FAMILY CIRCUS OR DYSFUNCTIONAL FAMILY ? ? ? ? ?

The only reason Steve Eldridge was hired as Town of Lisbon Town Manager was because Chief of Police David Brooks knew he could lead him around like a trained dog.
Eldridge was kicked out as Rumford's town manager. He ran Rumford into the ground, needed a job, and brought along his lady friend giving her a job.
                                IT WAS PERFECT ! ! ! ! ! ! !
 
The Town of Lisbon was a fairly thriving community.
Situated between two picturesque sites, the Androscoggin and Sabattus Rivers, on heavily traveled Route 196, midway to Lewiston/Auburn to the west and Topsham/Brunswick to the east.
 
New businesses were springing up; The Dingley Press, Floor Systems, The Furniture Superstore, Quality Car Care, all bringing jobs to Lisbon.
New Lisbon Credit Union and Post Office buildings on Route 196, all nicely landscaped, were nice additions.
 
Main Street Lisbon Falls was fairly bustling with activity.
 
Village Street in Lisbon Village, while needing a good
face-lift, the businesses, including Graziano's, were doing pretty good. There were no empty store-fronts.
 
Speed forward to 2012.
 
Two Down Town Revitalization's later:
Main Street Lisbon Falls is looking more and more run-down.
Business is declining.
Village Street Lisbon Village is looking more and more like a Mid-Western ghost town.
The former Worumbo Mill, some buildings burned down in 1987, not like Phoenix, has not risen from the ashes.
 
The former Masonite Fiberboard buildings on Route 196, on the banks of the Mighty Androscoggin River, and Lisbon's Gateway from the East, is or has been stripped of all personal property and the buildings are about to be demolished.
 
Our streets are in deplorable condition.
 
And what are our Town Fathers doing about it????? 
What is the Town Council doing about it??????? 
 
Ignoring the obvious ! ! ! ! ! ! ! ! ! 
 
 Eldridge hired someone not qualified, as Community Development Director  with a nice pay raise.
Every business started with town seed money and  TIF's have gone under, leaving taxpayers holding the proverbial bag.
 
When that person left for another job, he hire another incompetent as a replacement.
 
 He  hired a friend, writing the bid in such a way that
no other firm could bid, to revalue the town at an inflated price.
 
We have a Town council that does not dare to vote before looking to Eldridge or Mike Bowie as to how they should vote.
 
We have a Planning Board, aka Larry, Curly and Moe and The Three Stooges, with the Codes Enforcement Officer as the fall guy. Trying to change the Comprehensive Plan to do illegal spot zoning.
 
They know not what they are doing, but are only doing Eldridge's bidding.
 
Codes Enforcement Officer does not dare to cite illegal businesses, or illegal junkyards for fear of losing his job.
He does not dare to burp or fart unless  Eldridge approves it first.
 
Many town department heads are overpaid and have bloated budgets.
(Apologies to the ones who do care and do not inflate their budgets).
 
The Town of Lisbon is falling into decay under Town Manager Eldridge and his puppets.
Real estate taxes have gone through the roof and are going even higher.
 
Why should Eldridge, Town Engineer Ryan Leighton and Fire Chief Sean Galipeau care? They approve improvements to town buildings that do not need improvements while ignoring buildings that do need to be improved, at inflated costs.
 
They do not live In Lisbon. They do not pay real estate taxes to Lisbon. Galipeau and Leighton do not even have to own a vehicle, pay excise tax and vehicle insurance. They have free use of  town owned vehicles 24/7.
All expenses paid  by Lisbon taxpayers ! ! ! ! ! ! !
 
Do you want  Lisbon  to continue to stagnate???  
Or do you want a vibrant and healthy business community? 
 
To accomplish that we need new leadership ! ! ! ! !
It cannot happen without you ! ! ! ! ! ! ! the voters ! ! ! !

What You Are Not Hearing About in the Main Stream Media; "Hanging by a Thread" by Dr. Mark Sircus

After writing my essay Radioactive Hell on Earth”—actually I wanted to change that title to “Fukushima on Steroids”—I see Christina Consolo’s essay Fukushima is Falling Apart”: Are you ready—it is becoming clear that we, our children and our entire civilization is hanging by a thread. It is a very sorry thing to report that we have literally shot ourselves in the foot with a big nuclear shotgun full of radioactive particles of the worst conceivable kind.
It has taken a year but finally “a U.S. Senator finally got off his ass and went to Japan to see what is going on over there. What he saw was horrific. Reactor No. 4 building is on the verge of collapsing. Seismicity standards rate the building at a zero, meaning even a small earthquake could send it into a heap of rubble. And sitting at the top of the building, in a pool that is cracked, leaking, and precarious even without an earthquake, are 1,565 fuel rods.” If an earthquake or other event were to cause this pool to drain, this could result in a catastrophic radiological fire that could wipe out most of the northern hemisphere; certainly it would be a massive civilization-breaking event.
After an onsite tour of what remains of the Fukushima Dai-Ichi nuclear facilities, U.S. Senator Ron Wyden (D-Ore.), a senior member of the U.S. Senate Committee on Energy and Natural Resources, sent a letter to Japanese Ambassador Ichiro Fujisaki saying, “The scope of damage to the plants and to the surrounding area was far beyond what I expected. The precarious status of the Fukushima Dai-Ichi nuclear units and the risk presented by the enormous inventory of radioactive materials and spent fuel in the event of further earthquake threats should be of concern to all and a focus of greater international support and assistance.”

 1,565 fuel rods translates into 460 tons of nuclear fuel stored in pool in a barely intact building on its third and fourth floors. If the storage pool breaks and runs dry, the nuclear fuel inside will overheat and explode. The worst-case scenario drawn up by the government includes not only the collapse of the No. 4 reactor pool, but also the disintegration of spent-fuel rods from all the plant’s other reactors. The wall of the south side is falling apart at reactor No. 4 and Dr. Helen Caldicott said she would evacuate her family from Boston if it did.

Oh Boy Here We Go; The Maine WIRE: M.D. Harmon: Polls highlight what women think of the GOP, which party is more “judgmental”

Every time I write about polling data, I feel the need to point out that opinion polls are not prophecies, they are snapshots.
As long as the questions are well-crafted to reveal specific opinions about the ostensible topic of the poll; the respondents are selected to represent a fair demographic breakdown of the target population; and the poll results are reported honestly (and any or all of these criteria are challenges for some widely reported surveys), then you can get a fairly reliable picture of what people were thinking at the time the poll was conducted.
What you can’t do is use that to say what people will think about the same topic six months down the road, because circumstances alter perceptions. So, for example, that Mitt Romney is leading Barack Obama by five points in Rasmussen’s daily tracking poll this week says nothing about how the vote will go in November. (Even though it’s fun to read.)
With that in mind, let’s look at what a couple of reasonably respected public research organizations had to say about a pair of topics in the public square right now: What women think of the Republican Party, and whether Democrats are more open-minded and less “judgmental” than members of the GOP.
FIRST, WOMEN: The online newspaper The Hill, which covers national politics, said on Monday that the Democrats’ efforts to paint the GOP as having declared a “war on women” seem to have fallen short of being widely persuasive.
That’s not what you hear on NPR, of course, but as The Hill noted, the big fuss over whether a woman can be said to “have a real job” if she stays at home with the kids has settled down on Ann Romney’s side.
“More voters think Mitt Romney and the Republican Party respect women who work outside the home than think President Obama and the Democrats respect women who stay at home,” the website reported.
It added, “Forty-nine percent of likely voters said the presumptive GOP presidential nominee respects women who have independent careers, while 27 percent said he doesn’t and 24 percent weren’t sure.”
When the tables were turned and respondents were asked if President Obama respects women who stay at home rather than pursue a career, 37 percent of likely voters said he doesn’t and 35 percent said he does, with 29 percent unsure.
Since, as the site noted, “Women outnumber men in the United States and they also vote at a higher rate,” this is a matter of concern on both sides of the presidential campaign. So much so, in fact, that the message Hilary Rosen, the media-image maven who visited the White House 35 times in the past three years (and got into the Oval Office on five of those visits), was obviously told to carry forth to the nation was one that denigrated stay-at-home moms.
Perhaps that’s because surveys show most women do have jobs outside the house. But a little bit of digging would have shown that many of those jobs are part-time. Some of the women holding them may be doing so because they cannot find full-time jobs, but many others choose to work part-time because that gives them more time to spend — guess where?
At home. With the kids.
Finally, the Hill reported, “On the issue of which candidate better understands women’s issues, Obama has a slight advantage over Romney with all voters, 42 percent to 40 percent, but that was a statistical tie given the poll’s 3-point margin of error. When it came to just women voters, 46 percent said Romney better understands their issues while 41 percent said Obama is better.”
What the poll really revealed was that there is not a “gender gap” between the parties, but a “marriage gap.” Single women are more inclined to back Democrats, while married women line up more often behind Republicans. Analysts see this as a matter of which group has higher expectations of how well government addresses their circumstances, and married women have come to rely more on their husbands and themselves, and less on government,than single women do.
Anyway, the overall figures are clear. And I’m so sorry, President Obama. Too darn bad, Ms. Rosen. Your little cabal did its best to smear an accomplished woman, but all you created was — an epic fail.
SECOND, VIEWPOINTS: Last year, we saw a study that showed conservatives, especially religious ones, gave far more to charitable causes and spent far more of their free time helping others directly than liberals and Democrats did. Heck, the righties even gave more blood to the Red Cross than leftists donated.
This was at least partially seen as a difference in worldviews — conservatives thought people were obligated personally to help others, while liberals figured they paid taxes and that put the burden on the government to act.
Now, a pair of new studies by the Pew Research Center together indicate that not only are Republicans more generous than Democrats, they are more informed about general facts of American political life and are also more tolerant about maintaining relationships with people of differing political views.
In the April study, on “Partisan Differences in Knowledge,” Pew reported that Republicans outscored Democrats on eight of 13 questions on public affairs by an average of 18 percent, while Democrats outscored members of the GOP on only 5 questions, and only by an average of 4.6 percent.
Then, in an April 22 story, the political website The Daily Caller cited a March 12 Pew study showing that Democrats are far more likely than conservatives to disconnect from people who disagree with them.
“In all,” said the study (titled “Social Networking Sites and Politics”), “28 percent of liberals have blocked, unfriended or hidden someone on SNS (social networking sites) because of (political disagreements), compared with 16 percent of conservatives and 14 percent of moderates.”
Some 11 percent of liberals, but only 4 percent of conservatives, deleted friends from their social networks after disagreeing with their politics.
Finally, the Daily Caller reported, Democrats are more inclined to let their party allegiance sway their outlook:
“A March Washington Post poll showed that Democrats were more willing to change their views about a subject to make their team look good. For example, in 2006, 73 percent of Democrats said the GOP-controlled White House could lower gas prices, but that number fell by more than half to 33 percent in 2012 once a Democrat was in the White House.”
But “the opinions of GOP supporters were more consistent. Their collective opinion shifted by only a third, according to the data. In 2006, 47 percent in believed the White House could influence gas prices. By 2012, that number had risen to 65 percent, up 17 points compared to the Democrats’ 40 point shift.”
And Steven Hayward, on the Powerline blogsite, noted that researchers at the University of Virginia “have used a massive online survey to show that conservatives better understand the ideas of liberals than vice versa. The results are described in a new book by UVA researcher Jonathan Haidt, ‘Why Good People Are Divided by Politics and Religion.’ ”
Hayward adds, “The book uses a variety of data to argue that conservatives have a balanced set of moral intuitions, while liberals are focused on aiding victims, fairness and individual liberty. Conservatives recognize how liberals think because they share those intuitions, but liberals don’t understand how conservatives think because they don’t recognize conservatives’ additional intuitions about loyalty, authority and sanctity.”
Part of the reason that conservatives are better informed about politics in general (and perhaps why they are more accepting of those who disagree with them) is that conservatives swim in a liberal public policy sea. It’s a media environment in which most networks, newspapers and other major information-dispensing outlets still primarily (if not exclusively) put a leftward tilt on coverage.
Conservatives soak that in daily, while having to work harder to find news and views that address their interests.
Meanwhile, liberals who don’t actively seek out opposing views can live for years basking in coverage that reinforces their opinions. That makes it easy for them to think that everyone who counts agrees with them and that those who don’t are few in number, extreme in outlook and probably feeble-minded to boot.
Constantly underestimating the opposition is hardly a way to win either debates or elections, however.

WAKE UP CALL

When are the town of Lisbon residents and taxpayers going to wake up?
 
Do you know what is going on right under your collective noses? 
 
1.   We are losing real estate tax income. 
 
2.   We are losing personal property income.
 
3.   We are paying $56,000 for a Community Development Director who has not brought any development into town, yet. And like his predecessor did anything either, she, Rosie Bradley, only managed to delete files in the Economic Development office All without the Town Councils Approval and put a bunch of Flags on the the light poles in town, all while being championed by then councilor Dale Crafts and his cousin co-Hort current councilor Gina Mason.  Hello!!!???

4.   Town Manager Eldridge wants to pay an additional $20,000 to a Town Planner. Duplication of services come to mind?
  
5.    A town employee who heads up four departments with a total salary of a minimum of $90,000, has full use  of a town vehicle even for personal purposes, taxpayers paying for gas, tires and maintenance.
 
6.  Eldridge says in case of emergencies, while even Deputy Fire Chiefs, both stations, use their own vehicles in the case of emergencies.
 
Guess who soon will be footing the bill for a replacement vehicle?  Perhaps if the Fire Equipment was used for Lisbon Purposes instead of being 'Farmed Out' or Down for repairs more lives could be saved in Lisbon.
 
7. Replacing the roofing on a building that is not leaking, but not re-roofing a building that is leaking. 
 
All the while Town Council members sit at the council  budget meetings with blank faces, nod, and raise their collective hands  and vote YES on anything and everything Town Manager Eldridge proposes. No matter how inappropriate, unnecessary, useless and expensive ! ! ! ! !  
 
You have been forewarned, many times over.
 
Call your councilors! ! ! !
 
Tell them they need to cut spending! ! ! ! ! 
 
Cut the budget! ! ! ! ! !
 
Less income +  more spending = higher taxes.
                  Don't believe it?
 
Wait until you get your tax bill in August! ! ! ! ! !

Patrick Sullivan served as the Arapahoe County sheriff from 1984
until his 2002 retirement and had a detention facility named after
him. He was named Sheriff of the year by the National Sheriffs'
Association in 2001.
 
Earlier this month Sullivan plead guilty to trading meth for sex. I
said earlier this month, right? He's already served his sentence.
He's a free man.
 
On the surface it doesn't seem all that bad, but it really is. It's
trashy, raunchy, and CNN goes all out as they elaborate the severe
abuses of his position and standing that this guy dished out.
 
BE WARNED. I hesitated posting this, at all, it is so disgusting,
but it really needs to be heard. People need to know that this goes
on and that this creature only did 17 days in jail.

Former sheriff serves 17 days for sex-for-meth conviction

ARAPAHOE COUNTY, Colo.  Former Arapahoe County Sheriff Patrick Sullivan was released from the detention facility that was once named for him early Saturday morning, after spending 17 days behind bars.

Sullivan pleaded guilty earlier this month to trading methamphetamine for sex.

Lisbon Middle School Softball Starting Strong; PWS wins vs. St. Mike's 19-7‏

PWS takes their second win of the season vs. St. Mike's 19-7. Pitcher, Shelby Plourde held the score 18-1 throughout 3 innings and great pitching by closer, Hope Morse. Plourde hit a 3-run homer in the second cushioning the greyhounds lead. Ali Sult, and Chandler Riordan added to the offense with huge hits. Great defense all around.

MHPC: Report Shows Mainers Flee to States with No Personal Income Tax‏


 
Maine loses $661 million in income to other states
 
PORTLAND - The Maine Heritage Policy Center has released a study that shows over 11,000 Mainers have fled to states with no income tax, and they took hundreds of millions of dollars with them.
 
The people who chose to leave Maine from 1995 to 2009 took over $661 million in income to other states. The loss of that income has caused Maine state and local governments to lose at least $87 million in income taxes, sales taxes and property taxes.
 
The actual losses in income and taxes is much higher because its does not account for the compounding and multiplying effects of income over time. Every dollar that is spent often becomes $3 or $4 in total economic activity.
 
The report, “Maine Loses People and Their Income to States with No Personal Income Tax,” by Scott Moody, chief economist for MHPC, shows the desire of residents to migrate from Maine, which has the nation’s sixth-highest tax burden, to states with no income taxes.
 
"Opponents of eliminating Maine’s personal income tax will, quite predictably, lament the loss of state tax revenue," said Moody. "However, the analysis clearly shows that the revenue loss is significantly lower than commonly assumed. The economic benefits of stemming, or even reversing, the out-flow of people and their income to states with no personal income tax would be a major boon to our economy." 
 
“These residents are voting with their feet, and they are taking over $44 million a year with them,” said Lance Dutson, CEO of The Maine Heritage Policy Center. “The evidence strongly suggests that eliminating the personal income tax would help level the playing field and give Maine a fighting chance to convince residents to stay put. Retaining these residents and their income would also help Maine’s small businesses and would create new jobs.”

LISBON L.A.C.O. PAYS FORWARD THANKS TO LISBON INTERACT CLUB

 Carol Day, co-director of the Lisbon L.A.C.O. thanked members of the Lisbon High School Interact Club(l-r) President, Kody Priddle; L.A. C.O. Committee Chair, Sierra Crosby;  Treasurer, Kyle Priddle; and L.A.C.O. Lisbon – Members of the Lisbon High School Interact Club recently presented a $500 check to co-director, Carol Day, of The Lisbon Area Christian Outreach (L.A.C.O.)   The donation was made possible through the Club’s WCSH6 Teens Who Care $2,000 Award.  Students completed 21 local projects and contributed over 4,000 hours of community service.  L.A.C.O. is conveniently located at the MTM building, 16 School Street in Lisbon Falls.   

The panty is open Wednesdays from 6 p.m. to 8 p.m.; Thursdays 10 a.m. until noon; and Saturdays from 8 a.m. until 10 a.m.   

Assistance is available to anyone in need who resides in the towns of Bowdoin, Durham and Lisbon.  The Food Pantry operates through the generous giving of local volunteers from seven area churches. 

L.A.C.O. will be paying forward in the community thanks to the assistance from the Interact Club and generous giving of local volunteers and seven area churches on Tuesday, May 2 from 5 p.m. until 7 p.m. with a FREE TRUCK event.  Participants need not be current clients.  A community spaghetti supper is planned by L.A.C.O. on Saturday, May 19.  Door open at 4:30 p.m.  FMI visit Facebook at Community Resource News in Lisbon Schools or contact Day at 353.8019 or email patab@myfairpoint.net.

Lisbon's Municpal Budget Process Boondoogle

Budget Process

After several years of monitoring the politics of Lisbon’s budget process I have come to a very definite realization. We are hopelessly over our heads when it comes to reducing the tax burden in our town.

While cutting a few hundred dollars here and there is a worthwhile endeavor I don’t think it will bring the savings needed to rescue us from another financial fiasco.

We shouldn’t expect our Councilors or the Budget Committee to be able to unravel the intricate nuances of our creative accounting system.This system was devised by experts to hide or shift the true costs of each municipal department.

In order to cut  taxes by any meaningful amount without detrimental consequences, we need the assistance of some of the architects that conceived this system. 

While we may feel helpless by the complicated nature of our budget process we do have an “ace in the hole”. Our Councilors hold the power to "hire and fire" the very people that are holding us hostage in this budget process.

Our Councilors should go to each of the Department heads and tell them Lisbon needs a  20% reduction in their department and request they give us the least painful solution to our budget dilemma.

If we sit back and nickel and dime this budget, we will all be storming the town hall again in September when the new taxes are sent out. Lets be proactive this time and fix this problem now.

Councilors beware.  You only have a few months left to save your legacy.

Push Me, I'll Push Back Even Harder Says Yeah!!!; ABC News: W. Va. Woman Fights to Collect $10 Million from Debt Collectors

In a twist of irony, a West Virginia woman is trying to collect money from a collection agency. Diana Mey, of Wheeling, W. Va., won the largest judgment ever against an abusive debt collection company -- more than $10 million.
"I'm a mom, and I'm a housewife, and I'm an accidental activist," Mey said.

   That's What Lisbon Police Chief David T. Brooks called Some Residents on Feb. 17, 2009 of which even a member  had "stormed the Beaches of Normandy" during the D-Day Invasion, Liberating the country of France.

"Hey Brooks,NOW would be a GREAT time  for you to pull your bottom lip up over your head and swallow."

Oh please stand by, 'cause a follow-up story is 'going to leave a Mark'.
From her small-town home base in Wheeling, Mey went after a debt collection empire that hounds people nationwide and won. But she still hasn't received any money.
"I don't know that I'll ever collect a dime, but if I can get their operation shut down, that would make me very happy."

Don't make this big mistake...


The big mistake that "preppers" are making right now is buying up large quantities of stored food, ammunition, emergency medicine, radios and other gear -- and then forgetting about it!
I cannot emphasize the foolishness of such an approach. I can assure you, because I've heard this first hand, that there are huge numbers of less-than-ethical people who aren't buying anything except a rifle and some bullets.
Astonishingly, their entire "preparedness plan" consists of -- and these are their own words -- "Using our guns to acquire everything else we need."
That means, of course, going from house to house, community by community, raiding, looting and stealing from anybody who has something they want. Seriously, this is the plan! One guy I know of, who is a respectable professional in society today, is also a pilot. When I asked him if he was going to buy a small plane so that he could fly out of Dodge when the SHTF, you know what he told me? "Nope, I'm just buying another pistol. With the pistol, I can GET a plane." (Wow. I was just shocked to hear it.)
This psychology is rampant across the culture. It's far worse than you think. There are huge swaths of individuals and groups who are locked and loaded, ready to simply take what they want by force once there is an absence of law enforcement in their area. This is the "gang mentality" that is very real, and very deeply ingrained in the minds of many people across America and the entire world.
Defending yourself against these armed gangs isn't too difficult, it turns out. Even armed gangs are looking for easy targets that reduce their risk of injury or death. All it takes to encourage a typical armed gang to go somewhere else is to send some lead flying in their direction, especially if it's from more than one person in your household, community or town. Recap of Workshop on April 24‏


RECAP COUNCIL WORKSHOP – APRIL 24TH

At last night’s Town Council workshop on the municipal budget, it was extremely entertaining. The workshop had the department heads of the following departments there to explain their proposed budgets: Library, Town Engineer, Town Building, Technology, Solid Waste, Finance and Town Clerk.

The council listened as each department head went over their proposed budgets. There were very few questions ask except by Bowie and Mrs. Dot Fitzgerald. Every time Mrs. Fitzgerald asked a question Eldridge would reply by talking down to her.

The most fascinating aspect of the workshop was when Eldridge announced the 2% wage Adjustment INCREASE for all town employees. In the beginning, Bowie and Eldridge stated this was going to be a onetime bonus to all town employees and now it is going to be a wage increase. During the workshop, it was a wage increase plus step/longevity, not a onetime bonus and would cost approximately $174,657 dollars. I believe the total cost is closer to $278,363 which includes the department heads.

All town employees received a 1.75% pay increase last year so why a 2% this year? In this economy, it would be more practical to save jobs rather than increase wages. Let’s think about what this 2% could be utilized for: improving our roads, eliminate several capital gains, and most important is the Library, it would not have to eliminate or reduce the pre-school, head-start and the summer reading programs for the youth in OUR community.

Mrs. Fitzgerald asked the town engineer, Leighton, why he had proposed $15,000 for a new roof and $4,000 to replace windows at the E.T. Smith fire station when the roof was not leaking but the roof at the Public Works building is leaking and was not in the proposed budget? To everyone's amazement, she received no answer. Apparently, the question was too tough. This is the ignorant logic behind this ridiculous proposed budget once again.

Another question Mrs. Fitzgerald asked which received another stupid answer was why the Town Engineer takes a town vehicle home with him. The response was in case of emergencies. Well, the two Deputy Fire Chief utilize their own vehicles and receive mileage, when necessary. The elimination of the town engineer taking a town vehicle home every night will increase the longevity of the vehicle and reduce maintenance cost. How many times in a year does the town engineer have to respond to an emergency?

At the end of the workshop, there was no mention of cutting any of the proposed budgets so it would appear to the citizens of Lisbon that they are looking at between a 1 or 2 mil increase in their taxes in order to offset the fraud, waste and abuse in this proposed municipal budget.

This council is rubber stamping everything Eldridge puts before them. Bowie is steering the remainder of the council to approve increases in spending instead of trying to reduce spending. Without a reduction in spending, taxes can only increase.

It is apparent; this council has no intentions of making an honest attempt to reduce spending. This reflects a total lack of concern for the citizens of Lisbon.

In November, let’s make a clean sweep.
