RECAP TOWN COUNCIL MEETING – SEPTEMBER 4TH
Last night’s meeting was both rewarding and inspiring. The meeting started off with John Clarke being presented with the Lisbon Citizen’s Award for Valor. We were in the presence of a true hero. According to the citation, a vehicle pulled into Mr. Clarke’s drive way with a couple and a baby inside. The couple were arguing very loud and Mr. Clarke went to see if he could provide assistance. Upon arrival, Mr. Clarke witnessed the male stab the female. With total disregard for his own safety, Mr. Clarke reached into the car to undo the safety belt and was stabbed in the shoulder. Wounded, Mr. Clarke was able to unfasten the safety belt and get the woman out of the car. After getting the woman to safety, Mr. Clarke called 911 as the male drove off with the baby. John Clarke’s heroic action resulted in saving this lady’s life. His total disregard for his own safety earned him the Lisbon Citizen’s Award for Valor. This community is honored to have such a courageous hero among us. Congratulations, John Clarke!!!! Well Done!!!!!!

Ross Cunningham introduced a group of business and residential personnel which has formed a new group to improve the community. This new group is called Positive Change Lisbon. There was a reporter from the Sun Journal there; who wrote an interesting article in today’s paper. This group will be working with the council to improve our town. I wish this group all the success in the world because we need it. However, my only concern is what they are going to do that the Main Street Revitalization Program has not already tried?
Under Council, Orders, Resolutions & Ordinance the town council passed the following:
Set Polling Hours, Locations, Registrar Hours, and Casting of Absentee Ballots
Police SUV bid was approved for $23,500.
Communication Center bid was approved for $23,830.06.
John Holden and Scott Benson provided an Executive Summary of the Retail Trade Area Analysis which I believe cost the taxpayers approximately $5,000.
E.T. Smith Hose Company Roof bid was approved for $12,000.
**All votes were 7-0.
Under Other Business, the Town Manager announced the town is close to signing a contract with Sabattus and Durham to provide Dispatch support. Also, there was going to be a discussion on September 25th pertaining to the Moxie Festival.
Under Appointments, the council approved a Community Development Block Grant Advisory Committee.
