Consultations between a body or agency and its attorney concerning the legal rights and duties of the body or agency, pending or contemplated litigation, settlement offers and matters where the duties of the public body's or agency's counsel to the attorney's client pursuant to the code of professional responsibility clearly conflict with this subchapter or where premature general public knowledge would clearly place the State, municipality or other public agency or person at a substantial disadvantage; [2009, c. 240, §2 (AMD).]

Anonymous quoted Maine Revised Statues 405, paragraph 6(e), however, this is a subchapter of Maine Revised Status 401, Declaration of public policy; rules of construction. The very first paragraph states and I quote “… It is the intent of the Legislature that their actions be taken openly and that the records of their action be open to the public inspection and their deliberations be conducted openly. …” The problem is that Lisbon’s Executive Sessions cannot be challenged because they are conducted behind closed doors and there is no record of what is discussed. This means we have to rely on the Town Manager and the Town Council to meet Maine Law. If you review all the Executive Sessions, you will see how many items are conducted behind closed doors and the public have no clue if they meet the requirements of Executive Sessions under Maine law. The Town Council certainly is not briefing the public on what was discussed behind closed doors. I am not looking for the critical information but the people need a summary of what is going on behind closed doors in accordance with Maine law.
