A Former Lisbon Selectman Speaks About The Worumbo Mill

“What’s past is prologue.”  In the early parts of the 1990’s, the Town of Lisbon took over the Farwell Mill from Miller Industries for unpaid taxes.  The Town and Miller had launched a project to convert the building into apartments.

Many of the residents of Lisbon didn’t pay much attention to the project.  It was primarily financed by a grant from HUD out of Manchester, New Hampshire.  A developer was hired and he handled the construction.  The original construction price was approximately 3.4 million dollars.  After a couple of years and very little progress, HUD began to put on the pressure about the return of their money or the completion of the project.  The Maine Department of Environmental Protection was on top of Lisbon to undertake major corrective actions at the site.  The developer went bankrupt and the project collapsed.  The next action came from HUD threatening to sue the Town for the money they had advanced on the project.  As a major taxpayer I was, along with everyone else in Lisbon, on the hook to repay the HUD loan.  I became a selectman primarily to protect the interest of the taxpayers.

Several attempts were made to market the mill with no real interest from anyone capable of completing the project.  At that point we had to decide to pay up or complete the project.  We were fortunate to get a jobs bond grant from the State and we commenced development.  We used local people who performed with good result.  The people of the Town of Lisbon approved two loans and Miller Industries helped with the rehabilitation of the environmental hazard.  The project was completed at a cost of 6.7 million dollars—not a great success, but an expensive save.

My point is that there were no villains in this story (with the exception of the developer)—just a lot of problems that were overlooked and left to fester.  Town employees were not developers and were overwhelmed.  Town officials who were enthusiastic in the beginning, were disavowing the project as things got worse.  At that time, the Town was in a better financial position than it is now.

Our tax base is being torn down every day.  Remember, the debt of the Town is backed up by your property.  This Worumbo Mill project has no value added.  We will have to make up the taxes and assume all costs associated with the project.

Now is not the time and this is not the type of project we need.  We sold the Farwell Mill and made enough money to build a new Town office.  There is no up side to this project, and a great potential for expensive missteps.  As a taxpayer who has been there, I urge you not to approve this project.

Here Is The Latest Corruption, Collusion, and "Business As Usual" Scandal To Besiege Lisbon Residents

THE LATEST CORRUPTION IN LISBON

Mrs. Fitzgerald and I wondered why Chairman LaRochelle was pushing so hard for the town to accept the Miller Industries offer for the old Worumbo Mill.  What we have uncovered is astonishing to say the least.

It all started with LaRochelle Properties, LLC purchasing from Miller Industries  the property at 2 Canal Street.  This property was on the market for $125,000.00 but it was sold by Miller Industries to Chairman LaRochelle’s business for $65,000 (See below for the Maine Revenue Services Real Estate Transfer Tax Declaration).  This is substantially below the asking price.  I wonder why Miller Industries sold this property so cheap to the Chairman of the Town Council.  Less than a year later, Chairman LaRochelle is pushing the council and now the people to accept an offer from the Miller Industries for the old Worumbo Mill property.

Let’s take a look at this from the Miller Industries' stand point. 

First, Miller Industries got rid of property they had no intention of redeveloping by selling it to Chairman LaRochelle.  Next, the Miller Industries is trying to dump the old Worumbo Mill property on the people of Lisbon.  After the fire at the mill, the insurance company paid a vast amount of money for the cleaning up of the property, either demolition or renovation of the property.  The Miller Industries chose to reinvest some of these funds for cleaning up the area but chose NOT to reinvest any more money into the mill.   

Now to get out from under this property, the Miller Industries has offer the property to the town for $100,000.  This means that Miller Industries will have received money from the insurance company for this property and now is going to receive additional money from the people of Lisbon for the same property.  If the people of Lisbon decide to float a bond for one (1) million dollars, this will mean Miller Industries is out from under the responsibility and liability of this property  and they will not have to pay $4,939.49 annually to the town for taxes.  Since Miller Industries has elected not to invest their money in the town of Lisbon, they need to dump this property as fast as they can.  Since it has been on the market for several years without being sold, receiving $100,000 from the people of Lisbon is a land fall for Miller Industries.

I look on the Agenda for the Town Council and I see the council is going to vote on (1) Bond Order $1,000,000 for Worumbo Mill Project; (2) Council Recommendation on Bond Order – Question 1; and finally (3) Warrant for Bond Referendum on September 24, 2013. 

Dot and I wanted to know why the council was moving this so fast.   A special election will cost the taxpayers approximately $3,000.   

So why can’t we just add it to the November ballot just 3 months away?   

After little research, we found out why the big rush.  LaRochelle Properties, LLC has to act on their property within 18 months of the purchase price.   If the people approve this bond issue, the LaRochelle Properties, LLC at 2 Canal Street will increase in value but if the people vote this down, the property will remain the same and it would be crazy for LaRochelle Properties to try and develop this property.

Also, LaRochelle Properties, LLC is scheduled to appear before the Appeals Board to obtain a variance on the front and side of the property.  

 Can you imagine putting a structure on the corner blocking the view of motorist on Route 125? 

Also, the LaRochelle Properties, LLC has put in for permits at 2 Canal Street.  The Agenda for the Planning Board is not out yet but I would not be surprised to see LaRochelle Properties, LLC on the agenda.  If you care to check it, the 18 months requirements will be up on November 7, 2013.  Now we know why Chairman LaRochelle is pushing so hard.

Now these are FACTS the people need to know.  I am not sure the other members of the council are aware of these facts either.  I guess we now understand what has happened on the Worumbo Mill property.  To me, it appears that Chairman LaRochelle is paying back a debt he owes to the Miller Industries for selling him 2 Canal Street at such a reduced price.  I wonder how many more Councilors are involved with this scheme?  We will have to wait and see if we have councilors or co-conspirators on the council.

The information I have presented here is a matter of public record.  I believe this is corruption at its finest and I hope the Federal government will step in and investigate further.

From my standpoint, Chairman Fern LaRochelle is a corrupt politician and needs to be voted out.

Joe Legal and Jose Illegal both enjoy the same police and fire services, but Joe paid for them and Jose did not pay.

The Benghazi Attack, From A Pilot's Perspective ~ What We Have Been Missing!

This has been around for awhile, but everyone should remember what the scumbag is responsible for!!!

 

A long read but gives an experts viewpoint about what we've all been wondering about regarding the lack of response to the Benghazi attack. There still has been no response to the multiple reports of 400 missiles taken that were bound for Syrian Rebels via Turkey – a larger scandal than the Iran-Contra one…

Pres. Obama was right when he said "we are a country of cowards", they reside on Capitol Hill.

"Hands" was my boss when I was on the USAF Stan Eval team when you and I were both stationed at Ramstein in the late 70's. I guess "outspoken" is an understatement because Phil would tell it like it was and that is the main reason he was so well respected by all of those who ever worked for him. As far as I know he was the only pilot "living" to loop a C-130. His "outspokenness" did get him fired as the F-15 wing commander at Luke. At his going away speech he was given a 45 minute (or something close to that... I wasn't there, just heard about it) standing ovation. Phil is kind of like a George Patton in that he needed to be wrapped up and saved for combat. He is a hell of a guy and I would fly with him anytime.   

 

Gentlemen, I would say every US fighter pilot, retired or on active duty, knows that Panetta and Dempsey both are full of crap when they said there was no time to send help to Benghazi. They claim it was a problem of "time/space." All my friends and I said, "Bullshit." We know they could have gotten F-16s there from Aviano. "Hands" Handley is a well-respected USAF fighter pilot. Here is his short resume and what he just wrote about Benghazi below that. If anything, Handley is pessimistic in his timeline of when F-16s could have reached Benghazi. I think they could have been airborne even sooner and turned quicker at Sig. The decision to not try was not based on capability. We had the operational capability in every way. I hope Handley's taxes are in order. His IRS audit is forthcoming. Eagle Biography Colonel Phil "Hands" Handley Colonel Phil "Hands" Handley is credited with the highest speed air- to-air gun kill in the history of aerial combat. He flew operationally for all but 11 months of a 26-year career, in aircraft such as the F-86 Sabre, F-15 Eagle, and the C-130A Hercules. Additionally, he flew 275 combat missions during two tours in Southeast Asia in the F- 4D and F-4E. His awards include 21 Air Medals, 3 Distinguished Flying Crosses, and the Silver Star. ---------------------------------------------- Betrayal in Benghazi Phil "Hands" Handley Colonel, USAF (Ret.) The combat code of the US Military is that we don't abandon our dead or wounded on the battlefield. In US Air Force lingo, fighter pilots don't run off and leave their wingmen. If one of our own is shot down, still alive and not yet in enemy captivity, we will either come to get him or die trying. Among America 's fighting forces, the calm, sure knowledge that such an irrevocable bond exists is priceless. Along with individual faith and personal grit, it is a sacred trust that has often sustained hope in the face of terribly long odds. The disgraceful abandonment of our Ambassador and those brave ex-SEALs who fought to their deaths to save others in that compound is nothing short of dereliction-of-duty. Additionally, the patently absurd cover-up scenario that was fabricated in the aftermath was an outright lie in an attempt to shield the President and the Secretary of State from responsibility. It has been over eight months since the attack on our compound in Benghazi . The White House strategy, with the aid of a "lap dog" press has been to run out the clock before the truth is forthcoming. The recent testimonies of the three "whistle blowers" have reopened the subject and hopefully will lead to exposure and disgrace of those responsible for this embarrassing debacle. It would appear that the most recent firewall which the Administration is counting on is the contention "that there were simply no military assets that could be brought to bear in time to make a difference" mainly due to the unavailability of tanker support for fighter aircraft. This is simply BS, regardless how many supposed "experts" the Administration trot out to make such an assertion. The bottom line is that even if the closest asset capable of response was half-way around the world, you don't just sit on your penguin ass and do nothing. The fact is that the closest asset was not half-way around the world, but as near as Aviano Air Base, Italy where two squadrons of F-16Cs are based. Consider the following scenario (all times Benghazi local): When Hicks in Tripoli receives a call at 9:40 PM from Ambassador Stevens informing him "Greg, we are under attack!" (his last words), he immediately notifies all agencies and prepares for the immediate initiation of an existing "Emergency Response Plan." At AFRICON, General Carter Ham attempts to mount a rescue effort, but is told to "stand down". By 10:30 PM an unarmed drone is overhead the compound and streaming live feed to various "Command and Control Agencies" and everyone watching that feed knew damn well what was going on. At 11:30 PM Woods, Doherty and five others leave Tripoli, arriving in Benghazi at 1:30 AM on Wednesday morning, where they hold off the attacking mob from the roof of the compound until they are killed by a mortar direct hit at 4:00 AM. So nothing could have been done, eh? Nonsense. If one assumes that tanker support really "was not available" what about this: When at 10:00 PM AFRICON alerts the 31st TFW Command Post in Aviano Air Base, Italy of the attack, the Wing Commander orders preparation for the launch of two F-16s and advises the Command Post at NAS Sigonella to prepare for hot pit refueling and quick turn of the jets. By 11:30 PM, two F-16Cs with drop tanks and each armed with five hundred 20 MM rounds are airborne. Flying at 0.92 mach they will cover the 522 nautical miles directly to NAS Sigonella in 1.08 hours. While in-route, the flight lead is informed of the tactical situation, rules of engagement, and radio frequencies to use. The jets depart Sigonella at 1:10 AM with full fuel load and cover the 377 nautical miles directly to Benghazi in 0.8 hours, arriving at 1:50 AM which would be 20 minutes after the arrival of Woods, Doherty and their team. Providing that the two F-16s initial pass over the mob, in full afterburner at 200 feet and 550 knots did not stop the attack in its tracks, only a few well placed strafing runs on targets of opportunity would assuredly do the trick. Were the F-16s fuel state insufficient to recover at Sigonelli after jettisoning their external drop tanks, they could easily do so at Tripoli International Airport , only one-half hour away. As for those hand-wringing naysayers who would worry about IFR clearances, border crossing authority, collateral damage, landing rights, political correctness and dozens of other reasons not to act" screw them. It is high time that our "leadership" get their priorities straight and put America's interests first. The end result would be that Woods and Doherty would be alive. Dozens in the attacking rabble would be rendezvousing with "72 virgins" and a clear message would have been sent to the next worthless POS terrorist contemplating an attack on Americans that it is not really a good idea to "tug" on Superman's cape. Of course all this would depend upon a Commander In Chief that was more concerned with saving the lives of those he put in harm's way than getting his crew rested for a campaign fund raising event in Las Vegas the next day. As well as a Secretary of State that actually understood "What difference did it make?", or a Secretary of Defense whose immediate response was not to the effect that "One of the military tenants is that you don't commit assets until you fully understand the tactical situation." Was he not watching a live feed from the unarmed drone, and he didn't understand the tactical situation? Ultimately it comes down to the question of who gave that order to stand down? Whoever that coward turns out to be should be exposed, removed from office, and face criminal charges for dereliction of duty. The combat forces of the Untied States of America deserve leadership that really does "have their back" when the chips are down.

Reuters: U.S. directs agents to cover up wiretap program

WASHINGTON - A secretive U.S. Drug Enforcement Administration unit is funneling information from intelligence intercepts, wiretaps, informants and a massive database of telephone records to authorities across the nation to help them launch criminal investigations of Americans. 

Although these cases rarely involve national security issues, documents reviewed by Reuters show that law enforcement agents have been directed to conceal how such investigations truly begin - not only from defense lawyers but also sometimes from prosecutors and judges.

The undated documents show that federal agents are trained to "recreate" the investigative trail to effectively cover up where the information originated, a practice that some experts say violates a defendant's Constitutional right to a fair trial. If defendants don't know how an investigation began, they cannot know to ask to review potential sources of exculpatory evidence - information that could reveal entrapment, mistakes or biased witnesses.

Everywhere I go I see sex. It’s on billboards, store-front windows, the way women dress (or don’t dress) on television, in the movies. It’s on my computer screen to the point where I need a special software tool just to keep it from popping up (no pun intended). To someone on the outside of America looking in, it would appear that sex “owns” America.

So, why then, are we surprised at “the rise” (and fall and rise again) of Anthony and his Weiner? I’m sitting here in an internet café (and when someone walks in I glance up just to make sure they’re not pointing a gun at me) and I have to admit that most of the women who walk in here are dressed quite modestly. I really don’t believe most women want to get into Anthony Weiner’s pants. Of course, some men like to fantasize that women want them, but it’s just not true. Let’s face it – most rapists are men.

On the other hand, sex sells. That can’t be debated. Men, have you ever wondered why so many strangers are interested in the size of “your package”? Come on! Give me a break here! I don’t want a nutritional all natural supplement to make her happy and give her the size she deserves! That’s just gross! But, people wouldn’t be making and marketing this snake oil unless men were buying it.

CAFR1: Is The CAFR Just A "Look Backward"?

On a Florida Tea Party site, a CAFR1 subscriber, Holy posted a recent CAFR1 article.
 
A comment was made by an Amanda Choate of which Holy asked me to reply to.

I Note GASB is a 100% "Private Association" created by the large government gangs in the first place to in effect bypass their own monopoly laws. They have done so by letting GASB.org call the shots in which Government internally networking together as a monopoly never openly would have been able to arrange for.

Holly, when you can explain GASB accounting in a meaningful way then I will listen to this nonsense. Budgets look forward, CAFRs look backward. They see very different accounting principles. CAFRs are created for use by bond agencies to determine risk and solvency of a entity.

Your comment of "looks backward" is a well enforced and promoted political buzz word expression to back people off from looking and learning. Now if you are just parroting that spoon fed soundbite not knowing any better, it is time you had a very big "Wake up call Girl".
 
Let's use Bill Gates as an example. His "looking backward" financials would be his statement of net worth. Well, Bill from the 80's has built a personal financial empire.
 
He may have started from his garage in year one but over the years and multiple ventures established, as of 2012 he built a personal fortune. His diverse portfolio of investments and holdings outside of shares owned in Microsoft may as a hypothetical example contain: Has 3.5 billion siting with Deutsche Bank, 2.8 billion with Credit Swiss Bank, stock ownership of 150 different corporations, he owns a chain of laundry stores in India, a 1400 acre horse ranch in Wyoming, etc., etc. and his international holdings as shown in his Statement of Net Worth now reflects as of 2013 a net of 65 billion dollars.
 
Well, let's say this year, 2013 the press in the News Headlines announced:  "An individual by the name of Bill Gates lost 1.5 billion dollars this year. He is frantically looking to find 1.5 billion dollars to pay back his creditors. Bankruptcy may be his only option and could be immanent at any time!"
 
Well, if no one ever followed Bill Gate's career, no mention of his "Statement of Net Worth" was made (equivalent of the CAFR for local governments)  the public could bite "hook - line- and sinker" with the first thought to go through their minds being: "Who the hell lent him 1.5 billion dollars for him to loose it in the first place?"
 
In "reality" Amanda, if he wanted too, he could pull 1.5 billion dollars from his Deutsche Bank account and still have 2 billion left over from "just there". As local governments over the last seventy-years developed into financial empires, empires greater than Midas ever dreamed about, they did so as they spoon fed the population: "Short on money, need to raise taxes", "Pensions under funded, need to raise taxes", "need to borrow money, need to raise taxes". Well, with the "Statement of Net Worth" the CAFR within the "Silence is Golden Rule" played out, those same local governments built their empires over the decades without the public having a clue what was taking place. Thus never a peep, mention, or cognitive thought generated by the well entrenched inside players due to the "Wealth" and "Control" building over those same decades passing, or as your spoon fed parrot conditioned response noted: Oh, that is just a "look backwards".
 
The CAFR is the Holy Grail of accounting for any local government. Their "Statement of Net Worth". Due to the massive investment / true income of money building over the decades, not a peep over the decades with the full cooperation of government administrations, the Syndicated Media, both Primary political parties, controlled education, the industrial / financial cartels, etc., DUE TO THE MONEY (wealth building) INVOLVED. Those groups were sent the CAFRs each year. The one small group that was excluded due to that money involved was THE ENTIRE GENERAL POPULATION of this country. 
 
People, especially all taxpayers, should be dissecting their local government CAFRs with a fine tooth comb. So stop playing into their game of treating the population as "useful idiots" for easy exploitation and easy misdirection away from carefully examining the CAFRs.
 
I note when "responsible" people look for the first time at their local government CAFR and finally digest it, they are floored with what they see. The world of government wealth holdings is much different than the were spoon fed to believe. Then the big hit takes place. They realize they are just looking at "one" local government CAFR out of thousands and the "collective" control and ownership of it all sinks in. Can't wait for your: "Oh, my God" moment Amanda...
 
On a last Note: ** Government was NOT supposed to operate at a profit. How did they get around this restriction?

ANSWER: If for example a city had a 100-million dollar profit for the year from any of its operations, at a stroke of a pen they create or deposit into a "liability fund" and poof, there goes the profit re-designated now as a liability.

PS: Per information you see on Wikipedia, what you will find is that many of their all volunteer "content edit administrators" are current or ex "international" government political shill personnel that slithered in to edit the content shown. My BIO which was up on Wikipedia for years since 2004 was deleted by a content administrator "Sandstien" who tried to be anonymous. I then pulled up an old archive of Wikipedia from before "Sandstien" deleted his profile information. He was a LT for the Swiss Army and worked for the Federal Swiss Court. It appears he got a political favor phone call from some political hack in the US to do a favor to delete and since 2009 no trace of my BIO exists on Wikipedia. Wikipedia is no longer an information source but in turn an information control medium for deletion or selective editing.

I understand there are several of you out there that are supporters of Chief David T. Brooks.  I am sure each of you belongs to the Good Old Boys network.  I feel very sorry for you individuals because you are so gullible. 

Chief Brooks has been leading you on for years and you have fallen for his BS; hook, line and sinker.  Chief Brooks is an excellent politician.   He possesses the ability to talk out of both sides of his mouth and say nothing.  He has the ability to play to any audience by telling them what they want to hear; whether it is the truth or not. 

 Look in Sun Journal for proof  "When you're a small town and you only have one or two people on duty, then you're telling that town they have to take their officer out of their town in order to transport someone," Lisbon police Chief David Brooks said Monday.

Now at the last Town Council meeting Chief Brooks was requesting two Police vehicle replacement totaling $48,264.00 of our tax dollars.  The council approved the request without a problem.   

Can someone tell be why we need 2014 Police Interceptors instead of 2012 or 2013 Police Interceptors?  If there are only one or two people on duty why do we need nine (9) vehicles?  It would appear that neither Chief Brooks nor the council are interested in saving tax dollars or trying to prevent a tax increase.

On July 5, 2013, I requested a listing of the vehicles in the Police Department “Respectfully request a complete listing of all vehicles assigned to the Police Department with the following information: Year; Make; Model; Owned or Leased; what the vehicles are used for; mileage and when the vehicle is scheduled to be replaced.“    

As you can see, I requested the vehicle Owned or Leased.  Below is the listing Chief Brooks sent to me on July 11, 2013.

As you can see Chief Brooks did not indicate which vehicles are Owned or Leased so I had to submit yet another request to make sure Chief Brooks understood what I was looking for.  My second request was submitted on July 17, 2013 “Respectfully request an “L” be placed to the left of the year on the attach listing of Police Department vehicles to indicate which vehicles are leased.” 

 I received a call from the Town Clerk, Twila, stating it will be awhile before I can get this information because Chief Brooks is not sure which vehicles are leased so he has to consult with the Finance Director, Jessica Maloy, for her input.  However, the Finance Director does not have the time to go over the list and tell the Chief of Police which of his vehicles are leased.  The yearly audit is supposedly being conducted.  I assume this would take no more than 5 minutes to look at the lease file to determine which vehicles are leased.

For the past three years, Chief Brooks has told the people and the Town Council he was working on a life cycle management program.  A life cycle management program is established to replace vehicles on yearly basis in order to spread out the cost to the taxpayers.  

How could he be working on this program for three years without any results?  The answer is simple; (1) he is not working on any such program and has no intentions of doing so and (2) if after three years of working on this program and he has no clue which vehicles are on lease there is no hope at all of ever having such a program in Lisbon.  

 If you look at the above listing you will see that Chief Brooks has scheduled to replace four (4) vehicles next year.

 Can we really afford the latest and greatest vehicles for our Police Department?  Are you ready for another tax increase to pay for Chief Brooks’ empire?

Larry, I am sure Brooks knows exactly how many vehicles are leased or owned. He does keep meticulous records. Are the detective vehicles included in this list? Why is there only one 2013 listed, what about this years vehicles? This list appears incomplete. Thanks for doing all this research.

It is important that the residents of Lisbon recognize the similarities of the past and not make the same mistakes.  Towns such as Chelsea and cities like Detroit have waited too long for the citizens to take action.  Remember the immortal words of Edmund Burke: “The only thing necessary for the triumph of evil is that good men do nothing.”   Also the Reverend Charles F. Aked said “that for evil men to accomplish their purpose it is only necessary that good men should do nothing”.  These leaders have just described the town of Lisbon.

The town of Lisbon has lost our freedom of speech and its voice during town council meetings.  This has opened the doors for our councilors to ignore the town’s charter and to perform illegal acts.  This is OUR town and it is time for the citizens of Lisbon to get off the couch, put down the remote and put a stop to this corruption.

Everyone is waiting for someone else to act but it is the responsibility of each of us to take action.  The Lisbon Reporter and LisbonMaine.net have worked hard to bring the truth to the residents.  Former councilors slammed both blogs for reporting false information in order to cause trouble in Lisbon.  So these blogs started proving town documents to back up the information provided.  As it turns out all the information reported was true and these former councilors had been lying to the people all along.  Everything Councilor Cote said during his tenure on the Town Council is coming true. 

Chairman LaRochelle has voted to take individuals properties for back taxes which included interest and penalties.  However, when it came to LaRochelle Properties, LLC owing back taxes, interest and penalties, Chairman LaRochelle volunteered to pay ONLY the back taxes; in fact, the town Assessor did not compute any interest and penalties for the Chairman. 

 Everyone else who owes back taxes is forced to pay interest and penalties.    This situation was created by an administrative error by the town but for over ten years Chairman LaRochelle never reported the error; probably because it was in his favor.  As Chairman of the town council, he should have recognized the error immediately.

The latest contracts awarded by the town council were a clear violation of the Purchasing Policy of the town.  The contract for the removal of sludge never went out for bid.  The contract is for $80,000 tax dollars and is required to be put out for bid.  The road striping contract went out for bid and was awarded to a Massachusetts company over a Maine company.  There were no sealed bids provided at the council meeting and yet our town council took the word of the town manager and approved the contract knowing the Maine company had never received the RFP but wanted to bid on the contract.

For the past two years, citizens of Lisbon have suffered a tax increase.  Town documents have shown in the Transfers and Carry Forward that a tax increase was not necessary in 2012-2013.   

Town Manager Eldridge stated the budget includes $100,000 tax dollar inflation in the tax dollars allocated for the TIF payments.  The town does not need the latest police cars tricked out with the top of the line police packet in them.  The town does not need to pay $500,000 tax dollars for a Communication Center that is not a Public Safety Answering Point (PSAP).  This means that all 911 calls are relayed from the Androscoggin County Dispatch before anyone is dispatched to respond to the situation.  This is a totally unnecessary step putting OUR lives at risk.  The only reason the town suffered a tax increase this year is to support Chief Brooks’ police department and the communications center.  In the meantime, residents are struggling to pay their taxes.

It is time for all citizens to become active before Lisbon becomes a Chelsea or Detroit.  One thing that can be done is in November; we can vote out Fern LaRochelle; Roger Bickford and Gina Mason.  These three are members of the Good Old Boys network.
