 The Lisbon Town Council will hold a public hearing for public comments and questions on Tuesday, May 8, 2012 at 7:00PM at the Lisbon Community School Cafeteria on 33 Mill Street. The proposed budget summary by department will be available at the Town Office or on–line at www.lisbonme.org.

Draft Proposal, the Town Budget, as proposed by the Town Manager:

Total Expenditures: $7,329,739 a 5.71% Increase from 2011–2012.

Total Revenue: $2,883,950 a 3% increase from 2011–2012.

This is the Town Council starting point on the 2012–2013 fiscal year budget

In Summary, the School Budget, as proposed by the Superintendent of Schools and the School Committee:

Total Expenditures: $14,167,504 a 3% increase from 2011–2012.

Total State Subsidy: $8,270,938 a 2.6% increase from 2011–2012.

Total Local Funding: $5,471,099 a 3.6 increase from 2011–2012.

These proposed budgets will increase the municipal tax rate. The Town Council and School Committee will consider public comments and questions in reviewing the budgets at a public meeting on May 8; meeting includes the Budget Advisory Board. If you were looking for Tuesday night’s town council meeting on Channel 7 this evening, you were shocked to see there was no video of the meeting due to technical difficulties. This is not the first time they have had technical difficulties but it would seem this only happens when the information put out is detrimental to the management/council. I personally believe management did not want the citizens of Lisbon to see this particular meeting. There were several votes taken by the council which could have a detrimental impact to the town of Lisbon.

The first one is on the Gartley Street rezoning proposal. The council approved the rezoning even after it was brought out there was a case in Old Town which was along the same lines as the Gartley Street proposal. I recommended the council review the court case prior to voting on the proposal but the council ignored the warning. This could possibly come back on them for “Spot Zoning”.

During Audience Participation, I addressed the Communications Center and Brooks’ proposal to consolidate the communications center with the Androscoggin County dispatch. The County Commissioners are still debating how to consolidate dispatch for the county but one thing is for certain the County will remain responsible for dispatching because it is a County function. Brooks is asking the taxpayers to foot the bill allowing him to control Lisbon dispatch. This is a feeble attempt to expand his empire. This is not in the best interest of the taxpayers of Lisbon. The taxpayers could save approximately $500,000.00 a year by turning the Lisbon Dispatch over to the County. Keep in mind, the taxpayers of Lisbon currently are paying a County tax bill of $574,198.00 and receiving absolutely no benefits or service from the County.

I also addressed a shortage of $466,851.00 in the town's Undesignated Fund. I utilized the town’s own figures in determining this shortage. I also explained to everyone that it is hard to verify anything with the town because every time I ask for a figure I get a different number every time. So I utilized the figures published to the citizens in documents the town provided. When Eldridge came here there was over 3 million dollars in the undesignated fund and now it is at $1,184,499.00 according to Eldridge. Where are our tax dollars going?

Brooks gave his rendition of why he wanted the Dispatch to come to Lisbon. He repeated himself for roughly an hour. However, it was a pure waste of time because this bought and paid for council would approve anything Brooks asks for because everyone of the member's owes Brooks. 

This council does not and never has had the best interest of Lisbon at heart. You can see this by the mess the town of Lisbon is in right now. Councilor Cote was the only member of the council who cared about the town and the people. Everything he stated has come true.

If you had a video of the meeting to see, you would see how very phony this council is because Brooks made two motions to the council and the Chairman read the motions word for word but there was no mention of this in the agenda documents for the meeting. The Council voted to stay with the communications center in Lisbon instead of going with the decision of the County Commissioners which in my opinion is a huge mistake. It will cost the taxpayers much more to operate the communications center than to pay for ONLY the services it utilizes. At least, the taxpayers would be receiving a service for their money ($574,198.00) is being paid to the County in tax.

The meeting lasted longer than anticipated so there was no workshop on the budget after the meeting. The Chairman tried to schedule a workshop on Thursday but Bowie (the puppet master) could not make it so there was no workshop scheduled. At the Last workshop, the Chairman LaRochelle and Councilor Ward were not there but a workshop was held. This demonstrates the power Bowie has over the rest of the councilors. The Chairman and another councilor can miss a budget workshop but not Bowie. Do not ever try and tell me Bowie does not control this council.

I will provide you with another great example of the power of Bowie. During a workshop, Mrs. Fitzgerald asked the question “Who is the individual being reclassified to a management position and receiving half a salary ($28,985.00) in both the Police Department and the Communications Center?” Bowie immediately replied “You do not need to know that information or words to that effect.” 

You may not know this but Bowie’s wife is the only individual who has communication duties in her job description. Just for the record, Denise Bowie received a $13,000.00 increase in pay last year as an Administrative Assistance in the Police Department. I do not believe this raise was ever voted on by the council but you never know what goes on behind closed doors (Executive Sessions) or the pre-meeting held in Eldridge’s office prior to each Town Council meeting. I have a record of all but two weeks of the agendas and there is not a record of it on any of them. AND, of course there is no “conflict of interest” when Bowie speaks about the Communications Center or the Police Department's budget.

Can you guess why there was a technical problem with the video? They just do not want the people to know how phony they really are!!!!!

Recap Town Council Meeting - May 1st‏

RECAP TOWN COUNCIL MEETING – MAY 1^ST

At Tuesday night's Town Council meeting there was a Public Hearing on changing the Comprehensive Plan to change Gartley Street zoning from General Residential District to Diversified. The Open Door Bible Church had numerous members there who spoke in favor of approving this zoning change. The members brought out the importance of approving this zoning change to allow the church to rent the storage unit out in order to raise sufficient funds to build a gym for their students. However, the issue was never about the kids but whether or not the changing of the zone was legal. 

 I did some research and found a Superior Court Case DocketNumber CV-98-124 involving Old Town which after reading the findings I am absolutely sure the approval of the zoning change on Gartley Street is considered “spot zoning” which is a violation of Maine law. I presented this information to the council along with the definition of “spot zoning”.  “Spot Zoning is the application of zoning to a specific parcel of land within a larger zoned area when the rezoning is usually at odds with a city’s master plan and current zoning restrictions.” I recommended that the council table their vote until they had an opportunity to review the court case. However, Chairman LaRochelle stated the town had received a legal opinion stating it was not “spot zoning” and the council voted 5-1 with Councilor Mason recusing herself.

During Audience Participation of the meeting, I spoke on three subjects: (1) Why are we holding onto the Communications Center when they are performing a County function and therefore should be under the control of the County? The taxpayers of Lisbon are paying a yearly County Tax of $597,198.00 and receiving absolutely no benefits/service for this amount. Any consolidation of dispatch should be under the control of the County and the taxpayers should ONLY pay for the services received. We could save the taxpayers of Lisbon over $500,000 tax dollars a year if our communications center was turned over to the County. 

If the County decided to utilize the Lisbon Communications Center the town could charge a rental fee to the county for the spaces. Allowing Chief Brooks to manipulate the situation to expand his empire is just wrong. The town council’s responsibility is to do what is best for the citizens of Lisbon and spending more on this communication center than is necessary is a waste of taxpayers’ dollars. Keep in mind, the citizens of Lisbon receive no services or benefit for tax dollars spent on County Tax.

(2) I took the figures the town issued to the Public for the municipal budget ($8,033,639.73) for last year with last year’s school budget ($5,177,171.00) and added these two numbers to get the total 2012 budget ($13,210,800.73). The town charter (Sec 86-1) states the undesignated fund balance has to be 12.5% of the total general fund balance which should be $1,651,350. I received an email from the town manager stating the balance in the undesignated fund is $1,184,499.00 which means the town is SHORT $466,851.00. The undesignated fund is utilized to cover emergencies and to ensure the town can operate for at least six weeks.  

When Eldridge became town manager there were over three million dollars is this account. Where did our tax dollars go? I have tried to verify this information but every time I ask the town for the numbers I get different numbers so I can only go on the numbers the town published to the community.

(3) The reevaluation presently being performed is stored on a separate computer by Mr. Van Tuenin. I pointed out to the council the need to have redundancy of the data. Computers have a mind of their own and crash when you least expect it. I explained the importance of backing up the data and checking the backup for integrity in case we have to restore the data from a backup. The town has paid for this data and it needs to remain with the town at all times.

I left the meeting at this point because I have listened to Brooks lie time and time again about the Dispatch coming to Lisbon and its advantages. There are no real advantages. The only reason Brooks wants the dispatch to come to Lisbon is to expand his empire. The problem with this is it will cost the taxpayers more tax dollars than if they were to consolidate with Lewiston/Auburn 911. We currently are paying County Tax and receiving nothing in return.

David T. Brooks’ legacy is; "He will be remembered as the most corrupt law enforcement officer in the State of Maine." He has demonstrated this over and over again from covering up the loss of the $32,500 dollars to protecting his friends for violations of the law. Brooks selects which laws to enforce and for whom. A true law enforcement officer would enforce the law equally for all. In this country justice is for all. I am sure each and every one of you can relate a time when Brooks did a favor for his friends or covered up a situation.

They do this to keep the American public convinced that if we
don't give up our rights, if we don't accept government
transgressions and tyranny, then we will all be at the mercy of

THE United States has been narrowly saved from lethal terrorist plots in recent years — or so it has seemed. A would-be suicide bomber was intercepted on his way to the Capitol; a scheme to bomb synagogues and shoot Stinger missiles at military aircraft was developed by men in Newburgh, N.Y.; and a fanciful idea to fly explosive-laden model planes into the Pentagon and the Capitol was hatched in Massachusetts.

But all these dramas were facilitated by the F.B.I., whose undercover agents and informers posed as terrorists offering a dummy missile, fake C-4 explosives, a disarmed suicide vest and rudimentary training. Suspects naïvely played their parts until they were arrested.

When an Oregon college student, Mohamed Osman Mohamud, thought of using a car bomb to attack a festive Christmas-tree lighting ceremony in Portland, the F.B.I. provided a van loaded with six 55-gallon drums of “inert material,” harmless blasting caps, a detonator cord and a gallon of diesel fuel to make the van smell flammable. An undercover F.B.I. agent even did the driving, with Mr. Mohamud in the passenger seat. To trigger the bomb the student punched a number into a cellphone and got no boom, only a bust.

In the hospital the relatives gathered in the waiting room, where a family member lay gravely ill.  Finally, the doctor came in looking tired and somber.

"I'm afraid I'm the bearer of bad news," he said as he surveyed the worried faces.  "The only hope left for your loved one at this time is a brain
transplant.  It's an experimental procedure, very risky, but it is the only hope.  Insurance will cover the procedure, but you will have to pay for the BRAIN."

The family members sat silent as they absorbed the news.  After a time, someone asked, "ow much will a brain cost?"

The doctor quickly responded, "$5,000 for a Democrat's brain; $200 for a Republican's brain..."

The moment turned awkward.  Some of the Democrats actually had to 'try' to not smile, avoiding eye contact with the Republicans.  A man unable to control his curiosity, finally blurted out the question everyone wanted to ask, "Why is the Democrats brain so much more than a Republicans brain?"

The doctor smiled at the childish innocence and explained to the entire group, "It's just standard pricing procedure.  We have to price the Republicans' brains a lot lower because ... they're used."

It’s easy to understand why Presidents, politicians and the military love robots. They don’t talk back. They follow orders.  You press a button and they do what they are told. They are considered so efficient, and so lethal.
These modern killing machines represent science fiction reborn as science ‘faction.’

Robots and drones don’t burn Korans or pose with the heads of their captives on the battlefield. (Robots also don’t protest wars.)  Lose the human factor and you get silent but deadly total destruction.

And that’s why drone warfare has become such a weapon of choice. You have video game jockeys sitting on their asses in front of consoles of digital displays at an Air Force base outside Las Vegas, targeting suspected terrorists in Afghanistan. After a couple of quick kills, they take the rest of the day off.

It’s only later, that we get the reports of civilians decimated as collateral damage.

And The Printing Press Plot Thickens; The Maine WIRE: Sussman associates entangled in Virgin Islands bribery scandal

Associates of Congresswoman Chellie Pingree’s husband, billionaire hedge fund investor S. Donald Sussman, have become key players in a major bribery scandal that is rocking the Department of Justice and the U.S. Virgin Islands.
 
The Daily Caller has reported that Virgin Islands Governor John De Jongh, Attorney General Vincent Frazer, and a number of USVI Senators have been named in a sealed indictment relating to at least $20 million in cash bribes to U.S. Department of Justice investigators and public officials in the USVI. The Daily Caller obtained this information through leaks from a source familiar with the indictments.

Sussman has been a resident of the USVI for years, and uses a controversial tax shelter managed by the Virgin Islands Economic Develop Commission (EDC) for his company, Trust Asset Management. Though parameters of the tax shelter require his residence in the USVI, Sussman has recently claimed that he is a resident of Maine, since his 2011 marriage to Congresswoman Pingree. Pingree and Sussman continue to frequent their multiple mansions in the islands, and have entertained notable figures on their private jet vacations, including Congressman and former Chair of the Financial Services Committee, Barney Frank. Details of Sussman’s tax shelter use were reported by the Weekly Standard in 2010.

Sussman shares a number of close relations to indicted governor John De Jongh.
Governor De Jongh appointed Sussman to the Board of Trustees of the University of the Virgin Islands in 2008.  According to De Jongh, “[Sussman’s] professional experience and his dedication to service and philanthropy in the Virgin Islands make him the right candidate to fill the vacant position on the university’s Board of Trustees.”

Sussman then made a pledge of $1,000,000 to the university.
Sussman’s attorney is Paul Hoffman. Hoffman has been described as a “good friend” and top advisor to Governor De Jongh, even offering the “Introduction of the Governor” speech at the 2011 Inauguration ceremony for De Jongh.

Sussman also served on the inaugural committee of Governor De Jongh in 2011.
De Jongh and other USVI government officials face a growing expose of nefarious financial dealings. In addition to the bribery scandal, the Daily Caller has reported that De Jongh’s wife is on the payroll of billionaire Jeffrey Epstein.

Epstein, like Sussman, is a recipient of the USVI EDC tax credit. Epstein was convicted and served 13 months in prison for committing sex crimes. Epstein admitted to procuring underage girls and having sexual relations with them. He has settled 17 cases with other women who have made similar claims.

Sussman’s attorney Paul Hoffman also represents Jeffrey Epstein.
Hoffman is a major supporter of Congresswoman Pingree, and has contributed $7,000 to her congressional campaigns. Hoffman’s law practice manager Angela Walters has also donated $4,700 to Pingree.

Pingree’s office said that she, “has never met Gov. De Jongh and has no association with him.”

May is Lyme Disease Awareness Month in Maine - Know Ticks, No Lyme

Know Ticks, No Lyme

Lyme disease is the most common vector-borne disease in Maine.  May is Lyme Disease Awareness Month in Maine, so remember to do your tick checks!  With the mild winter, it is never too early to start thinking about tick prevention.

Lyme disease is a bacterial infection that is cared by Ixodes scapularis (the deer tick).  Maine had a record high number of cases in 2011, with positives occurring in all 16 counties.  Lyme disease is most common among school aged children and middle aged adults.  As the weather begins to get warmer, more ticks will be out in the open.  Most Lyme disease infections in Maine occur during the summer months.

The most common early symptom of Lyme disease is an expanding red rash that occurs 3 – 30 days after being bitten.  Fever, joint, and muscle pains may also occur.  Lyme disease is treatable, and the majority of patients recover after receiving appropriate therapy.

Lyme disease is a preventable illness.  Maine CDC recommends following the “No Ticks 4 ME” approach which includes:

1.   Wear protective clothing

2.   Use an EPA registered repellent http://cfpub.epa.gov/oppref/insect/

3.   Perform daily tick checks

4.   Use caution in tick habitats

Ticks must be attached for at least 24 hours for the bacteria that causes Lyme disease to be transmitted, so prompt removal of ticks is extremely important.  Anyone with a known tick bite, or who spends time in a tick habitat, should watch for symptoms for at least 30 days after exposure.  If symptoms develop, call your healthcare provider.

Lisbon's "Stealth" Money Pit - Lisbon Police Department

Lisbon’s 2 Million Dollar Police Force.

Yes I said 2 million dollars. That is what I estimate our Police Force costs when you carefully calculate all the hidden costs associated with the  Department. We will never know the exact figure because most of it has been cleverly shifted into other department accounts to give a false impression of the department's size.

What do we get for that 2 million dollars?

It appears we get a Town Manager and the head of the Police Dept., by extension, that has been selectively using their authority to decide who should obey the ordinances in Lisbon and who gets a pass on the law. 

I was brought up to believe the Police were our friends . This belief doesn’t seem to hold any truth today. I feel  the police in Lisbon are used as an enforcement arm, by the local political structure, to enforce the law when it is convenient for the Town Management and turn a blind eye when that enforcement would cause problems for the Towns Elite.

By now everyone must be aware of the traffic ordinances that are being ignored in Houston Park.  Numerous times concerned residents have called the local PD to get relief from this potentially dangerous problem and countless times the police have looked the other way and ignored their duty. I wonder if this neglect has anything to do with the resident on Scottsdale Ave. (their boss)

I view any Police corruption as an especially heinous offense.  Once a department crosses the line they inevitably embark on a journey down a slippery slope that usually escalates into more serious indiscretions.  Whats next  “selective spot zoning” or worse.

When police and town officials selectively enforce laws several things happen..
      1.  They lose credibility with the people they serve.
      2.  A legal situation is created that can cast doubts on their legitimate work.
      3.  Officers lose all moral authority and are often viewed as the problem not  the solution.
      4.   Due to our litigious society they place unnecessary financial risk on the Town.

When the people we trust to enforce the laws  are viewed as the law breakers, society as a whole is in danger of crumbling.
