HOW CAN WE BELIEVE IN OUR COUNCIL?

The Town of Lisbon has a Town Council run exclusively by one individual (Mike Bowie).  Councilor Bowie holds illegal meetings prior to every Town Council meeting with his puppets to provide instructions on what they are required to do during the meeting.  Only certain councilors are allowed to attend, Councilor Cote is NEVER allowed and Council Chairman Mark Lunt is allowed on certain meetings.  Councilor Bowie and the puppets are hypocrites because they do not comply with the Town Charter. 

A prime example of these continued violations is the Vice Chair Pomelow and Councilor Mason situations.  Both of these councilors, at the time they took the oath of office, swore under oath to:  “I solemnly swear (or affirm)that I will support the Constitution and will obey the laws of the United States and of the State of Maine; that I will, in all respects, observe the provisions of the Charter and ordinances of the Town of Lisbon and will faithfully discharge the duties of the office of Town Councilor”, had knowledge their husbands were operating a business out of their residence, which at the time was a violation of the zoning ordinance for their residence.  Councilor Mason’s husband applied for and was granted, after the fact; a waiver to operate the business by the Planning Board. 

However, Town Charter, Section 2-11(b)Forfeiture of Office A councilor may forfeit the office of Councilor  (2) “knowingly and willfully violates any express prohibition or other provision of this Charter, of the terms of their oath of office, the Town’s Ethics Policy, or any other Town provision relating to the conduct of a Councilor, including violation confidentiality requirements”.  I provided to the Chairman Mark Lunt documentation which clearly showed both of these Councilors, at the time of their oath of office, were in violation of the town Charter.  No action was taken on this matter by the Town Council.

These councilors protect each other in order to keep control of the Council.  Councilor Bowie will do anything, legal or illegal, to protect one of his puppets.  These continued violations of the town Charter just go to show residents the honesty, integrity and professionalism of these councilors.  These councilors have shown a total lack of respect for the residents of Lisbon, the Town Charter or what is best for the Town of Lisbon.  These councilors have their own agenda and will perform any act, legal or illegal, to accomplish their goals.

Councilor LaRochelle preaches the council will police its own but to this council; these are ONLY words to passify the residents.  This council has absolutely no intentions of policing their own or putting what is best for the Town of Lisbon first.  A review of their record speaks volumes about their protecting each other.  Also, look at their record on the Town Manager, who is the biggest violator of the Town Charter and Maine law.  The Town Manager is the direct supervisor of the Tax Assessor.  Eldridge stated last year the town had a valid commitment and nothing could be done about the tax bills.  Come to find out there was no valid commitment and the mill rate was lowered $.60 per thousand.  A true Town Manager would have reviewed the tax commitment process to ensure it was 100% correct before presenting it to the council.  Remember what a goat rope we had to go through to prove to the council there had been a mistake made in the process. 

It should never be the citizen’s responsibility to provide documentation or provide proof to the town council of errors in the management of the town.  The taxpayers are paying over $80,000 dollars for a Town Manager who has demonstrated a lack of knowledge in the daily operations of a municipality, Maine law and the provisions of the Town Charter.  Again, Town Charter, Section 3.03, Removal allows the town council to police one of their own, the Town Manager, for continued violations of Maine laws, and the Town of Lisbon Charter.

I can only point out to the citizens of the Town of Lisbon the continued violations performed by the Town Council and the Town Manager.  IT IS UP TO THE RESIDENTS OF THE TOWN OF LISBON TO FORCE THE TOWN COUNCIL TO PERFORM THEIR DUTIES IN ACCORDANCE WITH THE TOWN CHARTER. 

Take action and restore honesty, integrity and professionalism back into the management of the Town of Lisbon.  Call your councilors and demand they take the action required by the Town Charter and get rid of those who lack honesty, integrity and professionalism regardless of their position.

Gotta find someone in Congress who will introduce this.‏

The 26th amendment (granting the right to vote for 18 year-olds) took only 3 months & 8 days to be ratified!  Why?  Simple!  The people demanded it.  That was in 1971...before computers, before e-mail, before cell phones, etc 

Of the 27 amendments to the Constitution, seven (7) took 1 year or less to become the law of the land...all because of public pressure.
 I'm asking each addressee to forward this email to a minimum of twenty people on their address list; in turn ask each of those to do likewise.
In three days, most people in The United States of America will have the message.  This is one idea that really should be passed around.
 

Congressional Reform Act of 2011 

1. Term Limits. 12 years only, one of the possible options below..
A. Two Six-year Senate terms   B. Six Two-year House terms
   C. One Six-year Senate term and three Two-Year House Terms 

2.  No Tenure / No Pension.
A Congressman collects a salary while in office and receives no pay when they are out of office.

 
 3.  Congress (past, present & future) participates in Social Security.
All funds in the Congressional retirement fund move to the Social Security system immediately.  All future funds flow into the Social Security system, and Congress participates with the American people.  

 4. Congress can purchase their own retirement plan, just as all Americans do. 

5. Congress will no longer vote themselves a pay raise.  Congressional pay will rise by the lower of CPI or 3%. 

6. Congress loses their current health care system and participates in the same health care system as the American people. 

7. Congress must equally abide by all laws they impose on the American people.

 8. All contracts with past and present Congressmen are void effective 1/1/12.   The American people did not make this contract with Congressmen.  Congressmen made all these contracts for themselves.  

 Serving in Congress is an honor, not a career.  The Founding Fathers envisioned citizen legislators, so ours should serve their term(s), then go home and back to work.

 If each person contacts a minimum of twenty people then it will only take three days for most people (in the U.S. ) to receive the message.  Maybe it is time.

ATF head removed after 'fast and furious' controversy

The head of the ATF has been removed after months of speculation about his role in a botched gun tracking operation that may have contributed to the death of a Border Patrol agent.

The Department of Justice (DOJ) announced on Monday that acting director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Kenneth Melson was being replaced. Melson is being transferred to the Office of Legal Policy, where he will be a senior advisor.

U.S. Attorney for the District of Minnesota Todd Jones will take over as acting ATF director, according to the Department of Justice.

Melson has been in Congress’s crosshairs for the majority of this year as Sen. Chuck Grassley (R-Iowa) and Rep. Darrell Issa (R-Calif.) investigated the ATF’s botched gun tracking operation, Fast and Furious. The operation oversaw the sale of thousands of firearms to known and suspected straw purchasers for Mexican drug cartels.

Flood waters endanger dam; 93K still lack power

DURHAM — A day after Tropical Storm Irene bowled through Maine, flooding on the state’s rivers and their tributaries posed the threat to public safety.

Concerns about the integrity of a cofferdam on the Androscoggin River led state officials to close the bridge connecting Durham and Lisbon overnight Monday.

Lynette Miller, spokeswoman for the Maine Emergency Management Association, said today that MEMA was notified Monday night that dam officials feared that crest heights of the river above the cofferdam, which was constructed to hold back the Androscoggin while Cianbro reconstructs a portion of the Worumbo hydroelectric dam, would cause flooding downstream.

“The surge from the rain we got during (Tropical Storm) Irene brought the Androscoggin up,” Miller said.

By 10 p.m. Monday, the Maine Department of Transportation had closed the bridge spanning the river and nearby Cedar Pond Road. Both had reopened by 8 a.m. today, according to MDOT spokesman Mark Latti.

Lisbon Management Performs Another Illegal Act

ANOTHER ILLEGAL ACT

Town Manager Eldridge and the Town Council are up to their old tricks again by violating the Town of Lisbon Charter. In November 8, 2010, I cited 12 to 13 cases where Eldridge violated our town Charter. I presented these facts to the Town Council and the council decided these violations were not sufficient to remove Eldridge as the Town Manager.

In the minutes of the July 26, 2011 workshop is yet another violation of the Town Charter. The minutes state “The Council discussed each of the following charter amendments and by general consent asked that the Town Manager place them on the warrant for the November 8 Election”. Keep in mind, no vote can be taken at a workshop. Apparently, this Town Council and Town Manager have decided to ignore the provisions of the Town Charter provided below:

Sec. 2.07. Action Requiring an Ordinance.

In addition to other acts required by law or by specific provision of this Charter to be done by ordinance, those acts of the Council shall be by ordinance which (1) adopt or amend an administrative code, or establish, alter or abolish any Town department, office or agency; (2) provide for a fine or other penalty or establish a rule or regulation for violation of which a fine or other penalty is imposed; (3) regulate the rate at which a business or establishment may charge for its services; (4) convey or lease property of the Town except tax acquired property; or (5) amend or repeal any ordinance previously adopted. Acts other than those referred to in this section may be accomplished by ordinance, order, or resolve.

Sec. 2.08. Ordinances.

Procedure. An ordinance may be introduced by any Councilor at any regular or special meeting of the Council and may not be enacted except after public hearing thereon. All Ordinances shall be submitted in writing. Notice of all public hearings on any proposed ordinance shall be given at least seven (7) days in advance of the public hearing by publication in a newspaper or newspapers having general circulation in the Town and by posting copies of said notice at the Town Hall and such other places as the Council may designate. An ordinance, in order to be finally adopted, must be read and voted upon at two separate meetings of the Town Council held not less than seven days apart without any material amendment of the ordinance between the first and second vote. Except as otherwise provided in this Charter, every ordinance shall be effective 21 days after the date of final adoption.

It would appear the Town Council and Town Manager have no intentions of complying with the provisions of the charter by holding a Public Hearing or a First and Second reading at a Town Council meeting. The Council and Eldridge plan on putting these Charter changes on the November ballot without the residents having a voice on these changes. I have shown the citizens of Lisbon repeatedly how this council and Eldridge operate by NOT wanting the residents to be informed as to what is going on in the Town of Lisbon. This government in Lisbon is far from transparent. This council and Eldridge perform town business under the table to satisfy their needs.

This is an illegal act performed by the Town Council and /or Town Manager. When are the residents of Lisbon going to put a stop to this underhanded and flagrant abuse of power by this council and Eldridge? I can only expose these acts. The citizens of Lisbon have got to put a stop to these violations of our Charter and get rid of the Town Manager and members of the Town Council who support these violations (Bowie and the puppets).

Residents, do not allow the Town Council and Eldridge to violate our Charter and get away with it. Do not allow these items to be placed on the ballot in November and if they push them through; then vote NO to all charter changes. Let’s show them we will not tolerate their misuse of their positions. Let’s restore honesty and integrity to the Town of Lisbon.

So Another Local Citizen Writes About Councilor Integrity, Hmmm Could There Be Something To It?

In my opinion Mr. Fillmore’s recent insightful letter in the Lisbon Reporter gives irrefutable evidence that Councillor Pomelo has a serious integrity problem.

I feel that all Councillors should obey all the laws of the town they govern.

How can we have any confidence in a councillor who willfully selects certain laws to obey and rejects others. Willful disregard for law speaks directly to the character of a person.

This also clarifies the councillors recent obsession with silencing the public at town Council Meetings. A resident can’t bring councillors indiscretions to light when they aren’t allowed to speak.

Our Lisbon Police department should enforce all laws equally. When the Police refuse to enforce laws equally they are perceived as the enforcement arm for the few and become someone to be feared instead of respected.

I know we have a number of fine Officers that take great pride in their jobs. Its time that they realize what selective enforcement is doing to their own reputations.

Now that this matter has been brought to the attention of our Police, I hope they will take their oath seriously and treat all residents equally regardless of the offenders political standing.

Lisbon – Four Lisbon High School students responded to a request from the Lewiston-Auburn Rotary Club to assist at the 2011 Balloon Festival.  All of the student recruits are members of the LHS Interact Club.  Members Paula Caron, and Samantha Foote, accompanied by Interact Advisor, Monica Millhime, assisted with the Saturday shift.   Kody and Kyle Priddle volunteered their Service Above Self during the opening ceremonies on Friday, August 19.  Lewiston- Auburn Rotary meets at noon on Thursdays at the Ramada Inn, Lewiston.  LHS Interact meets twice a month at the high school.  The first meeting of the 2011-2012 year is scheduled for Wednesday, August 31 at 7 a.m.  in the school’s library.  Angela Shambarger, Lisbon’s Parent Teacher Organization, President and Christine Wilson, LA Rotary, are the scheduled as guests for the first meeting.  FMI on Lisbon school events and volunteer opportunities email mmillhime@lisbonschoolsme.org or call 754.0021.

Lisbon – Sue Hardison, a member of the grade three team of teachers at the Community School in Lisbon, was on a mission this summer.  Hardison wanted to provide  a comfortable reading nook for students in her classroom.   She used the standard method of requesting assistance from  the Lisbon volunteer force through an all call global message for contributions of six bean bag chairs in good condition.  Ron Hood, Program Director for Big Brother Big Sister in Lewiston by day, Lisbon volunteer by night and weekends, received the request.  Hood was the first one to respond to the request willing to provide a bean bag chair.  With the opening of school right around the corner, and determined to make the reading nook a reality, Hood organized a group of community minded folks, Wanda Brown, Jeanne Hood, Terry Samson, Frank Federico, Becki Quimby, Deb Danforth, Sue Culleton and Jim Hood to complete Hardison’s mission.  “Thanks to the generosity of the People Posse,” comments Hood, “we were able to donate not six, but ten, new bean bag chairs for students to have a reading nook ready for use the first day of school.”  “We are extremely fortunate to have so many wonderful volunteers in Lisbon,” commented Hardison.  “The community partnership with BBBS has been a wonderful connection in our schools and having Mr. Hood as a volunteer too is a win-win for our students.”  FMI on volunteer opportunities in Lisbon call 754.0021 or email mmillhime@lisbonschoolsme.org.

How Can We Continue To Remain Optimistic In Lisbon Let Alone This Country?

It Continues To Be Tough To Remain Optimistic

The latest financial outlook for the country is rather negative.  Unemployment will remain around 8% into 2014, food stamp recipients are at an all time high, home sales are at an all time low, gas prices remain high, food prices continue to rise, and home equity has plummeted.  It is difficult to remain optimistic with all the bad news that continues to filter into the daily news.  We can now add an unusual earthquake on the east coast and a hurricane that headed up the east coast to New York.

If this were any other country in the world, I would be pessimistic, but this is America.  There is little that we can do concerning natural disasters, but the man made ones are within our ability to overcome and change.  Remember the earthquakes in California years ago in the Los Angeles area?  Highways and bridges were totally destroyed and the city needed a miracle to dig out from the disaster.  That miracle was the government getting out of the way and allowing private enterprise the leeway to build.  The roads and bridges were built in record time and the city returned to its usual routine.

I went to Biloxi a year after the hurricane hit and destroyed that area in Mississippi and Louisiana.  Mississippi had recovered along with Biloxi because their people decided to use their initiative and hard work to rebuild. New Orleans continues to be a disaster because too many of their people are waiting for the federal government to come to the rescue.  The tornados and floods in the Midwest ravaged numerous areas, but most have recovered because the people responded.

I just finished two books about the Chosin Reservoir in North Korea: “Give Me Tomorrow” and “The Last Stand of Fox Company.”  The first covers the battles of George Company, Third Battalion, First Marines and the second Fox Company, Second Battalion, Seventh Marines.  In both cases they were outnumbered by at least ten to one.  The entire First Marine Division was surrounded by over 100,000 Chinese and were not given much chance of fighting to the sea.  I was a teenager at that time and recall reading all of the newspaper and radio reports.  The negativity was unbelievable.  I think that following those exploits contributed to my joining the Marines when I turned 18.

Leadership and determination have been key elements whenever an individual, organization, or country are faced with what appears to be insurmountable odds.  Look at what faced Great Britain in 1940 when it faced the power of the German war machine alone.  The leadership of one man, Churchill, made the difference.  Our own country defeated the most powerful country in the world at one time and that was because of leadership by key individuals, especially George Washington.

I remain optimistic because I know that leadership can place this country on the proper course.  Unfortunately that leadership is not due until January 2012 following the next election.  The typical American is waiting patently and with bated breath.

Can anyone in Lisbon answer the following question?

How come Councilor Vice Chair Lori Pomelow is still a councilor? Vice Chair Pomelow and her husband operate Pomelow Transport out of their residence on 10 Scottsdale Avenue in Huston Park, Lisbon Falls. This is a direct violation of the town Zoning Ordinance for Limited Residential District and her oath of office which states “…observe the provisions of the Charter and ordinances of the Town of Lisbon…”. You would think falsifying her oath of office would be sufficient for her to step down as a councilor since she has no intention of complying with the ordinances of the town of Lisbon.

Let’s see who acknowledges a business is being operated out of her residence:

1. Motor Carrier (MC) issued a license (423058) to David Pomelow at 10 Scottsdale Avenue, Lisbon Falls.
2. United State Department of Transportation (USDOT) issued a license (909770) to David Pomelow at 10 Scottsdale Avenue, Lisbon Falls.
   
   
3. United States Postal Service because they deliver mail for Pomelow Transport to 10 Scottsdale Avenue, Lisbon Falls.
   
   
4. Town of Lisbon Tax Office because they mail Personal Property tax bill to 10 Scottsdale Avenue, Lisbon Falls.
   
   
5. Quick Transport Solution, Inc. because they provide Internet advertising for Pomelow Transport at 10 Scottsdale Avenue, Lisbon Falls.

Now let’s see who does not recognize a business is being operated out of 10 Scottsdale Avenue, Lisbon Falls.

1. Code Enforcement Officer, Town of Lisbon because if he did he would have to cite the Pomelow’s for violation of the Town Zoning ordinance.
   
   
2. The Town Council because I brought this to their attention with a letter on 1 July 2011. 
    
3. The Town Manager who was informed by me at a Town Council meeting.
   
   
4. The Chief of Police who totally ignores Pomelow Transport utilizing Wing Street to come and go. Wing Street is posted “No Through Trucks”.

It is bad enough when the Code Enforcement Office is scared to do his job because of reprisals from the Town Manager, Chief of Police and the Town Council. But we have a Chief of Police who refuses to enforce the Town Ordinance which he has sworn to uphold. It would appear “Serve and Protect” means the Chief of Police protects ONLY certain members of the community. Chief Brooks, protect means all the residents of Lisbon equally, not just a few.

Councilor Bowie is grooming Vice Chair Pomelow to be the next Chair. Vice Chair Pomelow is totally disregarding the town zoning ordinance every day and now the Town Council wants to make her the Chair. Keep in mind, Vice Chair Pomelow is the author of changing the Council Working Rules to silence the residents from speaking on agenda items. These changes, Vice Chair Pomelow is trying to change, have been in the works for almost five (5) months and still are not completed. So much for accomplishing a six (6) page document is a timely manner. Vice Chair Pomelow is the one complaining the council cannot accomplish town business in a timely manner, I wonder what the cause truly is?

I do not understand how Vice Chair Pomelow can show her face in public knowing fully well she is violating the town ordinance every day. I personally believe the Town Council should police their own because it is a sure bet the Town Manager will not prefer charges for violation of her oath of office and the Chief of Police will never charge Vice Chair Pomelow with falsifying an official document.

It is up to the residents of Lisbon to take action to correct this extremely corrupt situation. We need to restore integrity to the management of the town of Lisbon.
