A Local Citizen Raises Questions About "Toll Booth" or "Toll Boot" In Lisbon

 

As I drove thru Lisbon today, I saw signs about a TOLL BOOTH. Questions raised:
1.Is it legal to stop traffic and solicit money? Like the panhandlers in Portland? 
   Is this obstruction of traffic? Placing an object like a boot in your car window?
2.Who gives permission for this type of activity?
   Does one need permission ?
3. If permission is necessary what is process?
    What groups can e.g. churches ,boy/girl scouts, school activities , social service agencies or other non profit group?
     Are there "Sacred Cows" groups that people may feel intimated if to say no or even ask 
the above questions??!!

      Recently I drove thru  Poland and just had this experience!!  After 9-11 (2001)
there were firemen in the middle of the road in front of McDonald's stopping all cars even on a green light sticking a BIG BOOT in all car windows.How could someone refuse this intrusive projection in their space or say know if known in town...

     I am not trying to be a STINKER about this but I feel imposed on without town representation and powerless. No one asked but thought I would ..Maybe it is me and others feel it is a non issue... FEEDBACK PLEASE
