POST That foreboding word is deflation. Copied below is the CAFR1 Market Rants of 10/03/14 which notes the deflation aspect of what appears to be the force overhanging the markets. The dollar index projections noted are generally in line and stand. The silver notes were off per the extent of the push to the downside. On silver it appears the DEC SILVER contract may breach tonight the lows set previously last night and I am looking at two prices to be a buyer. The first buy price is more of a day-trade at $14.960 looking to cover at $15.22 and stand back to see the forces at play. So far the forces at play have been persistent exerting downward pressure basically in line with inverse moves to the dollar index. If that holds true, I am looking at bottom picking tonight or early in the morning. I would imagine there are many players that bought much higher who are under pressure to liquidate their futures positions in silver and gold. With that in mind, and the nature of the commercials / fund managers to squeeze blood from a rock, what is called a blow-off may be in line for the setting of the lows and possibly the bottom price for the year. That second trade I am looking to do, and will be standing back to see if it happens is a slide down to between $14.73 to $14.615 and if that happens I will be taking a long term position with an initial upside target of $20.000 come December and then $24.500 come February 2015. Scenario
1:
Jack goes duck hunting before school
and then pulls into the school parking lot with his shotgun in his
truck's gun rack.

Vice Principal
comes over, looks at Jack's shotgun, goes to his car and gets his
shotgun to show Jack.
2014
- School goes into
lock down, FBI called, Jack hauled off to jail and never sees his
truck or gun again. Counselors called in for traumatized
students and teachers.
Scenario
2:
Johnny and Mark get into a fist fight
after school.
1957 -
Crowd gathers.
Mark wins. Johnny and Mark shake hands and end up
buddies.
2014
- Police called and
SWAT team arrives -- they arrest both Johnny and Mark. They are both
charged with assault and both expelled - even though Johnny
started it.
Scenario
3:
Jeffrey will not be still in class, he
disrupts other students.
1957 -
Jeffrey sent to
the Principal's office and given a good paddling by the Principal.
He then returns to class, sits still and does not disrupt class
again.
2014
- Jeffrey is given
huge doses of Ritalin. He becomes a zombie.
He is then tested for ADD. The family gets extra money (SSI) from
the government because Jeffrey has a disability.

Billy breaks a window in his neighbor's
car and his Dad gives him a whipping with his
belt.

Billy is more
careful next time, grows up normal, goes to college and becomes a
successful businessman.

is arrested for child
abuse, Billy is removed
to foster care and joins a gang. The state psychologist is told by
Billy's sister that she remembers being
spanked
herself, and their dad
goes to prison. Billy's mom has an affair with the
psychologist.

Mark gets a headache and
takes some aspirin to school.

Mark shares his
aspirin with the Principal out on the smoking dock.

- The police are
called and Mark is expelled from school for drug violations.
His car is then
searched for drugs and weapons.

Pedro fails high school
English.
1957 -
Pedro goes to
summer school, passes English and goes to college.
2014
- Pedro's cause is
taken up by state. Newspaper articles
appear nationally explaining that teaching English as a
requirement for graduation is
racist. ACLU files class action lawsuit against the state school
system and Pedro's English teacher. English is then banned from
core curriculum. Pedro is given his diploma anyway but ends up
mowing lawns for a living because he cannot speak
English.

7:
Johnny takes apart
leftover firecrackers from the Fourth of July, puts them in a
model airplane paint bottle and blows up a red ant
bed.
1957 -
Ants
die.
2014
- ATF, Homeland
Security and the FBI are all called. Johnny is charged with
domestic terrorism. The FBI
investigates his parents - and all siblings are removed from their
home and all computers are confiscated. Johnny's dad is placed on
a terror watch list and is never allowed to fly
again.

8:
Johnny falls while running during recess
and scrapes his knee. He is found
crying by his teacher, Mary. Mary hugs him to comfort
him.
1957
– In a short time,
Johnny feels better and goes on playing.
2014-
Mary is accused of
being a sexual predator and loses her job. She faces 3
years in State Prison. Johnny undergoes 5 years of
therapy.

High School and Philip W. Sugg Middle School’s Jobs For Maine’s
Graduates (JMG) groups travelled to the campus of Good-Will Hinkley for
the October JMG Leadership Education Conference (LEC).

Lisbon – “Students enrolled in the Jobs for Maine Graduates (JMG) programs at Philip W. Sugg and Lisbon High School (LHS) recently attended the Leadership Education Conference supported by JMG. Students were chosen on the merits of overall positive attitude and for being in leadership roles within JMG, their school and the community throughout this upcoming school year to attend the conference”, comments Jessica Porter JMG Specialist for the Lisbon Schools. The students participated in several goal-oriented activities with Porter. Students participated in workshops in the "Eggscellent" Business Challenge, a Brainstorming Session, and a Professional Networking Roundtable. The workshops exercises required cooperation, flexibility, adaptability and accountability. Students walked away from the event with the skills needed to become leaders in their JMG Career Association while developing a strong group dynamic. Lisbon High School students attending were DJ Matthews, Noah Watts, JD Martin-Williams, Case Houde, Taylor Martin, Nick Bergeron, Damara Chesley and Destiny Pagan. Philip W. Sugg Middle School students attending were Riley Leeman, Grace Tibbetts, Christa Wilcox, Sierra Moore, Jayde Littlefield and Ethan Roberts. Students left the event with skills needed to become leaders in the JMG Career Association while developing a strong group dynamic. Last night at the Lisbon
Community School cafeteria, approximately 40 residents gathered to listen to
Tom Seekins, Siemens Representative and Don Fellows from the Planning
Board. The briefing was to explain the
Self-Funding Energy Reduction project which is Question 3 on the town’s
ballot. The people of Lisbon will be
voting on this issue come Tuesday, November 4, 2014.

Meet The Candidates Night
MEET THE CANDIDATES!
Last night, the three
candidates running for the Town Council provided the people of Lisbon with
their ideas and agendas. The three
candidates running for the one seat on the Town Council are Liza Ward; Dean
Willey and Dale James Crafts. Of the
three, there is only one taxpayer who
owns property and that is Dean Willey.
The other two do not own property or pay real estate taxes in Lisbon.
I do not want to spoil it for
anyone, so I encourage everyone to watch the video of “meet
the candidate’s night”. I am not sure
exactly what night it will be aired but it will appear on the Town web
site. Please, before you go to the polls
to vote review the video and see which candidate makes the best impression on
you. My personal opinion is that Dean Willey
stands out as the best candidate.
Lisa Ward has been a
Councilor for three years and during that time our taxes went up every
year. I live on a fixed income and
cannot stand for my taxes to continue to rise.
Councilor Ward refused to address or entertain any cuts to the Police
Department’s budget. In my opinion,
there are several areas of the Police Department budget that needed to be cut
and Councilor Ward refused to consider any of them.
Dale Crafts is an excellent
young man who is inexperienced and during these tough financial times would be
lost. Dale Crafts needs to attend
council meetings and get to know how the local government works. I know that his father was once a Councilor
but it is not the same.
Dean Willey is the candidate
that will get my vote for Councilor.

SIMPLE BUDGETING
SIMPLE BUDGETING
At last night’s Town Council
meeting, I witnessed yet another act of what I consider “Dumbing Down” of
America. It is disguised as Lease to Purchase method of acquiring equipment
for the town but it is nothing more than borrowing money the town does not have.
Last year Mr. Dale Olmstead
briefed the Council on the financial situation the town was facing and
recommended a maintenance budget for last year.
Instead of listening to Mr. Olmstead, some Department Heads continue to
budget unnecessary equipment.
On October 7, 2014, Runyon
Kersteen Ouellette (RKO) briefed the Town Council on the results of the Fiscal
Year 2014 annual audit. These results
contained the usual results and recommendations.
However, an interesting fact came out of this briefing and that is the
town’s Undesignated Fund is at 7% instead of the 12.5% recommended by our
Charter. The Undesignated Fund is for emergency use and
is suppose to keep the town from going bankrupt. Remember prior to Eldridge coming to this
town, there was over three million dollars in this account.
Being 5.5% below the
recommend level for the Undesignated Fund has changed the approach by some
Department Heads. Now these Department
Heads are using the Lease to Purchase program to fulfill their perceived needs. Lease to Purchase means the town makes
yearly payments instead of paying the purchasing price upfront. Lease to Purchase means the taxpayers have to pay more for
the equipment because the town is borrowing the money and making yearly
payment. Yes, the town gets the equipment now but
every year the town has a contract to pay yearly payments with tax dollars. This is one of the reasons our taxes continue
to go up every year.
Think about it! If the town continues to borrow money it does not have, how
is the town ever going to get out of debt? You do not
have to be a rocket scientist or an accountant to figure this one out. In
what universe do you spend more than you make and think for a second that you
are going to get out of debt?
These Department Heads, Town
Manager, and this Town Council have got to immediately stop spending money the
town does not have. This means no more
Lease to Purchase agreements. If the
town does not have the money to purchase the equipment outright, the town does
not purchase it. In cases of an emergency acquisition, the
Town Manager should take an appropriate amount from each department until the
town has the total purchasing price. This practice of borrowing money with
a Lease to Purchase is wrong for the town and needs to stop.
Common sense tells you that spending
more money than you have is a true sign of pending disaster.

Last night was another Town
Council meeting. The following is a
recap of what took place:
Under Council Orders,
Resolutions & Ordinances – The following agenda items were approved by a
vote of 6-0. Councilor Garrison was
excused.
1.
Amendment to Ch. 70-1 Definitions &
Division 2 Groundwater and Wellhead Protection (Second Reading).
2.
The Homeland
Security Grant was accepted by the town for $15,360.75.
3.
Chief Galipeau
was approved to RFP a Thermal Imaging Camera damaged in the Public Works garage
fire. The insurance company has sent a
check to the town for $12,782.18.
4.
Verla Brooks was
approved to RPF a furnace for the Beaver Park Cabin. The Parks Department has carried forward
$11,535.04 for this purpose.
5.
The Council
approved to Lease to Purchase an Asphalt Reclaimer for the town.
6.
Fairpoint
Communications has agreed to install poles and cables across Route 196 for
Banners. This is in support of the
community.
The Council voted 4-2 to
approve the Engineering Contract to Olver Associates, Inc. The two councilors voting against were
Councilor Ward and Pesce.
The following agenda items
were tabled – Amend Ch. 70 Zoning Ordinance Division 5 Signs (Second Reading)
and Repeal Ch. 62 Site Plans Sec. 62-169 Signs (Second Reading).
Also, the Town Council did
not want to commit the town to Referendum Question 3.
Under Other Business – The
Town Manager reminded everyone that on Monday night, October 27, 2014, 6:00 PM,
at Lisbon Community School, there will be an informational night into the
Energy Conservation Contract that is on the November ballot.
Under Appointments – Monique
Gayton was appointed a Warden for the November 4, 2014 election.
