Nomination For Mayor Of Lisbon

The Lisbon Reporter
 
To the Editor;
 
I would like to nominate Mrs. Tugball, Honorary Mayor of the Town of Lisbon.
 
From her Letters to The Editor to The Lisbon Reporter, she is wise beyond her (unknown) years.
Not only is she wise, she's feisty and knows her stuff.
Above all, she is honest and loyal to the taxpayers of the Town of Lisbon.
 
She obtains crucial information and than makes it known to the the public and the taxpayers of the Town of Lisbon.
She has earned my admiration.  
 
She knows no fear of Chief of Police David Brooks or Town Manager Steve Eldridge.
What is there to fear from them when they hide behind certain Town Councilors and town employees who do their bidding?
 
My hat is off to Mrs. Tugball.
Someone who deserves the honor to be Mayor of The Town of Lisbon.
Who knows, she could even be the next Town Manager of the Town of Lisbon?
 
Keep up the good work, keeping the citizens of Lisbon informed! ! ! ! ! ! ! ! !

Middle School Boys Soccer Results, 9/20/11, PWS vs Gardiner‏

On Tuesday 9/27, Lisbon Sugg Middle school girls’ soccer played against Hall 
Dale on their turf and lost 6x5. Captain and Center Fullback Chandler 
Riordan was a warrior in the defense, stopping the opponent’s forwards many 
times from getting close to our goal. Left Midfielder Aby Gamache and Center 
Midfielder Kipri Steele played passionately fighting for every ball in the 
middle field and passing the ball to Lisbon’s forwards.
 
Center forward and Captain Katherine George stood out in the offensive line 
by putting the ball in the net 4 times, one from a penalty kick, two after 
dribbling past 3 opponents and one with an assist. Left Forward Hope Morse 
used her speed to carry the ball and give a perfect assist to her Center 
Forward which ended up in the net. Right Forward Emma Houle made good passes 
to her team mates and scored her first goal of the season.
 
Lisbon Sugg middle school girls’ soccer will fight for their first victory 
in this season on Thursday, 9/29 at 5:15 pm, at home against St. Mikes

Middle School Boys Soccer Results, 9/27/11, PWS vs Hall Dale‏

The Philip W. Sugg Greyhounds enjoyed their first win of the season in  
a 2-1 match against the Hall Dale Bulldogs, playing on the opponents  
field on a beautiful Maine afternoon. Both teams took the field  
determined to maintain control but Greyhound Halfbacks like Austin  
Bedford, Jake Angelico, and rookie Nick Austin demonstrated superior  
aggression in claiming the ball and working it up the field. While the  
improving Lisbon defense celebrated a near perfect game allowing the  
fewest shots on goal this season, it was the relentless Greyhound  
attacks that proved sufficient to triumph over the Bulldogs finest  
with Austin Fournier and Captain Nick Huston each scoring for the  
team. The [1-2] Greyhounds' next game will be away at St. Mike's,  
Thursday, September 29.

A Sign That Noone Sees, Just Signs Of The Times In Lisbon


WHY CAN’T WE SEE


During the last council meeting, the town council instructed Ryan Leighton to redo the bid process for the Route 196 Sewer Project.  As I understand the Town Charter, the Chief Administrative Officer is responsible to the town council to ensure the councils guidance is complied with.  I have been told Ryan Leighton did put a notice in the local newspaper requesting formal bids on this project.

On the Town of Lisbon web site there is a section called Bid/RFP.  This section is to record Bid/RFP’s processing in order to keep residents informed and to allow them an opportunity to attend the “Bid Opening” ceremony in accordance with Section 86-34 (b).  However it also states “The town manager, or town council, where, appropriate, will have the authority to waive the formalities of this bidding process should it be determined to be in the town’s best interest.

The only time I can think when the town manager or town council could waiver this requirement is when they are trying to cover up illegal activity.  So now we come to the real problem.  Why is the Chief Administrative Officer not making sure the Bid/RFP information is posted to the town web site so residents can be kept in the loop.  Remember, the bids are to be opened in public to make the process legal?

The individual who should be posting this information to the web site is Ryan Leighton, however, it is the responsibility of the Chief Administrative Officer, Eldridge to ensure Leighton does his job.  In this case, neither one of these individuals have completed the required task.  They both are receiving taxpayer’s dollars and not performing their duties.  More tax dollars going to waste.

Can anyone in the Town of Lisbon see a pattern of incompetency here?  Can the town council force the town manager to do his job and update the town web site to reflect all Bids/RFP pending?

A Solution From Mrs. Tugball

Maybe Beth Ashcroft, of OPEGA, in Augusta might have interest in pursuing Peter Reuter's article re $32,500 missing Lisbon accounts receivable money with interest . . . how much is now due Lisbon? 

  . . . and why Lisbon has apparently been loath to collect it? . . . . 

 and her people might ask Dale Crafts what he knows and when?!  'Got a copy of the Note? 

 Never know who's looking for business. Peter could write a letter to Dale requesting written information to help out the Town?      

Ideas:  1]  Inquire of Beth Ashcroft, Director, Maine's Office of Program Evaluation and Government Accountability, if her organization, which reports to the Legislature,  [Crafts x 2 . . . ]  has interest in some of your Lisbon 'government accountability' findings and suspicions.  At the request of the Legislature, they recently did an audit on Maine's energy program, Efficiency Maine Trust, concluding that the Trust, a $41 million grant program, should have known that Maine Green Energy alliance, the non-profit set up by Gov. John Baldacci's former counsel and since terminated, "lacked the capacity to adequately administer federal funds when the $3 million grant was received." This was reported in the northern Forecaster of August 25, 2011, page 4, with some $272,000 of expenses questioned by a federal auditor. A written package to Beth might be beneficial.
   2]  Call various junk removal firms to drop off written itemized estimates at 10 Scottsdale to remove all outdoor junk, including unregistered vehicles and the Dumas Street property, such as:

This would identify and establish what the professionals consider junk and might kinda give the owners a clue as to citizens' concerns.

We Probed For The Missing $32,500 From Econ. Develop. And This Is What We Have, So Far

It is important to understand the timeline involved with the misappropriation of $32,500.00 dollars to the Atlantic Commercial Cleaners in March 2007 from the Economy Community Development Department (ECD). 

1. Rodney Moody signed check to Atlantic Commercial Cleaners – March 2007 and handed to Daniel Feeney


2. Dan Feeney was Director        28 June 1989 – 13 April 2007


3.Unofficial Director Dale Crafts    14 April 2007 – 29 July 2007


4. Jennifer Norris was Director   30 July 2007 – 4 January 2008


5. Chief Brooks Interim Town Manager    21 August 2007 – 31 December 2007



Now we have a timeline and the players involved, let’s reconstruct the events that followed:


1. Jennifer Norris notifies Brooks, the Interim Town Manager, in August 2007.


2. Brooks conducts an investigation of the situation.  How can this NOT be a conflict of interest?  Why was an independent investigator NOT appointed because this was during Chief Brook’s tour of duty as Interim Town Manager?


3.    Completed investigation turned over to Androscoggin County District Attorney and a Grand Jury was established and an indictment was filed on 9 April 2008.


4. Case was also forwarded to Brian McMasters (personal friend of Brooks), at the Maine Attorney General’s office for possible other violations.


5. On October 8, 2008, the Androscoggin County District Attorney dismissed the indictment.


6. Brian McMaster sent a letter to the Androscoggin County District Attorney stating insufficient evidence to bring to trial.


If an independent investigation was conducted, there could have been a different result because it is known:


1. Who authorized & issued the check to the Atlantic Commercial Cleaners.


2. Who received the check and whom cashed the check.


3. Atlantic Commercial Cleaners was a partnership between Daniel Feeney and someone whom we have not been told per Eldridge.


4. Equipment was purchased with this money (a high tech sandblaster which uses walnuts or baking soda to restore vehicles) per Eldridge.


5. A Promissory Note was issued in March 2007 and the town has never received a payment on this loan.
I believe Chief Brooks intentionally botched the investigation in order to cover for other individuals known to him.  A councilor or other high ranking officials of the town possibly?


  Let’s look for someone who had means, motive and opportunity.

Daniel Feeney was the director when the money was misappropriated and he restored vehicles.  So who was his partner, possibly someone who shared his same interest or could benefit from such an expensive machine? 

Because there is no statute of limitations on fraud, why doesn’t the Town of Lisbon appoint an independent commission outside of the town to investigate the real circumstances into the misappropriation of this money?


Would the Town of Lisbon get a different result?  
I believe it would and I believe we would finally identify all the players involved.

Why is the Town of Lisbon not filing a civil law suit to recover the money?  


Are they waiting for the statute of limitation to run out on a civil case?  

The cases is four years old; or are they afraid if this goes to trial all the players will finally be identified?

Dale, any idea who the silent partner is?


Town Council Meeting Minutes DO NOT Reflect Accuracy Of Details

ATTENTION

The residents of Lisbon need to understand the minutes of the Town Council meetings, posted to the town web site, do not contain an accurate reflection of what took place during the council meeting.   When the town council changed the method of recording the minutes to the meetings from verbatim to just summarizing the meetings, this became a license to alter the minutes.

The manager took this opportunity to eliminate questions and answers asked by concerned citizens or councilors which did not reflect favorably on him or the Town Council.  This enabled the town clerk to alter the events which took place during the meeting. 

During the August 16th council meeting, I pointed out the minutes were NOT an accurate account of what transpired during the meeting.  I explained the minutes do not match the video of the meeting.  Eldridge announced the minutes do not have to match the video.  So I asked the Chairman Lunt to ask the town attorney, Roger Therriault when the minutes become “Public Record”.  Therriault had absolutely no clue because he just shrugged his shoulders.  A simple question asked by myself and the Chairman Mark Lunt could not be answered by the town attorney.  Great town attorney, wouldn’t you say?

The point of this article is to make the residents of the Town of Lisbon, who read the minutes of the meetings to be more informed; the minutes are not a true and accurate account of what took place during the meeting.  In order to know what actually took place during the meeting, you need to review the video instead of the minutes.


This is another example of how Eldridge, Bowie (puppet master) and the puppeteers keeping the citizens from knowing what are truly going on in Lisbon.  This censorship is utilized to make the town council look good to the people, when in fact; they are hiding a great deal from residents. 


In accordance with, Title 17-A Statute 456. Tampering with public records or information which reads:  


1. A person is guilty of tampering with public records or information if he: 


 A.  Knowingly makes a false entry in, or false alternation of any record, document or thing belonging to, or received or kept by the government or required by law to be kept by others for the information of the government; 

or
B.  Presents or uses any record, document or thing knowingly it to be false, and with intent that it be taken as a genuine part of information or records referred to in subsection 1, paragraph A; 

or
c. Intentionally destroys, conceals, removes or otherwise impairs the verity or availability of any record, document or thing, knowingly that he lacks authority to do so.


2. Tampering with public records or information is a Class D crime.


I will leave it up to the citizens of Lisbon as to where or not altering the minutes of Town Council meeting to reflect anything other than what took place during the meeting meets the requirement of the above cited Maine Statute.  I believe the Chief Administrative Officer and Town Council are violating the Maine Statute by not accurately reflecting what took place during Town Council meetings in the minutes.

Made In Maine, USS SPRUANCE Arrives In Key West

The U.S. Navy's newest destroyer, the USS Spruance (DDG 111) arrived in Key West Friday, Sept. 23, 2011, for its commissioning ceremony set for Saturday, Oct. 1. At almost 510 feet long, Spruance is a multi-mission ship that carries Tomahawk cruise missiles, a 5-inch gun, sonar systems and two helicopters, Spruance is powered by four gas-turbine engines and is capable of speeds in excess of 30 knots. Although Key West has a long Navy tradition with operations beginning as far back as 1822, the Oct. 1 ceremony is to be the first time that the Southernmost City in continental America has hosted a Naval vessel commissioning. The ship is named after Admiral Raymond Spruance, an aircraft carrier task force commander during the Battle of Midway in World War II.


Are The Citizens In Lisbon In A Coma About The Illegalities Of Their Town Management?

PURCHASING POLICY IGNORED

During the last Town Council meeting, the Town Engineer Ryan Leighton requested the town council award a contract to a local contractor for the Route 196 Sewer Main Replacement project.  The original request was submitted through Eldridge and included on the council agenda. 

The cost of this project was well over $5,000.00 and required a “Formal Bidding” which was totally ignored.  The Town of Lisbon Ordinance demands any project in excess of $5,000.00 shall be in accordance with Section 86-34 Formal Bidding of the Lisbon purchasing policy.  This requires a Notice of Invitation to bid and should be published in a newspaper providing local coverage or mailed to a qualified bidders list.  Instead, Leighton only communicated with local contractors directly.  This is in violations of this section by not allowing, out of town qualified bidders, to submit a bid on this project.

The Town Charters allows local contractors to receive preference on all contracts.  It reads “provided all other factors are equal, a bidder having its place of business located within the town shall be awarded the contract if its bid is less than two percent higher than the low bidder.” or “If more than one bidder having its place of business located within the town is less than two percent higher than the low bidder, the contract shall be awarded to the lowest local bidder.” per Section 86-36.  This exception enables local venders to compete on local projects.

Let us not forget the April 19th Town Council meeting, Eldridge asked the council to allow Chief Galipeau to present an issue to the council.  This request was for $5,700.00 to move a building.  This request was not on the AGENDA but pushed through by the Chief Administrative Officer of the Town of Lisbon.  The council voted to approve (5-2 Cote and Lunt voted not to approve) the appropriation of $5,700 to FCI.  Sorry, but this violated the Lisbon Purchasing Policy Section 86-34 because it exceeds the $5,000.00 limitation and required a formal bid.  I hope no one tries to tell me this was an emergency situation because the building collapsed and was never moved. This illegal Purchase Order is still in effect and next week we will be into October.  The Town Council can approve up to $100,000.00 but must go through the Purchasing Policy.  This clearly demonstrates a complete disregard for the town charter by Bowie (puppet master) and the puppets.  I include Eldridge as one of the puppeteers.  This illegal Purchase Order needs to be immediately cancelled.

The residents of the Town of Lisbon have entrusted Ryan Leighton and the Chief Administrative Officer Stephen Eldridge to be familiar and adhere with the provisions of the town Charter.  The process utilized by Leighton and Eldridge is in direct violation to the Purchasing Policy.  It was exciting to see the Town Council recognized this violation and instructed Ryan Leighton to redo it properly.  This is not the responsibility of the Town Council but the Chief Administrative Officer.  At what point, are the citizens of the Town of Lisbon going to force the Town Manager to perform the duties he is receiving a salary (taxpayer dollars) of $80,000.00 plus.  Also, why do the residents have to put up with incompetence by Department Heads?  Ryan Leighton has clearly demonstrated he is not qualified to perform the duties as Town Engineer, Director of Public Works and Transfer Station or the Superintendent of Sewer.  Leighton receives a salary (taxpayers dollars) of $70,000.00 plus.

There is no wonder the taxes are so high in the Town of Lisbon when the taxpayers are forced to pay these enormous salary’s to individuals who are not qualified nor are performing the duties required by their position.  It is simple math; if you cut spending you cut taxes.  This has nothing to do with cutting service provided to the residents.  Until the citizens of Lisbon demand the Town Council reduce spending, your taxes will continue grow at a rate impossible to keep up with.  The Federal government has not raised the Cost of Living Allowance (COLA) in several years but this has not stopped the Town of Lisbon from raising taxes to cover the excessive spending.

Middle School Boys Soccer, 9/22/11, PWS at Maranacook‏

The Greyhounds of Lisbon's middle school suffered a 2-7 defeat against  
the consistently tenacious boys of Maranacook bringing their record to  
[0-2]. Maranacook's fierce team seemed unstoppable as they were able  
to penetrate the Greyhound defense and fire off repeated shots on  
goal. Still, Nate Bergeron was able to thwart most, blocking 10 solid  
shots toward the net. Despite Lisbon's trouble with their passing,  
they were able to find the back of Maranacook's net twice, once on a  
35 yard direct kick by able footed Austin Fournier, and the second by  
the versatile Jake Angelico firing one in on a left side attack. The  
Greyhounds will have 2 practices and the weekend to prepare for their  
next bout, when they welcome Hall Dale, Tuesday, September 27.

Middle School Girl's soccer results_9/22/2011‏

On Tuesday 9/22, Lisbon Sugg Middle school girls’ soccer faced Maranacook on 
their turf and lost 2x1. Goalie Ali Sult shined again making 15 saves. 
Captain and Center Fullback Chandler Riordan was in the right place at the 
right time all the game to kick the ball out of the defense. Left Fullback 
Conchita Thomas was a wall, and only one ball got by her.
 
Midfielders played tirelessly to recover the ball and connect with the 
Forwards, including Center Midfielder Kipri Steele and Left Midfielder Aby 
Gamache, who also score Lisbon’s goal taking a powerful and tricky shot from 
a free kick.
 
Center forward Katherine George used her dribbling skills many to pass 
dribbling many defenders, but they did not let her use her power shot to put 
the ball in the net. Left Forward Hope Morse used her speed to carry the 
ball and run past her rivals many times and get to goal line. Right Forward 
Emma Houle fought for every single ball in her side and followed her 
offensive team mates very well.
 
Lisbon Sugg middle school girls’ soccer next game is on Tuesday, 9/27 at 4:00 
pm, a home game against Hall Dale

Community Connections Create Water Works in Lisbon



  A President’s job is a multi-tasking, time-management, and at times, a labor intensive capacity, as LCS PTO President, Angela Shambarger can attest to during a recent call regarding a donation of water from Rite Aid in Lisbon Falls for students at Lisbon Community School.  Photo by Monica Millhime.

Lisbon – Lisbon parent volunteer, and shift manager at Rite Aid in Lisbon Falls, Laura Campbell, knows how to make connections.   Store manager, Denis Wing, recently presented Campbell with the opportunity to donate 500 bottles of water in the community.  Campbell contacted Lisbon Schools’ Community Resource person and together they shared the donation of water for students with Lisbon Schools’ parent groups and a local food pantry.  Lisbon Community School’s Parent/ Teacher Organization (LCS PTO); Philip W. Sugg Middle School Parent Action Group (PWS PAG); Lisbon High School and the Lisbon Area Christian Outreach (LACO) in Lisbon Falls were the beneficiaries of the donation.  Thanks to the combined efforts of Angela Shambarger, Amy Austin, Stan Craig and Jim Millhime the water arrived safely at all of its dedicated locations.

I have reviewed Mrs. Fitzgerald’s letter on the Lisbon Reporter and I totally agree with her.  The Town Manager, Stephen Eldridge, prepared a document on behalf of the Town of Lisbon and the Town Council to return the property at 231 Lisbon Street to Mr. James Morreale with specific terms and conditions.

There are numerous issues with this document as far as I am concerned.  I do not understand why this document was not presented to Mr. Morreale prior to receiving it at the meeting.  Mr. Morreale has retained counsel and certainly would need to have his lawyer review the terms and conditions of the agreement before signing it.  This document first appeared on the town web site on Friday evening under Agenda Documents.  This document was presented to the whole world prior to Mr. Morreale receiving his copy.  Is this the right procedure?  Try to bring up a personnel issue before the town council and see if the council will allow it.  I do understand Mr. Morreale presented his case before the council but some details should not be revealed to the public prior to Mr. Morreale.

Also, why is the amount owed to the town of Lisbon not included in this document?  Evil Eldridge is the Tax Collector for the town of Lisbon and certainly should know exactly how much money is owed.  So why was the amount not included on the agreement?  Could it be the Town of Lisbon is going to continue changing the amount owed in order to mess with Mr. Morreale and his lawyer?  I can almost guarantee the people of this town Evil Eldridge and Councilor’s Bowie, LaRochelle and Vice Chair Pomelow have a different agenda and the town will take Mr. Morreale’s property back before this situation is final.  Remember, these three voted to take his property on September 6, 2011.

The terms and conditions are extremely vague and leave compliance up to the discretion of the Code Enforcement Officer (CEO).   These terms and compliance should have been outlined with references to the town ordinances in order to ensure Mr. Morreale clearly understands what is required of him.  Not fully outlining the violations of the town ordinances, opens the door for a difference of opinion and we all know whose opinions will be valued more in a court of law.  The town of Lisbon needs to have the CEO, outline in detail, the exact requirements Mr. Morreale needs to comply with instead of leaving this agreement so vague and open to interruption.

This is exactly the manner in which Evil Eldridge operates.  Instead of spelling everything out in detail, write vaguely in order to create an opening for the town to seize more property.  By the way, where is the processed abatement on 231 Lisbon Street submitted in April 2011?  I wonder why the abatement was not included in this agreement to establish the tax requirements on Mr. Morreale’s property.  Again, another detail left out of this agreement which would ensure Mr. Morreale has all the facts pertaining to the property at 231 Lisbon Street.

Lisbon Council should be commended for the fine job
they did Tuesday night, insulating themselves from any
future recall attempts
.
Early on in the meeting Mr. David Bowie (from the Ethics Committee)
almost derailed the charter change proposal, by questioning
some of its ambiguous wording. Due to the quick thinking
of the councilors and an impromptu mini workshop the change
was saved.

When faced with the fear of having to be answerable to the people,
councilors sprang into frenzied action debating the wording of the
charter change. They also solicited legal advice from the Town Attorney
as well as Ethical guidance from an Ethics Committee Member.

After 20 minutes of intensive back and forth the amendment was
saved and everyone breathed a sigh of relief.

Unfortunately the amendment that would cut Lisbon’s taxes
by giving the people the right to vote on their own budget, had
another fate. This threat was quickly alleviated by placing a
cleverly crafted non binding advisory question on the ballot.
We even got a preview of next years stall tactic.

When it was suggested that the advisory question regarding the
budget be changed to a vote by department instead of a straight
up and down vote, Councilors summarily rejected the idea.
Lets look for this non binding advisory question on next years ballot.

Lisbon Council (with the exception of Mr. Cote) has no intention
of ever giving the people of this town the ability to vote on their
own budget. They just don’t believe we are smart enough to handle
this responsibility.

Lets put the power back in the hands of the people this November.
Reject all charter changes until the council allows us a department
by department vote on the budget.

Ball One, Ball Two, Ball Three For Certain Lisbon Town Councilors, Umpired By Evil Eldridge

TRIPLE COUNCIL MEETING

The Town Council held not one; not two; but three council meetings Tuesday night.  At approximately 06:30 PM was the pre-meeting conducted by the puppet master Bowie.  In attendance were Vice Chair Pomelow, Councilors Bickford, Mason, and LaRochelle came in later.  This meeting was to ensure the puppets understood their roles at the regular scheduled meeting.  Councilors Cote and Lunt were not invited to this meeting.  Apparently, these councilors do not know where the council chamber is located.

Next meeting was the regular town council meeting held in the Town Council chamber as outlined in the town charter.  This meeting went off without a hitch.  Councilor Bowie would make a motion and one of the puppets would second and then all the puppets voted with the puppet master.  This continued all through the meeting. 

Apparently, some of the councilors screwed up because after the regular meeting several of the councilors moved to Evil Eldridge’s office to be debriefed.  These meetings are totally illegal.   They protect Chief Brook’s enormous budget so the police will never touch them.  This is why I keep telling the residents of Lisbon; this town has no police department but instead a protection racket.  Councilors are protected and untouchable. The pre-meeting and debriefing meetings are illegal and need to stop.

Councilors can criticize residents and place restrictions on them when they themselves are guilty of the same thing.  One council, Vice Chair Pomelow was cited by the Code Enforcement Officer for operating a junkyard out of their residence years ago before she became councilor and now she is requiring Mr. Morreale to clean up his property.   This councilor has been cleaning up her yard but still has a long way to go.  There are other councilors who have secrets in their closet which has been covered up by the police department.  This is why Brooks maintains such a large budget.  

Councilors should lead by example and not criticize fellow citizens of the Town of Lisbon.  This town needs to work hard to help residents who are suffering in these economic times instead of trying to legally steal their property.  It is amazing how the only property the town is going after are ones without liens on them.  These residents worked their entire life paying off the mortgage on their retirement/dream house and now because of the economy and the outrageous spending by the town are not able to pay their taxes.  This council has failed these people by not cutting spending.  Instead, this council supports inflated budgets by the police, fire and town manager.

This is the exact reason the council voted to include a survey on the November ballot instead of including a Charter Change on the ballot.  The council is delaying the process for another six months in order to protect the police, fire and town manager budgets.  I can almost guarantee the people regardless of the outcome of the survey; this issue will never again be discussed unless Councilor Cote brings this up again and then the council will vote not to include it on the next ballot.  This council and Brooks, Galipeau and Eldridge know the people will cut these budgets; if given an opportunity.

Is It Just The Rules OR Is The Whole Lisbon Town Council A Joke?

COUNCIL WORKING RULES A JOKE

Vice Chair Pomelow started in April 2011 to create new working rules for the council.  Pomelow is an administrator by profession and after she screwed up this seven page document she turned it over to another administrator (Evil Eldridge) to correct.  The council voted to adopt these working rules knowing perfectly well these rules could never be complied with by the people.  This made total sense to these councilors.

However, the simplest issue, which was agreed upon by everyone, never got changed in these new working rules.  Everyone agreed to move the recognition portion of the meetings to one of the first agenda items so people being recognized would not have to wait around with their families.  You would think such an easy item could be incorporated without any problems.  Never done by both of these administrators, and as a result people being recognized have to sit through whatever portion of the meeting the chairman so desires.

These new working rules do not have a place to discuss any new business.  I want to thank Chairman Mark Lunt for allowing Mrs. Trudy Duvall to address the council about a horrible issue involving the lack of an animal control officer being on duty to take care of an unfortunate situation.   The fact of the matter is the residents of this community can only address agenda items during Audience Participation according to these new rules.  This demonstrates yet another method the council is using to restrict residents from communicating with their council.

Paragraphs 4(b) is in direct conflict with paragraph 5(d).  Paragraphs 4(b) addresses Public Comments and states “After introduction of an agenda item, appropriate motions and time for explanation and council questions, the public shall be allowed to comment on that agenda item at the discretion of the Chair.  During that period of time, the public comment shall address only the agenda item before the council.”  And Paragraph 5(d) states “Once the agenda has been explained by its sponsor or the town manager or staff and clarified by any questioning as provided above in 4c, the discussion on the specific agenda item will remain with the council and public comments will only be allowed at the Chairman’s discretion.  The public shall address the item during the Public Hearing or Audience Participation section of the agenda.”

At this point in the meeting, the Public Hearing and the Audience Participation are already passed.  In paragraph 4(b) the people are allowed to make comments on this agenda item but in 5(d) comments by the people can only be made in Public Hearings or Audience Participation.  This clearly demonstrates the council is trying to restrict any comments by the people.  Well, which is it?

Right now, Chairman Mark Lunt is allowing the people to speak on agenda items after the sponsor has explained the situation.  I guarantee you (Potential) Chairperson Pomelow will never allow anyone to speak on any issues.  You see Bowie (the puppet master) has designated/primed Pomelow to be the next Chair.  All of these changes have been made to prevent residents from having any input into what the council is doing.  The council wants total control without any interference from the people.

Two administrators, (Vice Chair Pomelow and Evil Eldridge) could not even publish a simple document seven pages long.  This surely speaks volumes for their professionalism as administrators.

At last night's town council meeting,  (September 20, 2011), under Council Orders, Resolutions and Ordinances
2011-176 Order -   231 Lisbon Street, the terms for allowing Mr. James Morealles to keep his property was read by
the Town Clerk, word for word, and discussed, again, mostly by Councilor Mike Bowie.
Mr. Morealles, who was in the audience, was asked if he had received a copy of the proposal.
He answered that he had not.
 
I don't know when the proposal, drawn up by our illustrious Town Attorney Roger Therriault,
supposedly reviewed and approved by Town Manager Eldridge, had been posted on the Town of Lisbon
website, yet Mr. Morealles never received a copy prior to the meeting ? ! ! ! ! ! ! ! ! ! ! !
 
The proposal James Morealles was asked to accept did not even have a dollar amount listed on the document.
A proposal he is supposed to accept so that he can retain his property at 231 Lisbon Street, Lisbon.
 
WHY DID HE NOT HAVE A COPY PRIOR TO THE MEETING?????
There certainly was time enough to get a copy to him.
 
In the Town Manager's and Council's generosity, they are allowing him time to have his attorney review it.

Providing Mr. Morealles with an advanced copy of the proposal, showing a dollar amount
owed to the Town of Lisbon would have been the right thing to do.
 
Mr. Morealles property at 231 Lisbon Street Lisbon has been grossly over-valued and over-taxed by
the town for years. As had been the property at 3 Village Street the town foreclosed on, for taxes owed.

Middle School Boys Soccer Results, 9/20/11, PWS vs Gardiner‏

The PW Sugg Boys were edged out in a close 1-3 game as they  
hosted the historically strong team from Gardiner. Rookie Keeper Nate  
Bergeron made his debut defending the Lisbon goal remarkably while  
Gardiner struggled to get through Lisbon's defense led by team  
Captain, Jake Angelico. This years high number of returning 'Hounds,  
like Kyle Welsh who nearly headed one in the net, were essential in  
dominating ball control. Veteran Striker Austin Fournier tirelessly  
blasted in shots on goal and finally got one past the visiting goalie

Middle School Girls Soccer Results, 9/20/11, PWS vs Gardiner‏

On Tuesday 9/20, Lisbon Sugg Middle school girls’ soccer played against 
Gardiner their first game on this season and lost 3 x 1. Goalie Ali Sult did 
13 saves and showed commitment to the team by continuing to play after 
recovering from a ball in the face. Defenders did an outstanding job by 
keeping the skillful opponent’s forwards from scoring more goals, including 
Left Fullback Conchita Thomas, Right Fullback Sydney Douglas and Captain and 
Center Fullback Chandler Riordan.
 
Center forward Katherine George led the offensive line, assisting her Left 
and Right Forwards repeated times and scoring Lisbon’s first goal of the 
season. Left Forward Hope Morse ran past the opponent’s defenders many times 
to go all the way to the goal line and assist her team mates, including the 
one that Center F. Katherine put on the net, and Right Forward Emma Houle 
not only fought for every ball in the offensive line but also made very good 
passes to her team mates.
 
Lisbon Sugg middle school girls’ soccer next game is Thursday, 9/22 at 4:30 
pm, an away game against Maranacook.

At Tonight's Lisbon Council Meeting Will There Be Redemption For A Redemption Center?

Tonight at 7:00 pm at the Lisbon Town Office Building the Lisbon Town Council will be holding their regularly scheduled 'puppeteer ensemble'.  The regular cast is expected but wonder if there might  be a cast member strategically absent for another voting session like last time.  You see, or rather didn't see, and lord knows you can't really miss her, Councilwoman Gina Mason there.  That was the night that the Puppet Master, Mike Bowie, had the voting all arranged for a tie, which would let stand the actions of "Evil" Eldridge to keep the paperwork trail flowing to legally/illegally take a man's property.  A process of the most unscrupulous kind.  But considering the perpetrator the shoe fits like it was custom made.


A few questions certainly come to mind that would make this type of action by any town council most unethical at best.  The man is running a redemption center from one building and has rental property adjacent to this prime real estate location right in the heart of Lisbon Center.  At the first traffic light in Lisbon as you travel south on U.S. Route 196 from Lewiston.   But by a tie vote of 3 to 3 at the last council meeting, one of the yeahs being that of a very discerned Vice Chair Lori Pomelow the motion to stop the action by the town to take this businessman's property was not halted.

This longtime multiple business owner from Lisbon even had retained a lawyer to present their very reasonable solution to a stupendous problem created by mass confusion in the Town Office.  But no go.  

Public out cry over this situation has echoed through the valley at a rapid pace.  Calls have been made, letters have been written, and gestures have been thrown about the injustice that was done to a Lisbon Business owner. Remember the motto: "A Great Place To Live And Do Business"?  Perhaps there is another hidden agenda for this issue. 

Will there be another inside land sale issue like recently transpired with fellow councilor LaRochelle for a supposedly well advertise sale, according to Evil Eldridge, that no one saw?

You as citizens in town might just want to attend the meeting tonight at 7:00 PM sharp to witness all of this for yourself.  After all what else is there to do in Lisbon on a Tuesday Night?  A lot of recent ribbon cutting ceremonied businesses have closed doors and left the town high and dry with the monies loaned to them to open. Many buildings have been evacuated and excavated leaving holes in an otherwise tight community.  Even Reny's so once championed to open up in Lisbon decided to go elsewhere.  But you don't hear about that stuff from councilor Gina Mason. No she has forgotten how much she was apart of that 'show'.   What's next for Lisbon? More new police cars or fire trucks?  


The coffee is boiling over, doesn't anyone smell it burning yet?


Only you citizens can make a difference if you want to.


Will there be 2 council seats open for this years voting?  So far 3 candidates have stepped up to the plate and taken out papers?  


Will there be a "BowieVoteSpoiler" thrown in for good measure?


And what about Brooks?  When will that old fart retire, again, and just leave Lisbon alone?  Probably not until he has sucked the last penny out of every taxpayer in Lisbon.


Don't pad the situation by some babbling for minutes on end and say nothing.  We only have asked for all of the facts to be presented in a concise manner.  We The People, the voter's in Lisbon can make rational decisions when all of the facts are presented to us.  But to keep going like has been since the inception of a Town Council form of government in this Town is a complete and utterly disgraceful insult to the generations of families that live and still try to work here.


So stop the malarkey and give us the chance to vote on the Town Budget just like we do for the School.

You the Town Council Members have stalled long enough with your quasi surveys etc.  Maybe we ought to just try another recall for the whole damned bunch of you. Bet that might bring out the 30% needed if not more.
