Every man, woman and child in America is enslaved to the national debt. As an artist, I have painted my vision of the dire circumstances that surround us. I am a tired old Sheepdog,

Article VIII. Initiative, Referendum, Recall and Special Town Meeting
Part 1. General Provisions
Sec. 811. General Authority.
Amend as follows:
a) Initiative. The qualified voters of the Town shall have the power to propose ordinances to the Council. Such power shall not extend to the Town’s oçgjig budget (which is determined by referendum vote in accordance with Sec.
8.1 l(b)(3) and Sec. 8.26(d)), or the capital program or budget. If the Council fails to adopt an ordinance in the same form as proposed in all material respects, the voters may adopt or reject it at an election. Such power shall not extend to the budget or capital program or any ordinance relating to appropriation of money, levy of taxes, or salaries of appointed officers or employees. Ordinances relating to the salaries of elected officials are subject to the initiative process.
(b) Referendum.
I. Ordinance. The qualified voters of the Town shall have the power to require reconsideration by the Council of any adopted ordinance and, if the Council fails to repeal an ordinance so reconsidered, to approve or reject it at a Town election. Such power shall not extend to the budget or capital program, any emergency ordinance, or any ordinance relating to appropriation of money, levy of taxes, or salaries of appointed officers or employees. Ordinances relating to the salaries of elected officials are subject to the referendum process.
2. Borrowing; Major Appropriations. No action of the Town Council which approves the issuance of any general obligation or revenue obligation bond of the Town or which authorizes a lease or other contractual obligation of the Town for capital equipment whose costs per unit exceed $100,000 and which exceeds a term of 12 months shall be

If a vote on the operating budget does not result in its approval, then the provisions of Sec. 6.04(d)(l) shall apply until such time as a budget referendum is approved.
Delete Part 4. Special Town Meeting, Sec. 8.41 through Sec. 8.46.

At last night’s town council workshop there were two agenda items: Davis Cemetery and the Charter Amendment for the people to vote on the Municipal Budget. This first one was simple according to the town attorney, Roger Therriault. Cemeteries abandoned, which have veterans buried in them, automatically revert to the municipalities responsibility to maintain. There are numerous veterans buried in the Davis Cemetery. The town will have to establish a Trust Fund to cover the cost of maintaining the Davis Cemetery. The major point is that no money can be utilized for anything except the maintenance of the cemetery. This means it will not be part of the town’s General Fund and cannot be accessed by the town council or the town manager.
The town attorney, Roger Therriault gave a short briefing on the first draft of the Charter Amendments relating to referendum vote on the Annual Operating Budget. In this draft, Therriault provided three options for what is to happen if the people do NOT pass the proposed budget. These options were:
After two NO votes by the people, the Town Managers proposed budget would be utilized as the budget for the year.
After two NO votes by the people, the Town Council’s proposed budget would be utilized as the budget for the year.
After two NO votes by the people, last year’s budget will be utilized as the budget for the current year.

At this point, Councilor Bowie took total control of the workshop. Bowie recommended the council select option 2 because this is the form of government the town’s people elected to have. Well, there is a reason that 2025 voters wanted to vote on the municipal budget and that is because they are not happen with the excessive spending by the town council which leads to higher taxes. So what possible good does it do to revert to the town council’s proposed municipal budget after two NO votes by the people?
All this does is cost the town an additional cost for a second vote. According to the town clerk, this is approximately $3,000 dollars per election. This is a direct contradiction to what the people ask for. However, this council is ignoring the desires of the people just as they did this year with the municipal budget. The people spoke at the public hearing on the municipal budget that the people did not want a 2% wage increase included in the budget and yet it is in this year budget; so much for hearing the people or doing what your constituents want. A former council took place and led me believe that this council is made up of heathens and I saw firsthand last night exactly what he was talking about.

Bowie went on to ensure the people will never be able to stop the council’s excessive spending by requiring at least 15% of the registers voters (7000) having to vote in the election before it is a valid vote. This means at least 1025 voters have to show up and vote. The original proposal was for the people to vote by departments and not on the entire budget but that never came out in the workshop. Apparently, it was lost in the shuffle or deliberately left off. Also, Therriault left the capital budget out of the municipal budget so this has to be added into the municipal budget.

After all of this was said and done Bowie turned to Roger Bickford and asked him if he was OK with Bowie’s changes. Bickford said he did not care as long as the people get a chance to vote on the budget. A lady in the audience said I did not realize Roger and I are the same; neither of us has a pair of balls.
This lady was right on point because Roger Cote and Roger Bickford were the two councilors who were trying very hard to give the people what they wanted. Roger, get off your knees and be a man.
Just to recap for you, if the people do not approve the municipal budget after two votes then whatever the town council’s proposed budget will be the budget for the year. I will give you an example: if the council presents an inflated budget by 50% and the people vote it down and then the council come back with an inflation rate of 25% and the people vote it down then the 25% inflated budget will automated go into effect. There is no penalty or inspiration for the town council to make any attempt to reduce spending.
The correct solution is Option 3, make the town live with utilizing last year’s budget. This will be an incentive for the council to present a budget the people can live with. The Tax Increment Financing Program alone last year was inflated by $107,000 dollars and where is that extra money now and why wasn’t it applied to this year’s budget in an attempt to reduce our taxes.Now for the final comment on this blatant attempt to keep control of the municipal budget and ignore the wishes of the people. Bowie, the puppet master, orchestrated the entire workshop while the puppets said nothing. Clearly, this council cares little to nothing about the people of Lisbon and what their wishes Care.zzzzzzzzzzzzzzzzzzzzzzzzzzzz

At last night’s town council meeting it was business as usual. There was little to no excitement during the actual meeting but at the workshop it was a sham. I will devote an entire article to the highlights of the workshop.

The Town council approved a bid for the Library Air Conditions to be installed in the library in the amount of $12,565.00. They had budgeted $20,000.00 for this project. I wonder where the extra $7,035.00 will be going.
The council also approved a bid for the Wood Trailer Replacement for $48,000. They had budgeted $50,000 so where is the extra $2,000 going.
Mr. Richard Gross from the Androscoggin County Charter Commission provided an excellent presentation on the proposed Androscoggin County Charter which will be voted on in November. If you would like to review the proposed charters go to

Some of the interesting points are:
The make-up of the new Commission will be increased from three Commissioners to seven. The first election will be in 2014.
Establishes term limits for Commissions and Budget Committee members.
An excellent Recall procedure which I felt should be adopted throughout the county. It is simple and to the point. The number of signatures required is 10% of the number of votes cast for the office in the last election and the decision is determined by majority vote and not by some unobtainable goal like 30% of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election like Lisbon.
You mean like the one for Nasty Norma???Where David T. Brooks circled the voting place like a shark looking for a fresh kill.....
The council also discussed which roads to repair first; this discussion ending with the council asking the town engineer to provide additional information prior to making a decision.
The council approved the nominations of Curtis Lunt and Karen Paradis as Associate Member of the Planning Board.

THIS LADY NOT ONLY HAS A GRASP OF ‘THE SITUATION’ BUT AN INCREDIBLE COMMAND OF THE ENGLISH LANGUAGE!
Dear Mr. Rand,
Recently you sent us a letter encouraging us to renew our lapsed membership in AARP by the requested date. This isn't what you were looking for, but it's is the most honest response I can give you. Our coverage gap is a microscopic symptom of the real problem, a deepening lack of faith. While we have proudly maintained our membership for years and long admired the AARP goals and principles, regrettably, we can no longer endorse its abdication of our values. Your letter stated that we can count on AARP to speak up for our rights, yet the voice we hear is not ours.
Your offer of being kept up to date on important issues through DIVIDED WE FAIL presents neither an impartial view nor the one we have come to embrace. We do believe that when two parties agree all the time on everything presented to them, one is probably not necessary. But, when the opinions and long term goals are diametrically opposed, the divorce is imminent. This is the philosophy which spawned our 200 years of government.
Once upon a time, we looked forward to being part of the senior demographic. We also looked to AARP to provide certain benefits and give our voice a power we could not possibly hope to achieve on our own. AARP once gave us a sense of belonging which we no longer enjoy. The Socialist politics practiced by the Obama Regime and empowered by AARP serves only to raise the blood pressure my medical insurance strives to contain. Clearly a conflict of interest there! We do not understand the AARP posture, feel greatly betrayed by the guiding forces that we expected to map out our senior years and leave your ranks with a great sense of regret. We mitigate that disappointment with the relief of knowing that we are not contributing to the problem anymore by renewing our membership. There are numerous other organizations which offer discounts without threatening our way of life or offending our sensibilities and values.
This Obama Regime scares the living daylights out of us. Not just for ourselves, but for our proud and bloodstained heritage. But more importantly for our children and grandchildren. Washington has rendered Soylent Green a prophetic cautionary tale rather than a nonfiction scare tactic. I have never endorsed any militant or radical groups, yet now I find myself listening to them. I don't have to agree with them to appreciate the fear which birthed their existence. Their borderline insanity presents little more than a balance to the voice of the Socialist Mindset in power. Perhaps I became American by a great stroke of luck in some cosmic uterine lottery, but in my adulthood I CHOOSE to embrace it and nurture the freedoms it represents as well as the responsibilities.
Your website generously offers us the opportunity to receive all communication in Spanish. ARE YOU KIDDING??? The illegal perpetrators have broken into our 'house', invaded our home without invitation or consent. The President insists we keep these illegal perpetrators in comfort and learn the perpetrator's language so we can communicate our reluctant welcome to them. I DON'T choose to welcome them, to support them, to educate them, to medicate them, or to pay for their food or clothing. American home invaders get arrested. Please explain to me why foreign lawbreakers can enjoy privileges on American soil that Americans do not get? Why do some immigrants have to play the game to be welcomed and others only have to break and enter to be welcomed?
We travel for a living. Walt hauls horses all over this great country, averaging over 10,000 miles a month when he is out there. He meets more people than a politician on caffeine overdose. Of all the many good folks he enjoyed on this last 10,000 miles, this trip yielded only ONE supporter of the current Regime. One of us is out of touch with mainstream America . Since our poll is conducted without funding, I have more faith in it than ones that are driven by a need to yield AMNESTY (aka-make voters out of the foreign lawbreakers so they can vote to continue the government's free handouts). This addition of 10 to 20 million voters who then will vote to continue Socialism will OVERWHELM our votes to control the government's free handouts. It is a "slippery slope" we must not embark on!
As Margret Thatcher (former Prime Minister of Great Britain ) once said "Socialism is GREAT - UNTIL you run out of other people's money".
We have decided to forward this to everyone on our mailing list, and will encourage them to do the same. With several hundred in my address book, I have every faith that the eventual exponential factor will make a credible statement to you. I am disappointed as all getout! "I was born in year two of the Great Depression (1931) and spent the first
10 years of my life influenced by the extreme hardships of the
depression. By today's standards my family was about a mile below today's so called
'poverty level'; but if you never 'had'---doing without was not so 'bad'.
Borrowing shoes to graduate from the 8th grade didn't seem at all demeaning
because most of the 8th graders did the same thing.
In June 1944, my only brother, Joe, was killed in action on Utah Beach in
Normandy , France during the D-Day landings. Exactly one year later, my
father died and left me, my mother and my sister to go it alone. and alone
we went. My mother went to work at a department store, my sister dropped out
of school and joined her and I went to work shining shoes on the streets
of Memphis for a dime a shine.
Government assistance was not available and if it were I am confident my
mother would have refused it because she never wanted the government
involved in our lives.
I mention this bit of personal history to help you understand that
millions of Americans, including your parents and grandparents, grew up like me
during the Great Depression and never expected nor wanted the government to
offer them anything other than an Opportunity , and now to see what Obama
is trying to do to our country tends to make you crazy. As some of you
know, my "Scare Me" letter went viral with millions of hits on the internet
during the past 3 years. I have now written a follow-up letter which I will
now share with you. It will be released to the press.

To the editors:
"In April 2009, I sent President Obama and the New York Times a letter
titled "You Scare Me" because, as a candidate, he promised to "fundamentally
transform America ." Now, after observing his performance for over three
years, he no longer scares me--- he terrifies me for the following reasons:
FIRST He has done more to damage America 's standing in the world, to
lower the standard of living in America , to impoverish future generations and
to shake our faith in the country's future than any other American
president in history.
SECOND-- With a compliant Democrat congress, a lapdog media and a weak,
almost nonexistent Republican opposition, he has shattered the American
dream of job security, home ownership and rugged individualism for millions of
Americans and has poisoned and divided our civil society with his
politics of envy, class warfare, race warfare, and religious warfare which he is
using as fundamental building blocks for his 'socialist' agenda.
THIRD culturally, he remains totally out of touch traditional American
values. This has absolutely nothing to do with race or where he was born,
rather it has everything to do with where, how and with whom he was raised,
schooled, educated, trained and associates with still today.
FOURTH-- he has surrounded himself with naive academicians, lawyers,
politicians, bureaucrats and socialist leaning czars who arrogantly think and
behave exactly as he does. People who offer no balanced suggestions or
devil's advocate positions and think in lock step with him that big government
is the answer to all our problems.
FIFTH-- he not only encourages but aids and abets the unionization of all
American industry, the albatross around the neck of the free market. In
turn, they provide the money and muscle to intimidate his opponents.
SIXTH-- he has increased the national debt by over 30% in just three
years. If re-elected and this rate of increase continues, America will be
burdened with an unsustainable 20 trillion dollar debt which will result in the
Country's financial death. Recovery will be impossible--------- America
will be the Greece of 2016.
SEVENTH-- given his fanatical beholding to the 'environmental' and
'man-caused global warming' fringe, he has deliberately discouraged U.S. fossil
fuel exploration and production while wasting millions of tax payer dollars
on solar, wind and algae experiments. He refuses to accept that oil, gas
and coal are not America 's enemies, they are America 's assets, which,
properly managed, could make us energy independent within a generation.
EIGHTH-- He views the U.S. as a power in retreat which abused its World
dominance. Therefore he systematically apologizes round the world. Last
March he whispered to Russian President Medvedev "--this is my last election.
After my election, I have more flexibility". Just what is the secret that
Obama and Putin are concealing from the American people until after the
election? With what other leaders has he made similar secret agreements?
NINTH---and finally, after all his mis-steps, bad decision making, poor
management, and zero leadership, the fact that he has the audacity to seek
re-election should terrify every American.
I predict that if re-elected, future historians and political
interpreters will look back at the eight year period 2008-2016, and conclude "the 44th
President of the U.S. allowed the takers to overpower the payers which
resulted in the greatest economy in history vanishing from the face of the
Earth".

It is my hope and prayer that this letter will also go viral and serve as
a 'wake up' call to Americans of all political leaning, convincing them
that never before in U.S. history has so much depended on Americans
understanding that we are facing one of the greatest crises in U.S. history.
Convincing them that this election will be won not by letters to the editor,
political speeches or radio and TV sound bites.
No! it will be won by those with a conviction, with a belief and with a
willingness to pay the price in helping put the most enlightened voters in
the polling booth on November 6.
Let me end on my favorite quote which I think is very appropriate for each
of us today---
"TO EVERY MAN
There comes in his lifetime that special moment when he is physically
tapped on the shoulder and offered the chance to do a very special thing,
unique to him and fitted to his talent; what a tragedy if that moment finds him
unprepared or unqualified for the work which would be his finest hour."
Those words spoken by Winston Churchill over 70 years ago are very
appropriate today.
For if each of us is prepared and is qualified then November 6, 2012, just
might be our and our Country's finest hour as we reclaim this "shining
city on the hill" from the ravages of Obama Socialism.
IT IS NOW OR NEVER FELLOW PATRIOTS-- I would add "God help us not to
Fail"!
