The Androscoggin Land Trust (ALT) and the Moxie Festival Committee are pleased to announce that registration for the 14th Annual Chief Worumbo Androscoggin River Race on Sunday, July 15, is now open.  Last year’s race attracted 166 racers from throughout New England.

The public is invited to cheer the racers at the starting line in Durham at 11:00 or as they arrive at the Sabattus River Boat Launch finish line area on Route 196 in Lisbon beginning at 11:30 am.

St. Matthew’s Episcopal Church in Lisbon will offer spectators at the Lisbon Finish Line a variation of Sloppy Joes called (guess what?) Moxie Joe sandwiches and hot dogs with Moxie mustard.  Entertaining the crowd will be a Native flute player from the Spirit of the Wolf Pow Wow taking place begin Lisbon High School.

Begun by Faye Brown, a local barber in Lisbon Falls, the race has grown to one of the largest single day events on the Androscoggin River and a major draw for paddlers from Maine and New England to enjoy the wide open corridor and the views of farm fields and forests along the route. The race is now an event of the Androscoggin Land Trust and spans a six-mile corridor where paddlers pass by two conserved farms, an island recently conserved in partnership with the Town of Lisbon, and a public riverside park in Durham.

The Worumbo Race is an amateur competition of approximately six miles, with possible class I rips and easy class II rapids, depending on water levels on race day.   The race is planned as a family friendly event and allows racers to experience a section of the Androscoggin River with many other recreational enthusiasts. 

Race day registration begins at 9:00 am at the Durham Boat Launch on Rte. 136 in Durham near the Auburn/Durham line. Participants are encouraged to arrive well in advance of the 11:00 am mass start. The race finish is just under the railroad trestle where the Sabattus River joins the Androscoggin on Rte. 196 in Lisbon. 

Registration is $25 for adults and $15 for children 12 and under if registered by end-of-business Tuesday, July 5. The registration fee includes a t-shirt, lunch, and free shuttle service. Late and race-day registration is the same price however it includes shuttle service only. T-shirts and lunch will be available for sale at the finish line for late registrants and spectators.

According to Lisbon Public Safety Officials, an estimated 50,000 people attend the three-day Moxie Festival.  The Town of Lisbon has approximately 9,300 residents.

Final Plea To Lisbon Residents and Taxpayers of the Lisbon Municipal Budget 2012-2013


Will Lisbon Council Thumb its Nose at Lisbon Residents Tonight?

Tonight Lisbon Council will more than likely commit Lisbon taxpayers to the largest tax increase in recent history, Approximately 1.43 mil. or $200 plus dollars for the average homeowner.

Several weeks ago Lisbon residents went to a Budget meeting at the  School Cafeteria to voice their overwhelming disapproval of raising taxes in Lisbon. At that meeting  there was a common theme that was heard loud and clear by all but the Lisbon Town Council.

Do not give town employees pay raises.

Requests were made for the  Municipal Department Heads to forgo any raise this year. (The School side of the budget didn't get raises)

We can’t afford to hire a town Planner.

A (good) request was made by one of the members on the budget committee to have a 10% across the board budget cut.


At that meeting Councilor Larochelle said that he needed meetings like this one to get a clear idea about what the town wanted to do.  Well the town spoke loud and clear, Cut the budget and reduce taxes. The only question  remaining  is will the Councilors listen to the will of the people or will they  thumb their noses at us and  give more money to their pet projects and friends.

This tax increase will put Lisbon at approximately $18.84 perLe State.

YOU have one last chance to keep you money in your own pocket. Contact your councilors and insist they reject this bloated budget. Go to tonight’s Town Council Meeting and voice your  concerns about spending more money we don’t have.

Hey Lisbon Residents: Last Chance for this year‏


LAST CHANCE FOR THIS YEAR

This Tuesday evening June 5th, 2012 will be the last chance for the residents of Lisbon to voice their opinions pertaining to this year’s municipal budget. The town council is going to vote on the 2012-2013 budget and more important; how much your taxes are going to go up!

I understand the track record of this council for listening to the people is less than nothing, if that is possible, but the citizens need to come out Tuesday and voice your concerns. On May 8th at the Public Hearing residents voiced their concerns about the pay increase for town employees. Everyone who spoke was against any pay raise and yet it is still in this years’ budget. Why?

I am now going to show you how very phony Bowie and the council are. At the last budget workshop on May 29, 2012, Bowie suggested placing the funds (wage increase) into the insurance line since it has not been decided upon what amount is to be given, and that it be given as a lump sum. This is exactly how these phonies hid our money. The master of crocked is Bowie. This can only be described as a deliberate attempt to conceal funds from the people. The people spoke and said no wage increase and yet Bowie (his wife works for the town and this wage increase has a direct effect on the family income) ignored the peoples desires and hides the wage increase in another line item. Of course, there is no conflict of interest here!!!!!!

Chairman LaRochelle requested a straw poll vote on the following budget items to be determined by a majority vote: 1)to leave $4,000 in the Elected Officials line for performance management training, 2)make the wage increase a lump sum saving $8,000, 3)move the wage increase amount into the insurance line allowing council to move forward with negotiations, 4)subtract $5,000 from paving, 5)add $5,000 more in Contingency, and 6) to finish paying the 5 individuals the wage adjustment. This year the State Revenue Sharing was increased by $65,000. This means the town of Lisbon will receive $65,000 dollars more than last year from the state. So here is the big question, “If we receive $65,000 more dollars from the state why are our taxes going up? The only reason possible is the town council is spending more than last year.

Is this what the people of Lisbon asked for? I think not, so if you care about your taxes come out on Tuesday and voice your concerns. THIS IS YOUR LAST CHANCE BEFORE YOU GET YOUR TAX BILL WHICH IS GOING TO GO UP!!!!!!!!!
Waiting until you get your tax bill will be too late!!!!!!!!!

There is no excuse for this irresponsible behavior by the Town Council.

VOTE THEM OUT IN NOVEMBER!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

When Will Lisbon's Leaders 'Get It': HYPE OR HYPOCRITES?


HYPE OR HYPOCRITES

The citizens of Lisbon need to take a closer look at their elected officials and in particular our town council. On May 8th, 2012, there was a Public Hearing regarding the 2012-2013 proposed budgets for both the school and the municipality. During the Audience Participation, numerous citizens voiced their outcry at the proposed 2% pay increase for town employees. Some of those that spoke had not received a pay increase in over nine years and everyone who did speak stated resoundingly that they were against the pay raise. Apparently, the town council did not hear the people because every budget workshop since has contained 30-45 minutes of a discussion on the 2% pay increase. These 30-45 minutes could have been better utilized to work through other budget issues.

It is increasingly apparent our town council care nothing for the regards of the people. The people may have elected these councilors but these councilors DO NOT represent the wishes of the people. Councilor Bowie (whose wife works for the town and this increase would affect the family income) is the driving force behind the pay increase and dictates to the other councilors how they feel. All of the councilors were present during the Public Hearing and heard exactly what the wishes of the people were and then turned around and totally ignored them. The town council has wasted numerous hours on this one subject after the people were very emphatic about what they wanted.

Councilor Gina Mason has always been a strong advocate for more people becoming involved with town government. Councilor Mason has made comments about her not understanding why more people do not attend the council meetings or speaking out during Public Hearings. Her position is shared by Chairman Larochelle and other members of the town council with the exception of puppet master Bowie. But let’s look at their track record, Councilor Pomelow took away OUR right to speak on agenda items after the councilors had heard and discussed the issue before the council. Instead, we now have to speak on agenda items prior to the sponsor detailing what they are looking for from the council. Also, look at the results of the Public Hearing; when the people speak they are totally ignored so why would anyone come out and want to participate in town government just to be ignored?

The true definition of a politician is " A person who can talk out of both sides of his mouth at the same time and say nothing.” Look at Dale Crafts as a prime example: Mr. Crafts told me personally, in front of a town councilor, he would provide me a copy of the $32,500.00 misappropriation investigation from the state attorney general’s office. This was well over month ago and I have not heard another word from him on this subject. He has not provided an update or a status to me.

What this town needs and deserves are leaders. Lisbon needs leaders who are not in office to further their personal agendas but to do what is best for the people of Lisbon. What are currently in office are individuals who have no integrity nor the best interest of the community.

In November VOTE them out!!!!!!!!!!!!!

MHPC Supports Governor's Decision to Veto R&D Bond‏

PORTLAND – Lance Dutson, Chief Executive Officer of The Maine Heritage Policy Center, today issued the following statement in support of Governor LePage’s decision to veto a bond for “research and development”:
 
“Governor LePage, Senate President Raye, and Speaker Nutting have made admirable strides toward a more fiscally responsible state government since they took over in 2010.  From regulatory reform to tax cuts, and from pension reform to health insurance reform, this legislature and this governor have taken bold steps that will save every Mainer money and help this state’s economy get back on track.
 
“Addressing the long-term problems with unfunded state employee pensions saved the taxpayers over $1 billion, and reduced yearly expenditures by hundreds of millions of dollars. That’s real money that can be used to reduce taxes and maintain crucial services for Maine’s less fortunate.
 
“Now is not the time for this legislature to turn its back on this kind of solid fiscal responsibility. The people of Maine are firmly behind these reforms, and they don’t want to see us turn back now. The Governor was right to veto this bond, and the legislature should uphold his veto. We can’t borrow our way into a stronger economy, and our businesses will benefit far more from a fiscally solvent government with lower taxes than by having our elected officials continue to pick winners and losers in the marketplace.”

Maine Media's Manipulation; MHPC: Newspapers defend MaineHousing expenses despite OPEGA report‏

Sometimes, reading the Maine newspapers is like being transported into an alternate universe.
 
This weekend was a great example. After the Government Oversight (OPEGA) report confirmed that Maine State Housing Authority had spent over $400,000 on contributions and donations and more than $44,000 on “staff celebrations”, that former director Dale McCormick had personally been reimbursed for over $50,000 in travel costs and that she was reimbursed for nearly $10,000 of non-business meal expenses, Maine newspapers quickly conjured up a far different picture.
 
Here are a few headlines:
 
 Bangor Daily News: “Watchdog agency finds no wrongdoing at MaineHousing after months of furor”

Portland Press Herald: “Housing authority probe finds no fraud”

 MPBN: “MaineHousing Review Finds no Evidence of Wrongdoing”
 
That’s the spin from the Maine media. Now here are the facts:
 
-       OPEGA found that at least $458,410 was spent between 2007 and 2011 on “contributions specifically for sponsorships, donations, and membership.”
 
-       The report found that former director McCormick incurred at least $50,000 in reimbursements for travel and meals in just five years. That total included at least 40 out-of-state trips and two international trips.
 
-       In all, 62 MaineHousing staff members attended 89 conferences in just five years between 2007 and 2011. The total cost exceeded $115,000.
 
-       The report also stated that receipts for travel, meals and lodging were not always provided, leaving the door open for fraud.
 
-       McCormick spent, or was reimbursed for $9,625 in meals that took place when she was not travelling and when no business purpose was documented.
 
-       MaineHousing spent $309,400 on “teambuilding, recognition and appreciation, and wellness incentives,”according to the report. This total includes more than $70,000 in gift cards, awards, gift, flowers and coffee. Another $106,000 was for staff training including “leadership” and “diversity training.”
 
-       Staff “celebrations” costs taxpayers a total of more than $44,000 in just the five years OPEGA looked at. OPEGA questioned the practice, noting that, “the frequency with which these expenses were incurred cause us to question whether they were all truly necessary.”
 
-       The OPEGA report also highlights a purchase of $17,412 for artwork for the MaineHousing offices. The art was purchased from Greenhut Galleries, in Portland. Greenhut Galleries is owned by Peggy Greenhut Goldenwho previously worked as the head of the Maine Art Commission under former Governor Angus King.
 
-       Also of concern to OPEGA was $3,500 in bonuses given to vendors. Also, former director Dale McCormick used MaineHousing funds to pay for consultants to accompany her to conferences associated with MaineHousing’s “carbon project.” The OPEGA report does not give details, but does highlight a 2008 conference when McCormick was reimbursed $3,245, some of which covered the cost of a consultant attending the New York carbon conference.

Now, let’s read that headline again: “Watchdog agency finds no wrongdoing at MaineHousing”
 
I’m not sure what the Bangor Daily News would regard as ‘wrongdoing’, but wasting hundreds of thousands of taxpayer dollars on travel and meals that have nothing to do with the function of the agency comes pretty close to ‘wrongdoing’ in my book.
 
In fact, the OPEGA report doesn’t even get into the potential millions in wasted money on failed carbon-trading schemes. All this, while 6,500 families sit on a waiting list for affordable housing, and hundreds of Maine families go without heating assistance.
 
Earlier this year, former Maine Housing Director Dale McCormick said “People will die” because Maine Housing lacked enough funds to provide heating assistance to those who need it. The average LIHEAP recipient in Maine receives roughly $800 a year for heating assistance.
 
This small sample from OPEGA shows McCormick chose to spend well over $1 million on non-essential travel, meals, staff celebrations, bonuses, gift cards, and other items – every dollar of which could have gone to help poor Mainers heat their homes.
 
That’s more than 1,000 Maine families that did without heating assistance because McCormick chose to do business this way.
 
This is just the tip of the iceberg. Those in the media that try to portray this report as somehow positive for the previous management of Maine Housing are simply living in a different reality, and the more details that emerge, the more evident it will become how truly out-of-touch Maine’s newspapers have become.
 
I’d like to mention one exception to this – the Lewiston Sun Journal. Editor Judy Meyer today wrote a fair piece about the report, pointing out the limited nature of the OPEGA inquiry, and rightly noting that expenditures at Maine Housing were out of order. We don’t always agree with the Sun Journal editorial board, but it’s a relief to see that at least one of Maine’s daily papers refuses to drink the left-wing Kool-Aid.
 
The coverage of this report shows more than ever why we need to keep constant pressure on the press. The Maine Heritage Policy Center will continue to fight for accountability in government, and for truth in the media. We won’t let up, because your tax dollars are too important, and the stakes for our state are too high.

The Lisbon Recreation Department and the Moxie Festival Committee are pleased to announce that the application for the 2012 Moxie Day 5K Road Race (3.1 mile) on Saturday, July 14th is now available.  Last year’s Moxie 5K Race attracted 439 Runners (largest ever) from AZ, CA, NY, NJ, OH, MD, PA, VA, most New England states, and Morocco.

The 17th Annual Moxie Day 5K Road Race begins at 7:30 am rain or shine.  It is an early and quick scenic run through the outskirts of Lisbon Falls. The route includes two steep upgrades, one at the start and the second at the two mile mark.  The Moxie 5K Race begins and ends near Lisbon High School.  The $15 preregistration and $20 day of race fee includes a free Moxie 5K Race t-shirt. 

Prizes will be awarded to the first male and female finishers. Awards will also be given to the first and second place male and female finishers in the following age categories: 12 and under, 13 - 16, 17 - 19, 20 - 29, 30 - 39, 40 - 49, 50 - 59, 60 - 69, 70 and over. Additional awards will be given to the first male and female “Lisbon Resident” finishers!

There is also a Kids Pre-Race Fun Run starting at 7 am where kids of all ages race and everyone receives a prize.  Registration is $5.

According to Lisbon Public Safety Officials, an estimated 50,000 people attend the three-day Moxie Festival.  The Town of Lisbon has approximately 9,300 residents.

Since 1982, The Moxie Festival in Lisbon, Maine has been held on the second weekend in July.  The Festival now includes a three day Pow Wow; Friday night fireworks; a Saturday parade, Family Fun Fair, and 5K race; and on Sunday, the Chief Worumbo Androscoggin River Race and the Moxie Car Show.  Moxie was designated Maine’s official soft drink on May 20, 2005.

" Goat Roping Lisbon Style"; Recap Planning Board May 24,2012


RECAP PLANNING BOARD MEETING – MAY 24TH

The Planning Board meeting on May 24th was yet another goat rope. I have attended two Planning Board meetings and both were total chaos. It was supposedly a Public Hearing on three cases: Premier Development; Open Door Bible Church and Wayne Ricker. After the Public Hearing would be the Planning Board's regular meeting.

The first two cases on the Public Hearing were fine. Premier Development wanted to continue to haul rocks into the pit and crush these rocks into gravel to be sold to continue the development on the site. An abutting neighbor complained about the amount of dusk in her yard. The discussion ended by Mr. Kelly agreeing to work with the Water Department to try and reduce the dust.

The next case involved the Open Door Bible Church requesting permission to rent space in the Self-Storage Facility that the Planning Board and the Town Council already approved. I do not understand why they had to ask permission if the Planning Board and Town Council already approved the facility

What did they think the church was going to utilize the storage space for any way? 

It was perfectly clear at the town council public hearing the storage unit was being utilized to pay for the building of the gym for the school. The discussion that followed was totally out of line in my eyes. Steve Warren and Don Fellows want the church to landscape the facility and to replace the advertising sign. Talk about jerking someone’s chain!

The third Public Hearing Case did not get off the ground. Don Fellows made a point of order that the initial subdivision plan had not been approved by the Planning Board so therefore it could not be part of the Public Hearing. After a lengthy discussion, the Planning Board agreed to suspend their rules; go out of the Public Hearing and into the regular meeting to hear the initial plans and then go back out and allow the Public Hearing to continue; which they did. Of course, Don Fellows could not have brought this up prior to the approval of the agenda. Apparently, Fellows wanted to show everyone how smart he is and how stupid everyone else is. The Planning Board bounced this around just like a ball between the Public Hearing and the regular meeting.

In the end, Premier Development was allowed to continue moving rocks and gravel in and out of the pit by a vote of 5-0; the Open Door Bible Church could rent the space with the condition they must produce a landscaping plan and an acceptable rental sign by a vote of 3-1-1 with Francis Drake voting against and Daniel Nezol abstaining. Both of these men felt this was adding too much on the church for no apparent reason. 

Look at the town owned property at 3 Village street and close to the Fire Station (the house the town burned down) and tell me where all the landscaping is there?

During the regular meeting, the Planning Board could not agree on whether or not to approve the subdivision of Wayne Ricker’s property. So the Planning Board agreed to go on a walk-through of the site on June 6th before making a decision.

After all of this chaos, the meeting turned to the idea by the Town Manager to hire a Planner for the town at $20,000 dollars. Don Fellows mentioned it was not $20,000 dollars because there were matching funds available. Since Don is on the Advisory Board, I am going to assume he knows what he is talking about. Steve Warren had a very interesting point. Steve asked why, if the town is already paying AVCOG and MMA, why not utilize them and save the $20,000 plus. Steve also stated he had been in touch with the State of Maine Planner and he was willing to help the town for “FREE”. I have always like “FREE”.

This is a great point Steve makes. Why is the Town Manager asking to utilize more of our tax dollars for a Planner when we are already paying MMA and have AVCOG available for assistance? Also if the State of Maine Planner is available to help for FREE then why spend our tax dollars?

FRICK MEETS FRACK‏

I attended the May 24, 2012 Planning Board meeting.
I find that the more Planning Board meetings I attend, the more confused I become.
It is painfully clear that the Planning Board
is clearly out of their element.

First up was Premier Development: Requesting permission to continue on-going work, bringing in and selling materials. A neighbor is and has been complaining about a dust problem. After much discussion an obvious solution was reached. 

Next, 
Case # 11-08    Open Door Bible Church.
The Church is requesting permission to rent out the storage units in a commercial building that was permitted to be built in a residential area. The Town since changed the zoning, spot zoning, so the storage building would be allowed.

A member of the Planning Board did not like the sign advertising the storage units with a phone number to call. A long discussion ensued on that topic.
Next they want the area around the storage units to be landscaped. 

Also brought up was hours of activity and lighting.
  
Talk about locking the barn door after the horses have escaped ! ! ! ! 

All these should have been addressed by Codes Enforcement and the Planning Board during the application and approval process. The storage building was allowed to be built, illegally. Zoning was changed to allow the storage building. 

It would be assumed that renting the storage units was a given.

Why then, did the Church have to endure more than an hour of debate and discussion to allow a sign with a phone number so they can rent the storage units? 

A church member said there is paving in front and on both sides of the building, and lawn at the rear, and that there is no lighting so there is no night activity.
Problem solved. Permit approved.
 
Last on the agenda was Wayne Ricker, requesting permission to sub-divide three (3) lots on Mill Street.
The Planning Board members were asking questions they could have had answers to had they done an "on-site inspection" of the applications.  

And these people were chosen for OUR representation in Lisbon?  Yet another example of Lisbon's lack of leadership.
 

The Town used to have a sign ordinance.
I checked the Town of Lisbon Ordinances and did not find one!

Where did it go? Why do we not have one now?

Especially when in these difficult times of local businesses closing and we are paying a Community Development Director who is supposed to be actively trying to retain what businesses we have and attracting new ones? Where is he and what does he do? 

Town Manager Steve Eldridge tells us at council and budget meetings he has hired a Town Planner, and wants $20,000 in the 2012-13 budget to continue with a town planner; to assist the Community Development Director and Planning Board.
If we have a Town Planner why is he or she not assisting the Planning Board with these issues? Issues that should be cut and dried if we have ordinances in place and a Planner to assist.
