Many people across the nation are making the connection between the regionalization of land conservation efforts and the goals of the United Nations Agenda 21, which is a “comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations system, governments and major groups in every area in which human impacts on the environment.”
In Maine, land trusts have moved from conserving land on a local level to a regional level. For example, the 12-Rivers Collaborative is a plan for doubling the amount of land encumbered with conservation easements in the mid-coast, is being undertaken by a collective of 10land trusts based within the area.
Likewise, across the state, land trusts are joining forces and planning regional conservation in an effort to attract project and endowment funding from outside of Maine.
The efforts of many of these land trusts are directed by The Wildlands and Woodlands project, a group of dozens of private, non-profit, board-of directors-controlled corporations.
Encompassing an even greater area, The Human Footprint Project looks at international landmasses—the U.S. and Canada—and directs the efforts of a statewide land trust that focuses on acquiring a controlling interest in the state’s forestland.
Rosa Koire, a Santa Rosa, Calif. resident, blogs at www.democratsagainstunagenda21.com about the pervasive nature of the UN Agenda 21. Koire started to unravel the local implementation of the agenda when she began to witness a planning revolution sweeping through her city and state.
Koire defines UN Agenda 21 succinctly: “The action plan to inventory and control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all energy, all information and all human beings in the world.”
Koire writes in her book, Behind the Green Mask, “This plan is a whole life plan. It involves the educational system, the energy market, the transportation system, the governmental system, the health care system, food production and more. The plan is to restrict your choices, limit your funds, narrow your freedoms and take away your voice.”
In the summer of 1993 the President’s Council on Sustainable Development (PCSD) met to lay the groundwork for implementing UN Agenda 21 in America. The federal-level cabinet secretaries and private, non-profit corporations, including the Natural Resources Defense Council, the Sierra Club and the Nature Conservancy, made this statement: “We need a new collaborative decision process that leads to better decisions, more rapid change and more sensible use of human, natural and financial resources in achieving our goals.”
Out with democracy and in with consensus.
Koire said in a recent telephone interview that the Delphi Technique, a mind-control technique devised by the RAND corporation, is being used in public meetings across the nation to “manufacture consensus,” and that consensus is used to neutralize opposing viewpoints. Jargon is used to create a vague sense of the mission and to keep people from becoming alarmed.
Delphi is used to create an appearance of listening to community opinion and incorporating it into a given “vision” or plan. But it’s just an illusion, Koire says. “There’s nothing they can say that will have any impact on the plan,” she said. “We’re seeing this in government meetings all across the United States.”
“Livable. Walkable. Vibrant. Consensus. Conversation. Diversity. Carbon footprint. Smart. Vision. Green. Stakeholders. Regional. Sustainalbe,” Koire writes. “Buzz words and slogans are used as tags to manipulate you. When you hear jargon words like this, you are being conditioned to support and accept the project or plan they’re attached to without questioning it.
“It’s also an indoctrination technique,” Koire reports.  “What it also does is it propagandizes the people who are in the meeting. It vilifies and shames and calls out people who would stand up and speak out against whatever the plan is. It uses ‘Communitarianism’ to do that, which is the idea that individualism is shameful and you should be working for the so-called ‘common good,’ whatever that is.”
“Agenda 21 is a plan to destroy, to erase jurisdictional boundaries, and, of course, it is a global plan,” she said. “It is a globalist plan. The idea is that there will be no boundaries. The stepping stone to a globalist plan is regionalization. What we’re seeing across the country is regionalization of our areas that had previously been city, county, state and federal. The plan is to erase those boundaries with regional boards, regional plans and regional areas.”
“It is the erection of a regional governance, which is not going to be representative,” she said. “This is something that is part of United Nations Agenda 21. It’s basically a two-pronged program: urban and rural. And it’s a war on rural people. It’s a way to get people out of the rural and suburban areas, into the dense city centers where they can be more easily managed, surveilled and controlled.
“What we need is to know is that awareness is the first step in the resistance,” Koire said. “As soon as people understand what it is that we are looking at, they are part of the resistance.
“I want to emphasize that this is a non-partisan issue,” she said. “Freedom is non-partisan. This is an American issue. All of us—left, right, center, Republican, Democrat—no one wants to live in a corporatocracy. No one wants to live in a global totalitarian state. This is antithetical to what we are as Americans. And we need to join together and we need to find those things that we hold in common.
“There is no other issue that is more important than this right now,” Korie said. “We’re talking about a loss of our personal freedom, a loss of our civil and property rights. This is something that all of us, across the country need to recognize: no hero is going to come and take care of this for us. This is something that we need to do together and we will prevail.”
ICLEI (The International Council for Local Environmental Initiatives) is the arm of the United Nations that implements Agenda 21 principles locally. The non-governmental, un-elected organization describes itself as “is an association of over 1,220 local government members who are committed to sustainable development.”

Municipal members come from 70 different countries and encompass more than 569,885,000 people. According to the website,www.iclei.org, “ICLEI has grown to become the largest international association of local governments as determined by budget, personnel and scale of operations.”
Being a branch of the UN, ICLEI is funded by taxpayers.

When A Soldier Comes Home




When a soldier comes home, he finds it hard....
..to listen to his son whine about being bored.
....to keep a straight face when people complain about potholes.
to be tolerant of people who complain about the hassle of getting ready for work.
...to be understanding when a co-worker complains about a bad night's sleep.
..to be silent when people pray to God for a new car.
....to control his panic when his wife tells him he needs to drive slower.

..to be compassionate when a businessman expresses a fear of flying.

The Sheepdog's Prayer

I am a tired old Sheepdog,
The guardian of my flock.

I keep the predators at bay

And stand watch around the clock.

Lisbon Town Council Dry Humping of the Voting Populace

shall be conducted on a nonpartisan basis and without party designation on petitions and ballots. Except as otherwise provided by this Charter, the provisions of the laws of the State of Maine shall govern the qualifications of voters, the registration of voters, the manner of voting, absentee ballots, the duties of election officers and all other matters relating to the preparation for, conduct and management of elections.

Article VIII. Initiative, Referendum, Recall and Special Town Meeting

Part 1. General Provisions
Sec. 811. General Authority.

Amend as follows:
a) Initiative. The qualified voters of the Town shall have the power to propose ordinances to the Council. Such power shall not extend to the Town’s oçgjig budget (which is determined by referendum vote in accordance with Sec.

8.1 l(b)(3) and Sec. 8.26(d)), or the capital program or budget. If the Council fails to adopt an ordinance in the same form as proposed in all material respects, the voters may adopt or reject it at an election. Such power shall not extend to the budget or capital program or any ordinance relating to appropriation of money, levy of taxes, or salaries of appointed officers or employees. Ordinances relating to the salaries of elected officials are subject to the initiative process.
(b) Referendum.

I. Ordinance. The qualified voters of the Town shall have the power to require reconsideration by the Council of any adopted ordinance and, if the Council fails to repeal an ordinance so reconsidered, to approve or reject it at a Town election. Such power shall not extend to the budget or capital program, any emergency ordinance, or any ordinance relating to appropriation of money, levy of taxes, or salaries of appointed officers or employees. Ordinances relating to the salaries of elected officials are subject to the referendum process.

2. Borrowing; Major Appropriations. No action of the Town Council which approves the issuance of any general obligation or revenue obligation bond of the Town or which authorizes a lease or other contractual obligation of the Town for capital equipment whose costs per unit exceed $100,000 and which exceeds a term of 12 months shall be
effective unless and until said action is ratified by the qualified voters of the Town in a referendum conducted in accordance with the .provisions set forth in this Article. This provision specifically excludes agreements for services, personnel contracts and collective bargaining agreements.

3. Town Budget. The qualified voters of the Town shall have the ppwer to approve or reject at a Town election the total amount of the Town’s operating budget. If a vote on the Town’s operating budget fails, it shall be resubmitted to the voters by the Town Council, with or without amendment, for approval. During such time as there is no approved operating budget, then the provisions of Sec. 6.04(b)( 1) shall apply and the budget as presented by the Manager shall be implemented on a month to month basis (or the budget for the prior year shall be implemented on a month to month basis or the operating budget as approved by Council shall be implemented on a month to month basis).

(c) Recall. The qualified voters of the Town shall have the power to recall any member of the Town Council, School Committee, Budget Advisory Board or Water Commission in accordance with the provisions set forth in this Article.
Ed) Special Town Meeting. The qualified-veters of the Town shall have the power to reconsider any budget appropriation—at a special Town-meeting-called--by petition. The petition must cite the specific appropriation(s) to be inekided—in the warrant for the necial Town meeting.

Part 2. Initiative and Referendum
Sec. 8.26. Results of Election.

 Add a Subsection (d) as follows:
(d) Operating Budget Referendum. If a majority of the qualified voters vote to approve the annual Town operating budget in accordance with the provisions of Sec. 8.1 l(bX3) the operating budget shall be considered adopted and be implemented for the fiscal year beginning July 1. If a vote on the operating budget does not result in its approval, then the provisions of Sec. 6.04(d)(l) shall apply until such time as a budget referendum is approved.
Delete Part 4. Special Town Meeting, Sec. 8.41 through Sec. 8.46.

RECAP TOWN COUNCIL WORKSHOP – AUGUST 7TH

At last night’s town council workshop there were two agenda items:  Davis Cemetery and the Charter Amendment for the people to vote on the Municipal Budget.  This first one was simple according to the town attorney, Roger Therriault.  Cemeteries abandoned, which have veterans buried in them, automatically revert to the municipalities responsibility to maintain.  There are numerous veterans buried in the Davis Cemetery.  The town will have to establish a Trust Fund to cover the cost of maintaining the Davis Cemetery.  The major point is that no money can be utilized for anything except the maintenance of the cemetery.  This means it will not be part of the town’s General Fund and cannot be accessed by the town council or the town manager.

The town attorney, Roger Therriault gave a short briefing on the first draft of the Charter Amendments relating to referendum vote on the Annual Operating Budget.  In this draft, Therriault provided three options for what is to happen if the people do NOT pass the proposed budget.  These options were:

 After two NO votes by the people, the Town Managers proposed budget would be utilized as the budget for the year.
After two NO votes by the people, the Town Council’s proposed budget would be utilized as the budget for the year.
After two NO votes by the people, last year’s budget will be utilized as the budget for the current year.

At this point, Councilor Bowie took total control of the workshop.  Bowie recommended the council select option 2 because this is the form of government the town’s people elected to have.  Well, there is a reason that 2025 voters wanted to vote on the municipal budget and that is because they are not happen with the excessive spending by the town council which leads to higher taxes.  So what possible good does it do to revert to the town council’s proposed municipal budget after two NO votes by the people?  

All this does is cost the town an additional cost for a second vote.  According to the town clerk, this is approximately $3,000 dollars per election.  This is a direct contradiction to what the people ask for.  However, this council is ignoring the desires of the people just as they did this year with the municipal budget.  The people spoke at the public hearing on the municipal budget that the people did not want a 2% wage increase included in the budget and yet it is in this year budget; so much for hearing the people or doing what your constituents want.  A former council took place and led me believe that this council is made up of heathens and I saw firsthand last night exactly what he was talking about.

Bowie went on to ensure the people will never be able to stop the council’s excessive spending by requiring at least 15% of the registers voters (7000) having to vote in the election before it is a valid vote. This means at least 1025 voters have to show up and vote.  The original proposal was for the people to vote by departments and not on the entire budget but that never came out in the workshop.  Apparently, it was lost in the shuffle or deliberately left off. Also, Therriault left the capital budget out of the municipal budget so this has to be added into the municipal budget.

After all of this was said and done Bowie turned to Roger Bickford and asked him if he was OK with Bowie’s changes.  Bickford said he did not care as long as the people get a chance to vote on the budget.  A lady in the audience said I did not realize Roger and I are the same; neither of us has a pair of balls.

  This lady was right on point because Roger Cote and Roger Bickford were the two councilors who were trying very hard to give the people what they wanted.  Roger, get off your knees and be a man. 

Just to recap for you, if the people do not approve the municipal budget after two votes then whatever the town council’s proposed budget will be the budget for the year.  I will give you an example: if the council presents an inflated budget by 50% and the people vote it down and then the council come back with an inflation rate of 25% and the people vote it down then the 25% inflated budget will automated go into effect.  There is no penalty or inspiration for the town council to make any attempt to reduce spending.  

The correct solution is Option 3, make the town live with utilizing last year’s budget.  This will be an incentive for the council to present a budget the people can live with.  The Tax Increment Financing Program alone last year was inflated by $107,000 dollars and where is that extra money now and why wasn’t it applied to this year’s budget in an attempt to reduce our taxes.Now for the final comment on this blatant attempt to keep control of the municipal budget and ignore the wishes of the people.  Bowie, the puppet master, orchestrated the entire workshop while the puppets said nothing.  Clearly, this council cares little to nothing about the people of Lisbon and what their wishes Care.zzzzzzzzzzzzzzzzzzzzzzzzzzzz

Sec. 811. General Authority.


Amend as follows:


a) Initiative. The qualified voters of the Town shall have the power to propose ordinances to the Council. Such power shall not extend to the Town’s oçgjig budget (which is determined by referendum vote in accordance with Sec.


8.1 l(b)(3) and Sec. 8.26(d)), or the capital program or budget. If the Council fails to adopt an ordinance in the same form as proposed in all material respects, the voters may adopt or reject it at an election. Such power shall not extend to the budget or capital program or any ordinance relating to appropriation of money, levy of taxes, or salaries of appointed officers or employees. Ordinances relating to the salaries of elected officials are subject to the initiative process.


(b) Referendum.
I. Ordinance. The qualified voters of the Town shall have the power to require reconsideration by the Council of any adopted ordinance and, if the Council fails to repeal an ordinance so reconsidered, to approve or reject it at a Town election. Such power shall not extend to the budget or capital program, any emergency ordinance, or any ordinance relating to appropriation of money, levy of taxes, or salaries of appointed officers or employees. Ordinances relating to the salaries of elected officials are subject to the referendum process.


2. Borrowing; Major Appropriations. No action of the Town Council which approves the issuance of any general obligation or revenue obligation bond of the Town or which authorizes a lease or other contractual obligation of the Town for capital equipment whose costs per unit exceed $100,000 and which exceeds a term of 12 months shall be


effective unless and until said action is ratified by the qualified voters of the Town in a referendum conducted in accordance with the .provisions set forth in this Article. This provision specifically excludes agreements for services, personnel contracts and collective bargaining agreements.

3. Town Budget. The qualified voters of the Town shall have the ppwer to approve or reject at a Town election the total amount of the Town’s operating budget. If a vote on the Town’s operating budget fails, it shall be resubmitted to the voters by the Town Council, with or without amendment, for approval. During such time as there is no approved operating budget, then the provisions of Sec. 6.04(b)( 1) shall apply and the budget as presented by the Manager shall be implemented on a month to month basis (or the budget for the prior year shall be implemented on a month to month basis or the operating budget as approved by Council shall be implemented on a month to month basis).
(c) Recall. The qualified voters of the Town shall have the power to recall any member of the Town Council, School Committee, Budget Advisory Board or Water Commission in accordance with the provisions set forth in this Article.


Ed) Special Town Meeting. The qualified-veters of the Town shall have the power to reconsider any budget appropriation—at a special Town-meeting-called--by petition. The petition must cite the specific appropriation(s) to be inekided—in the warrant for the necial Town meeting.

Sec. 8.26. Results of Election.


Add a Subsection (d) as follows:


(d) Operating Budget Referendum. If a majority of the qualified voters vote to approve the annual Town operating budget in accordance with the provisions of Sec. 8.1 l(bX3) the operating budget shall be considered adopted and be implemented for the fiscal year beginning July 1. If a vote on the operating budget does not result in its approval, then the provisions of Sec. 6.04(d)(l) shall apply until such time as a budget referendum is approved.


Delete Part 4. Special Town Meeting, Sec. 8.41 through Sec. 8.46.

Recap of Oh Hum Lisbon Town Council Meeting 08072012

RECAP TOWN COUNCIL MEETING – AUGUST 7TH

At last night’s town council meeting it was business as usual.  There was little to no excitement during the actual meeting but at the workshop it was a sham.  I will devote an entire article to the highlights of the workshop.

Our local citizens serving abroad to protect our rights.
Will we have the balls enough to protect theirs when they come home?

The Town council approved a bid for the Library Air Conditions to be installed in the library in the amount of $12,565.00.  They had budgeted $20,000.00 for this project.  I wonder where the extra $7,035.00 will be going.

The council also approved a bid for the Wood Trailer Replacement for $48,000.  They had budgeted $50,000 so where is the extra $2,000 going.

Mr. Richard Gross from the Androscoggin County Charter Commission provided an excellent presentation on the proposed Androscoggin County Charter which will be voted on in November.  If you would like to review the proposed charters go to

Some of the interesting points are:

The make-up of the new Commission will be increased from three Commissioners to seven.  The first election will be in 2014.

Establishes term limits for Commissions and Budget Committee members.

An excellent Recall procedure which I felt should be adopted throughout the county.  It is simple and to the point.  The number of signatures required is 10% of the number of votes cast for the office in the last election and the decision is determined by majority vote and not by some unobtainable goal like 30% of the total number of qualified voters who cast votes for Governor in the most recent gubernatorial election like Lisbon.

You mean like the one for Nasty Norma???Where David T. Brooks circled the voting place like a shark looking for a fresh kill.....


The council also discussed which roads to repair first; this discussion ending with the council asking the town engineer to provide additional information prior to making a decision.

The council approved the nominations of Curtis Lunt and Karen Paradis as Associate Member of the Planning Board.
