OUTRAGE! San Francisco Sheriff Had Own Criminal Record Expunged at Time of Sanchez’s Release

When San Francisco Sheriff Ross Mirkarimi released Juan Francisco Lopez-Sanchez from jail on April 15, he was likely focused on expunging criminal charges from his own record–charges that had been downgraded from “domestic violence” to “false imprisonment” after he had initially pleaded guilty in 2012 to false imprisonment over “a spat with his wife, Eliana Lopez, during which he bruised her arms.”
.
According to NBC News, Mirkarimi had been sentenced to one day in jail, anger management classes, three months of probation, and “a temporary stay-away order preventing him from contact with his wife and toddler son [for a time].” A large majority of San Francisco residents polled at the time (61%) wanted him to leave office.

BALTIMORE – The Baltimore mayor fired the troubled city’s police commissioner Wednesday, saying that a recent spike in homicides weeks after an unarmed black man died of injuries in police custody required a change in leadership.

Mayor Stephanie Rawlings-Blake thanked Police Commissioner Anthony Batts for his service — and praised the job he had done — but said growing criticism of his leadership had become a “distraction” that was preventing the city from moving ahead.

Eagle Rising: Nobel Prize Winning Scientist: Obama is “Dead Wrong” on Global Warming!

Dr. Ivar Giaever won the Nobel Prize in physics in 1973, then in 2008 he joined with over 70 other Nobel laureates in endorsing Obama for President, a decision he may now regret. Speaking at a Global Warming forum last week, Giaever denounced global warming fanaticism and mocked President Obama for claiming that climate change is the gravest threat we face today, saying the very idea was “ridiculous” before adding, “I say this to Obama: Excuse me, Mr. President, but you’re wrong. Dead wrong.” 
“I would say that basically global warming is a non-problem.” 
Dr. Giaver resigned from the American Physical Society in 2011 after they released the following statement.
“The evidence is incontrovertible: Global warming is occurring. If no mitigating actions are taken, significant disruptions in the Earth’s physical and ecological systems, social systems, security and human health are likely to occur. We must reduce emissions of greenhouse gases beginning now.”

In his speech he discussed the following:
I resigned from the society in 2011. First: nothing in science is incontrovertible. Second: the “measured” average temperature increase in 100 years or so, is 0.8 Kelvin. Third: since the Physical Society claim it has become warmer, why is everything better than before? Forth: the maximum average temperature ever measured was in 1998, 17 years ago. When will we stop wasting money on alternative energy?

Today Is A Milestone For The Lisbon Reporter As We Celebrate 7 Years Of Revelations


Thank you to our readers and supporters.  Those that have donated we Thank You as it  takes a serious commitment to keep this all going.  At this time we would especially like to give thanks to Monica Millhime for sharing with the community all the 'happenings' at the school.  Please stay tuned WE have lots more to bring forth about the Police Department and others.

RECAP TOWN COUNCIL MEETING – JULY 7TH, 2015


This is a summary of the Town Council meeting of July 7th, 2015.  I need to change the format of this recap due to an important message by the Town Council that impacts every citizen.  The following is what took place under Council, Resolutions & Ordinances:


1.      Itinerant Vendor Ordinance & Fee Schedule (Second Reading) – This was approved by a vote of 4-1 with Councilor Garrison voting NO.  Councilors Lunt and Crafts were excused from the meeting.


2.     Lisbon Cemetery Ordinance (Second Reading) – This was approved by a vote of 5-0.


3.     Lisbon Cemetery Committee Ordinance (Second Reading) – This was approved by a vote of 5-0.


4.     RHR Engagement letter for annual audit – This was approved with an amendment that the Town Manager could sign this by a vote of 5-0.


5.     Set date for workshop for Mill Street Dam – This was tentatively set for July 16th pending approval by DEP/Salmon/Water.


6.     Lisbon Falls Fire Company Road Toll – This was approved by a vote of 5-0.


Under Other Business – The Town Manager announced that Officer Ryan McGee has been promoted to Sergeant.  The Finance Director is looking into closing out four (4) bonds that are over ten (10) years old. 


Mr. William Van Tuenin (Lisbon's former Assessor) updated the Town Council on the progress of the Revaluation of the town that was supposed to be completed  (no later than) June 30, 2015.     

According to Mr. Van Tuenin, the residential side is about 90% completed and the commercial side is roughly 35% completed.  What this means to the residents of Lisbon is that the Town Council voted to use last year’s figures in order to prepare this year’s tax commitment.  Mr. Van Tuenin made excuses for the delay and Chairman Pesce did not accept them and asked for the adjusted completion date that Mr. Van Tuenin could not provide.   
This is a true mess that was created in 2011 by Stephen Eldridge who brought Mr. Van Tuenin into the town as an Assessor and then conned the Town Council at the time to approve the bid by Mr. Van Tuenin over other bidders with a better offer.  There is no telling when the revaluation will be completed or even how accurate it will be under the circumstances.  It is my understanding that Mr. Van Tuenin and his company will not receive any more money from the town.

LISBON POLICE DEPARTMENT STAFFING ASSESSMENT



Recently, the Town Council voted to have the Tideview Group perform a staffing assessment of Lisbon Police Department.  I have reviewed Mr. Joe Hill’s article and I concur with everything Mr. Hill pointed out.  I also have some questions about this evaluation. 

The following are items I would like to see addressed by the Town Manager:

1.      If this is a staffing assessment, why is there no reference to the support staff?  Chief Brooks has openly admitted to having one Administrative Assistant and two part-time Secretaries.  I do not understand why so many Secretaries.

2.     The Administrative Assistant’s job description contains at least half of the duties in the Communication Center.  Chief Brooks stated during an Ethics Panel inquiry that she no longer performed those duties.  If this is true, why are we paying her for NOT doing these duties?

3.     Under the section on Patrol Staffing, it states that Patrol Officers have an average of 30-40% of “unobligated time”.  Based on these figures, this mean that 1/3 of a Patrol Officers time during a shift is “unobligated time”.  This time could be better utilized in helping our Detective solve open cases. 

4.     Under Duties and Responsibilities there is no indication as to who is responsible for establishing schedules of Patrol Officers.  Also, there is no indication as to who is responsible for ensuring these Patrol Officer are productive their entire shift.  Closer supervision of these Patrol Officers would eliminate or drastically reduce the “unobligated time”.

5.     There is no listing of the number of Reserve Officers available.  These Reserve Officers could be training by utilizing Forfeiture Funds to raise their knowledge to the required level of a Patrol Officer or even a Sergeant.  These Forfeiture Funds should be used to raise the level of our Patrol Officers to reduce the need for direct supervision all the time.

6.     These Reserve Officers could conduct ride-alongs with experienced Officers to gain the experience needed to perform in the field.  This too could be paid out of the Forfeiture Funds and will enhance our Police Department.

All of these six suggestions are made to directly correct the mismanagement identified in the Tideview Group report.  Management of any department starts with the Department Head.  Chief Brooks has to reevaluate the current policies of the Lisbon Police Department and realign it with the findings with the study.

By reducing the 30-40% “unobligated time”, the Police Department will be able to devote additional time to solving open cases.  If properly implemented, the town will be able to eliminate a Patrol Officer.

BREAKING: Texas Makes Massive Move to Prepare for Secession From the Union

Texas was an independent nation from 1836 to 1845 before it became a state. That’s why it is referred to as “The Lone Star Republic.” Now Texas may be making a big move to secede from the United States and become a republic once again.

The state legislature recently announced that Texas’ gold holdings will be kept within its own borders. Of all 50 states, only Texas has a stockpile of gold, amounting to approximately 5,600 bars or $650 million worth. Currently, the gold is held in an HSBC bank in Manhattan.

Lisbon the New Yarmouth

Three months ago Lisbon contracted with Tideview Group to find out if we have too many Police employees. This was a relatively straight forward task that mainly involved comparing Lisbon Police to other Maine communities with similar demographics. (similar population, gender, age, income)  Somehow that simple task was hijacked and turned into a 30 page efficiency report attempting to justify Lisbon's 30 plus member Police/Dispatching force.

The report attempted to overstate the crime in Lisbon and equate it with the number of "calls for service" (9,000 plus per year) but didn't stress the fact that they were calling a person casually asking an officer for directions as being a call for service.  This is very misleading.  The bottom line is we only had 5 violent crimes in Lisbon the last reporting year. The report mostly deals with sworn officers giving the impression that they are the only ones in the Police/Dispatch that should be counted when looking at staffing numbers.

The study compares three Maine Police Departments to Liston's PD.  The comparisons were chosen  because they have similar staffing levels, CFS levels, and similar Policing policy. In other words they were chosen in an attempt to justify Lisbon's large PD's numbers. The towns chosen for comparison were:

  • Gorham: This town has half again as many people as Lisbon with half again as many "calls for service". If you look at the demographics Gorham is nothing like Lisbon.  They are a much larger college town with a per capita income almost half again as high as Lisbon's. Gorham's PD has to contend with thousands of teenagers for 9 months out of the year.
  • Yarmouth:  I don't see how anyone could compare Yarmouth demographics with Lisbon's.  Yarmouth has the 6th highest per capita income in Maine at $34,300 dollars per person per year. Lisbon is 229th on the per capita list with only $17,300 dollars a year. 

  • Kennybunk:  This comparison is even more contrasting than Yarmouth.  They are 28th in income ranking with a per capita income  of $26,000 per year.  They are known for being the affluent community where President Bush has a summer home.  This choice baffles me because one of the stated requisites for comparison was similar CFS levels. Kennybunk has more than twice our CFS level.  9,000 for Lisbon and 20,000 for Kennybunkport.   oops
All of these towns are White Collar communities that either have different Policing challenges than Lisbon's or can afford a large PD because of their affluence. 

    As flawed as this report is there are a few gems that shine through the BS.  
  • Sabattus  CFS is about half that of Lisbon but their total PD cost is only  $381,000 plus $4,200 for dispatching. This is a fraction of our policing cost.
  • The fact that this report had to go to such ridiculous lengths to find other communities to compare with ours speaks volumes about our bloated Police numbers.
  • Lisbon Police Officers have 30% to 40% (page 11) unobligated time or time not responding to calls for service or self initiated activities.  Would your employer allow you to spend up to 40% of your time doing nothing?

I find this report insulting to our intelligence. It is nothing more than a feeble attempt to justify spending  $2,000,000 plus per year on a police department that only has 5 violent crimes in a year.


I  don't blame  Lisbon Councilors or Management for this one. I think they are probably just as perplexed as I am about this and probably don't  know how to respond to this white wash.

Call your Councilors and tell them what you think of this report.

But since there are no limits, restrictions, or a fence, he just kept walking right over the border and back into the US each time. Celebrate Independence Day (A History Lesson)

The History and Origin of Independence Day


By the middle of the 1700s, the 13 colonies that made up part of England's empire in the New World were finding it difficult to be ruled by a king 3,000 miles across the Atlantic Ocean. They were tired of the taxes imposed upon them. But independence was a gradual and painful process. The colonists could not forget that they were British citizens and that they owed allegiance to King George III.
A "tea party" and a "Massacre" were two events that hurried destiny.

Along with general unrest these events united the colonists. In 1767 a tea company in India, owned by England, was losing money. To save the company, England levied a tax on tea sold in the colonies in 1773. Partly as a joke, Samuel Adams and other Bostonians dressed up as Indians and dumped a cargo of the India Company Tea into the Massachusetts Bay. King George III did not think it was funny, nor did he lift the tax on tea. In the Boston harbor, British soldiers were jeered and stoned by colonists who thought the soldiers had been sent to watch them. The soldiers fired into the crowd and killed a few citizens. The colonists exaggerated the number killed and called it a massacre.

The Fireworks Family

New Castle, Pennsylvania, is home to the Vitale Fireworks Display Company, responsible for more than one thousand fireworks shows every year. In 1922 Constantino Vitale brought his expertise at making fireworks from Italy to the United States. He passed his secrets on to his four sons, and since then the company has been making Americans exclaim "ooohhh" and "aaahhhh" at the lighted colors in the sky on July 4 and other occasions.

Yankee Doodle

Strangely, this patriotic song has derogatory origins. The music and words go back to 15th century Holland, as a harvesting song that began, "Yanker dudel doodle down." In England, the tune was used for a nursery rhyme, and later a song making fun of Puritan church leader Oliver Cromwell, because "Yankee" might be a mispronunciation of the word "English," and "doodle" refers to a dumb person.

America, The Beautiful

Every so often a movement is started to make "America the Beautiful" the national anthem instead of "The Star-Spangled Banner," largely because it was not written as a result of a war. The tune is easier to sing and the whole country is praised, not only the flag. Katherine Lee Bates, an English professor at Wellesley College, rode in a horse-drawn wagon up Pike's Peak, a mountaintop-in Colorado in 1893. She saw a view of the mountains that few people saw in those days and was inspired by her glimpse the "spacious skies" and "purple mountains" to write a poem, which became the first verse of the song. The public loved the poem, and Miss Bates was encouraged to set it to music She chose the music of a hymn by Samuel Ward.

CSPOA: The CSPOA Cautions Americans To Be Vigilant For Possible Violence During The 4th Of July Weekend


(Phoenix, AZ) As Americans prepare to celebrate our independence, CSPOA urges caution and vigilance, especially at large gatherings, for possible violent terrorist acts against our people.

Benghazi Lies Began With Obama and Hillary?


When the complete history is written of the 2012 terrorist attack in Benghazi, Libya, the dishonesty and duplicity of the Obama White House will be an inescapable fact. As we celebrate Independence Day, Americans ought to be disturbed about the ethical quality of the men and women in high office. The signers of the Declaration of Independence would surely be aghast at the unethical, lawless leadership in Washington, D.C.

However, I'd like to think the Founders would be happy with the vigilance and persistence of Judicial Watch in holding our government leaders accountable for their misdeeds.

To that end, this week we released new State Department documents showing that Hillary Clinton and the State Department's response to the Benghazi attack was immediately determined by top Obama White House officials, particularly Ben Rhodes, then-White House deputy strategic communications adviser, and Bernadette Meehan, a spokesperson for the National Security Council. The new documents were forced from the State Department under court order in a Judicial Watch Freedom of Information Act (FOIA) lawsuit.
A September 11, 2012, email sent at 6:21 p.m. by State Department spokesperson Victoria Nuland to Meehan, Under Secretary for Management Patrick F. Kennedy, and Clinton's personal aide Jacob Sullivan, shows that the State Department deferred to the White House on the official response to the Benghazi attack. Referencing pending press statements by Barack Obama and Clinton, Nuland wrote: "We are holding for Rhodes clearance. BMM, pls advise asap."
Meehan responded three minutes later, at 6:24 p.m.: "Ben is good with these and is on with Jake now too."
Rhodes sent an email at 9:48 p.m. to senior White House and State officials on the issue: "We should let the State Department statement be our comment for the night."
An email from Meehan, sent at 10:15 p.m. on September 11 to Rhodes, Nuland, Sullivan, Kennedy and Clinton aide Philippe Reines, further confirms the White House approval of Hillary Clinton's statement tying the Benghazi terrorist attack to an Internet video: "All, the Department of State just released the following statement. Per Ben [Rhodes'] email below, this should be the USG comment for the night."
The "USG comment" turned out to be Clinton's notorious public statement, made hours after the initial terrorist attack, falsely suggesting that the Benghazi assault was a "response to inflammatory material posted on the Internet."

(1) CLAIM: After the existence of the "home brew" email server was revealed, Hillary turned over all work-related emails to the State Department from her private server, deleting only personal emails -- including missives about "yoga routines," "family vacations," and "planning Chelsea's wedding."

Gawk at the Sunset: Five Islands has become a bit overrun these last few summers, but the crowds can’t detract from the setting: a windy promontory with 360-degree views of the five pine-shrouded islands. There’s no indoor seating (not that you’d want it), so bring a sweater, come at sunset, and watch the sailboats and gulls chase one another across the bay—one of the coldest and deepest in Maine, which locals say makes for the best lobsters.

Feel Like a Native: First, there’s the drive in, a lovely trip along the peninsula south of busy Rockland (where the Maine Lobster Festival is held every August). Between a meadow and a rocky beach sits Waterman’s humble shack, with two dozen picnic tables scattered around a lawn and a tented deck.

Take a Break from Shopping: So you’re making the pilgrimage to L. L. Bean and the outlets of Freeport. When you can’t face another discounted duck boot, retreat to this popular spot on the South Freeport marina. Lit up like a small-town carnival at night—with a jovial clientele who picnic on their car hoods when the tables are full, as they often are—Harraseeket is a few steps above a shack (and pricier).
