The Town Council held a
workshop on September 3, 2015 to discuss several issues. Councilors Crafts and Garrison were excused. The following were items discuss:
1.
DRAINAGE ISSUES – There are drainage issues on
Frost Hill and two in Wing Street. The
Council talked about whom has liability and responsibility on private property. This issue has been passed to the town
attorney for a legal review.
2.
DAVIS STREET
SIDEWALK - According to the Public Works Director, there is approximately 1,450
feet needed to complete the project. It
will cost approximately $15-20 thousand dollars to complete. Work on this
project to begin spring or early summer.
3.
ANDROSCOGGIN
RIVER TRAIL WASHOUT (LISBON “BIG DIG”) – The Town believes correcting this
issue will cost roughly $9,500.00 dollars and the MDOT says the towns solution
will not work and that a $27,000.00 dollars solution by MDOT is the only
acceptable solution. I asked if the trail
had been accepted by the town and did not get an answer. The members representing the town did not
want to point fingers at who was responsible for this mess.
4.
CHARTER
AMENDMENTS – There were only three items brought out at the workshop. The first was to eliminate the two years term
for the Chairman of any and all Committee/Boards to include Town Council and
the School Board. Second it was to raise
the limit to borrow money from $100,000 to $250,000 without going to a
referendum because the cost of living.
Finally, The Council wants to eliminate the Planning Board from being in
the Capital Improvement Plan and at the same time to raise the limit from
$10,000 to $25,000. Also, change the
date of submission to the Town from December to May.
