PORTLAND – The Maine Heritage Policy Center today released a report saying that Maine should not expand its Medicaid coverage under Obamacare. States will have the option to add government-funded coverage for healthy individuals under 65 who are at 133% of the poverty level because of the controversial health care overhaul. Originally, the law sought to force states to expand Medicaid, but the Supreme Court threw out that requirement, giving states the option to deny the expansion without penalty.
 
In Maine, more than 25 percent of all residents are on Medicaid, and the MHPC report says that adding more enrollees to a system that is already too expensive would spell disaster. Despite Obamacare’s promise to initially cover 100 percent of expansion costs, the federal government has a track record of underfunding Medicaid expansions.
 
“When considering this ill-advised expansion plan we need to remember first and foremost that federal money is never free,” said the author of the report, MHPC’s Director of Health Reform Initiatives Joel Allumbaugh. “We are fooling ourselves if we pretend that federal money is anything other than our own tax dollars, despite what advocates for government-run health care will say.”
 
“Federal funding is also for eligibility expansion - not administrative costs,” Allumbaugh added. “Ultimately, Maine will bear the cost of administering a projected 37,000 new enrollees, most of which will translate to new permanent fixed administrative expenses.”
 
The study also showed that in Maine’s past Medicaid expansions the uninsured were not helped by the expansion, but instead, Maine residents dropped privately held insurance to go on taxpayer-funded plans. Maine’s uninsured rate is nearly the same as it was in 1999, while government-run health care enrollment has more than doubled in the same time period, from 10 percent of those insured to more than 23 percent in 2010.
 
“Governor LePage and his administration have made great strides to solve Maine’s health care challenges and reduce our dependence on government-run health care programs,” Allumbaugh said. “Pushing forward with Obama’s proposed Medicaid expansion would take Maine backwards, towards more government dependence. We can’t let this happen, Maine taxpayers and ratepayers deserve better.”

Professorship and Educational Background. Currently, Barofsky is an adjunct professor and senior fellow at the Center on the Administration of Criminal Law and the Mitchell Jacobson Leadership Program on Law and Business at the New York University School of Law. Barofsky is also a Senior Contributing Editor for Bloomberg TV.

Land-trust missions conform to United Nations “Agenda 21”

Maine’s vast northern and downeast forestland is viewed by some as the last wilderness frontier in the country. With large areas preserved in perpetuity by state and federal possession, an increasing amount of acreage is being conserved through easements and controlled by private non-profit, board-of-directors-governed corporate land trusts.
In an announcement in May of this year, The Nature Conservancy (TNC), the Forest Society of Maine (FSM) and Plum Creek unveiled the acquisition of one of the largest conservation easements in U.S. history. A press release from The Nature Conservancy at the time of the announcement stated: “The 363,000-acre easement, which will be held by the Forest Society of Maine, will permit recreation, including hunting, fishing, hiking and snowmobiling on set trails; as well as forestry that meets the standards of the Sustainable Forestry Initiative (SFI) and other conservation guidelines.”
The sizable easement connects over 2 million acres of conservation-easement-controlled land and includes some land donated by Plum Creek. Additional acreage covered by the conservation easement was purchased by The Nature Conservancy, using funds raised as part of its ongoing $100 million “Sustainable Maine, Sustainable Planet” campaign, as well as some funds raised by the Forest Society of Maine.
From his office in Bangor, Alan Hutchinson serves as executive director of FMS. On a cool day in spring, before the public announcement TNC made from Portland, he pulled out a series of maps called the “Human Footprint Project.” He displayed them across a table in his office, explaining that the red areas of the map indicated the greatest human activity; the pink areas denoted lesser interactions; the yellow for minimal activity; and the green for virtually undisturbed areas.
Using data gathered from eastern Canadian provinces and northeastern states, Hutchinson said the maps were crafted with information on types of roads, road density and permeability of the road surface, housing density and types of housing. Map developers examined the amounts and locations of land in agricultural production, as well as measures of how intense the conversion of native, natural lands has been to agricultural production.

“They melded it all together, state to state and province to province, and they made this map,” said Hutchinson, pointing to the document that effectively describes activities independent of international boundaries. “We fell in love with it.”
“It’s a wonderful piece of work that was done a few years ago,” he said. “Some of the work was done by some people at the University of Maine and with a consortium of environmental conservation groups that were looking at particularly the northeast—the northern Appalachia eco-region, trying to get a handle on where the large blocks of unbroken forestlands still are that haven’t had much an impact yet from human development.”
The maps can help environmentalists, land and animal habitat preservationists and conservationists define areas for acquisition.
“They’re trying to figure out where could you expect to maybe maintain things like viable populations of Canada lynx or wolves—the large northern forest predators—for example, pine martin, things of that sort. Where are these blocks, and are there ways they can be still connected to some of these big blocks to maintain travel corridors and critical mass of those sites,” he said.
Hutchinson said he would like the map to look the same 100 years from now. “At this stage it’s just data; there’s no agenda assigned to it,” he said.
But Dr. Michael Coffman begs to differ.
For decades Coffman, through his work with Environmental Perspectives in Bangor, has sought to educate people across the globe about the United Nations’ “Agenda 21.” The UN describes the Agenda as “a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations System, governments and major groups in every area in which human impacts on the environment.”
Coffman recently published a new book, entitled “Plundered: How Progressive Ideology is Destroying America,” in which he describes how Agenda 21 and other geopolitical goals are destroying property rights and free market enterprise in America.
“Most Americans have never heard of Agenda 21, even though there are over 3 million pages about Agenda 21 on the web,” Coffman said. “Yet most planners and environmentalists are keenly aware of it. They will claim they are not implementing Agenda 21, however. They are technically correct. They are technically implementing ‘Sustainable America’.”
“The United Nations Agenda 21 is a 40-chapter document signed by President Bush in 1992 during the Earth Summit at Rio de Janeiro,” Coffman said. “Ostensibly a plan to reorganize man’s activities to live in harmony with nature, in reality it is a radical plan to reorganize man around the central organizing principle of nature. It impacts every aspect of human activity.
“In 1993 President Clinton convened the President’s Council on Sustainable Development to fulfill the U.S.’s commitment to Agenda 21,” Coffman said. “In 1996 that goal was fulfilled with the publication of ‘Sustainable America’, a radical plan to control all development and use of natural resources. Seven sub-documents of Sustainable America were published that redirect the mission statements of every federal agency. Every federal grant was linked to Sustainable America. The mission for federal agencies shifted from helping the American people to protecting the environment from the American people.”
Coffman reports that transportation dollars were shifted from building highways to building extremely expensive alternative mass transportation, like light rail and high-speed rail. The same was true of shifting from fossil fuels to extremely expensive alternative fuels. Rigid and very expensive comprehensive planning called “Smart Growth” became the “in” thing for cities and communities to do because huge federal grants were available.
“A key component of protecting biodiversity was to set huge areas of land aside for nature,” Coffman said. “These are essentially de facto wilderness areas interconnected with wilderness corridors. The United Nations Global Biodiversity Assessment, the heart of Agenda 21 to protect biodiversity, calls for nearly a half of the nation to be put into these reserves and corridors. The federal government cooperated with states to implement the GAP program that uses geographic information layering to define where ecological sensitive areas needed protection.”
Coffman says whether or not they know it, land trusts play a key role in implementing Agenda 21.
“Realizing that the government could never buy enough land to cover up to 50 percent of the landscaped allegedly needed to protect biodiversity, the Environmental Grantmakers Association (made up of about 140 major U.S. foundations in 1992—over 200 today) created a huge program in 1992 to create and fund land trusts to buy conservation easements that eliminate any development and begin to impose land-use restrictions,” he explains. “Maine became the state with the largest conservation easement in the U.S. when Pingree Associates put 760,000 acres under an easement with 45 land trusts led by the New England Forestry Foundation in 2001. Both the State of Maine and the federal government contributed $5 million for the easement.”
While FSM and environmental groups claim conservation and economy building can go hand in hand, the language they use to describe directing human settlements along existing transportation corridors is the language of “Smart Growth,” “Sustainable Development” and, in turn, Agenda 21.
“You can see the road network,” Hutchinson said, pointing to the Human Footprint Project map. “Our hope is that growth will occur primarily along these threads where you already have development. Over time, through various mechanisms and means, these big blocks and areas connecting these big blocks can stay undeveloped while growth occurs elsewhere, and communities can prosper from both growth along these threads, but then prosper from having some credible natural resource base.”
By “mechanisms and means,” Hutchinson is referring to encumbering land held by private landowners with conservation easements that ensure no development in perpetuity.
“As a land trust, the one that we are ready to deliver—and are good at—is conservation easements,” Hutchinson said. “When a landowner is bumping into some kind of a struggle, I think easements have proven that they can provide an incredibly valuable piece of the puzzle.”
Coffman couldn’t disagree more.
“Recent global research has clearly shown that wealth cannot be created without private property rights,” he said. “Conservation easements gut property rights, and the systematic tightening of environmental regulations may take what is left. Land withdrawal creates scarcity, which always increases cost.
“While we need to practice conservation, the preservation mentality behind Agenda 21 strips property owners of the range of land management practices needed to prosper and protect the environment,” Coffman said.

AARP's Fall from Grace

THIS LADY NOT ONLY HAS A GRASP OF ‘THE SITUATION’ BUT AN INCREDIBLE COMMAND OF THE ENGLISH LANGUAGE!


Dear Mr. Rand,

Recently you sent us a letter encouraging us to renew our lapsed membership in AARP by the requested date. This isn't what you were looking for, but it's is the most honest response I can give you. Our coverage gap is a microscopic symptom of the real problem, a deepening lack of faith. While we have proudly maintained our membership for years and long admired the AARP goals and principles, regrettably, we can no longer endorse its abdication of our values. Your letter stated that we can count on AARP to speak up for our rights, yet the voice we hear is not ours.

Your offer of being kept up to date on important issues through DIVIDED WE FAIL presents neither an impartial view nor the one we have come to embrace. We do believe that when two parties agree all the time on everything presented to them, one is probably not necessary. But, when the opinions and long term goals are diametrically opposed, the divorce is imminent. This is the philosophy which spawned our 200 years of government.

Once upon a time, we looked forward to being part of the senior demographic. We also looked to AARP to provide certain benefits and give our voice a power we could not possibly hope to achieve on our own. AARP once gave us a sense of belonging which we no longer enjoy. The Socialist politics practiced by the Obama Regime and empowered by AARP serves only to raise the blood pressure my medical insurance strives to contain. Clearly a conflict of interest there! We do not understand the AARP posture, feel greatly betrayed by the guiding forces that we expected to map out our senior years and leave your ranks with a great sense of regret. We mitigate that disappointment with the relief of knowing that we are not contributing to the problem anymore by renewing our membership. There are numerous other organizations which offer discounts without threatening our way of life or offending our sensibilities and values.

This Obama Regime scares the living daylights out of us. Not just for ourselves, but for our proud and bloodstained heritage. But more importantly for our children and grandchildren. Washington has rendered Soylent Green a prophetic cautionary tale rather than a nonfiction scare tactic. I have never endorsed any militant or radical groups, yet now I find myself listening to them. I don't have to agree with them to appreciate the fear which birthed their existence. Their borderline insanity presents little more than a balance to the voice of the Socialist Mindset in power. Perhaps I became American by a great stroke of luck in some cosmic uterine lottery, but in my adulthood I CHOOSE to embrace it and nurture the freedoms it represents as well as the responsibilities.

Your website generously offers us the opportunity to receive all communication in Spanish. ARE YOU KIDDING??? The illegal perpetrators have broken into our 'house', invaded our home without invitation or consent. The President insists we keep these illegal perpetrators in comfort and learn the perpetrator's language so we can communicate our reluctant welcome to them. I DON'T choose to welcome them, to support them, to educate them, to medicate them, or to pay for their food or clothing. American home invaders get arrested. Please explain to me why foreign lawbreakers can enjoy privileges on American soil that Americans do not get? Why do some immigrants have to play the game to be welcomed and others only have to break and enter to be welcomed?

We travel for a living. Walt hauls horses all over this great country, averaging over 10,000 miles a month when he is out there. He meets more people than a politician on caffeine overdose. Of all the many good folks he enjoyed on this last 10,000 miles, this trip yielded only ONE supporter of the current Regime. One of us is out of touch with mainstream America . Since our poll is conducted without funding, I have more faith in it than ones that are driven by a need to yield AMNESTY (aka-make voters out of the foreign lawbreakers so they can vote to continue the government's free handouts). This addition of 10 to 20 million voters who then will vote to continue Socialism will OVERWHELM our votes to control the government's free handouts. It is a "slippery slope" we must not embark on!

As Margret Thatcher (former Prime Minister of Great Britain ) once said "Socialism is GREAT - UNTIL you run out of other people's money".

Let's get a few things straight!

1. As a career politician, you have been on the public dole for FIFTY YEARS.

2. I have been paying Social Security taxes for 48 YEARS (since I was 15 years old. I am now 63).

3. My Social Security payments, and those of millions of other Americans, were safely tucked away in an interest bearing account for decades until you political pukes decided to raid the account and give OUR money to a bunch of zero ambition losers in return for votes, thus bankrupting the system and turning Social Security into a Ponzi scheme that would have made Bernie Madoff proud

4. Recently, just like Lucy & Charlie Brown, you and your ilk pulled the proverbial football away from millions of American seniors nearing retirement and moved the goalposts for full retirement from age 65

Comprehensive Annual Financial Report HUH? CAFR The Governments Legal Way To Steal, STEAL, Your Money. CAFR1 NATIONAL POST

Good to see cognitive thinking taking place.. Great job in doing so.

Wealth transfer has always been the objective for the last 10,000-years of the elite control freaks. They look at it as a game of marbles: He who owns all of the marbles wins  the game. And my do they get wrapped up in their current and next conquest plans. To them, that is all that matters.

Keep in mind that on the State; County; and City levels they are bringing in more wealth than Midas ever dreamed about yet the population, 99.9% are clueless as to how much every local government is bringing in each year (tax; investment; and enterprise income). In reality the population was masterfully and intentionally guided over the last 70-years to leave the vault doors open within all levels of government. In all reality they NEVER had control or real influence in this arena. They were always sound-bite conditioned with selective presentation to think they had a clue but in all reality were being guided and distracted as if sheep led in to be sheared at the will of the orchestrator's intent for wealth transfer. Trillions of dollars in wealth transfer annually.

There was no other agenda other that simple greed and opportunity applied within a masterfully run corporate structure known as government. When a complete vacuum and void is maintained (total cash brought in; investments; and perpetuated growth of the wealth involved) as to the basics in the population's cognitive thinking, the wealth transfer was very easy to implement; execute; and finalize each and every time - 24/7 - 365 days a year.. What is the easiest way to steal money from you? ANSWER: If you did not know you had it in the first place.

That is why the focus has been on masterfully entertaining the population off into La-La land with saturated spoon fed sound-bite conditioning. Always anything other than the basics of total cash; investments; and perpetuated growth of the wealth involved within government's next planed venture for global conquest and wealth transfer.

Start looking at the basics. Local governments needed to keep their own records and did so through the same process that any corporation utilizes. With that being production of an Annual Financial Report (AFR). Government added one word to theirs calling it a Comprehensive Annual Financial Report or the acronym for the same being CAFR. A Google using quotes will pull up many.

The whole game as collective government took it all over by investment throughout the last 70-years was the "Silence is Golden rule". The CAFR reports produced by States; Counties; Cities; School Districts; and Enterprise operations are there to look at and review (real shocker when you do) but never a peep to generate a cognitive thought for the population to do so.

To accomplish the silence required it required the full cooperation of the syndicated new media; organized education; both political parties; the large industrial / financial corporations and all of the before-mentioned were sent or directed to have access to these CAFR reports. The one small group that was excluded was the entire general population and done so for one very basic reason: DUE TO THE MONEY and control involved investing that massive money ever growing.  TREASON: "Treason doth never prosper; what's the reason? Collective local and federal government both domestic and globally have built their investment assets to a conservative 110-trillion dollars. The gross income from investment return as of the year 2000 now exceeds all taxation collected. With the void stringently maintained as to this realty the public continues to scratch their heads saying: "Their is something terribly wrong here but I just can't put my finger on it.."

Great effort by the players was put forth to make sure the public did not catch a cognitive though to "put their finger on it".  I note that the attorney clan were primarily behind doting the "I's" and crossing the "T's" as every page was turned and the new plan of the day was put into place to facilitate the wealth transfer as over the last 70-years empires were built small and large on the inside track from doing so.

Look and learn. You can not influence for change unless you comprehend what is taking place in the first place. Keep in mind you were not intended to comprehend the basics here and GREAT efforts were put forth from the upper level inside track to make sure you did not..

Look behind the distractions you are intentionally saturated with and stick diligently to the basics: Total cash brought in; standing investment assets; and percent increase in gross income over 2, 5, 7, 10-years held and accomplished by your local government.

A CAFR is in effect your local government's "Statement of Net Worth" since inception and NOT a selectively created budget report (primarily showing where tax income is brought in and spent) that is a projection for "one-year".

You will NOT get any help from your local government officials in this effort to look; learn; and comprehend. They have diligently worked against your interests in this arena for over 70-years and again DUE TO The MONEY involved and the influence that money / investment balances yields. The world is; has; and will continue to be controlled in this fashion within this massive collective control structure moving money and investments networked for government by many private associations with nifty government sounding acronyms as done so in concert, establishing the largest monopoly the earth has ever know.

LEARN the basics!

I note the CAFRs on each page where financial data is noted will say "Net" balances. Many games can be played here. ** On a personal example keep the following in the front of your mind: If you and I had 1-billion dollars. If we set aside 700-million to buy an island 5-years from now (designated liability) our NET available is 300-million. If we then ran up projected expenses for the year of 320-million, then our net position "promoted today" is 20-million in the red (deficit). It is very important to read carefully the "Notes to the financial section" to spot some of the games being played.

PS: The world of government financial operations is much different than we were all led to believe. We have all become food for the beast and it is time to get that beast in a true unbreakable hold and covert it into a well mannered sheep. That is if we want ourselves and children and their children to survive that is? Greed and opportunity unrestrained can have some very devastating consequences.

This is the #1 issue that all other issues root from. LOOK; LEARN; and COMPREHEND. Then you and your associates for the first time in your lives will be truly armed to take effective action to correct this overpowering circumstance that up until this point has rooted itself strangling what should and can still be a very beautiful garden for One-And-All.  If you have religious beliefs remember we all were promised the Millennium, a thousand years of prosperity for One-And-All and it has not happened yet. I think and I hope you do also, it is time to push forward the pains of birth and make it happen with a focus as a people that is unequaled in the annuls of prior history. Eden or Hell, the choice will be our own.

Most when they look at a CAFR (your local government's Statement of Net Worth) for the first time, most will draw a blank in their mind in a state of brain freeze where they are blocked from things jumping out at them. Why? They were conditioned all of their life not to look. Break that conditioning and you will be amazed at what will jump out at you cut those ropes that bind you and you just look; see; and in doing so take that one step closer to conquering for One-And-All.

NIEVES: The Brian Terry exception
Quick turnaround in federal probes absent in shameful murder case

Anyone who has spent time in Washington knows government runs on process. There is a procedure for everything, and this is especially true in federal law enforcement, where lives are at risk every day. I should know, I spent most of my adult life as an agent with Drug Enforcement Administration (DEA).
As chief of major investigations in the 1990s, I managed DEA's highly sensitive undercover operations targeting the Medellin and Cali cartels. We routinely coordinated with our colleagues in the Department of Justice (DOJ) and enjoyed great success. Agent safety always was paramount in our discussions, and we were successful, in large part, because we followed procedures for the review of sensitive undercover operations.
Before commencing a sensitive operation, the field office had to prepare an operations plan detailing the activities it intended to pursue and the goals of the operation. Once the op plan was received, it was vetted in DEA headquarters to include coordination with any foreign office impacted by the proposal, the U.S. Embassy and host-nation counterparts. After vetting, the plan would be presented to Justice for approval, which included a meeting attended by the field managers, the U.S. Attorney's Office, DEA headquarters and a deputy assistant attorney general from the Justice Department's Criminal Division.
This careful and tedious review and approval process was carried out by the Sensitive Activities Review Committee (SARC). Only after a successful SARC review would the DEA administrator and the deputy assistant attorney general from the Criminal Division authorize and approve the operation. If an operation was particularly sensitive, the approval process would rise to the level of the attorney general. I am aware that the FBI has a similar review committee for sensitive undercover operations.
Wouldn't the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), a Justice law enforcement bureau, have similar procedures for obtaining approval for sensitive undercover operations like Operation Fast and Furious? It defies logic to assume that the Department of Justice would give ATF a pass on the review-committee process in a matter as serious as allowing automatic weapons to be delivered to Mexican drug-smuggling cartels.
Equally illogical is the behavior of the department's "independent" inspector general (IG). He has had the Fast and Furious case for 14 months but hasn't issued a report of initial findings. At one point in my career, I was an inspector in DEA's Office of Professional Responsibility. This office is similar in many relevant respects to that of Justice's inspector general. I have never heard of any case that took 14 months for a report on initial findings to be issued. Why is the Fast and Furious case taking so long? Is the IG incompetent, or is he being told to delay the issuance of his report? Either way, the family of Border Patrol Agent Brian Terry loses. His parents are being denied access to the facts surrounding the death of their son, who was killed with one of the Fast and Furious weapons. To put this in perspective, the FBI issued its first report on the Kennedy assassination, one of the most complex and controversial cases in U.S. history, just 17 days after the event.
We recently learned about Secret Service agents consorting with prostitutes in Colombia . During a nationally televised TV appearance, President Obama called the agents who partied with the prostitutes "knuckleheads." Mr. Obama told Jimmy Fallon: "What these guys were thinking, I don't know. That's why they're not there anymore," a reference to the fact that a mere two weeks after the event, two agents had been fired and several others had been removed from their positions.
What about the Justice and ATF knuckleheads who approved Fast and Furious?  What were they thinking? Have any of them lost their jobs? More than 18 months have passed, and no one at Justice or ATF who approved this fiasco has been fired - and this case doesn't involve Colombian prostitutes. This is a case where one of their own, Terry, a federal agent, was killed by weapons provided by ATF - a tragic case of "friendly" fire by proxy.
One of my bosses at DEA once told me, "Bad news is not fine wine; it does not get better with age." He couldn't have been more correct. If there is bad news at Justice or in the IG's reports, better to air it now. Otherwise, everyone will wonder if the information being hidden is another of Washington 's "inconvenient truths." Now that the president has placed the mantle of executive privilege over the Justice reports, the Terry family and the families of countless numbers of murdered Mexican citizens may have to wait decades to know the truth.
There is something very, very wrong with the way the Terry case is being handled. Take that as gospel from a former fed who wants nothing but the truth to come out so federal agents everywhere can learn from mistakes made and know the Department of Justice still has their backs. But even more important, Justice needs to come clean so the Terry’s can know exactly what happened to their son.
A few months ago, Mr. Obama commented on the Trayvon Martin case in Florida , saying, "You know if I had a son, he'd look like Trayvon." Then he added a statement that made me think of my own children: "You know, I think they are right to expect that all of us as Americans are going to take this with the seriousness it deserves, and we are going to get to the bottom of exactly what happened."
It's a shame our president doesn't feel the same way about Brian Terry. I have a daughter and two sons. One of my sons is a federal agent. He looks a lot like Brian Terry.
