Long Time Lisbon Restaurant Closes " Another One Bites The Dust"










LISBON, Maine -
Graziano's Casa Mia, which served Italian fare for more than 40 years from its location on Route 196 in Lisbon, has closed its doors.









The owners of the restaurant announced the closing Friday morning with a posting on Facebook, saying "The Graziano's have left the building. After 43 years of full bellies, friendly smiles and impassioned dinner conversations, we have closed the doors to our Lisbon location for the final time." 

Besides Italian cuisine, the restaurant also was known for its extension collection of boxing memorabilia and photos.
The owners did not give a reason for the closing but thanked their employees as well as their customers and friends.

According to the business' website, the restaurant was founded in 1969 by Joe Graziano, a native New Yorker who moved to Maine in the mid-1960s to open a McDonald's Restaurant in Lewiston. Graziano died in 2000.

SEEKING THE TRUTH – FINAL PART

I am going to try and explain the perfect setup between the town manager and the town attorney. I requested information on double-dipping and the outstanding loans in Lisbon. I did this to determine if there was some collusion or corruption going on in town government. Low and behold, I found something much more damaging to the community.

Both of my requests were in accordance with Maine Freedom of Access Act (FOAA) which required a response from the town in writing within 5 working days. In both cases I received nothing from town.

I sought out an attorney and asked what my options were. My lawyer contacted the town attorney and was also blown off by Therriault. This left me with two options: (1) drop everything (2) file a lawsuit on both FOAA requests. I was totally convinced Eldridge and Therriault were trying to cover-up mismanagement of taxpayers’ dollars so I filed two lawsuits at my personal expense. Why else would Eldridge and Therriault not want me to have this information?

The judge held two or three “informal” hearings with only lawyers there in an attempt to resolve this situation without going to court. I was open to sitting down with Eldridge and Therriault and try to resolve this situation prior to filing the lawsuits but neither of them wanted to talk. I believe it is because Eldridge’s ego is too big and all Therriault see is taxpayer’s dollars in legal fees.

Finally, the town agreed to provide me all of the information I request on double-dipping. So this raises the questions; “If I was entitled to this information from the start, why did we have to go through the court to get the information?” 

Please do not try and tell me Therriault did not know the law pertaining to FOAA request or what is a public record? No this was his way of raping the town of Lisbon on legal fees. These two lawsuits, which I both won, cost the taxpayer’s approximately $10,000 dollars in just legal fees.

During the second lawsuit, the judge awarded me five out of eight pieces of information. Therriault argued this was personal information which could, would, should have been utilized to damage the loaners. This was the furthest thought in my mind. I was only trying to find instances of mismanagement by the town. The three pieces of information were (1) balance on loan; (2) date of last payment; (3) amount of last payment. The purpose of this information was to determine if the borrowers were making their payments on time and the payments were not partial payments. The five pieces of information I did receive were public records so why didn’t the town provide them to me originally. Please don’t tell me Therriault did not know I was entitled to this information. 

Instead, Therriault delayed the process and as a result received legal fees he was not entitled to because he is being paid to know the law and not bleed the taxpayer tax dollars in legal fees.

As a result of Eldridge’s ego and Therriault’s greed, the citizens of Lisbon are forced to pay approximately $10,000 dollars. This is a crying shame to be forced to pay for someone's ego and the incompetency of the other. Keep in mind, neither of these individuals pay taxes in Lisbon so neither of them have a vested interest in your tax dollars and how your hard earned money is spent.

Recap of March 20, 2012 Town Council Meeting

At last night's Town Council Meeting, it was business as usual. During Audience Participation I asked the following questions:

Who is the Chief Administrative Officer for the Town of Lisbon? 


As the Town Manager, all requests for Freedom of Access Acts should be signed by the Chief Administrative Officer since he is the sole Custodian of Public Records for the Town of Lisbon. If the Town of Lisbon is denying the information requested, it should be signed by this Council and not a Town Employee since this action could result in a lawsuit being filed which will cost the taxpayer tax dollars in legal fees? Right now two individuals, who do not pay taxes in this town, are making decision which results in tax dollars being utilized to defend their actions.

Why doesn’t the town manager brief the people on the status of voting on the municipal budget at every meeting like he did on the Lisbon Connection? The people are still waiting to hear when they will be allowed to vote on the municipal budget.

What is the status of the $32,500 tax dollars? 

The last time the Town Manager briefed the people he stated the town was seeking to recover the funds in civil court. Has this been filed in civil court? The reason I asked is because the listing the town manager provided to the court on all open loans the $32,500 is not on this list. Why is that?

Please advise everyone on which ordinances we are required to comply with and which ordinances we can ignore?

After you receive your new tax bills, the people in Huston Parks should immediately file abatement's for noise and structural damage from the overweight vehicles allowed to utilize local streets in residential areas.

Oh that's right she is exempt with her home based business that is in a rural open zone because she has a temporary yet unspecified length permit for it that she just had created by the Town.


None of these questions were answered so after the meeting I asked Chairman Larochelle about getting answers and he assured me; I would receive some kind of an answer.

However, the most important aspect of the meeting was presentations by the School Budget Committee and the town manager on this year’s budgets. It was interesting that after the School’s presentation the audience was allowed to ask questions but after the municipal presentation no questions were allowed. Also, Mr. Green had handouts on the budget for all but the municipal did not.

I believe Mr. Green and the School Budget Committee are trying desperately to reach a balanced budget with no increase to tax dollars but I cannot say the same about the municipal side. It is very apparent the town manager and the town council have no intentions of reducing their spending and this year taxes are going to sky-rocket again. Review the video at 07:00 PM Friday night on Channel 7 and you will see the council never blinked at the proposal of increasing taxes.

You do realize the taxpayers are fighting a losing battle because the town manager does not pay taxes in this community and has no vested interest to reduce spending since his salary is inflated $20,000 more than other town managers. I presented to the council a consolidated listing of ways to reduce spending and no action has been taken. Also, there are two councilors who do not pay property taxes in this town so what do they care if your taxes go up.

There is no effort to reduce spending in Lisbon so naturally your taxes are going to go up.

Lisbon PTO Go Dumpster Diving‏

LISBON PTO VOLUNTEERS GO DUMPSTER DIVING TO BENEFIT STUDENTS!

Lisbon - Members of the Lisbon Community School Parent Teacher Organization (PTO) spent St. Patrick’s Day at the Lisbon Transfer Station dumpster diving for students.   During the day members of the elite force of divers spread awareness of Box Top for Education collection and the aluminum tab pulling.  The dedicated, expertly skilled divers collected 304 Box Tops, 266 pull tabs, 80 Coke Reward points and 11.45 in return-ables.  The Box Tops, return-ables and Coke reward points are used by the PTO as additional resources to provide great monthly free, family oriented events.  Redemptions from the collection help pay for field trips and requested supplies by staff not covered in the school’s budget.  The event was a huge success spreading awareness in the community. The Dumpster Diving team will meet again at the Transfer Station in Lisbon on Saturday, April 21 and May 19.

Funds raised will help support registration drives, voter awareness, constitutional education, bringing young republicans in as members, covering the costs of meetings as well as supporting local, county, state, and federal conservative republican candidates.

A Life Long Resident Is Witness To Deceit, Lies, and Misogyny From Some Of Our Highest Officials

It really doesn't seem too much to ask for an explanation of the mystery of the 'missing'  money- One thing is for sure, Ms Norris was only doing her job when she discovered the discrepancy, and she was hung out to dry. As a lifelong citizen of Lisbon Falls, I hope I will live long enough to see leadership in my beloved town that I can once again respect and trust. In the past few years, I have witnessed deceit, lies and most probably outright misogyny from some of our highest officials.

               SEEKING THE TRUTH – PART 2

I want to talk about the $32,500 dollars misappropriated from the Economic Community Development Department back in March 2007.  This money was loaned to Atlantic Commercial Cleaners and handed to Mr. Daniel Feeney upon his termination of employment from the Town of Lisbon.  During this time frame, Councilman Dale Crafts was working with Mr. Daniel Feeney overseeing the Economic Community Development Department.  Once Mr. Feeney left Councilman Crafts acted as the “unofficial” Director of this department until Mrs. Jennifer Norris arrived in July 29, 2008.  Councilman Crafts briefed Mrs. Norris on the status of this department and continued to oversee Mrs. Norris.

However, once Mrs. Norris identified the transaction to Atlantic Commercial Cleaners was bogus everything changed.  The Interim Town Manager David T. Brooks also the Chief of Police began an investigation into the misappropriation of this taxpayer’s money.


According to the records, after Chief Brooks completed his thorough investigation, the Chief turned all the evidence over to the Androscoggin County District Attorney who prepared charges against Mr. Feeney.

However, prior to the case going to trial, the District Attorney dismissed all charges against Mr. Feeney for lack of evidenceApparently, Chief Brooks had not conducted a thorough investigation after all.

 This was also the feeling of Brian McMasters, state Attorney General’s Office.  It is truly amazing our own Chief of Police would be conducting an investigation into actions which occurred during his watch as Interim Town Manager.  I would think this would be a conflict of interest to say the least.  If the misappropriation is taken place under your nose then you might not be the best person to investigate the incident.

Mr. Tom Marjerison, attorney for Mr. Feeney, interpreted the dropped indictment as a clear indication of his client’s innocence.  Mr. Marjerison went on to say “They realized the Lisbon Police didn’t do a thorough job in the investigation, and my client did not engage in the conduct they allege.”  According to Mrs. Norris, “That $32,500 that I found was nothing compared to what was actually going on there,” she said, pegging the sum involved at “hundreds of thousands of dollars.”

I have been looking into the case for several months and I cannot find out where Councilman Dale Crafts was even questioned about this missing $32,500.

Apparently, he pulled a Sergeant Shultz “I know nothing!”  It would appear to me; since Councilman Crafts was overseeing the department during this time frame he might be able to offer a great deal of information.  Instead, he is not mentioned anywhere; wonder why? 

In this day and age, I cannot understand how $32,500 of taxpayer’s dollars can come up missing and an investigation cannot determine who took it and be able to recover the funds.  There is an old saying “follow the money”.  It is very clear there is someone covering up vital information and the involvement of additional personnel other than Mr. Feeney.  I have asked Chief Brooks for a copy of the investigation since it is closed and Brooks refused to provide me any information.  I wonder why that is?

I do not know if the people of Lisbon will ever know what happened to this money and who actually was involved but it is very clear by the comments Mr. Marjerison; the dismissal of charges by the Androscoggin County District Attorney and the letter from Brian McMasters’ stating insufficient evidence to pursue the case that the investigation was NOT conducted properly or completely.
