WARRANT

SPECIAL TOWN MEETING AND BOND REFERENDUM ELECTION

April 21, 2009

TOWN OF LISBON

Androscoggin County, ss. State of Maine

TO: David Brooks, Constable of the Town of Lisbon: You are hereby required in the name of the State of Maine to notify the voters of the Town of Lisbon of the Special Town Meeting and Bond Referendum Election described in this warrant.

TO THE VOTERS OF THE TOWN OF LISBON:

You are hereby notified that a Special Town Meeting will be commenced at the Lisbon Town Office, 300 Lisbon Street, Lisbon, Maine where a moderator will be chosen. The Bond Referendum Election will be held by secret ballot at two polling places, the Lisbon Town Office for balloting by residents of Ward 1and the MTM Community Center, 18 School Street, Lisbon, Maine for balloting by residents of Ward 2 on Tuesday, April 21, 2009 for the purpose of determining the following questions.

The Special Town Meeting will commence at the Lisbon Town Office, 300 Lisbon Street, Lisbon, at 11:00 AM for the purpose of choosing a moderator, followed immediately by balloting on the Bond Referendum Election questions at both polling places. Voters may but need not participate in the choice of a moderator before casting ballots in the Bond Referendum Election.

The Bond Referendum Election will be held in accordance with and include details set out in two Orders adopted by the Lisbon Town Council March 3, 2009, copies of which are on file with and may be reviewed at the office of the Lisbon Town Clerk.

Article 1: To choose a moderator to preside over the Special Town Meeting.

BOND REFERENDUM ELECTION

The aggregate total of the bond referendum election questions shall not exceed $2,500,000.

Bond Referendum – Question One

ORDER AUTHORIZING TOWN OF LISBON TO ISSUE UP TO $394,000 IN BONDS AND NOTES FOR MATCHING FUNDS FOR THE UPLAND ROAD DOT PROJECT IN ACCORDANCE WITH THE ORDER ADOPTED BY THE LISBON TOWN COUNCIL MARCH 3, 2009.

QUESTION: SHALL THE ORDER DESCRIBED ABOVE BE ADOPTED?

Bond Referendum – Question Two

ORDER AUTHORIZING TOWN OF LISBON TO ISSUE UP TO $ 916,855 IN BONDS AND NOTES FOR ROAD IMPROVEMENTS IN ACCORDANCE WITH THE ORDER ADOPTED BY THE LISBON TOWN COUNCIL MARCH 3, 2009.

The validity of the bonds and the voters’ ratification of the bonds may not be affected by any errors in the estimate made pursuant to paragraph B. If the actual amount of the total debt service for the bond issues varies from the estimate, the ratification by the electors is nevertheless conclusive and the validity of the bond issue is not affected by reason of the variance.

The Town Clerk shall process absentee ballots at 2:00 p.m., 4:00 p.m., and 7:00 p.m. on Election Day in accordance with M.R.S.A. Title 21A Section 759 (7).

The polls shall open at 11:00 a.m. and close at 7:00 p.m. at the MTM Center located at 18 School Street for Ward 2 (Lisbon Falls Residents) and the Lisbon Town Office’s Public Meeting Room, 300 Lisbon Street in Lisbon for Ward 1 (Lisbon Village and Lisbon Center residents).

The Registrar of Voters shall hold office on April 16, 17, & 20 from 8:30 a.m. to 4:30 p.m. at the Town Clerk’s Office and at the polling place on Election Day from 11:00 a.m. to 7:00 p.m. at the polling locations.

A person who is not registered as a voter may not vote in any election.
