s never had is a Purple Heart for his wound — until Thursday, that is.
U.S. Sen. Susan Collins, R-Maine, helped pin the medal on the 89-year-old U.S. Army Air Corps veteran’s chest during a brief ceremony at the Waite family’s home on Thursday.
Waite alternately beamed and cried as the kitchen full of friends and family saluted him with a recitation of the Pledge of Allegiance. Waite said he was deeply honored by the ceremony and didn’t mind having to await the recognition for so many years.

Reply: Questionable Expenditures from MHPC‏

Dear MHPC - don't give up your day job.
 
I don't know how to tell you this, but MHPC will once again be embarassed when the facts behind the Maine State Housing Authority (MSHA) expenses becomes known. Almost every item you list has a legitimate explanation which will make MHPC look really incompetent. You guys just aren't very good investigators and you definitely don't understand financial accounting. Really - you need to stick to policy stuff and forget the investigatory schtick.

First - in business, it is common to let employees have donations deducted automatically from their paychecks. The employer then has to make payments of those deductions to the employee-designated donees. That explains the MSHA payments to Maineshare,  EqualityMaine, Maine Equal Justice Partners, the Sierra Club,  Center for Community Change Maine Association of Interdependent Neighborhoods, the Maine Amateur Softball Association ,  Maine Businesses for Social Responsibility, Physicians for Social Responsibility, Maine Women’s Fund, New Hampshire Society of CPAs, New Foundation for the Arts and the Academy of Art University in San Francisco,  and others.
 
Second - employees often have a health savings plan or a childcare plan managed by the employer. Allowable payments from such a plan would include martial arts facilities, Weight Watchers of Maine, chiropractors,  Healing Hands Therapeutic Massage, Maine Adoption Placement Services. MSHA collects the weekly deductions then turns around and sends a check to the health provider.
 
Third - MSHA pays for emergency short term housing for some people while they wait for their subsidized unit to get repaired etc. Thus they put clients up in hotels/motels/B&B's on a regular basis.
 
Fourth - MSHA probably provides for payments of dues/memberships on behalf of some employees either as a benefit or as a pass-through payroll deduction. Things such as Maine Women’s Journal, National Association of Women in Construction, Institute for Professional Businesswomen, Women in Need Industries, Women, Work & Community, Women Unlimited, and the Society of Women Engineers could fall into these categories.
 
To make a long story short, you have done a great job of listing payments of the type that many businesses find in their payables ledger - which they pay as a fiduciary rather than as a consumer of services. You have really gone overboard to identify much to do about nothing. I would hope that any of these payments that are for employees or clients might have names and other identifiers redacted - for privacy purposes. You insist on terrorizing these agencies with terrible conclusions drawn from unskilled investigatory efforts.
 
You really need to stay away from accounting and auditing and leave that to those who understand actual business practices. Move along now. These aren't the fraudsters you are looking for.

Attorney General Schneider:
As members of the 125th Maine Legislature, we take seriously the charge of stewardship of taxpayer funds. Recent revelations of the potential abuse of those funds at the Maine State Housing Authority are disturbing, and we formally request your assistance in making sure the operations of that agency do not fall outside the scope of state or federal law. We also request your assistance in identifying legislative remedies that may prevent these types of expenditures in the future, if they are not covered by current law.
We ask that you review expenditures made to vendors that appear to have nothing to do with the Housing Authority’s obligation to provide affordable housing. These expenditures include luxury accommodations, entertainers, massage therapists, ski resorts, and many other questionable expenses. Finally, we request a review of the potential conflict of interest in payments made by the Housing Authority to companies or organizations directly affiliated with MSHA Director Dale McCormick. Specifically, expenditures to Women Unlimited, a group founded by McCormick, Moose Ridge Associates, a political consulting firm, run by McCormick’s former partner, and the New Iowans program, an immigrant assistance program that operates in another state.
We appreciate your assistance in reviewing the legality of these expenditures, and also hope you can help us identify holes in current law that may allow such indiscriminate waste of taxpayer funds. We appreciate your work on behalf of the people of Maine, and stand by our mutual charge to ensure our government operates in a way that makes every Mainer proud.

34 GOP Legislators Call for Attorney General Investigation of Maine Housing, but Dems Circle Wagons

Legislative protocol went out the window on one front in Augusta on Thursday but managed to firmly step back in through a side door as the debate over Maine State Housing Authority accountability rumbles on.
First, the spirit of bi-partisanship surrounding the bill sponsored by Senate Majority Leader Jon Courtney intended to make the MSHA director accountable to the MSHA board of commissioners, dissipated when the two Democratic co-sponsors quit, without explanation and without the personal notification that customarily typifies legislative etiquette.
On the formal list of co-sponsor signatures, handwritten scrawls simply appeared beside the names of the two Democrats, stipulating that “Rep. Tuttle requested that his name be removed” and “Rep. Gilbert requested his name be removed.”
A written reaction from Courtney following the withdrawal stated, “It was very disappointing this morning to learn that two Democratic cosponsors have retreated in their support of LD 1778 ‘An Act Relating to the Governance of the Maine State Housing Authority,’ a bill that simply puts MSHA on par with oversight used at other quasi-government agencies such as the Maine Turnpike Authority.”

A Reader Seeks Info. On Lisbon Fall's "MET Theatre"

I'm an on-line reader of your publication who lives in Colorado. My wife and I particularly enjoy the history of Lisbon/Lisbon Falls articles

My wife was born in Lewiston and lived in Lisbon Falls throughout her childhood. My wife's parents owned and operated the MET Theatre which was on Main street. The time period was the mid-1950's. In fact on January 4, 1951 George Neagle bought sole ownership of the MET from his partner Adam Sichol.

I've been searching for any history and especially any photographs of the MET. If you could point me toward any information about the MET it would be appreciated. I've been in contact with the Lisbon historical society and the Maine historical society.

The MET is mentioned many times in Stephen King's book "Cujo". My son found a few articles and some playbill prints but so far we have not found any pictures of Main street which show the MET. So, any information would indeed be very helpful.
 
BTW: My wife was indeed saddened to learn of the Kitty Korner closing. Her childhood home was very near the Kitty Korner. She would walk from her home to the store quite often. Thanks very much,

How well I remember the Met Theatre. It was located next to where the optometrist is now. You can still see on the bricks on the side of Downeast where the building used to be. Went to many a Saturday cowboy movie there when I was a kid. I have a friend who worked there, selling tickets in 1946/47/48. I just called her and she doesn't have any pictures or anything. I wonder if Dick Nadeau would have any information? He's lived here all his life.

Last Night's Town Council Meeting Recap

RECAP JANUARY 17

Last night’s town council meeting was quick and to the point.  It started off with this year’s Fire Department Officer’s promotion ceremony.  The Lisbon Reporter congratulates these Firefighters on their promotions.  The rest of the meeting went very quickly because there were no real issues addressed. 

Bates College students presented the town with signage of the history of Lisbon with several hard copies of various subjects to be posted along the trails outlining historical information about the site.  This was very well down by the students.

There was no real update to the Lisbon Connection problem.  There is funding to keep the operations going through April and the town is looking for additional funds to cover the remaining time.  There is a possibility it may come to a 50/50 cost sharing.

There was a meeting held between the Green Thumb Gang and the Parks Ranger (Verla Brooks) reference taking care of the numerous gardens in Lisbon.   The Park Ranger is going to categorize all the gardens in order to protect them better. 

The town manager announced the County Commissioners will conduct a walk-through of the Lisbon Communications Center on Wednesday, February 8, 2012 at 3:00PM.  This is open to the public and there will be a discussion period afterward.

At this point, the town went into Executive Session.  Another Executive Session conducted behind closed doors to discuss Acquisition of real property and Economic Development under the provisions of MRSA Statute 405 (6) (C).  This Maine Revised Statute states you can hold “Permitted Deliberation” if “Discussion or consideration of the condition, acquisition or the use of real or personal property permanently attached to real property or interests therein or disposition of publicly held property or economic development only if premature disclosures of the information would prejudice the competitive or bargaining position of the body or agency.”  This is not a license to make everything kept from the people.  The town of Lisbon is not in the real estate business so how does all economic development and property fall under this statute?  Why is there no briefing to the public on what is being discussed, in general, if it really qualifies under this statute?  Is this another example demonstrating lack of transparency in Lisbon or just abuse of power by this council?

The first, of hopefully many, State Representatives has drafted a
resolution to reject the President's unconstitutional authority to
indefinitely detain the citizens of his state.
 
It's not much, but it's a start. Let's hope this catches on in
other states.
 
Better yet, let's make sure this catches on in other states...

Single state defies Obama detention plan

When Congress adopted and Barack Obama signed the National Defense Authorization Act of 2012, alarms were raised over the possibility that it would allow the indefinite and rights-free detention of those who are called belligerents, even if they are American citizens.
While the argument over those provisions rages, one state lawmaker in Rhode Island has jumped into action to protect the danger he sees for residents of his state, proposing a resolution to exempt his constituents from sections of the federal law.
Rep. Daniel P. Gordon Jr. today told WND he has drafted a resolution, which is being circulated among the lawmakers even now, to express opposition to the sections of the NDAA that suspend habeas corpus and civil liberties.
Sections 1021 and 1022 of the act, signed into law on New Years Eve of 2011, provide for the indefinite detention of American citizens by the military on American soil, without charge, and without right to legal counsel and right to trial, he explained.
Given the fact that the constitutions of Rhode Island and that of the United States are replete with guarantees of individual liberties, right to habeas corpus, and right to freedom of speech, the offending sections of that law are repugnant to the sensibilities of anyone that has a basic understanding of the foundation of this country, he said.
The opinions on the legislation signed by Obama vary. Commentator Chuck Baldwin, who himself has been the target of smears by the Department of Homeland Security-related apparatus, explained the law, for all intents and purposes, completely nullifies a good portion of the Bill of Rights, turns the United States into a war zone, and places U.S. citizens under military rule.

911 Dispatch Centers Focus Of Hearing In Augusta On Wednesday (tomorrow)

AUGUSTA, Maine — Managers and directors of Maine’s emergency dispatch centers will gather before a legislative committee Wednesday to show support for the adoption of a study concluding that the state’s 911 call answering centers should not be consolidated or reduced to fewer than 15 to 17.
There currently are 26 such centers in Maine.
LD 1614, An Act to Create Efficiency in E-9-1-1 Call Centers, will be heard Wednesday before the Joint Standing Committee on Energy, Utilities and Technology, according to a news release issued Tuesday by Owen Smith, president of the Maine Emergency County Communications Association and director of the Waldo Regional Communications Center.
The hearing is scheduled to begin at 11 a.m. in Room 211 at the Cross State Office Building in Augusta.
The aim of the Kimball Report, which was commissioned by the Maine Legislature in 2009 and published in January 2010, was to determine the optimal number of Public Safety Answering Points, or PSAPs, for the state.

Save Monies

I know if we got more volunteers to do work within the town hall instead of paying tax increases maybe we could cut expenses. Since  some of the people working in the positions that get these outrageous pay hikes don't do anymore than they did the year
before instead of bitching about how much they get we need to implement a system that the taxpayer can redeem volunteer time spent helping out, can get a reduced tax break. There are enough Military retirees that have skills that could help out our town, and
if by some sort they can have the time spent just like bartering they can see some relief. When I first got here I wrote the Governors
office that there were a couple of states that has this plan in effect. It went nowhere and I was told about the BUDGET it was already
done for the year. Now I know there must be skills that our town can use instead of wasting money and bitching about it. 
This town needs a change, and if wants to continue to grow it needs to offer something to get new people here and keep the old people feeling that this too is their town. I am ex-military and I know things do not happen over night, but a plan needs to be drawn
up for those who want to stay here but not be burdened down in taxes.

A dozen girls from one high school have all been struck with a
mysterious neurological disorder. The Center for Disease Control
and state health officials have been brought in to investigate.

State health officials claim they have a diagnosis and that the
girls are receiving treatment, but they're not telling anyone what
it is.

They're not even telling the parents!

Update on Tourette-like illness in Leroy

Tourette Syndrome is a neurological disorder defined by involuntary motor and vocal tics.

Wednesday night, administrators said all 12 students have been diagnosed and are being treated.  They are not releasing causes due to HIPAA laws. They said they found similarities among some cases but wouldn't elaborate. 

"I can assure you these children have all been seen by professionals that have come up with answers and they are all being treated and they're actually doing pretty well," said Dr. Greg Young, with the NYS Department of Health. They have ruled out all environmental factors, infections and the possibility of carbon monoxide poisoning.  NYS Health Department spokesman Jeff Hammond also says vaccines such as Gardasil were investigated as a cause and ruled out.  
The Centers for Disease Control in Atlanta has been consulted, and so has Columbia University, the Genesee County Health Department and the New York State Health Department. The CDC and Columbia University Medical School would not comment.
