The sad, wry joke that goes, “How can you tell a politician is lying? His lips are moving,” is a moldy oldie that persists in the public mind because it expresses Americans’ views about the quality of political discourse on all sides of the aisle.
Politicians don’t always lie, but they quite commonly over-promise: Every campaign season begins with promises to slow the rise of the oceans, send enough people to the moon to make it a state or produce a balanced federal budget with a nip here and a tuck there that will produce fiscal reform without any pain.
(Except, of course, there will be some pain for those who deserve it make so much money they will hardly miss the billions or trillions it will take to set things right — despite the fact that, as rich as they are, even confiscating every last cent of their money wouldn’t come close to getting us out of debt.)
We’re used to such promises, and sensible people discount them at the usual rates such pronouncements properly earn, which is somewhere between extreme skepticism and utter disbelief.
What’s more disturbing is that when our leading national politicians do decide to leave reality behind and step off down the path of prevarication, they often are terrible at it.
Indeed, their counterfactual statements actually make people’s views of them worse than they would be if they told the truth straight up.
You’d think a lifetime in politics would produce avoiders of the truth who can achieve a certain level of basic plausibility, but the quality of our officials’ evasions is slipping badly.
As a first example, take Attorney General Eric Holder. In the debate over the utility of Voter ID laws to prevent voter fraud, the nation’s top law enforcement official is a denier to beat all deniers.
He has not only pooh-poohed the possibility of someone impersonating a valid voter at the polls (and don’t forget, he works for a president who cut his political teeth with the Chicago machine, where cemeteries have their own polling places), he has taken legal action against states such as Texas and South Carolina to block their Voter ID laws.
But those states, which unlike many others are vulnerable to federal obstructionism because they are covered by civil rights oversight laws dating back many decades, are hardly outliers. There are 31 states that either require a photo ID or some other form of acceptable positive identification prior to voting.
One of the places that doesn’t have such a law, unfortunately for Mr. Holder’s see-and-hear-no-evil stand on this issue, is his city of residence, Washington, D.C.
There, political prankster James O’Keefe sent a minion with a hidden camera to Holder’s voting place, where the undercover photographer asked for a ballot for Eric Holder (without ever saying that was the requester’s actual name) and cited Holder’s address on request.
After the ballot was offered, the agent said he would like to provide a photo ID he had left in his car, and was told not to bother, as none was needed. The fellow then said he wanted to get one anyway, and left saying he “would be back faster than you can say furious.” At no time did he actually take the ballot or attempt to vote with it, thus apparently violating no law.
Holder’s Justice Department dismissed the demonstration as meaningless because it was “manipulative,” but that statement itself is what’s meaningless: Things can be set up and still be extremely telling.
And what this example proved was that someone could have voted in the name of the attorney general of the United States, because nobody cared to notice that a potential voter who was not even of the same race as that official could have used his ballot if he had so desired. Or, for that matter, he could have had any other voter’s ballot.
Would we call, say, a military armory “secure” if anyone could walk into it at any time without showing any identification and walk out with an armload of rocket launchers?
But our top legal officer says that the act of casting a ballot, which is the primary act of citizenship in a democratic republic, has to be open to the same sort of pillage.
If this example doesn’t make the point even to the blindest ideological partisan (Hi there, Mr. Holder!), nothing will.
And speaking of military armories, we can’t ignore the fact that Holder’s DOJ is still hiding the real story behind Operation Fast and Furious, in which more than a thousand weapons were smuggled across the Mexican border with the full knowledge of federal law enforcement.
Those guns have been reported to have led to the deaths of hundreds of Mexicans and at least one Border Patrol agent, and yet top officials continue to resist congressional requests for access to knowledgeable sources (Hi there again, Mr. Holder!).
Now let’s look at another recent example that emerged just in the past few days from the lips of a media adviser to the head of the Democratic National Committee — someone hired to keep Rep. Debbie Wasserman Schultz of Florida from continuing to insert her well-shod nether appendages into her oral orifice (as has been her wont since, roughly, her first day in politics).
The adviser, Hilary Rosen, launched her own attack on what her party has been calling the “Republican war on women” by, well, declaring war on a Republican woman.
The target was Ann Romney, wife of the heir apparent to the GOP nomination. Ms. Rosen described her as someone “who has actually never worked a day in her life.”
Remember, Ms. Rosen is a top-level professional media adviser for the Democrats’ national party chair. It’s a darn good thing the pros warn us amateurs not to try this at home, or who knows what we’d say.
Mrs. Romney, as it turns out, is a cancer survivor, struggles with multiple sclerosis and has raised five children. After Rosen’s faux pas (which she stood behind twice on Twitter before throwing in the towel with an apology), the White House tried to appear as if it didn’t know her, “I know at least three women named Hilary Rosen,” presidential press secretary Jay Carney said, which has to be true, as the name “Hilary Rosen” reportedly appears 35 times on the White House visitor registry. By contrast, the name “Gen. David Petreus,” the head of the CIA and former commander of NATO forces in Afghanistan, is said to appear just nine times.
This one is getting right up there with Dan Rather’s fake letter about George W. Bush’s military service — and once again we can thank New Media reporters, along with Fox News, for bringing the story to light.
What’s the lesson? People my age can remember a time when there were two major wire services and three national networks, along with a handful of news magazines and a few newspapers with national impact.
What rumors were started, what lies were told, what distortions were created and what truth was forever hidden then? We cannot really know, but we can feel safer we will know now, with hundreds of sources of information available to us on the Internet and in many specialized publications.

HR 347 just passed - is this real?




Just when you thought the government couldn’t ruin the First Amendment any further: The House of Representatives approved a bill on Monday that outlaws protests in instances where some government officials are nearby, whether or not you even know it.

MHPC gets death threats over Kruger/Cheney story



The Maine Heritage Policy Center Friday received a series of threats by phone, as a result of our reporting on Rep. Chuck Kruger’s Twitter statements supporting the execution of former Vice President Dick Cheney.
The threats were made in three separate phone calls, and may be from the same caller, attempting to change his voice each time.
The caller acknowledges our report on Kruger, and concurs with the sentiment from Kruger’s twitter comments.
“A lot of people think Cheney is a war criminal and he should be executed, because he is a war criminal.”
The caller, after digressing into an angry series of profanities, becomes more aggressive.
“We are happy, happy, happy to go to it with you, just be aware, you started it, and we’ll be happy to finish it.”

“You might as well plaster a [expletive] target on everybody.”

In the subsequent calls, the threats are more explicit. The caller asks MHPC to consider if “I took all of your listeners out in public. See how you like it. See how you like being hunted down.
“There’s just as many nutjobs on the Left as there are on the Right, did you know that? You know the percentage of gun ownership in Maine is pretty [expletive] high.”

“I’m coming for you, I’m coming..”

The calls came after The Maine Wire’s story received national attention last week. Kruger has since apologized for his comments, and has reported that he has received threatening phone calls as well.
MHPC is working with law enforcement to determine the source of the threats.

Smart Dog

To get the full impact we have rewritten the words so that all may read and enjoy.


Now, this is for my dog friends and my friends who need to smile!


An older, tired-looking dog wandered into my yard.  I could tell from his collar and well-fed belly that he had a home and was well taken care of.  He calmly came over to me, I gave him a few pats on his head;  he then followed my into my house,  slowly walked down the hall,  curled up in the corner and fell asleep.


An hour later he went to the door, and I let him out..


The next day he was back, greeted me in my yard,  walked inside and resumed his spot in the hall and again slept for about an hour.  This continued off and on for several weeks.


Curious I pinned a note to his collar: 'I would like to find out who the owner of this wonderful sweet dog is and ask if you are aware that almost every afternoon your dog comes to my house for a nap.'


The next day he arrived for his nap, with a different note pinned to his collar: 'He lives in a home with 6 children, 2 under the age of 3 He's trying to catch up on his sleep.  Can I come with him tomorrow?'

This is one of the best emails I have gotten in a while!

It Is Not Water Over The Dam Anymore With Lisbon's Leaders


WHERE IS OUR LEADERSHIP

As most of you are aware, the Town Council is elected by the people of Lisbon. This council has clearly demonstrated it is controlled by one councilor, Bowie. What most of you may not know is that Bowie is controlled by Brooks. The council (Bowie) selects individuals to fill different panels and committees. These panels and committee are made up of ONLY “YES” men and women loyal to Brooks and Bowie. This has been demonstrated on numerous occasions, some of which are outlined below:

Let’s start off with Councilor Gina Mason and her husband Rick. Gina took office and signed an oath to obey the Constitution, Maine laws and more important the town ordinances. At the time she signed this oath Rick Mason was operating a business out of their residence in a Rural Open Space District. This was a violation of town Zoning Ordinances. 

In an attempt to correct this situation Rick Mason submitted to the Planning Board an Application for Conditional Use siting 70-353-3-G as the reference. Section 70-353-3-G states and I quote “Temporary construction, excavating, fabrication or processing.” The Planning Board approved this request on March 11, 2011 without setting an expiration date for this temporary condition. Without an expiration date, this action is permanent.

When questioned about this exception to the zoning ordinance, Mr. Potvin stated the Planning Board is not required to establish an expiration date because this provision does not have temporary in front of excavating. The entire exception is temporary because it states “OR” at the end meaning, all of these conditions are temporary. 

However, because a Councilor was involved the Planning Board looked the other way in order to justify their decision. There is no way the Planning Board will ever admit to violating their own rules to accommodate a Councilor.

Now let’s discuss the latest screw-up by the Planning Board. After over three years of debate and word changes the Town Council finally approved the Wellhead Protection Ordinance. This critical document details requirements to protect the Town of Lisbon's water supply. 

 The Wellhead Protection Ordinance was reviewed and approved by this very Planning Board. Last month there was a proposal before the Planning Board to establish an emergency access road through Zone 1 of the Wellhead Protection Ordinance. This is a clear violation of the Wellhead Protection Ordinance and Paul Adams, Water Department Director, pointed this violation out to the Planning Board in a Public Hearing. 

This is the first challenge to the Wellhead Protection Ordinance since it was enacted and what does the Planning Board do; but to vote to violate the Wellhead Protection Ordinance. Many thanks to the individuals who proposed the emergency access for getting with the Water Department and providing an acceptable work around to safeguard the town’s water supply.

These acts are in violation of our ordinances which these individuals are entrusted to protect. However, instead of performing their duties in the best interest of the Town of Lisbon; these individuals do what they are told to do. The Planning Board has demonstrated they are “YES” men and will do anything regardless if it is in violation of town ordinances or not.

Why do we have ordinances if our leadership is not going to enforce them?

Recap Town Council Workshop April 10 - Part 1‏


RECAP TOWN COUNCIL WORKSHOP APRIL 10TH PART 1

The Council Workshop was extremely enlightening and yielded some very interesting facts. There is definitely going to be a tax increase this year in Lisbon. The only question is how much it is going to be. The town manager has convinced the town council there is a true need for a tax increase and according to his figures he is probably right. However, his recommendations are intended to support a tax increase. Remember, Eldridge does not pay property tax in this town.

The first important fact is Eldridge’s layout of the budget is designed to protect and hide money from the people and to cover-up the excessive spending by Chief Brooks (the person responsible for Eldridge being hired as town manager). Under 01-110, General Government/Contingency is a line item (5227) Grant Match which has a description of “Provides Grant Matching for PD Cruiser Video System $10,000 and furnishing to comply with Federal Grant Funding of equipment for Dispatch $15,000.” 

Both of these items pertain strictly with the Police Department so why aren't these two line items under the Police Department 02-200 Public Safety/Police Department?  

 Brooks and Eldridge are concealing funds. Also Brooks announced a $97,000 grant for Dispatch equipment at one of the last Town Council Meetings that does not have to be matched by the people of Lisbon. Doesn’t this sound screwy to you but it gets better because when you ask the town about this they declare the $15,000 dollars matching funds is for furniture. So that means $30,000 dollars for furniture for one individual in one office. What are you going to buy, a surround sound system, plasma television, pool table, and who can tell what else? Also under 02-202 Public Safety/Communications line item 5415 Furniture and Fixtures there is another $400 dollars requested. Why?

Why is there a line item under 01-115 General Government/Insurance called 5255 Police Liability? This Police Liability pertains solely to the Police Department so why isn’t it under the 02-200 Public Safety/Police Department? Brooks and Eldridge are hiding more dollars from the people to the tune of $8,000 dollars.

Why is under 01-135 General Government/Technology, is the Library Software Mandarain $6,000 and IMC software (Communication Software) agreement for $18,000 listed instead of their respective departments? This is strange because under 02-200 Public Safety/Police Department there is a line item for 5271 Service and Software Agreement but none under 02-202 Public Safety/Communications. There is no software line item under 04-410 Public Service/Library. Why?

Two more line items I need to mention that we have asked in the past and so usual it fell on deaf ears. Why are Hydrant Rental and Street and Traffic Lights listed under 03-315 and 03-320 respectively Public Works? Public Works has absolutely nothing to do with neither of these two line items. These two line items should be under General Government because they pertain to the entire town and not a single department. The reason these line items are under Public Works is so that when the town has to explain the budget, the Police Department budget will not stick out as the money pit that it is.

There are so many minor discrepancies in this proposed budget it is laughable. My very favorite is under the Town Manager/Mileage the description reads and I quote “Provides travel for above listed employees. Amount set per contract - $300p/m plus and addt’l travel.” Are you kidding me; $300 per mile?

Now, we have the layout of the budget identified. Let’s get into the meat of the workshop. The town council had requested the town manager reconsider the municipal budget. At Tuesday’s workshop, Eldridge presented several empty gestures such as cutting children’s story time and summer reading programs at the library. 

The other one I loved was cutting the Police Patrol hours or cut a Public Safety Officer and an Officer Safety. I have no idea what the difference is with these two positions because they are not listed on the police web site. Both of these gestures are empty.

In the proposed budget, Eldridge wants to award a 2% bonus to every employee of the town at a cost of $49,280 dollars. If you eliminate the department heads from this bonus, there would be sufficient funds to keep the children’s story time and summer reading programs in the budget. 

So the big question is do we fund children’s story time and the summer reading program plus keep the same hours at the Library or provide a 2% bonus to all the department heads? Keep in mind, the department heads in Lisbon’s salaries are $166,000 dollars more than their counterparts in Skowhegan.

Also, Eldridge has $55, 925 dollars for Professional Development in this municipal budget. This means the taxpayers of Lisbon are going to provide funds for employees to obtain degrees such as paralegal. Of course, there is no position for a paralegal in the town of Lisbon. Why are we wasting so much money on education and receiving no return on investment? 

Ryan Leighton is not a Licensed Professional Engineer and Sean Galipeau does not have his Bachelor’s degree in Public Safety. Neither of these two are fully qualified for their positions as department heads but the taxpayer’s are paying those individuals top dollars. If our pay scale was more in line with Skowhegan, we would have sufficient funds to reduce our capital improvements by paving roads and repairing town buildings without raising taxes.

 I really encourage each of you to do so and you will be shocked by the gross negligence of the town manager in proposing such a budget. Almost every page of the budget contains increases in the 2012-2013 budgets and yet the town has not utilized all the funds appropriated for last year. 

Here is the test, pick any page and look at only 2012 Budget; 2012 YTD and 2013 Manager. The first item is what the town budgeted for this year; the second one is how much of the budgeted amount have we spent and finally what Eldridge has proposed for next year. The explanation is you must always have a fudge factor as a safety measure. I agree with this concept except if you do not spend all of the money you budgeted you do not need this fudge factor; you simply budget the same amount you budgeted the year before. 

 However, since 2008 (when Eldridge came to Lisbon) this fudge factor has been increased every year whether you spend the funds or not so now we are really out of whack.

Taxpayers have to choose if they want to continue overpaying our department heads or adjust their salaries to a reasonable figure more in line with our town economy or to raise taxes every year. In the past, Eldridge stated the increases were due to loss of state revenue but this year we have an increase from $830,000 to $895,000 dollars. So why are they increasing taxes this year?

Now I am going to provide you with the town’s vision of the tax increase for this year.

The town council is trying to keep the increase between 1 & 2 mil. Management of the Town of Lisbon does not understand how to hold taxes. There is no magic formula. It is simple to hold the line by (1) increase revenue and (2) reduce spending. Management or mismanagement of the town of Lisbon cannot grasp this concept.

Taxpayers have to decide how much more they are going to take before we put a stop to this insanity. Come to the Town Council meeting and speak out against this year’s budget before it is too late since the taxpayers are NOT going to have an opportunity to vote on the municipal budget this year.

Now, I fully understand this is only a starting point and not the final product. This budget will be worked by the Budget Advisory Committee, the town Manager, Finance Director and finally the Town Council over the next several months before a final municipal budget will be voted on by the Town Council. The people will NOT be able to vote on this year’s municipal budget, even though you voted that you would like to.

I have been reviewing this budget and am terribly disturbed at the trends as outlined by the Town Manager regarding recommendations to  this budget. 

I guess it is not hard to understand why Eldridge only desires  to spend more money since he does not live in Lisbon nor does he pay property tax here. The town Manager does not have a vested interest in the taxes for the people of Lisbon. 

Eldridge does not understand there are only two methods to reduce taxes and they are: (1) Increase revenues coming in and (2) reduce spending. This is not rocket science but apparently Eldridge does not understand these simple facts.
According to this budget, Eldridge proposes a 2% increase in pay across the board once again. I do not understand how in this economy this is possible especially when our department heads, including Eldridge, salaries are $166,000 dollars higher than the same department heads for a comparison town like Skowhegan. 

There is also a proposal of a $10,000 dollars wage increase for the Park Ranger. Please do not misunderstand me, I certainly believe Verla Brooks deserves every penny of this raise but until the other department heads who are not earning their inflated salaries are reduced, I cannot see how this can be  possible. 

The two department heads who contribute the most to this town are the lowest paid: Recreation and Parks. These two departments generate revenue for this town and do an excellent job.




Now at the last Town Council Workshop, Eldridge announced he wants to hire a Planner for the Economy Community Development Department. We currently have an Economic Community Development Director who has not contributed anything to the town since being hired. Benson has talked a remarkable game but has produced absolutely nothing. We lost Kitty Korner and now Graziano’s. More money spent and no revenue coming in.  

Didn't Councilor Cote recommend abolishing this expenditure recently?

Under General Government/Contingency there is a $25,000 increase or 163.16% for matching grants for Police Department Cruiser Video Systems $10,000 and furnishing to comply with Federal Grant Funding of equipment for Dispatch $15,000.

Why is this line item under General Government/Contingency instead of the Police Department and Communications? 

Both of these items pertain to the Police Department and should be listed under the Police Department in the budget instead of under General Government. 

Brooks is trying to hide the actual cost of his department which is the largest drain on this town. This is how Brooks conceals his operating costs and ensures the people of Lisbon have no clue as to how large his budget really is.

In the General Government/Legal, Eldridge wants an additional $6,000.00 for legal fees. There would be no need for legal fees if Eldridge and Therriault did not conspire to force citizens to file lawsuits to obtain Public Records and information pertaining to how our tax dollars are being spent. 

There is absolutely no transparency in the government of Lisbon. I have asked for the Credit Enhancement Agreements for the six (6) businesses utilizing the Tax Increment Financing (TIF) program as directed by the state TIF Director and my request was denied. I am turning it over to the state for appropriate action since they provided the guidance.

Is Anyone In Town Listening To 'We the People'.....


WHAT HAPPENS WHEN THE PEOPLE SPEAK

On last November’s ballot was an Advisory Referendum Question: 

“Do the voters of the town of Lisbon wish to vote on an amendment to the Town Charter that, if enacted, would require voter approval at a referendum election for each annual Municipal Budget?” 

Over 2,000 voters responded by voting “YES” and a little over 500 voted “NO”. It was very apparent the majority of the voters in Lisbon desire to vote on the Municipal Budget every year.

A little history on this subject; both Councilor Roger Cote and Councilor Roger Bickford had been asking the rest of the council to put this on last November's ballot.

The rest of the council refused to incorporate this in the Charter Changes on last year’s ballot. Roger Cote spent his own money and hired a lawyer to write up the proposed change and the rest of the council refused to accept it. Roger Bickford had been gathering signatures on a petition, as directed by his fellow councilors, on this issue and presented the council with the overwhelming results in favor of voting on the Municipal Budget.

Had the council taken the appropriate action at that time, the people would be voting on this year’s municipal budget. Instead, the rest of the council forced the people to vote on the Advisory Referendum Question last November even after they had conclusive evidence in Roger Bickford’s petitions. This was the rest of the council’s method of delaying the process. 

Now, the people have spoken (last November) and the council is still delaying the people from getting to vote on this year’s municipal budget. According to the council, they have sent this to the town attorney to prepare the paperwork so the people of Lisbon can vote in November. I do not understand why the council has to send this to the town attorney when Roger Cote already spent his own money and presented the proper wording to the council over a year ago. Simply put another delaying tactic.

The people of Lisbon need to call their representative on the council and demand to vote on this year’s municipal budget. Force the council to take immediate action on the desires of the people. If you do not do this, this council will ignore and delay your right to vote on the municipal budget forever.

These council members are supposedly our representatives and need to respond to the people’s desires.

THE COVER-UP CONTINUES

At last Tuesday’s Town Council meeting, Chair Fern LaRochelle responded to the question I had asked at the previous meeting about the status of litigation on the $32,500 dollars misappropriated and why this loan was not listed as an outstanding loan by the town in response to the court order. The answer was it is still in litigation and second it was not on the outstanding loan list because it did not follow the proper procedures for a loan and the town’s position is; it is not a loan.

 This is double talk by Eldridge. The misappropriated $32,500 has been listed as an outstanding loan list since March 28, 2007 through June 30, 2011. I am in possession of the Purchase Order dated March 29, 2007; the Promissory Note signed on March 29, 2007 and a copy of the check issued to the Atlantic Commercial Cleaners dated March 28, 2007. Since Eldridge has repeatedly admitted there were not any actual procedures during the time frame of the loan, how can the town say this is not a valid loan? If this is not a loan then is must have been a gift from the tooth fairy.


Also, if you remember numerous months ago, Mrs. Dot Fitzgerald and I requested the town council order a forensic audit be performed on the Economic Community Development Department to ensure everything in that department is proper. At that time, Eldridge stated this was totally unnecessary because the town had instituted procedures to ensure there was no way a situation of this nature could reoccur. Eldridge also stated the current procedures had checks and balances to protect the integrity of the loans. Without a forensic audit there is no way of telling if there is more misappropriation or mismanagement of town funds. This audit could also assist in determining who took this money by investigating bank records and personal accounts.

Remember, Mrs. Jennifer Norris who was the Economic Director from July 2007 through January 2008 and discovered the mismanagement of these funds. After Mrs. Norris reported this mismanagement to Interim Town Manager Brooks; she was harassed and placed in an unsafe work environment by Brooks which resulted in her resigning after six months. The people will never know how much more misappropriations and mismanagement Mrs. Norris would have uncovered without a forensic audit.

Playing with words such as it was never a loan because it did not follow proper procedures when there were no procedures to follow; is just another form of covering-up the misappropriated and mismanagement of town funds. The town has done everything in its power to conceal what really took place. The citizens of Lisbon will never know who all was really involved in this theft; nor will they ever find out why Brooks, with all his experience and resources, could not conduct a thorough investigation which would result in a conviction; and finally expose who all is involved with the cover-up.

I know everyone in town is tired of the mention of the misappropriated and mismanagement of this $32,500; but until this cloud of deceit and theft can be resolved who can we trust with our money.

Remember there is no statute of limitation on fraud.

Recap Of Last Night's Town Council Meeting


RECAP April 3rd

Last night’s meeting was a very historical event for the citizens of Lisbon. The Chairman Fern LaRochelle and the council added an additional line item called “Audience Participation Responses”. This line item is where the council responds to the questions asked at the previous meeting. The people have always asked for answers and now we have it. I personally want to commend and thank this town council for adding this valuable means of communication to the agenda.

Who is the Chief Administrative Officer for the Town of Lisbon? 

As the Town Manager, all requests for Freedom of Access Acts should be signed by the Chief Administrative Officer since he is the sole Custodian of Public Records for the Town of Lisbon. If the Town of Lisbon is denying the information requested, it should be signed by this Council and not a Town Employee since this action could result in a lawsuit being filed which will cost the taxpayer tax dollars in legal fees. Right now two individuals, who do not pay taxes in this town, are making decisions which results in tax dollars being utilized to defend their actions.

The response was we hired these individuals to do a job and so we must allow them to do so. My take on this is neither the town manager or town attorney has a vested interest in the taxpayer’s money nor how it is spent. The people elected the council to be responsible for how our tax dollars are being spent and not these two individuals who do not pay taxes in this town. When the charter was developed our town manager resided in Lisbon and paid taxes but this has changed.

Why doesn’t the town manager brief the people on the status of voting on the municipal budget at every meeting like he did on the Lisbon Connection? The people are still waiting to hear when they will be allowed to vote on the municipal budget.

The response was the change to allow the people to vote one the municipal budget by department is currently with the town attorney and should be ready for the November 2012 ballot.

What is the status of the $32,500 tax dollars? 

The last time the Town Manager briefed the people he stated the town was seeking to recover the funds in civil court. Has this been filed in civil court? The reason I asked is because the listing the town manager provide the court on all open loans the $32,500 is not on this list. Why is that?

The response was the misappropriated $32,500 dollars is not a loan because the proper procedures were not followed. My take on this is yet another attempt at making this disappear. It was also said it was filed in civil court. I have a copy of the signed Purchase Order, Promissory note and the check issued to Atlantic Commercial Cleaners. It has been stated in the past procedures were lax during this time frame; but if the Finance Officer wrote out a check then that person had to have followed some kind of procedure. Clearly the town is hoping the public will forget about the $32,500 dollars and the incomplete investigation. I believe this is a play on words in yet another attempt to cover all this up.

Please advise everyone on which ordinances we are required to comply with and which ordinances we can ignore?

The response was this is clearly a difficult question to answer and we are looking into it.

The town council vote 6-0-1 with Councilor Mason abstaining to approve the first reading of the proposed zone change on Gartley Street from General Residential to Diversified Development District. Vice-Chair Don Fellows of the Planning Board spoke on this issue and explained the Planning Boards position on this controversial issue. Also former Councilor Cote spoke on how the Lisbon Comprehensive Plan was developed and why. Mr. Cote also made it crystal clear there will be serious issues with the Route 9 trouble being presented by the Planning Board.

Mr. Fellows and the town manager both announced there was going to be a Public Hearing April 26, 2012 with no firm meeting location on the Route 9 changes proposed by the Planning Board. The changes involve “Conditional Usage” to allow for all the businesses currently located on Route 9.

The entire town council meeting will air on Channel 7 at 07:00 PM on Friday night April 6, 2012.
