Kennebec Journal: Contractor testifies he paid Swan out of fear of harassment

BANGOR -- Whitefield contractor Frank Monroe, who helped investigators gather evidence of an alleged kickback scheme involving former Chelsea Selectwoman Carole Swan, told a jury Wednesday that he was worried Swan would harass him if he did not give her the money she demanded.
Monroe, who testified in U.S. District Court, where Swan faces multiple charges of fraud, said he has an agreement with the federal government saying he cannot be prosecuted for anything he says on the witness stand.
He does not have full immunity, however.
