MORE ON TUESDAY’S COUNCIL MEETING


Last Tuesday night’s Town Council meeting, after the Executive Session was over Chairman Pesce made a statement pertaining to what he calls misinformation about E. Ryan Leighton.  The first point was that even though Ryan Leighton was not a qualified engineer; he could work on projects with a cost of up to $100,000.00 before the town had to hire a Licensed Professional Engineer.  This has been reported several times by The Lisbon Reporter. 

Chairman Pesce also stated that the rumor that Ryan Leighton had embezzled money from the town were false.  I personally believe this is how one defines “embezzlement”.  My definition is if you take money under false pretenses.  Ryan Leighton was receiving money as the Town Engineer when according to the state he is not an “Engineer”.  This brings up a good point:  If we do not have a Town Engineer; why do we have the position?  Why not eliminate the position and save the money?  Several months ago, the Town Council approved an Engineering Firm to fulfill this requirement at approximately $75.00 per hour.   So tell me again, why we need to retain Mr. E. Ryan Leighton in this position?

Now, I am going to try and put this in perspective for everyone.  The department that brings in the most revenue is the Recreation Department.  This year the revenue proposed is $130,100.00 and the Recreation Department has surpassed this goal with three months left.  The Department Head for the Recreation Department received this year approximately $48,000.00 in salary.

E. Ryan Leighton, who received approximately $79,000.00 for this year has cost this town plenty.  On his watch, the town was fined by the DEP, the State charged additional funds for modifications on the trail and there was a fire at the Public Works garage. 

Mr. Leighton was made Public Works Director when Buttons Beal was doing an outstanding job as the director.  Mr. Beal retained his salary but was given a different title.  Mr. Leighton was given an additional $5,000.00, if my memory serves me right.  The purpose was to consolidate and save money but no money was saved

It would appear that the wrong person has the higher salary.  Mr. Mark Stevens who has repeatedly generated more revenue for the town is paid considerable less.  All revenue that is over the expenditures goes directly into the General Fund.

Can someone please tell me why Mr. Leighton is still being paid as an engineer?

Five arrested in connection with Freeport prostitution sting

FREEPORT, Maine — Five men were arrested Tuesday and charged with engaging a prostitute following an investigation conducted by Freeport police and other law enforcement agencies.
Police arrested John Driscoll, 65, of Falmouth; Kenneth Fairbanks, 56, of Lisbon Falls; Jerry Hardy, 49, of Topsham; Joseph Lacroix, 28, of Topsham; and Hoang Nguyen, 33, of Portland, according to a release.
The arrests were made between 10 a.m. and 5 p.m., according to an email from Freeport Police Lt. Susan Nourse. She declined to name the specific location or release details of the operation.
The Yarmouth, Gorham and Portland police departments, Cumberland County Sheriff’s Office, Maine Fusion Center and the Department of Homeland Security assisted with the investigation, according to Nourse.

Boston Marathon Muslim Bomber Dzhokhar Tsarnaev guilty on ALL counts …could face death penalty

Muslim terrorist Dzhokhar Tsarnaev was found guilty of all 30 counts against him for his involvement in the Boston Marathon bombing.  Seventeen of the counts against Tsarnaev, including use of a weapon of mass destruction, qualify him for the death penalty.

CNBC  As the court’s clerk read out each conviction, the courtroom was silent.

I.T. is missing in Lisbon

Integrity and Transparency are  not present in Lisbon.

At last Tuesday's Town Council meeting, Councilors proved beyond a reasonable doubt, that they wanted and now have absolute power to control ALL financial matters.  A panel of seven, without input from a Town Ordinance mandate of a Finance Committee, will now control the flow of monies.  Councilors may make changes to the Town Ordinances without consent of the residents.

They openly admitted to illegal discussions in Executive Session. The Town Councilors approve of a high salary for an unqualified Town Engineer and they are not looking out for the best interest of the citizens of Lisbon.

But for a few of us that have been actively monitoring their actions and attending Town Council meetings this comes as no surprise. The Lisbon Reporter has posted numerous articles pertaining to this aspect since day one of its inception.  Many of the Concerned Citizens have been trying to get the word out.


Now as to the legality of what the Town Council just did, that remains to be seen.  So what if it was illegal. Who polices the Town Council, Brooks?  No it is more like he is directing them.  Once again this year he will get his $2 Million Dollar Police Budget approved.  The Council will hold true to their demand order for the School Department to cut $600 Thousand Dollars from their budget. 

Here is the kicker.  The voters have the right to vote on the School Budget but not the Municipal Budget.  With that, voters should reject every proposed and approved for voter consent School Budget put forth by this council.

It costs over $3 Thousand Dollars per voting session per the Town Clerk.  The voters should send the budget back to the Town Council until they wake up and do what is right.  The Expense for each voting process will rest solely in the laps of Seven Councilors.  If it takes 2, 3, 4, or more times so be it.  This is the only say that, "we the people" have left. Use this power wisely.

Remember in November citizens, your only chance of getting some resemblance of control back, is to put forth some great candidates to uproot the evil empire that currently exists.  Tyranny reigns supreme in Lisbon currently.

Shame on this Town Council.

RECAP TOWN COUNCIL MEETING/WORKSHOP – APRIL 7TH

At last night’s Town Council meeting, a lot of critical situations came about.  The impact of these decisions will NOT be discussed in this recap but will be addresses separately.

Under Council Orders, Resolutions & Ordinances –

1.      Public Works Garage Addition – The Council approved $71,489.00 for the addition of the garage by a vote of 7-0.

2.     MDOT Project agreement modification (Androscoggin River Trail) – The Council approved $25,000.00 tax dollars to cover a shortfall of $125,000.00 in the project.

3.     CDBG Downtown Revitalization Grant Program Application – The Council approved by a vote of 7-0 for the town to submit for this grant.

4.     Longchamps & Sons, Inc Abatement – The town attorney stated the Council did NOT have the authority to take action on this so the Council denied the abatement request by a vote of 7-0.

5.     Accept Forfeiture Disbursements – The town received from the U.S. Marshall’s a total of $515.78 in additional Forfeiture Funds and the Council accepted the funds by a vote of 7-0.

6.     Approve Transfer of Snowmobile Reimbursement to the Recreation Reserve Account – The Council approved this by a vote of 7-0.

7.     Recreation Fee Schedule – The Council approved rate increases for the Recreation Department by a vote of 7-0.

8.     Schedule Special Council Meeting for April 14, 2015 – This was approved by the Council by a vote of 7-0.  This was done so that the minutes of this meeting could be attached to the CDBG grant.

9.     Finance Committee Discussion – The Council voted 7-0 to abolish the Finance Committee.

10.    Health Officer – The Council approved by a vote of 7-0 to train the Code Enforcement Officer Dennis Douglas to perform these duties.

11.    Nomination for MMA Executive Committee – The Council agreed by a vote of 7-0 to table this item.

12.   2015 Spirit of America Tribute – This award was presented to Faye Brown for her many contributions to this community.  Faye deserves this award and much much more for her many long hours she has put into this town.

Under Town Managers Report – The Town Manager offered a suggestion of moving the ECD department under the General Ledger to make account easier because the ECD Director is paid from the TIF fund.

Under Appointments – The Council accepted the resignations of Mr. Mike Bowie and Mr. Charles Smith.  The Council also disapproved the nomination of Mr. Roger Cote and Mr. Dean Wiley.

During the Workshop, the Council heard Mr. Ryan Leighton discuss the proposed budget for Public Works and Solid Waste.  Mr. Mark Stevens discuss the proposed budget for both the Parks and Recreation Departments.  It seems the Town Manager has recommended to the council joining thes two departments since the Beaver Park Ranger has retired.

Obama rejects Netanyahu’s Call for Iran to Recognize Israel

On Monday, President Barack Obama casually rejected Israeli Prime Minister Benjamin Netanyahu’s call to force Iran to acknowledge Israel’s right to exist as part of any agreement on the country’s nuclear program.

In an interview with NPR, Obama stated loftily, “The notion that we would condition Iran not getting nuclear weapons in a verifiable deal on Iran recognizing Israel is really akin to saying that we won’t sign a deal unless the nature of the Iranian regime completely transforms. WHERE IS TRANSPARENCY?


The Town Council tomorrow night is going into Executive Session to discuss appointments to the Finance Committee.  This would appear to cover up the real reason to exclude a volunteer from the Finance Committee.  This has never happened before so why now?

 The only discussion that should be taken is that of the qualifications of the candidate.  What the personal views of a candidate should not be brought up in this discussion.  A lot of people may believe that it is critical but remember once elected or appointed the individual has to take an oath of office in which their opinions are no longer to be considered.  Upon taking the oath of office, the individual puts his agenda aside and swears to do what is best for the community.

 Let’s look at our Town Manager and Town Council.  Each had their personal reasons prior to accepting there new position and taking the oath of office.  Once they took the oath of office they are bound to perform all tasks in accordance with what is best for the community.  Their individual agendas are no longer relevant.

 So if the Town Council is going to discuss the qualifications of a candidate; why does it have to go into Executive Session?  If they are going to discuss their personal feeling toward a candidate, then the Town Council has violated Maine Statue 405 and their oath of office by hiding behind in Executive Session, again.

 It is critical to this community that everything be discussed in Public and not behind closed door.  The only reason to discuss individual qualifications behind closed doors is if you are doing something the Public would not approve of which is wrong.

 Let’s bring back Transparency in our town and stop hiding behind closed doors.

On Thursday, Indiana Republicans in the state legislature caved to pressure from the left regarding the Religious Freedom Restoration Act, which simply preserved the right of religious people to act according to their rights in their businesses, so long as those principles did not conflict with a “compelling state interest.”

The amendment to the RFRA actively states that service providers may not use the RFRA as a defense if they refuse to serve people based on sexual orientation. Presumably, the Indiana legislators hope that the RFRA will still protect service providers who refuse to serve same-sex weddings, since failure to serve same-sex weddings is not the same as failure to serve gay clients. But that is a flimsy branch upon which to build an argument for freedom.

France says U.S. Surrendered to Iran’s Threats to Walk out the Last Minute Nuke Talks: Obama Fails Again

The French delegation in Switzerland felt the outline for a nuclear deal with Iran was “not solid enough,” and wanted to improve upon the deal before signing off on the accord, French Foreign Minister Laurent Fabius told Europe 1 radio on Friday.

However, the Iranian delegation threatened at the last minute to leave the talks entirely, which persuaded the American delegation to capitulate to the demands of the Ayatollah’s regime, Fabius revealed. The French Foreign Minister said he wanted a strong, comprehensive deal that dissuades “other countries in the Gulf such as Saudi Arabia from embarking on nuclear proliferation.”

Benghazi, Bergdahl, and the Bomb

Column: President Obama’s stories haven’t held up before. How is the Iran deal any different?

President Obama strode to the lectern in the Rose Garden Thursday to announce a “historic” agreement between the United States and the Islamic Republic of Iran. The preliminary deal made in Lausanne, Switzerland, the president said, “cuts off every pathway Iran could take to develop a nuclear weapon.” I hope he’s right.

But I’m not counting on it. The president has a terrible record of initial public pronouncements on national security. He has a habit of confidently stating things that turn out not to be true. Three times in the last four years he has appeared in the Rose Garden and made assertions that were later proven to be false. He and his national security team have again and again described a world that does not correspond to reality. No reason to assume these concessions to Iran will be any different.
The U.S. consulate in Benghazi, Libya, was attacked on September 11, 2012. Four Americans were killed, including our ambassador. Obama delivered remarks on the attack in the Rose Garden the following day. “No acts of terror will ever shake the resolve of this great nation,” he said. What he didn’t say was that the killings in Benghazi specifically were a “terrorist attack” or “terrorism.” On 60 Minutes, when asked if he believed Benghazi was a “terrorist attack,” the president replied, “It’s too early to know how this came about.” On September 14, neither the president nor Secretary of State Hillary Clinton called what had happened a terrorist attack. On September 15, Obama referred to Benghazi as a “tragic attack.” On September 16, Susan Rice, then U.N. ambassador, called it a “spontaneous attack.”

ISRAEL’S BIBI: OBAMA’S IRAN DEAL ‘DETACHED FROM WRETCHED REALITY’

Israeli officials have condemned the basic nuclear framework reached by the P5+1 world powers and Iran, calling the deal one that is “detached from wretched reality.”


On Thursday, negotiating parties revealed that they had struck a basic framework for an accord that capitulated to most of Iran’s initial demands. In the deal “fact sheet,” the State Department agrees to lift sanctions against Iran in exchange for a promise not to enrich uranium over a certain level.
