Lisbon Police Chief David T. Brooks Operates A Protection Racket For Select Individuals

The Lisbon Police Department has lost the meaning of “Serve and Protect”.  Chief Brooks is not operating a police force but a protection racket for a select membership of the Town of Lisbon.  This is extremely obvious by the enforcement of Wing Street.

Wing Street is a posted street “No Thru Trucks”.  Tractor Trailer trucks utilize this street to come and go home.  The same tractor trailer trucks blow right through the STOP sign at Wing Street and Scottsdale Avenue.  This has been reported repeatedly to the Lisbon Police Department and totally ignored by the same.

There are several tractor trailer trucks parked overnight in Huston Park.  These trucks are completely loaded at times and put a severe strain on these narrow streets.  Local streets are narrow and parking these trucks on the side of these streets creates an enormous Public Safety issue being totally ignored by the Lisbon Police Department putting local residents at risk.

Lisbon Police Officers take their guidance from their Chief.  These officers are extremely professional and do a super job.  They must do what they are instructed to do by their Chief.  This is the only explanation for these officers to ignore this Public Safety issue in Huston Park.

Residents no longer call and report these issues because for years their calls have been ignored.  I guess it will take an incident or fatality before the Lisbon Police Department will convert back to “Serve and Protect”.

NEW HAVEN, Conn. -- Three federal Transportation Security Administration officers and two other law enforcement officers were arrested on charges of accepting cash or gift cards in exchange for permitting prescription drug dealers to move tens of thousands of highly addictive painkiller pills and cash proceeds from the illegal sales through airports and highways.
The TSA officers, based at airports in Florida and New York, and a Westchester County, N.Y., police officer allowed the oxycodone through airport security, authorities said Tuesday. A Florida state trooper accepted cash and checks for ensuring dealers could freely transport the pills and cash proceeds by car through that state, prosecutors said.
 Prescription pain medication abuse is rampant in New England and this trafficking group allegedly preyed upon the addictions of individuals to line their pockets, while the law enforcement officers are alleged to have sold their badges and abused their authority to further the illegal activities of the organization," said Steven W. Derr, special agent in charge of the Drug Enforcement Administration for New England.
The TSA officers, Christopher Allen, 45, of Palm Beach Gardens, Fla.; John Best, 30, of Port St. Lucie, Fla.; and Brigitte Jones, 48, of the Bronx, N.Y., were charged with conspiring to distribute and possessing with intent to distribute oxycodone. The New York police officer, Michael Brady, 36, and the Florida trooper, Justin Kolves, 28, face the same charges; their hometowns were not released.

Poll Shows Majority Support for Ending Same-Day Voter Registration, Requiring Photo ID


Most Believe Protecting Against Fraud More Important Than Increasing Turnout


PORTLAND - A decision by the Legislature to end the practice of same-day voter registration in Maine has the support of a majority of likely Maine voters, according to a new poll commissioned by The Maine Heritage Policy Center (MHPC).



According to the poll, 53 percent of likely Maine voters support the Legislature's recent decision to end same-day voter registration, including 72 percent of self-described conservatives and 53 percent of unenrolled/Independent voters. 47 percent oppose the elimination, including 71 percent of self-described liberals.



Critics of same-day voter registration believe the practice makes it too difficult for municipal clerks to verify potential voters meet residency and legal requirements before voting, increasing the chances that fraudulent votes impact Maine elections. Advocates for same-day voter registration claim that ending the practice will disenfranchise voters and severely impact voter turnout.



Supporters of same-day voter registration may not have much luck with this argument. By a 55 percent to 36 percent margin, those polled believe it is more important to protect against voter fraud than it is to maximize voter turnout.



The poll also asked respondents whether they favor requiring voters to present photo identification at the polls before casting their vote, which 56 percent do, compared to just 41 percent who oppose voter ID at the polls.



"Our democracy relies on the integrity of our electoral process. Our system must be sound, and the electorate needs to have faith in the legitimacy of our election results," said MHPC Chief Executive Officer Lance Dutson. "This poll shows that, while Mainers do not think fraud is a critical problem in our state, they do want safeguards to protect against it. Maine people understand that ending same-day registration helps protect the integrity of our system, and that the common-sense measure of requiring photo identification at the polls will help ensure Maine is safe from the kind of fraud and manipulation we see in other states."

I'll never forget that day. My husband Paul didn't even eat breakfast, he was excited and wanted to get to the fire station early. It was his first week on the job. And there at the door, he stood he stood waiting for a hug from Jessie our adorable 3 year old. When Paul told that her he loved her, Jessie's face lit up with a big smile and in her tiny voice she said "Daddy, will you play with me when you get home?"

Could it be that some of our councilors are the ones being protected?

TO THE GOOD CITIZENS OF THE TOWN OF LISBON
 
And there are many among us. Please heed Joe Hill's advice and get involved.
It's sad that Councilors get elected then forget who elected them.
 
It is the voters of the Town of Lisbon who elected them, put them in a position to do good for
the Town of Lisbon, Not the Town Manager. Not Chief of Police David Brooks.
The citizens, voters and taxpayers of the Town of Lisbon! ! ! ! ! !
 
They were elected into office to improve and protect the taxpayers and citizens of the Town of Lisbon,
not for their own personal gain and/or agenda's
 
Sad to say, It would seem they need to be reminded of that fact.
 
Case in point, when three councilors refuse to accept a deal that would allow a taxpayer to pay back taxes
and retain property the town is foreclosing on illegally? 
 
Case in point, when a councilor speeds and drives through stop signs in a residential neighborhood,
endangering children?
When semi, over the weight limit, tractor-trailer trucks drive through and are parked
in residential neighborhoods, damaging roads? Roads that will have to be repaired at yours and my expense?
 
Why aren't the Councilors that YOU elected doing their jobs, and insisting that Town Manager Eldridge,
Codes Enforcement, Town engineer/head of Public Works Ryan Leighton,
and the Police Department do the jobs they were hired to do?
To protect you, the good citizens and taxpayers of the Town of Lisbon.
 
Could it be that some of our councilors are the ones being protected?
 
As Joe Hill quoted, "let our voices be heard".

What Can We Do?

WHAT NEEDS TO BE DONE

The exceptional letter written by Joe Hill to the Lisbon Reporter is right on the money.  This council and the town manager are ruining this town and will have Lisbon in the same situation Rumford is trying to fight out of right now.  So what can we do?

I believe there are several things the residents of Lisbon can do to take back our town and put it back on the map as the greatest community in Maine.

1.     It is not enough to just read the Lisbon Reporter.  Everyone needs to tell their friends and family to also read the Lisbon Reporter.  Ask them to tell their friends and family to do the same. 


2.    Read articles posted on the Lisbon Maine News at www.lisbonmaine.net for more information and the truth of what is really going on in Lisbon.


3.    Write letters to the Lisbon Reporter and the Lisbon Maine News and voice your opinions or views.  You do not have to sign your name to the letter; sign it anonymous.  


4.    Both the Lisbon Reporter and Lisbon Maine News now have a place for you to comment on the articles.  At the end of each article there is a section called “comments” and you can provide feedback on the article.  Once again you, do not have to sign your name.


5.    Write Letters to the Editors of the Sun Journal, Times Record or Portland Press Herald.  I cannot guarantee they will publish your letters because the town manager has to approve them first because these newspapers censor what they publish.


6.    Bombard the town office and your councilors with phone calls telling them what is going on in your area.  Tell them how you feel about the current state of affairs in Lisbon.


7.    Attend Town Council meetings and workshops even if you do not want to speak.  Make your presence known.


8.    Come and speak out at Town Council meetings and tell this council how you feel, if you want.


9.    Reelect Roger Cote this November.  Councilor Cote has always put the best interest of Lisbon first when he votes.


10.    In 2012, vote out Mike Bowie and Lori Pomelow.  If you review their voting records and watch them speak out on issues, you will see they certainly do not have the best interest of Lisbon at heart.


I have provided numerous options; the residents can take to assist in taking control of the Town of Lisbon.  Not all of these options will apply to everyone but the important thing is to find the ones you can live with and make it happen.  Please do not sit back and wait for one of us to make the change.  We appear to be a small group but I believe there are a lot more citizens of Lisbon who are as concerned as we are but do not want to get involved.  There is strength in numbers.  This council believes they can do anything they want, like steal legally a neighbor’s property, without anyone saying anything because only a few come and speak out. The residents of Lisbon need to change this quickly in order to prevent more of the same.

FIND AN OPTION WHICH WORKS FOR YOU AND TAKE IT!!  WE NEED YOUR SUPPORT AND ASSISTANCE TO CLEAN UP THE MISMANAGEMENT OF THE TOWN OF LISBON.  DO NOT GET DISCOURAGED, KEEP POUNDING ON THEM UNTIL WE GET A COUNCIL THAT TRULY CARES ABOUT THIS TOWN AND ITS PEOPLE.

Lisbon – The new officers the of Parent Teacher Organization at Lisbon Community School are starting off the school year with a number of fun-filled family oriented events.  Officers met prior to the opening of school with LCS Principal, Carlene Iverson and Assistant Principal, Ryan Patrie to share the slate of events. The first event is a FREE Ice Cream Social on Friday, September 16 for all LCS families staring at 6 p.m. at the school with a Star Party on November 18.  The group will also be participating in Lisbon’s Harvest Day Festival on Saturday, September 24 at the MTM Park.  Parents and teachers meet every month on the first Wednesday of the month.  The next meeting is scheduled for October 5 starting at 6 p.m.  Complimentary babysitters is provided by Lisbon Junior Volunteers.  FMI on other events planned by the group contact President, Angela Shambarger, ashambarger@une.edu

As the number of phone numbers on the National Do Not Call (DNC) Registry surpassed 139 million, the Federal Trade Commission today reiterated that despite the claims made in e-mails circulating on the Internet, consumers should not be concerned that their cell phone numbers will be released to telemarketers at any time in the near future. In addition, according to the agency, it is not necessary to register cell phone numbers on the DNC Registry to be protected from most telemarketing calls to cell phones.
The truth about cell phones and the DNC Registry is:
  • Contrary to the e-mail, cell phone numbers are NOT being released to telemarketers, and you will NOT soon be getting telemarketing calls on your cell phone.
  • There is NO deadline by which you must register your cell phone number on the Registry.
  • Federal Communications Commission (FCC) regulations prohibit telemarketers from using automated dialers to call cell phone numbers. Automated dialers are standard in the industry, so most telemarketers are barred from calling consumers on their cell phones without their consent.
  • The national associations representing telemarketers have stated that their clients do not intend to start calling consumers’ cell phones.
  • There is only ONE DNC Registry. There is no separate registry for cell phones.
  • The DNC Registry accepts registrations from both cell phones and land lines. You must call from the phone number that you want to register. If you register online, you must respond to a confirmation e-mail.
  • While the telecommunications industry has been discussing the possibility of creating a wireless 411 directory, according to the FCC, even if a wireless 411 directory is established, most telemarketing calls to cell phones would still be illegal, regardless of whether the number is listed on the federal government’s National Do Not Call Registry.

Lisbon Desperately Needs To Get It's Town Government Back Under Control

In my humble opinion Lisbon is approaching a crossroads. The path she will take is up to you.
 
Will she take the right path and bring town government back under control or will she turn her head and give all control over to the few for their own personal gain.
 
Over the last months I have seen some hidden external force exert its will over our Council, getting bolder and bolder as the time goes by. The face on this force is hidden from public view but make no mistake the force is there. It can be seen by observing councillors actions.
  • 99.5% of our town wants a vote on the budget yet our councillors flatly refuse to allow us the vote.
  • The Council has been taking its residents land with no regard for the impact it has on our neighbors lives.
  • Free speech at town meetings has been severely limited.
  • The peoples ability to remove a corrupt councillor is in the process of becoming extinct.
  • Our police apparently refuse to enforce laws on some councillors.
  • And the list goes on and on.
We need to take our town back. We need to go to the next Town Council Meeting and let our councillors know the veil is lifting. We can see what is happening and we won’t allow it anymore.
 
As English philosopher Edmund Burke said, “The only thing necessary for the triumph [of evil] is for good men to do nothing.” Lisbon is full of good men and women. Let our voices be heard.

Gunderson joined the Federal Bureau of Investigation in December 1951 under J. Edgar Hoover. He served in the Mobile, Knoxville, New York City, and Albuquerque offices. He held posts as an Assistant Special Agent-in-Charge in New Haven and in Philadelphia. In 1973 he became the head of the Memphis FBI and then the head of the Dallas FBI in 1975. Ted Gunderson was appointed the head of the Los Angeles FBI in 1977.

What “In Plane Site” accomplishes that no other video expose’ on September 11th has to date, is it exposes the viewer to a barrage of news clips from a majority of the mainstream news outlets.  The official story of that day was told on live TV by reporters, policemen, firefighters, and other on-the-scene eyewitnesses, however, that footage was shown only once on live television broadcasts in the first hours of the attacks and then… it was never repeated.  The stories changed, information was enigmatically omitted, and what can only be described as officially prescribed propaganda took the place of indisputable reality.

 If you still believe that terrorists with box cutters carried out 9/11, then you may have nothing to worry about, but the next time you hear on your local news station that the terrorist threat level has just been elevated, remember the words of Dave von Kleist as he closes this video presentation.  “Where is your line in the sand?

One should not throw stones when living in a glass house themselves.

I have been a RN for quite a few years and have experience working with  Ms. Pomelow. She should be proud of her accomplishment in obtaining her  recent advancement into an administrative position. But what I cannot believe is  her lack of compassion for a citizen at the  town council meeting on 9/6 considering she is an administrator of a nursing facility.  

With all the cutbacks at the state level I certainly would not put my parents in her care with her recent display in a council voting process for a business owner struggling to pay his bills.  It seems like she was not even comfortable with her own decision which makes me question the real motive.

Why would you question this man's business in appearance? One should not throw stones when living in a glass house themselves.

On Sunday, September 11th, 2011, an American flag should be displayed outside every home, apartment, office, and store in the United States . Every individual should make it their duty to display an American flag on this tenth anniversary of one of our country's worst tragedies. We do this to honor those who lost their lives on 9/11, their families, friends and loved ones who continue to endure the pain, and those who today are fighting at home and abroad to preserve our cherished freedoms.



In the days, weeks and months following 9/11, our country was bathed in American flags as citizens mourned the incredible losses and stood shoulder-to-shoulder against terrorism. Sadly, those flags have all but disappeared. Our patriotism pulled us through some tough times and it shouldn't take another attack to galvanize us in solidarity. Our American flag is the fabric of our country and together we can prevail over terrorism of all kinds




 Fly an American flag of any size on 9/11. Honestly, Americans should fly the flag year-round, but if you don't, then at least make it a priority on this day.

At The Last Town Council Meeting, Councilor LaRochelle Admitted To Performing An Illegal Action.

COLLUSION AGAIN IN LISBON

At the last town council meeting, Councilor LaRochelle admitted to performing an illegal action.  LaRochelle explained he had instructed Town Lawyer Therriault NOT to work on the Charter change which pertained to putting the budget on the ballot.  The entire council had expressed a desire to have Therriault  come up with some verbiage for the council to review.

I do not understand how a councilor, NOT the Chairman, can provide guidance to the Town Attorney after the entire council had provided guidance to Therriault.  The other side of this situation is why Therriault is taking guidance from a single councilor.  A competent attorney would know which guidance to follow. Tell me this is not collusion!!! 

Also at the meeting, the council decided to perform a survey to see what the people of Lisbon want regarding having the people vote on the municipal budget.  This survey is supposed to determine if the residents really want to vote on the municipal budget.  Councilor LaRochelle stated he was not sure this is what the people want.  However, during last year’s fiasco over the tax situation Councilor Cote asked for a show of hands who wanted to vote on the municipal budget and everyone present raised their hand!  Councilor Cote asked who did not want to vote on the municipal budget and no one raised their hand. The audience was packed and standing all the way down in the hall.

During the last meeting, LaRochelle stated he knew Councilor Bickford has been gathering signatures of residents on this issue.  I asked Councilor Bickford to share  the results of his survey.  Councilor Bickford stated he had well over 200 signatures in favor of voting on the municipal budget.  I asked how many people he had approached who did not want to vote on the budget and he stated only one.

Between the survey taken by Councilor Cote and the results of Councilor Bickford’s survey, this clearly demonstrates a need to have the municipal budget on this year’s ballot.  However, the council voted to put yet another survey on the ballot instead of actually having the people vote on this issue.  Apparently, this council is trying desperately to keep this issue off the ballot.

I believe this council is trying to protect the outrageously inflated police, fire and town manager’s budgets.  If you remember correctly, this council voted a .09 percent increase in overall spending in this year’s budget.  Instead of cutting spending, the council voted to increase it.

If you took out all the municipal spending like street lights and hydrant rental from the Public Works budget you will see which departments have the largest budget: Police and Fire.  The town manager helped to cover this up by showing all the municipal expense under the Public Works on their pie charts.  Just another example of creative accounting by the town manager in order to protect Brooks' and Galipeau’s out of control spending of taxpayers hard earned monies.  In this time of economic crisis, Brooks and Galipeau should be finding ways to cut spending not increasing spending.

This council vote to provide taxpayer’s dollars to the town manager’s budget so his secretary can attend paralegal training.  Paralegal training is not in her job description so why are we providing funds for this.  There are numerous examples of the inflation in this year’s budget.  No wonder this council does not want the citizens to vote on the municipal budget.

Lastly, I want to take a moment and compliment Chairman Lunt, Councilors Bickford and Cote for doing the right thing in voting to allow Mr. Morreale a week extension in order to save his property.  This took real courage to do what was right.  I always have believed these guys to be honest and an asset to this town.  I only wish you would help Councilor Cote in putting what is in the best interest of the town of Lisbon first.

LISBON — Standing behind the blue barber chair that’s always been a mainstay in her landmark Lisbon Falls barber shop on Route 196, Faye Brown ... snip snip ... talks about whatever is on her mind ... snip snip ... as her customer sits back and relaxes while his barber fixes him up.

Brown serves oodles of loyal customers. In some cases, four generations of the same family have frequented her shop for shaves, trims ... and the latest inside scoop on what’s happening in Lisbon Falls.

 As a barber, she cuts men’s hair and sends any women seeking trims to the salons downtown.

On Saturday, Brown plans to thank all the well-groomed men in her life as she celebrates the barber shop’s 40th anniversary. As part of the celebration, Brown will draw the winning raffle ticket to make some lucky customer $400 richer.

Lisbon Student Donates Books‏

Volunteering and Giving By Example
 Carolyn Shane of Lisbon donated books for children at the Barbara Bush Hospital in Portland as her own volunteer project over the summer.  Alice Burrows of BBH gave Carolyn a tour of the unit while making her delivery.


Lisbon – Carolyn Shane, fourth grade student in Gretchen Steven's class at Lisbon Community School, is following in her mom’s and grandmother’s footsteps.  Prior to the start of school, Carolyn was determined to make a difference in the lives of children at the Barbara Bush Children’s Hospital.  She collected and donated two boxes of books and delivered them to the Barbara Bush Children’s Hospital with the help of her mom, Pam Shane of Lisbon.  Ms. Shane is a Lisbon volunteer and contributed 1997.5 hours to the Lisbon School Department last year along with her mom, Maxine Shane, fourth grade teacher at LCS who contributed close to 100 hours. “We teach our children by example,” shares Pam.  “My mom instilled in me at an earlier age the value of helping others, and I’m raising Carolyn to understand that too.”  FMI on volunteer opportunities in the Lisbon School District call 754.0021 or email mmillhime@lisbonschoolsme.org.

Lisbon – Traci Austin, Lisbon School Committee Chair and Richard Green, Lisbon Superintendent of Schools, welcome Marcey Crosskill to the Lisbon School Committee.  Crosskill is a former Education Technician for Lisbon Community School.   She has served on the Lisbon Schools’ Ed Tech re-certification committee and assisted the Lisbon Recreation Department as a pre-school teacher.  Crosskill resides in  Lisbon with her husband, Chad, and is a mother of four children.  Crosskill has also been a Lisbon volunteer since 2008 assisting in numerous district-wide school projects and programs.  Pictured (l-r) Marcey Crosskill, Traci Austin and Richard Green.  Photo by Monica Millhime.

Why Can't The Lisbon Voters Vote On The Town Budget?

Why is Lisbon Council so vehemently refusing to place the budget approval in the hands of the people?
 
By the Councils own survey results there is overwhelming support (99.5%) to have the budget placed on the ballot. Our Councillors are intelligent people.They know what the public wants but they still resist.
 
Is there Someone or something preventing them from doing their job and putting undue pressure on our councillors? In order to decern where this interference is coming from we need to ask ourselves who benefits most by keeping the status quo.
 
If the budget were placed on the ballot the municipal departments would inevitably be in jeopardy of loosing some of their funding. I feel that most likely one or more of the town departments are attempting to quash this charter change in order to maintain their fiscal position.
 
If this theory is correct, Lisbon residents need to band together and insist the council abide by their wishes. Call all your councillors and insist that they include the budget item on the upcoming charter changes. (Mr. Lunt wants a written letter)
 
If we don’t take back our town things will only get worse. Let your councillors know you see what is really happening and you wont stand for it anymore.
 
Lisbon Residents are in charge of their own destiny. Don’t let anyone make you think otherwise.

Lisbon Residents,We Warned You Of The 'Slime' That Came Down River From Rumford

WARNING --- WARNING --- WARNING


Below is an outline of how to steal property legally in Lisbon.  This is my own opinion after reviewing the Reginald Thiboutot and James Morreale situations.

1.     Locate property the town wants for whatever reason.


2.    Send in the Code Enforcement Officer (CEO) to find some code violations.  The CEO issues a notice to correct these violations to the property owner with a short suspense date (this is done to make it impossible for the owner to get it completed).


3.    The CEO returns on the suspense date and finds the code violations have not been done so he condemns the building.  (There probably is no real reason to condemn the building but this is the first step in the process.  Property owners should get an independent CEO to review the full report and inspect the property to see if the property should really be condemned)


4.    The town issues a notice to the property owner the property has been seized by the town.  (What they are doing is taking the building and the property owner still owns the property.  The town misleads the property owner into thinking they also seized the title to the land.)


5.    The property owner does nothing believing the town now owns the property.  (The property owner does not go to the town and turn off the water or sewer.  These bills continue to come but the property owner believes this to be a mistake because the town has seized his property.  These bills continue to grow.) 


6.     Next the tax bill comes and the property owner does nothing.  (Again thinking the town owns the property and this is another mistake by the town so when he does not pay the tax bill the town puts a lien on his property for back taxes.  This allows then to take his land also.)


7.    All of this is perfectly legal because the property owner does not understand what has happened to him because the town does not explain what is going on and misleads the property owner into thinking the towns owns the property when in fact they only seized the building.


8.    The way to beat the town is to immediately get a second opinion on if the building should really be condemned.  Next turn everything off i.e. water/sewer/electricity/gas.  I also believe you should terminate the property insurance since the town seized the property they should be responsible for what happens to the building but check with a lawyer first.  I could be wrong on this point.   It is critical the property owner immediately request the town adjust his taxes because the building does not belong to him.  This should lower the taxes on the property.  He could utilize the money he no long has to pay for insurance to pay these taxes.  By keeping the property taxes paid, screws up the towns process and does not provide them an excuse to take the land.  An empty lot should be easier to sell.


9.    Check out Tax Map U19 Lot 33, 39 Village Street.  This property was owned by Reginald Thiboutot and the town of Lisbon took his property in the same manner as they took 3 Village Street.  They now took 231 Lisbon Street in much the same manner.

The manner in which the Town of Lisbon is legally stealing property in Lisbon is the exact same way Stephen Eldridge did in Rumford until the residents finally said enough is enough and got rid of Eldridge.  The people of Lisbon need to review what happened to Rumford and determine if this is what they want for Lisbon.  I believe the people are smarter in Lisbon and will take action to put a stop before Stephen Eldridge does to Lisbon what he did in Rumford.
