Lisbon Chief of Police, David T. Brooks Needs A Life Cycle Management Program For Himself and many others..
At last night’s Town Council meeting, Chief David T. Brooks clearly demonstrated he is a true politician. First, I will define for you the definition of a true politician as “One who can speak out of both sides of his mouth at the same time and never say anything.”
I addressed the council pertaining to the police vehicles Chief Brooks conned the council into purchasing with our tax dollars. The council approved replacing two vehicles at a cost of $48,264.00. These vehicles will be gas guzzlers. The police department currently has six (6) interceptors and two tricked out Fusions that cost the taxpayers approximately the same as Interceptors with the police packet included. I questioned why we need so many gas guzzlers to go to court in or transport prisoners in. There is no need to have the top of the line in vehicles and police packets for the entire force. I explained that ONLY first responders need all this speed. Maine road conditions prevent high speed chases. I also explained to the council that the police department does not have a Life Cycle Management program in place to rotate vehicles out one a year. This Chief Brooks has told us for the last three years he was working on and yet there is none in place. The town replaced two vehicles this year along with replacing one vehicle’s motor in another. Chief Brooks has four vehicles scheduled for next year. Over a million dollars goes to support our Police Department, Animal Control and the Communication Center. The only way to continue paying for this will be to raise taxes every year. However, the right solution is to cut back on the spending in this department; like the town has done in all the other departments.
Chief Brooks’ response was exactly what Mrs. Fitzgerald reported. According to Chief Brooks he is still working on a Life Cycle Management Program. Chief Brooks also stated how very critical it was for the police to respond to life or death situations. He states this when he wants tax dollars for gas guzzling vehicles with top of the line police packets because he knows that is what the audience wants to hear but when it comes to Communications Center it is perfectly acceptable to have relayed 911 calls. Instead of eliminating the Communications Center, which would allow Androscoggin County Dispatch to dispatch our police, fire and medical personnel immediately upon receipt of a 911 call, Chief Brooks is putting our lives at risk by having the county relay all 911 calls to the Lisbon Communications Center. Chief Brooks plays up to his audience and does not care what is best for the taxpayers of Lisbon as long as he gets everything he wants.
This is the sign of a “True Politician” and you can see how far this council will go with our tax dollars to please Chief Brooks.

Does anyone wonder why Chief Brooks has never moved up the ladder by relocating to a larger community. Why shoud he, he has been making an inflated salary for years and years, has gotten all the toys he has wanted for a small town with little crime. Various selectmen and councilors just follow along like sheep, as though he is some kind of rock star, a boulder comes to mind. He cares nothing for the taxpayer, as his taxes are nothing compared to his salary and retirement. Why would people even support this "Police Chief" as he is not that smart, just a manipulator. Let's think about how things would be if he actually retired, we got a real cop to head this department, not focus on expanding an empire for PERSONAL reasons, not facts. Crime would certainly remain the same, while taxpayers could afford to live in this town.
I am glad to see Fern finally put his foot down and stopped your hate speech. He should have done it a long time ago. There is no place in town for your narrow minded views. Chief Brooks has served this town for many years and we should all thank him for his service. Some of you from your little hate rag don't even live in Lisbon or the State for that matter and you still want to meddle in our affairs. Go get a real job and leave the good people of Lisbon alone. We are tired of you.
Thanks you very much for your comment. Everything you said was 100% correct. It is truly a shame others cannot see what is happening. Chief Brooks has been ripping off this town for years. How does a Chief of Police of a small town like Lisbon manage to accumulate approximately 1.8 MILLION dollars in one retirement fund and currently is working on a second retirement fund. Our taxes will never go down until Chief Brooks and his Dispatch Center are gone.
Unconcerned and informed--Why would any TAXPAYER want to thank Chief Brooks for his service. It's not like he served his country in the military like our brave soldiers. He has been very well paid, still is, and receives a yearly retirement that is larger than most ordinary people earn. He likes to tout his public service when he gives his own testimonials. The taxpayers of this town deserve their own thanks for the money they have shelled out for this public servant.
